1.00.00 This section furnishes the Purchaser’s minimum requirements of electrical laboratory &
testing equipments. The bidder shall include any other equipment considered
necessary for the satisfactory maintenance of electrical system of the thermal power
plant and associated 400 kV/230KV GIS switchyard and other systems in the power
plant:-

The test instrument / kits shall be of latest version with nessary calibration certificate.
The detail specification for the above instrument is given in clause 2.00.00
(Bidder to submit detailed specification, the make & model of the instrument for each item
with the bid)
The detail specifications for the test instruments are given below. The bidder shall
submit make, model number and data sheets along with the bid.
• Battery life: 3500 tests should be possible assuming each test take 5 s with
6 x 1.5V cells
• The Insulation Tester should be supplied with Lead set with carry case.
Heavy Duty Battery Operated Insulation Resistance tester (10 KV Megger) For Automatic

1)Technical Requirement
• Voltage selection – 50V to 1KV in 10V steps, 1KV to 10KV in 25 V steps

test is in progress.

The instrument should performs automatic tests and measure Insulation Resistance,

The DD value is defined as (mAV-1F-1):
The tester shall be suitable for D.C. battery operation and AC mains operation. The D.C.
batteries should be rechargeable with the 230 Volts A.C. supply. Contractor shall supply
the necessary accessories for this purpose. The ratings of D.C. batteries shall be indicated
in the offer.
• USB and RS232 port and software if any for download of digital data to a computer
and directly to the printer should be possible. Real Time down load to computer
should be possible. Instrument should have atleast 32 kB on board memory. Data
storage should include voltage, test time, leakage current, resistance, PI, DAR, DD,
capacitance and time constant.
• Instrument should have high voltage warning display when input voltage across the
terminal is above 50V.
• Digital and software filter should be available in the instrument to remove induced
noise.

Humidity range
1. The system is to be used on all power transformers viz. Generating step up transformers,
auto transformers, etc. for early warning of the developing fault conditions that could lead
to equipment failures and unscheduled outages. The system shall be a continuous, on-
line, intelligent moisture and gas-in-oil monitoring system for evaluating dangerous
conditions, bubbling temperature and aging rate. The system shall be light weight and field
mountable. It is to warn the personnel when the diagnostic or remedial actions are needed.
The system shall provide assistance in decision making process for keeping the
equipment on-line or removing from service.
2. The system is to read on-line the composite values of gases in ppm generated by faults in
the transformers. It shall also monitor the moisture level in the transformers. The system
shall have four 4-20mA inputs (or outputs) for possible connection to other sensors such
as temperature or load current. Five dry contacts shall also be available.
4. The system shall respond to relative humidity in oil (%), Hydrogren (H2), Carbon Monoxide
(CO), Acetylene (C2H2), Etylene (C2H4). The system shall have a Gas-permeable
membrane and combustible gas detector and a thin film ca[acitive sensor for moisture.
Sampling method shall be via flooded port with 1.5 inch NPT male threads.

6. The electronic unit shall be microprocessor based unit and shall be operating on real time
basis with menu driven interface. It shall have the following functions:-
7. Gas level, hourly trend and daily trend readings, gas level, gas trends alarms, moisture
level (with oil temperature), hourly average and daily average reading, moisture level and
moisture average alarms, fail alarm, history logging, periodic sensor test, calibration,
configuration and self test, networking, remote control via controller (optional modem),
remote embedded software upgrading.
8. RS232 port shall be provided for the user to select either local laptop connection during
installation or service connection to the controller. Backlit liquid crystal display (LCD) shall
be provided. A keypad with 8 keys shall be provided. 5 dry alarm contacts shall be
provided for outputs allocated as follows:- gas and moisture high, high-high and fail alarm
contacts. One NO and one NC contacts (C type) per alarm shall be provided. 4 analog
outputs shall also be provided.
9. The sensor and the electronic unit shall be housed in a NEMA 4X (IP66) type of an
enclosure. Optional finned high temperature adaptor for oil temperatures up to 105 deg. C
shall be provided. The system shall be able to handle the oil pressure of 0 – 700 kPa (0 –
100 psiG) with no vacuum allowed. The system shall work on 80 – 260 V AC, 50 Hz. It
shall meet IEC 255-4, 801-2, 801-4 and IEEE C37.90 standards

