1 Scope

1.1 This Standard covers mandatory requirements governing the design, materials
specifications and installation of Saudi Aramco general purpose fencing. This
shall be used to select the most appropriate type of fencing for operational and
safety requirements of Saudi Aramco facilities.

1.2 Design and installation of security perimeter fencing for Saudi Aramco
industrial facilities, that fall under the definition of SAES-O-201 “General
Requirements of Security Directives” shall be in accordance with the Saudi
Aramco Security Standard, SAES-O-202 “Security Fencing”

2 Conflicts and Deviations

Any conflicts between this document and other applicable Mandatory Saudi Aramco
Engineering Requirements (MSAERs) shall be addressed to the EL&RD Coordinator.

Any deviation from the requirements herein shall follow internal company procedure
SAEP-302.

Specifications

4 Design

4.1 The type of fencing required is dependent upon operational and safety
requirements and shall be determined by the Proponent Organization and in
accordance with Standard Drawing AB-036677. For fence on the perimeter of
the drilling pads, well sites and associated burn pits, comply with SAES-B-062.

4.2 The use of reclaimed material is not permitted unless written approval is obtained
from the Proponent Organization.

4.3 (Deleted)

4.4 Saudi Aramco fencing shall be built according to the reference Standard
Drawings (AB-036677, AA-036678, AB-036679, AC-036680, AE-036881, AE-
036882, AE-036883, AE-036884, and AE-036904.)

4.5 Saudi Aramco General Purpose Fencing Types I, II, III, IV and V, shall be made
of any of the following material:

4.5.1 Zinc-coated (galvanized) material as follows:


a. Zinc-coated (galvanized) steel wire fencing

b. Zinc-coated (galvanized) steel fence posts, rails, gates, fitting,


barbed wire, tension wire, and tie wire

4.5.2 Polymer coated galvanized material as follows:


a. Polymer-Coated galvanized steel wire fencing in accordance with
ASTM F668
b. Polymer coated galvanized steel fence posts, rails, gates, fitting,
barbed wire, tension wire and tie wire.

4.5.3 Nonconductive, Fiber Reinforced Polymer (FRP) material as follows:


a. Fiber Reinforced Polymer fence fabric.
b. Fiber Reinforced Polymer Posts, rails and gates.

4.6 Fence material shall be selected based on site condition and the below listed
provisions:

4.6.1 Galvanized steel fabric and hardware shall be used for all inland
locations.

4.6.2 Polymer coated galvanized steel fabric, barbed wire, tension wire, tie
wire, and gate infilling shall be used at locations within 1.5 km of the
sea shoreline with the following exceptions as per SAES-P-111:
a. Electrical substation fences
b. Fencing that are within 10 m of an encloses or crosses over a ground
grid or ground loop that is connected to equipment operated at
1,000 V or greater.
c. Fencing passing under overhead power lines of 34.5 kV and above.

4.6.3 Nonconductive, Fiber Reinforced Polymer fence shall be used in all


locations where polymer coated fence is not permitted as described in
section 4.6.2
Commentary Note:

Design package of FRP fence shall be submitted for CSD review.

4.7 Saudi Aramco General Purpose Fencing Type I shall have the bottom of the chain
link fabric tied to a continuous concrete anchor constructed according to Standard
Drawing AC-036680.

4.8 Table 1 - Types of Saudi Aramco Fencing lists the different types of Saudi
Aramco fencing.

4.9 Table 3 - Applicable Gate Sizes lists the different sizes of gates applicable to each
type of Saudi Aramco fencing. Width opening is measured from inside to inside
of the gate posts.

4.10 All concrete for footings and grade beams shall have a minimum compressive
strength of 27.6 MPa (4000 psi) at 28 days (in-situ and precast). Concrete shall be
manufactured and tested according to SAES-Q-001. It shall be coated with two
layers of coal tar or bitumen coating in accordance with SAES-Q-001, Criteria for
Design and Construction of Concrete Structures. Alternatively, a plasticized sheet
vapor barrier 10 mils (0.25mm) in thickness shall be used around the concrete
footings.

5 Materials

5.1 Metallic Fencing

5.1.1 Storage and Protection-

Materials shall be stored a minimum of 100mm above grade by using


wood blocking and other approved materials. Avoid areas prone to
flooding.

Material shall be stored in areas of the job site designated and approved
by Saudi Aramco.

