ANNOUNCEMENT FOR STS-2019

 On behalf of Prof. Balram Bhargava, Director General, Indian Council of


Medical Research and Secretary, Department of Health Research,
applications are invited from interested MBBS/BDS students to
participate in the Short Term Studentship Program (STS-2019).

 The Indian Council of Medical Research initiated the Short Term


Studentship Program in 1979 in order to promote interest and aptitude
for research among medical undergraduates. The main objective of this
program is to provide an opportunity to undergraduate medical students
to familiarize themselves with research methodology and techniques by
being associated for a short duration with their seniors on ongoing
research program or by undertaking independent projects. It was
expected that this may serve as an incentive for them to take up
research as a career in the future.

 During the last 37 years, medical undergraduate students of various


medical colleges in the country have shown keen interest in ICMR Short
Term Studentship (STS) program. The ICMR has decided to continue
this program by awarding limited number of studentships to
deserving MBBS/BDS students for the year 2019 from MCI/DCI
recognized Medical/Dental Colleges.

 Approximately 1500 students (1200 seats- MBBS and 300 seats-


BDS) will be awarded STS after the report submission and review for
2019.

 The student is required to register on ICMR website ONLINE


starting from 10th December 2018 till 11th January 2019 (by
5:30pm), the application form and STS research proposal to be
submitted online from 12th January 2019 to 25th January 2019
(Friday by 5:30pm) which will be then evaluated by the ICMR. The
results will be announced in April 2019 and list of selected students to
undertake STS research work will be displayed on the STS website.
The selected students are expected to complete the project in any two
given months between April and September 2019 and submit the report
before the last date of submission i.e. 16th October, 2019 (Wednesday
by 5:30pm). The student will be awarded stipend and certificate only if
his/her STS report is approved by ICMR. The Institution must provide
the student with all facilities for carrying out research.

 The value of the studentship from 2019 onwards has been


increased to Rs. 10,000/- per month for 2 months’ duration (Total
Rs. 20,000/- only) and is meant to be a stipend for the student.

Cost of research must be borne by Medical/Dental College/
Institution where the work will be carried out.

IMPORTANT: Any registration, application and proposal


submission or any such requests will not be entertained by ICMR
under any circumstances after the last date/time is over. Therefore,
please register and submit accordingly before the deadline to
avoid any last minute delays.
APPLICATION PROCESS FOR STS 2019

Eligibility: Please note that this program is only for MBBS/BDS students from MCI/DCI recognized
Medical/Dental colleges, before they appear in their final exams and therefore, interns/PG/non-medical
students are not eligible to apply.
STS is a paperless ONLINE program of ICMR. Submission of STS 2019 application/proposal is a two
step process:

Registration of student details starting from 10th December 2018 till 11th January 2019
(Fill in Part A of ONLINE form).

Submission of application/proposal along with other details starting from 12th January 2019 to 25th
January 2019
(Fill in Part B, C & D of ONLINE form) by 05:30 pm.

The date and time will not be extended.

I. REGISTRATION OF STUDENT DETAILS FOR STS – ONLINE FORM PART - A


Student Details (ONLINE Form Part-A)

1. Interested students should register with own their e-mail address and other details (mobile
number, course details, personal details) from 10th December 2018 till 11th January 2019.
2. One student should register only once, duplicate registration will be treated as disqualification.
3. The student must provide information with due care. Request for change in student information
at a later date will not be accepted.
4. The student should write his/her name in sentence case. Kindly do not prefix Mr./Ms. with your
name. If selected, the stipend and certificate will be issued in the name of student as mentioned
in the application form.
5. Kindly give the complete postal address of the College in the application form. Changes in
address at a later date will not be allowed.
6. The students should also provide their contact telephone no./mobile/e-mail to facilitate
communication.
7. After registration a password and reference ID will be generated automatically and will be sent
to the student by e-mail.
8. The student will require reference ID and e-mail ID at the time of report submission of project
later in October 2019. Therefore, these must be noted down carefully.
9. Change of e-mail will not be allowed at any stage. Only registered students will be able to
submit the proposals.
10. PLEASE FILL UP THE FORM CAREFULLY AND CHECK AGAIN BEFORE
SUBMISSION.