Sl.no.23. Rheostat
• The Instrument shall be suitable for testing all types of relays (both static and
electromagnetic type). Shall be portable and handy for easy transportation to be carried by
one person. The equipment shall be capable of working satisfactorily in hot and saline
climate. It must be dust and vermin proof and corrosion free. It must withstand the shock
and vibration during transportation.
• The equipment shall be designed to operate under the adverse conditions of external
influences like Electrostatic discharge, Magnetic field, E.M field induction, E.M. HF field,
R.E. interference, Input waveform distortion and harmonics, Input voltage and frequency
variation.
• The instrument shall be able to generate A/C voltage and current at different frequencies
and phase angles to be suitable for all types of testing of relays (both Static and EM type).
The kit shall have df/dt facility (i.e. frequency variation with respect to time). The kit shall
also generate D.C output as required for the relays. The kit shall also have analog inputs
for measurement of AC/DC current and voltages.
• The instrument shall be capable of being operated both, either through a computer or
manually (Without a Computer). A knob on the front panel of the equipment shall be
provided for the manual operation with all parameters to be displayed on the on-board
digital display.
• All generators for voltage outputs and current outputs shall be continuously and
independently adjustable in amplitude and phase with auto-ranging.
• Apart from self-calibration (Software), the system shall also be provided with a calibration
box as an independent external means of calibration.
• A Laptop computer pre-loaded with the easy to use relay testing software shall also be
provided for a fully automatic operation of the relay testing set. All hardware and software
shall be mentioned separately.
• The unit must be able to generate at least 15A (3 – phase) by itself and upto 30A (3 –
phase) in conjunction with a current amplifier.

The unit shall be a stand alone for field installation on a transformer valve. It shall
continuously monitor the moisture in the transformer oil and the temperature on the
transformer oil at the sampling point. The system shall detect the following:-
a) Ingress of moisture in the transformers (through the breathing system and bushing
seals)
The system shall have a sensor and the electronic unit housed in an enclosure.

• Instrument should be provided with dual display mode for simultaneous reading of
numerical L/C/R values and Dissipation Factor / Quality Factor of any capacitive or
inductive measurement.
• Instrument should be provided with ‘auto power off’ and should have provision to select
auto range or manual mode. Should be provided with Dual-Frequency mode (120 Hz., and
1 kHz.,) and should be capable of measuring transformers, electrolytic/ceramic capacitors,

• Instrument should also be equipped with Tolerance mode for component sorting. The
tolerance modes should be 1 %, 5 %, and 10 % for the Inductance, Capacitance and
Resistance functions respectively.
• Provision should be there for automatic storage of the values into memory while testing
abatch of similar components. Calculations should be performed and indicate the
maximum value, the minimum value and the average value of the batch of components.
• Provision to calibrate the meter internally at both the upper and lower limits of each
range. Should be able to calibrate externally to compensate for connector residues
present while using test leads.
Relative mode should be available to store the reference value.

• The infrared thermal imaging and measurement system shall be based on microbolometer
technology. The system shall be lightweight, hand-held with on-board battery. It shall
include a single lens (standard) of 24º lens.
• The system shall have an interpolating electronic Zoom function in steps of 2, 4, and 8. It
shall provide color infrared image display on LCD viewfinder and on external display. The
system shall have the capability of automatically recognizing the lens and calibrating the
system for new lens. The system shall also have facility to see the visual image which
shall automatically be associated with thermal image. An LCD 4” display with in-built
remote control shall also have to be provided. The system shall have a laser pointing
facility also. A flash lamp for proper visual image display in dark conditions shall also be
provided.
• The system shall have the capability to record and store upto 50 images in inbuilt Flash
memory and up to 500 images on a removable PC card depending on the card memory
capacity. A provision to record voice and pre-defined text on each image file shall also be
provided. Voice recording via Bluetooth and predefined text via IR port on each image file
shall be provided.
• The system shall be able to display the temperature reading on any point on the screen
using 10 movable cursors with an auto – spot feature for maximum or minimum
temperatures in the whole image. 14-bit digital image storage shall be possible.
Radiometric image recording at the rate between 25Hz and 0.5Hz allowing recording of
clips between 24 sec. and 20 min. recording time shall be available. Play back facility of
infrared images shall also be available in the camera. Image gallery facility shall be
available for easy reviewing and recalling of stored images.
• The System shall also have at least two programmable keys, which can be programmed
as direct function keys.