5.1.2 Posts-

5.1.2.1 Line post size for chain link fence framework shall be in
accordance with ASTM F1083. All tubular steel posts
specified in the Purchase Order and/or drawings shall be
Schedule 40 and galvanized. Posts diameters shall be per
Table 3 of this standard

5.1.2.2 Total post length for all posts up to 102 mm O.D. shall be
as specified in Table 4 - Post Lengths (±12 mm). These
lengths include 975 mm extension in the footing.

5.1.3 Chain Link Fabric-

5.1.3.1 Fabric shall be chain link with a 50 mm (±3.2 mm)


diamond mesh and a height of 2400 mm (±12 mm) in
accordance with ASTM A392. Fabric shall have the top
and bottom selvages machine twisted with the wire cut on a
bias to form a barbed finish.

The standard length of roll shall be 15 m and shall be


woven continuously without splices. The wire type shall be
as specified in the Table 4.

5.1.3.2 Galvanizing (hot dipping) shall be either after weaving,


according to ASTM A392, Class I, or before weaving
according to ASTM A392, Class II, as specified in the
Purchase Order. Roll dipping is not acceptable.

5.1.3.3 Polymer coated chain link fabric shall be either PVC fusion
bonded or extruded type; both are equally acceptable.

5.1.3.3.1 PVC fusion-bonded fabric per ASTM F668, Class


2b shall consist of core wires uniformly galvanized
in accordance with ASTM A641/A641M, Class I,
and coated with 0.20 mm

(8 mil) of PVC applied by the fusion method over a


thermoset plastic bonding agent.

5.1.3.3.2 Extruded type fabric per ASTM F668, Class I shall


consist of core wires uniformly galvanized with zinc
metal in accordance with ASTM A641/A641M,
Class I, and encased in a vinyl jacket approximately
0.50 mm (20 mil) thick. The jacket shall be tightly
applied to prevent slippage or creeping through
thermal expansion and contraction.

5.1.4 Barbed Wire-

5.1.4.1 Each row of barbed wire shall consist of two twisted stands
of not lighter than 2.5 mm nominal diameter wire, with four
barbs (points) of not lighter than 2 mm nominal diameter
wire, spaced 125 mm ±20 mm apart. The barbs shall be
wrapped so as to interlock with both main strands of wire.
The galvanized steel barbed wire shall conform to ASTM
A121. The Polymer coated barbed wire shall be uniformly
galvanized in accordance with ASTM A641/A641M, Class
I for the fence.
Commentary Note:

Metallic Coating type Z, Class 3 to be used.

5.1.4.2 Lock wire shall be ASTM A641/A641M, 360 mm long by


3.75 mm nominal diameter wire, minimum, annealed and
galvanized with a 25 mm diameter hook on one end.

5.1.5 Tension Wire-

5.1.5.1 The Zinc-coated tension wire shall be galvanized per


ASTM A641/A641M, Class III with a coating of not less
than 244 g/m² (0.80 oz/ft²) of surface area. Wire shall be a
minimum of 4.5 mm nominal diameter and possess a
minimum breaking strength of 6230 N (1400 lb).

5.1.5.2 The Polymer coated tension wire shall be vinyl-coated and


have the same type of coating (PVC Fusion-bonded or
Extruded) as specified for the fence fabric. The core wire
shall be a minimum of 3.55 mm nominal diameter and
possess a minimum breaking strength of 5740 N (1290 lb).
The core wire shall be galvanized in accordance with
ASTM A641/A641M, Class I.

5.1.6 Tie Wire-

5.1.6.1 Tie wire shall be galvanized per ASTM A641/A641M with


a coating of not less than 244 g/m² (0.80 oz/ft²) of surface
area and shall match the fence fabric. Tie wire shall be 3.0
mm nominal diameter minimum and 250 mm ±10 mm long.

5.1.6.2 For Polymer coated galvanized fences, tie wire shall be


vinyl-coated and shall have the same type of coating (PVC
fusion-bonded or extruded) as specified for the fence fabric.
The core wire shall be 2.65 mm nominal diameter minimum
and 250 mm ±10 mm long. The core wire shall be
galvanized in accordance with ASTM A641/A641M, Class
I.

5.1.7 Fittings-

5.1.7.1 All fittings shall be galvanized pressed steel or wrought


iron, or malleable iron and in accordance with ASTM F626,
excluding Sections 6.1 through 6.3.

5.1.7.2 Attachment bolts shall be carriage bolts with nuts, except


for post extension arms where machine bolts will be used.
All bolts and nuts shall be galvanized.