II. SUBMISSION OF APPLICATION/ PROPOSAL – ONLINE FORM PART B, C, D


1. Application submission form and research proposal must be submitted ONLINE to ICMR from
12th January 2019 to 25th January 2019 by 05:30pm.
2. Each STS application and research proposal should be submitted along with duly filled in and
attested mandatory Application Attestation Form (AAF).
3. The AAF should be filled in, signed, attested, scanned and saved as a PDF file. Application/
research proposal will not be accepted unless accompanied by AAF.
4. A student can submit only one application/proposal on any given topic. In case a student
submits more than one proposal, all proposals will be automatically rejected.
5. A sample copy of submission form is provided and may be seen to view requirements (click
here).

Particulars of Guide (ONLINE Form Part-B)


Complete details including Name, Designation, Department, Medical/Dental College, Contact
details including current email address to be provided. The guide may forward the application
of only ONE student each year for STS program. In case more than one application is
forwarded by a guide, all applications will be automatically rejected.

Enclosures/Attachments (ONLINE Form Part-C)

The enclosures may be scanned and saved as PDF file for submission. Please ensure that the
file size should NOT exceed 1 MB.

i. Compulsory attachment: The submission/proposal should be duly forwarded by the


guide and college authorities. Submission of ‘AAF’ as per format provided is compulsory
with the application. The blank form can be downloaded from website and this has to be
filled in and passport size photograph should be pasted by the student. This may then be
signed by the Guide and attested and forwarded by the Head of the Department and the
Head of the Institution/Principal/Dean of the Medical/Dental College (with stamp/seal of
the college). Once the AAF is signed by all, the student must scan it and save it as a PDF
file. This must be uploaded at the time of ONLINE submission. Application will not be
accepted unless accompanied with AAF.

ii. Optional Enclosures: Institutional Ethics Committee (IEC) or an Institutional Animal


Ethics Committee (IAEC) submission at the time of application submission is optional
however mandatory along with the final report. Student is required to obtain prior
approvals from IEC and IAEC for the research from January 2019 to April 2019.
In case IEC approval is not obtained at the time of submission of application, kindly
do not submit any other document instead as submission of wrong documents can
lead to disqualification. If the proposal/project is selected for STS Program, the student
must obtain an ethical clearance before initiating research. In addition, if there are plans
to use an Informed Consent Form or any Case Study Form or Questionnaire, the same
may also be enclosed. Please note that submission of IEC/ IAEC certificate is mandatory
at the time of STS report submission and IEC/IAEC approvals/letter should be taken
before 15th August 2019, so as the Student gets the required time to do his/her
research work. IEC/IAEC approval letter dated after 15th August 2019 will NOT be
accepted later during report submission time.

Any research carried out without appropriate IEC/IAEC approval will be automatically
rejected.

STS Application/Proposal (ONLINE Form Part-D)

Research Proposal should be prepared in brief with the following sections:


Title (up to 25 words),
Introduction (up to 300 words),
Objectives (up to 100 words),
Methodology (up to 800 words),
Implications (up to 100 words),
References (up to 300 words- Vancouver style only).

The word limit is flexible and provided as a guide. The proposal should describe a brief work plan of
proposed research giving a short introduction, objectives and also clearly stating the methodology
giving sample size and appropriate statistical methodology, which will be used along with implications
of the research study. The student may include the case report form, informed consent form or any other
questionnaire also as part of project proposal or can submit them as separate attachments. The Guide
should ensure that she/he selects a suitable brief topic for this studentship, which can be completed
within 2 months without asking for extension.
VERY IMPORTANT: The proposal/ project should not have any identifying information
of the student or guide for unbiased review by reviewers. Therefore, please remove the
following information from the STS proposal:

Background
 The Indian Council of Medical Research initiated the Short Term
Studentship Program in 1979 in order to promote interest and aptitude

The Guide/ Institution must provide the student with all facilities (kits,
reagents & other requirements) for carrying out research.

