Revisit organization structure in order to reduce the bureaucracy and improve upon the
coordination and information sharing between the FBI and other intelligence agencies. Ensure
cross-functionality between the various departments and units.
2. Expedite the decision making process. Avoid scenarios similar to when the memo sent by
Phoenix Special Agent Kenneth Williams was entered into the Automated Case System only 17
days later and eventually no action was taken on the memo by either the two units or the
several agents belonging to the New York Field office.
3. Introduce a new performance appraisal system for counterterrorism agents with specific KPIs
and KRAs to address the difficulty of assessing their effectiveness that existed in the current
system.
4. Improve the compensation package to ensure that the agents remained motivated to do their
work and that the best personnel were retained.
5. Improve the entire IT infrastructure in order to take advantage of the latest technologies and
significantly reduce mistakes and mishaps due to delays in communication and improve
performance capabilities.
6. Strengthen the FISA law by eliminating the loopholes within the same.
7. Ensure that counterterrorism is given enough importance within the FBI so that attacks can be
prevented instead of acting retrospectively.
8. Introduce a system to measure and track strategic performance of the organization and to make
strategy a part of the routine activities and decision making.
9. Allocation of resources needs to be streamlined.
10. Prioritize protection of the people of America rather than just being a law enforcement agency.
11. Focus on building leadership capabilities and ensure that the right leader is selected for each
role. Provide opportunities for leaders to develop and best-in-class training facilities.
12. Incorporate intelligence in decision making and improve its intelligence collection, processing,
analysis and propagation efforts.