5.1.7.3 All gate fittings shall be compatible with the gates supplied.

5.1.8 Concrete

5.1.8.1 The concrete material shall be in accordance with SAES-Q-


001, and 09-SAMSS-097.

5.2 Non Conductive Fiber Reinforced Polymer Fencing

5.2.1 General-

5.2.1.1 Resins for the fabrication for FRP elements shall be


Vinylester Fire Retardant (FR) possessing an ASTM E84
Flame Spread Rating of 25 or less, color beige, dark gray or
as selected by the purchaser.

5.2.2 Posts-

5.2.2.1 Posts shall be 4200 mm (14ft) in total length for a 2400 mm


(8ft) high fence.

5.2.2.2 Post shall be fabricated by the pultruded process on one of


the following shapes: W6x6x3/8, I8x4x3/8 or as required by
engineered design.

5.2.2.3 Vendor shall provide engineering design of the size and


spacing of posts for optimal performance considering the
specific project site conditions (i.e. design wind, etc.).

5.2.2.4 A minimum embedment into the concrete foundations of


1200 mm (4 feet) shall be provided.

5.2.3 Fence Panels-

5.2.3.1 The fence panel shall be fabricated by the molding method,


with minimum thickness of 25mm (1-inch), and 32 by 32
mm (1-1/2” by 1-1/2”) diamond shape mesh.

5.2.3.2 Fence panels shall be supplied in 1200mm by 3600mm (4ft


by 12ft) unless approved otherwise.

5.2.3.3 Fence panels for gates may be reduced to 12.5mm (1/2”)


thickness for reduced weight provided properly designed
bracing and cross framing is provided.

5.2.4 Fittings–

5.2.4.1 Fittings for installation shall be galvanized steel or steel and


polymer composite construction.

6 Installation

6.1 Grounding

6.1.1 The fence shall be grounded in accordance with SAES-P-111.

6.1.2 Nonconductive fencing do not need to be grounded

6.2 Posts

6.2.1 Metallic posts shall extend 975 mm into concrete footings as measured
from the ground surface. Where solid rock is encountered, posts shall
extend 600 mm into concrete footings.

6.2.2 FRP posts shall extend 1200mm into concrete foundation as measured
from the ground surface.

6.2.2 Footings for all posts shall extend 100 mm below the end of the post.

6.2.3 The post/foundation interface shall be treated as indicated on Standard


Drawing AC-036680, Footing Details.

6.2.4 Where pre-cast fence post footings are used, backfill shall be
compacted to at least 90% of modified proctor density or 70% relative
density as per SAES-A-114, general fill not designated as open or
landscaped.

6.2.5 All metallic line posts shall be equally spaced at intervals of not more
than 3 m.

6.2.6 FRP line post shall be equally spaced at intervals of not more than 2 m.

6.2.7 All posts except brace posts shall be installed in a vertical position,
plumb and in line.

6.2.8 Terminal posts (Corner, End, Gate or Tension) shall be installed at the
beginning and end and at a maximum of 90 m intervals of fence fabric
and at changes in vertical and horizontal alignments exceeding 22½°
deflection angle.

6.2.9 All metallic posts shall be equipped with moisture protection excluding
top caps or extension arms.

6.2.10 All metallic posts shall be supplied with the necessary holes drilled for
the appropriate fittings.

6.2.11 FRP posts do not need moisture protection.

6.2.12 FRP fence framework do not need additional bracing for end, corners
or tension installation unless otherwise required by engineering design.

6.3 Top Rail

6.3.1 For metallic fence framework, the top rail (42 mm O.D. pipe) for Saudi
Aramco General Purpose Fencing Type I and Type II Fencing shall be
continuous except over drive gates. One expansion coupling shall be
used for every 30 m of rail.

6.3.2 FRP fence framework does not require top rail

6.4 Brace Posts

6.1.1 For metallic fence framework, brace posts shall be attached to all Saudi
Aramco General Purpose Fencing Type I and Type II line posts at a
point 1500 mm above ground level and extend downward toward the
inside of the fence at 45° in a vertical plane which is perpendicular to

the plane of the fence. For Types III, IV, and V Fencing, brace posts
shall be installed on line posts at 90 m centers of fencing runs.

6.1.2 FRP fence framework does not require brace post, unless otherwise
required by engineering design.

6.5 Chain Link Fence

6.5.1 For metallic chain link fence, hot dip galvanizing shall be in
accordance with ASTM A123/A123M and ASTM A153/A153M.