22. Customer defined color scale utilization shall be possible and a minimum of 10 color scales

23. Reflected ambient temperature correction facility shall also have to be provided.
24. The system shall have Firewire, USB, RS 232 and infrared port for downloading all the image
and data into PC directly from the camera and the necessary accessories shall have to be
provided for doing so.
25. Profile and setting storage for multiple users shall be available.
ANALYZING SOFTWARE
The software for report generation and analysis shall also be supplied. It shall be OLE
compliant. Report formation wizard and templates shall be available for easy and fast report
formation. Histogram, Formula, Zoom and profile tools shall be available. It shall also be
possible to insert a visual image (photo) in the report. It shall also be possible to insert logos in
the report. A marker function shall be available. It shall be possible to create table in the report
with cells being defined as field or test cells. The field cells shall be directly connected to the
data on the IR images. It shall also be possible to insert a text object. AVI Creation shall be
possible. Drag and drop facility for easy report generation shall be available. Conversion of the
report in PDF format shall be possible.
1. GENERAL
The Portable Cable Fault Locator shall be a self-contained unit capable to detect condition and
fault of under ground distribution and transmission power cable that comprising of
(a) Surge Generator
(b) DC Tester/ Burner
(c) Arc Reflection Filter,
(d) Surge Pulse Coupler and
(e) Voltage Decay as one package according to the technical specifications stipulated in this
tender documents.

2. Mode Selections
Surge, Proof/Burn, Ground & Arc Reflection
3. Test Technique.
Test technique should be based on differential Arc Reflection so as to eliminate unwanted and
confusing reflections leaving only the location of fault. This Differential Arc Reflection
Technique should be possible without a need to use extra channel or healthy phase. The
Differential Arc Reflection Analysis systems should work on Windows operating software with
Touch screen interface for ease of use.
All the four systems i.e dc/tester burner, surge generator, Arc Reflection Filter and Radar
coupling should be integrated into one package/unit for ease of use.
The unit shall be versatile, capable supportive to locate faults in a wide variety of power
distribution cable networks through modern, integrated coupling for multiple cable testing and
fault locating technologies to reduce the fault location time. The unit shall be complete in all
respect with all the necessary items, accessories and test techniques and shall be ideal to
ensure its maximum performance to detect faults or conditions for short, medium or long under
ground distribution cable networks alone the roadside of a busy cosmopolitan city.
The unit should be compact and rugged in construction to endure years of hard and rough
field use. The unit shall have the capability to deliver high adequate energy output that is
necessary to ascertain easily the condition and break down faults in cable, joints and
terminations and long cable circuits. The unit shall have to be fitted with necessary wheel kits
for its convenient transportation in the uneven roads and rough working environment. The
dimension, construction and the features of the unit shall be user friendly and suitable to
operate under the conditions that are as follows :