 The value of the studentship will be Rs. 10,000/- per month for 2
months’ duration (Rs. 20,000/- only) and is meant to be a stipend for the
student. This is paid only after completion of research and approval of
final report. Costs of research must be borne by Institution/ Medical
College where research is conducted. A certificate will be issued and
posted to the Principal’s office after 6-8 months of completion of
research.
DECLARATION OF STS-2019 APPLICATION RESULTS
1. The selection of the candidates for carrying out the STS 2019 research
will be done after technical evaluation by a panel of experts of the
submitted research proposal.

2. The results will be displayed on ICMR website by April 2019.

3. Sanction letters will not be issued individually to the student/guide. The


students should take print out the results/list of selected students from
the website for future reference.

4. The decision of ICMR in regard to selection of students will be


final.

5. Requests emails/calls for reconsideration will not be entertained and


responded and reasons for rejection of applications for award of
studentship should not be asked for.
Eligibility
 This program is only for MBBS/BDS students studying in Medical/Dental
colleges recognized by MCI/DCI, before they appear in their final exams

paramedical/non-medical courses may not apply.

 The student must carry out the research in his/ her own medical/dental
college under the guide who is employed in the medical college as a
faculty. Only permanent full time faculty members working in any of the
Department of the Medical/Dental College where the student is enrolled
can act as the guide. Part time consultants/visiting faculty/ residents/
Tutors/ Pool officers/ PG students cannot be the guide.

 Only one student will be allowed to work under one guide. Two or
more students are not permitted to work on same topic together.
Proposals submitted on the same topic by different students are liable to
be rejected outright. The student may have one Guide and other Co-
Guides. However, ICMR will recognize only ONE main Guide for all
purposes

 Indian National students who are studying in recognised medical/dental


colleges of India can apply. Students who are holding OCI cards/ PIO
cards/ NRI’s studying in Indian medical/dental college can also apply
and copy of the OCI/ PIO/ NRI card must be submitted. Students from
foreign medical/dental colleges are not eligible for this program.

GENERAL INSTRUCTIONS FOR STS-2019
1. For STS 2019 program, the last date for receiving ONLINE completed
applications with research proposal and other enclosures is 25th
January, 2019 by 5:30pm. Proposals received by e-mail will not be
considered. The application form has to be filled in and submitted
ONLINE as per detailed instructions provided. No hard copies of the
proposal shall be received or considered.

2. The student must carry out the research in his/her own


medical (recognized by Medical Council of India-MCI)/dental
college (recognized by Dental Council of India-DCI) under the guide
who is employed in the same medical/dental college as a permanent
faculty.

3. Only permanent and full time faculty members working in any of the
Department of the Medical/Dental College where the student is enrolled,

5. Clinical trial protocols will not be considered under STS and should not
be submitted.

6. The student should obtain a clearance from the Institutional Ethics


Committee (IEC) if the proposal involves research on human
participants and from Institutional Animal Ethics Committee (IAEC) if the
work involves use of animals. Informed consent is to be obtained for
research on human participants. For more information please refer to
ICMR ICMR Ethical Guidelines for Biomedical Research on Human
Participants, 2017 and National Ethical Guidelines for Biomedical
Research Involving Children.

7. If the proposal is accepted, Institutional Ethics Committee approval


should be obtained from the medical college where the student is
enrolled before initiating research.

8. The student should have all documents ready before filling up


online application form (Research proposal/ attestation form/ other
enclosures like IEC approval, ICF, Case record forms etc).

9. Scanned documents i.e. Application/ Report Attestation Form, Ethics


Committee Clearance or other files viz., Case record, Questionnaire etc.
should be submitted as PDF file only other formats viz. MS Word, JPEG
etc. will not be accepted.

10. Students who were unable to complete their STS 2018 project
can re-apply for STS 2019 with the same project. However, it will not be
given any special preference and will be treated as afresh/new
application.

11. Students/Guides are requested to submit STS applications


well in advance and not to wait for the last date and avoid the last
minute rush.

12. ICMR will not be responsible in case the student is unable to


submit the proposal/ project in time due to any reason whatsoever and
request for extension of last date will not be considered.