6.5.2 Fence welding shall be according to AWS D1.1/D1.1M.

6.5.3 The fencing fabric for Saudi Aramco General Purpose Fencing Type I
and Type II Fencing shall be attached to top rails by means of tie wires
spaced at intervals not exceeding 600 mm.

6.5.4 The metallic fencing fabric shall be attached to the tension wire by
means of tie wires spaced at intervals not exceeding 300 mm. The
tension wire shall be attached to the line posts by tie wire wrapped
around the post and secured to the tension wire by 3 complete turns on
each side of the post.

The fencing fabric shall be attached to all line posts by means of tie
wire spaced at intervals not exceeding 350 mm along each post.

6.5.5 Where the fence crosses features such as streams and drainage ditches
and where conforming the fence to the ground contour is impractical,
the fence shall span the depression, unless otherwise indicated in the
contract documents. The space below the bottom of the fence shall be
closed with extra fence fabric or barbed wire as indicated in the
contract documents. If extra length fence posts are required at such
locations, they shall be furnished and installed in lieu of standard
length posts, together with any intermediate posts, stakes, braces, extra
fabric, or wire as may be required.

6.5.6 FRP fence panels do not need to be tensioned.

6.5.7 FRP fence panels shall be secured to the supporting posts by means of
anchoring bolts. Joints between two panels shall be secured together by
use of clips or similar fittings at regular spacing as required by the
manufacturer.

6.6 Barbed Wire

6.6.1 Three or six rows of barbed wire shall be furnished as required by the
particular fence type.

6.6.2 Except on Type V Fencing, barbed wire shall be held in the extension
arm slots by means of lock wire. Holding the barbed wire in the slots
by means of the tension in the wire is not permitted. Barbed wire,
where required, shall be extended over walk gates.

6.7. Tension Wire

6.7.3 Tension wire shall be secured to terminal posts by means of a winding


bracket.

6.8. Bracing in Plane of Fence

6.8.1 Each brace assembly shall consist of one top and one intermediate
compression member both of 41 mm O.D. pipe and one adjustable
diagonal tension rod of at least 10 mm diameter. For Saudi Aramco
General Purpose Type I Fencing and Type II Fencing, the top rail is the
top compression member. Pipe used for the compression members
shall be of one piece without couplings in the bracing panel.

6.8.2 Gate and end posts shall be braced to the nearest line post with one
complete brace assembly.

6.8.3 Corner and tension posts shall be braced to the two nearest line posts
with one complete brace assembly to each line post.

6.9 General

When fully constructed the barbed wire, tension wire, fabric, and truss rods shall
be taut.

6.10 Gates

All metallic gates shall be of the swing type, complete with the following
components:
a) 48 mm O.D. steel pipe, Schedule 40, ASTM A53/A53M as the framing
material.
b) Welded or bolted construction.
c) 10 mm diameter adjustable diagonal tension rods.
d) 50 mm mesh, 3.75 mm diameter diamond link galvanized as specified on the
Purchase Order and/or Drawings.

e) Gate hinges: Gate shall be able to swing 90 degrees either way from closed
position.
f) Fittings for 35 mm diameter plunger rod.
g) Lock keeper and guide: All gates shall be equipped with attachments for
padlocking, the padlock to be accessible from both sides of the gate.
h) 35 mm diameter plunger rod for each gate leaf; as an alternative to a single
plunger rod.
i) Plunger rod receiver and open-gate holders.
j) Where required, gate frame extensions shall extend 300 mm above the gate
frame.
k) Where gate widths exceed 1200 mm in width, additional vertical framing
members shall be added connecting the top and bottom horizontal framing
members. The panels shall be of equal size and not be less than 900 mm or
greater than 1550 mm in width.

6.11 FRP gates shall be designed and constructed per manufacturer’s requirements.

7 Quality Requirements

7.1 Quality Program: The Vendor and / or installer shall implement and maintain a
quality program which shall include clearly defined and documented procedures
for the relevant quality systems functions. The quality program documents shall
be made available to the Buyer's Representative for review and audit. The Vendor
shall be certified and meeting the requirements of ISO 9001:2015 Quality
Management System – Requirements.

7.2 Physical location of features such as fence lines, grate and terminal post shall be
in accordance with contract documents.

7.3 Purchaser reserves the right to make inspection at any time during receipt and
installation of the fencing materials.