Required Specification
1. The portable equipment shall measure and record a circuit breaker timing cycle including
closing and opening of the main contacts, resistive contacts and auxiliary contacts.
2. The equipment shall be intended to use in high voltage substations (230 kV & 400 kV) .
The equipment shall also be capable for finding opening and closing time of the close or
trip circuit which carry DC voltage upto 250V.
3. The equipment shall be expandable modular concept and upto 48 + 48 time measuring
channels. The equipment shall be stand lone and it shall have one tool box for all breaker
testing and shall be capable to perform offline and online measurements. The equipment
shall have analog and digital transducers to make contact travel measurements and also it
shall have calibration module for stable accuracy. The timing channels shall be
galvinically isolated and allow measurement of resistive contacts and series connected
breaker chambers with out disconnection.
4. The system shall have provision to expand upto 48 time measuring channels. A built in
program shall permit easy selection of different sequences of breaker control pulses. The
time delay between pulses shall be easily set by manual control. The program unit shall be
suitable for the control of trip / close coil currents up to 25A.
5. The software existing in the system shall have predefined templates to perform automatic
testing and it shall have active interference suppression while testing in high voltage
switchyards. The equipment shall have integrated static contact resistance measurement
facility and it shall also measure automatically the coil voltage, current and auxiliary
contacts. The equipment shall be capable to produce enhanced reports, assessment and
archiving of results.
7. All accessories necessary for satisfactory operation and testing of the breaker shall be
provided.
8. The analyzer shall have adequate memory to store at least 10 readings for later recall and
review. There shall be facility to connect the system to the computer link, which will help to
store all the results on a storage device for the comparison at a later stage. The analyzer
shall have automatic transducer calibration facilities.
9. For good resolution a sampling frequency of 40kHz (min) shall be provided. The analyzer
shall provide data on over travel and penetration of the contacts along with the capability
for continuous long term monitoring (online) of a circuit breaker.

Required Specification
1. The detector shall supply high voltage detectors suitable for detecting the presence of high
voltages with complete operator safety. Typical requirements are as follows:
• They shall have built in checking circuits to ensure the equipment is operating satisfactory
and produce clear visible and audible signal.
• They shall have stable operating ranges with no switching required to pre set the voltage
levels.
• The equipments shall be insensitive to induced voltages to ensure no wrong indications
will occur.
• A suitable tester shall be provided to check for satisfactory condition of the insulated stick.
• The equipment shall be light for case of use, typically 0.5 kg.
These shall be suitable for comparison of phases and detection of voltage on 11,000 volt
systems and suitable for outdoor use. Their voltage graduated readings shall be completely
legible and precise.
3. They shall be provided with sticks of suitable length, typically 1.25 m long, and interconnected
by suitable insulated flexible leads which will provide an operating distance of 2.5 meters. The
phase testers shall be complete with built-in check to ensure they are operating satisfactorily.
Means of checking the insulation of the sticks shall also be provided. The equipment shall be
light, typically 1.2 kg, and be housed in a non-metal case.

• The system is to measure and evaluate the characteristic PD quantity "apparent charge"
according to IEC 60270. It shall be computer based and shall have phase resolved PD -
data acquisition, storage, analyzing and post processing features.
• The system shall record and store the magnitude of the apparent charge, the phase
position and the event-time of each PD signal and simultaneously. The system shall be
monitoring continuously in real time mode. It shall be possible to visualize and analyze the
stored PD data without any loss of information.

4.00.00 Transformer Oil Testing Lab and Transformer Oil Filtration Plant
The bidder shall include in their scope the supply of one Transformer Oil Testing Lab
equipment and Oil Filtration Plant to facilitate regular testing of oil samples taken from
the transformers.
One (1) no. Stream Line Oil Filter Machine of 6000 Ltr./Hr. capacity with four (4) nos.
portable Oil Tank each of suitable capacity considering the maximum transformer
size of 200MVA
6000 LPH High Vacuum Transformer Oil Filtration Plant, mounted on spring chassis
supported by 4 (four) Pneumatic Tyres, capable of performing function of removing
solid particle, water, gases etc. from transformer oils. The plant can also be used for
filling oil in to the transformer (assembled) at rated capacity of 6000 LPH. It shall be
capable of re-circulating hot oil in degassed, filtered condition through the transformer.
The plant shall be equipped with oil inlet pump (gear pump), oil discharge pump
(centrifugal pump), Vacuum Pump (1st stage roots pump), Rotating Oil sealed pump,
2nd stage Roots (booster) Pump, Air compressor (for edge filter cleaning), water