13. Students are requested to visit ICMR


website (www.icmr.nic.in) and comply with instructions updated from
time to time about STS program.
MISCONDUCT IN RESEARCH AND PLAGIARISM
It is important to encourage highest ethical standards in the conduct of
research. ICMR does not accept any proposal/ report from MBBS
student/guide that involves research misconduct or plagiarism. For e.g.,
obtaining another person’s ideas, information or text, words, outcomes
or results, copying from internet sources, earlier STS student proposal
or STS report/PG Thesis/textbook/published work/someone else's
research proposal without giving credit/without quoting reference or
manipulating or falsifying research procedures or wrongly reporting
results are included in Research Misconduct/Plagiarism/Fraud.
It has been noted in our evaluations that students copy word by word or
paraphrase or copy from internet without giving due acknowledgment to
the source document. A number of students copy from other earlier STS
reports or PG Thesis (MD/MS thesis). This practice is unacceptable
and will be categorized under ‘Research Misconduct’ and will not
accepted by ICMR.
Important: Kindly make note of the following:
1. Research Integrity is very crucial for good conduct of research and its
outcomes. The student/guide should try to imbibe the right research
culture and temperament for conducting quality research.

2. DO NOT copy paste write up/ information/ results/ data from other
sources (published or unpublished) without giving appropriate
reference.

3. Spend enough time and effort to prepare original research proposal/


report for STS and avoid the last minute rush around the last date.

4. Please read available guidance about plagiarism and responsible


conduct of research.

5. Research Misconduct can include intellectual dishonesty or theft which


can be of various types like; research duplication, fabrication,
falsification or plagiarism in preparing the STS research proposal,
conducting the research project, recording of data, analysis of results,
preparation of STS report.

6. Fabrication is cooking up data or data tampering or making up


observations/ research findings or results and using them in the STS
proposal or STS report.
7. Falsification is changing certain parameters, or manipulating research
procedures, or changing research findings or making false statements
or reporting false results in the report.

8. Plagiarism is the copying/ stealing ideas, tools, methods, results, or


write-up without giving appropriate credit, for e.g., copying from other
students work/ PG Thesis.

9. Conflicts of interest, if any, should also be declared. Conflict of interest


are situations in which financial or any personal reasons can
compromise, an individual’s professional judgment in proposing,
conducting, supervising or reporting research and therefore can badly
affect the quality of research and its reporting and also the scientific
objectivity of the proposed research/ report.

All submissions to ICMR must be prepared by the student under


guidance. The Guide is required to sign an undertaking to the effect that
it is original work and not plagiarized from any other sources.

Please note that now software tools are available to check plagiarism.
Many of the tools are also available online.

In case at any time point it is detected that the STS research proposal/
STS report have been plagiarized, the STS research proposal/ STS
report will be out rightly rejected. ICMR reserves the right to accept or
reject or take other appropriate action if any misconduct or fraud or
plagiarism is detected at any point of time.
PREPARING SHORT TERM STUDENTSHIP (STS) PROPOSAL/PROJECT

Please follow the ‘STS PROJECT FORMAT’ as given below:

The above stated word limit is only a guide and is flexible as per requirements.

Imp note: No name/ contact details (Telephone number/ email) should be


provided. The proposal would be automatically rejected if any identifying
information of the student/ guide is provided in the report.

References ID-Please provide only the reference ID for identification on the


top. Identifying information like name of the student/guide, contact details like
contact numbers/email addresses should not be provided in the proposal/project
for unbiased review.

Title- A good title should be short, accurate and concise. It should make the
central objectives and variables of the study clear to the reviewer.

Introduction- The purpose of an introduction is to provide the rationale behind


the work, so that the reviewer may understand and appreciate the objectives.
Please describe the importance (significance) of the study. Defend the model-
Provide a rationale and describe the reasoning that led you to selecting them.
Briefly describe the experimental design and how it accomplished the stated
objectives. Describe the situation and specify clearly the gaps in the existing
knowledge and/or controversy and in conclusive evidence. The discussion
should be supported with appropriate references.

Objectives- Should specify what kind of knowledge the study is expected to


obtain. It should give a clear notion of what is to be described, determined,
identified, compared or confirmed. Hypothesis may be stated and objectives
should be specific, to the point and achievable.

Methodology- Describes all the procedures that will be used to achieve the
objectives and justify the study design including any techniques and procedures
to be used. This may include: type of study and study design, study population,
sample size and selection criteria, Proposed intervention (if applicable), Data
collection procedures & instruments used, quality control, confidentiality, plan
of analysis/ statistical tools, ethical considerations with all required forms.

Implications- Describes what is expected to be achieved or gained from the


proposed research. This could be given in terms of knowledge gained by the
student or in terms of scientific advancement.

References- Provide appropriate references in Vancouver style only from


recently published journals/ literature supporting the proposed research.
Procedure
 This is a fully online program. No hard copies have to be submitted.

 The student is required to register on ICMR website in the month of mid


December and then submit the application form and proposal online by
January every year which will be evaluated by ICMR. Results will be
announced in April and list of selected students displayed on the
website. If selected, the student is expected to complete the project in
any two given months between April and September every year and
submit the report before the last date of submission. The student will be
awarded stipend and certificate only if his/ her report is approved.

 The last date of registration & submission of proposal each year is


during second half of January.

 Guide must take overall responsibility for the conduct of the research
project, preparation and submission of complete report & the required
enclosures within the stipulated time period.

 The selection of the candidates for award of research studentship will


be done after technical evaluation of the research plan by a panel of
experts. The decision of ICMR in regard to selection of students will be

for rejection of applications for award of studentship will not be provided.

 The student should obtain a clearance from the Institutional Ethics


Committee (IEC) if the proposal involves research on human
participants and from Institutional Animal Ethics Committee (IAEC) if the
work involves use of animals. The IEC/ IAEC approval should be
obtained any time between January–April before beginning actual
research work. The certificate may be submitted either along with
proposal or with the report. Informed consent is to be obtained for
research on human participants. For more information please refer to
ICMR National Ethical Guidelines for Biomedical and Health
Research on Human Participants, 2017 and National Ethical
Guidelines for Biomedical Research Involving Children respectively.

STS TERMS AND CONDITIONS
1. STS program is intended to encourage and support interested
undergraduates MBBS students in research and all efforts have been
made to provide accurate information, however Indian Council of
Medical Research(ICMR), will not be responsible for any loss to any
person caused by inaccuracy in the information available on this
Website. Any discrepancy found may be brought to the notice of ICMR.

2. The proposal should give in detail the original work to be carried out by
student during two months under the Guide and should not be copied
from earlier research/ thesis /other sources. If any kind of research
misconduct is noticed at any stage the proposal/ report would be
rejected.

3. Students must follow the updated instructions and updated forms


provided on the website (http://www.icmr.nic.in/). Incomplete
applications/ proposals will not be considered. ICMR reserves the rights
to approve/disapprove a project proposal upon evaluation.

4. One student can submit only one proposal under a guide. A guide can
forward only one student application. Please note that in case of more
than one submission by student/ guide all proposals will be
automatically rejected.

5. Any research carried out by the student without appropriate prior


approval by the IEC/IAEC will be rejected. Clinical trial protocol should
not be submitted under STS.

6. Submission of wrong information/ document etc. detected at any stage


will lead to disqualification and the application/ proposal/ project will be
treated as cancelled.

7. The studentship is non-transferable and cannot be given to another


student in the event of non acceptance after getting approval. However
in case of transfer of guide the student can take another faculty member
for same department as guide with permission from the medical college.

8. On approval of the STS Report, stipend will be paid through RTGS and
will be transferred to the STUDENT’S OWN SINGLE HOLDER BANK
ACCOUNT. NO Joint Accounts (parents/guide) will be accepted.
9. The ICMR reserves right for no further discussion on rejected/
incomplete applications/ research proposals / late submissions.

10. Information from students may be used by ICMR/designated


authorities to contact students / invite them to research methodology
workshop/ conferences or other academic activities.

11. Requests for providing the following categories of information


shall not be entertained:
•Reasons for rejection of STS applications
•Names and contact details of students/ guides/ reviewers
•Any other details of any student/ Guide
•Titles of STS projects- approved/ disapproved
•Scientific details of STS projects of students
•Minutes of STS meetings/ marks/ scores
•Or any other confidential information
12. The ICMR shall make all efforts to keep the information about
participating students/ guides/ scientific reports (soft copies) confidential
and in safe custody, however will not be responsible for any
unintentional loss of any kind due to unforeseen reasons at this time.
