1.1 Project Objective

Haroon Engineering Company-Lahore, is inviting to companies for bid of Complete Cathodic Protection
Systems (External & Internal) for 02 above ground crude oil storage Tanks having dia 12M each at
Kunnar Field, OGDCL situated near Hyderabad of Sindh Province. ICS is currently bidding for the same.
2. SCOPE OF WORK
Complete Cathodic Protection Systems installation, (External & Internal) to protect Tanks bottoms for
external corrosion and the sacrificial anodes for internal surface corrosion protection of buffer tanks as
EPC (including CP Survey, Engineering Design, procurement of CP materials, systems installation
commissioning and startup) for 02 Nos of tanks with 12M dia and 8M height for each tank Above at Kunnar
Oil Field, Distt Sindh, OGDCL.

3. GENERAL
3.1 Execution Strategy
Project Management services will be provided from Islamabad Office of the CONTRACTOR. Project
Manager will be responsible for the overall project covering the schedule, cost, communication, site
management and Report writing supported by the Senior Engineers/Engineers, and Technicians team.
The Contractor consider following as a major activities
Mobilization of project team;
 Kick off Meeting;

 Pre-Design Survey
 Design of CP system
 Vetting of CP design
 Installation of CP system (External & Internal)
 Commissioning of CP System
 Preparation of operational Manuals
 Handover to Client
 Report Writing and Submission
3.2 Problem Resolution

Any problems arising during the execution of the project will be officially informed to COMPANY
through e-mails/correspondence as deemed necessary. These issues will be resolved between the
COMPANY and the CONTRACTOR. For technical issues which require formal approval from COMPANY,
a formal Technical Query will be submitted for approval. For all commercial and contractual matters,
discussions shall be arranged at suitable management level and concluded.
4. METHOD STATEMENT RELEVANT TO SCOPE OF WORK
4.1 Site Visits and Data Collection

Contractor will visit relevant sites and also conduct meetings with site personnel during the visits for
complete cathodic protection works. All nearby cathodic protection shall be noted and considered in
design.

4.2 Pre-design Survey

Pre-design survey i.e. soil resistivity survey shall be performed to gather data required for design.
Detail cathodic protection drawings shall be prepared and submitted.
4.3 Design of CP system

Based on pre-designed data, CP system shall be designed according to relevant NACE Standards and
applicable codes.
4.4 Procurement of Material

After complete design and approval from client, CP material shall be procured according to approved

4.5 Installation & Commissioning

After procumbent of material, CP system shall be installed according to design. A complete
coordination with mechanical and civil contractor shall be made for installation and commissioning
of CP system

4.7 Technical Capability of the CONTRACTOR
Our Cathodic Protection team is highly experienced and has executed various EPCICM
projects with multinational Clients. We have thorough knowledge and expertise for design
and construction of Cathodic Protection System for all facilities including; buried plant
piping, pipelines, above ground storage tanks (internal and external bottom), Pressure
vessels (internal), and buried vessels, Oil & Gas producing well casing, etc. Our design experts
are highly qualified and NACE/ICorr certified professionals who can start from scratch and
through extensive calculations (soil resistivity survey, current calculation, power source
recommendation, types of anodes, type of suitable CP system (ICCP/SACP) and provide a
complete CP design package for any facility.
Our Procurement team maintains an up to date record of all CP equipment accessories and
catalogues from reputed vendors/suppliers to make sure that all equipment is readily
available and can be sourced at a short notice.

Our dedicated construction and commissioning team is qualified, certified and experienced to carry out all
construction and commissioning works as per design and our maintenance team is supervised by NACE
Certified Engineers and always ready to provide support to our valuable Clients during the operational life of
CP installations
5. PROJECT ORGANIZATION
5.1 Project Offices
The overall supervision of project activities shall be carried out from the ICS office located
at Islamabad. However, project team will be mobilized and be present at site as per
COMPANY requirement.
5.2 Roles and Responsibilities
5.2.1. Project Manager
Reports to: Project Director/Sponsor

Supervises: Project Team
Principal Objective: To execute project in a manner that fully meets the COMPANY’s objectives and
requirements as per COMPANY,
Main Duties:
 Take full technical and commercial responsibility for execution
of the contract in all matters covered within the terms of the
contract (from initial contract review to project close-out);
 Determine the objectives for the project team, including
Quality, health safety and environmental objectives, and
communicate these to the team, and to other managers;
 Identify, establish and implement all necessary project plans
and procedures as required by the HSEQ Management
System and health, safety and environmental
legislation/regulation requirements;
 Establish safe systems of work, arrange risk assessments,
identify needs for training and protective equipment,
monitor performance, investigate accidents or incidents and
ensure that the CONTRACTOR and visitors comply with
project

Requirements;
 Ensure that an adequate program of HSEQ audits and inspections
is carried out;
 Identify and agree the assignment of resources required for
successful execution of the project in a timely manner and be
responsible for their allocation;
 Organize the project team, define individual responsibilities
and motivate team members towards successful
achievement of specified project goals, particularly through
regular project meetings;
 Delegate work to the project team members in a manner that
encourages individual responsibility, and authorize actions
on specified work packages;
 Control the progress and cost of the project through
continuous review of project reports; where adverse trends
or deviations occur, consider alternative solutions, make
decisions, communicate these to customer, project
personnel and General Manager as appropriate, and follow
up to ensure the decision is implemented;
 Take full responsibility for the correctness and quality of all
technical work executed as part of the project by personal
involvement and by coordinating input of the company’s
technical expertise;
 Promote and maintain a good relationship between the
o CONTRACTOR and COMPANY;
 Prepare brief summary reports and workload projections for
the General Manager and Business Manager on project status
and problem areas;
 Support Accounts in the raising of all invoices in a timely and
expeditious manner and liaise closely with the customer to
ensure timely payment throughout the project, including
release of any retention.
 Ensure orderly close-out of the project, obtain final certificates
from the customer, archive all project documentation and
prepare all close-out documentation;
 Carry out the duties described for Project Managers in other
HSEQ Management System documents

5.2.2. Lead Project Engineer

Reports to: Project Manager
Supervises: Project Engineers/Technicians
Principal Objective: To execute project in a manner that fully meets the project engineering
requirement as per project scope of work.
Main Duties:
 Take full responsibility for the correctness and quality of all technical work executed as
part of the project by personal involvement and by coordinating input of the
COMPANY’s technical expertise;
 Delegate work to the project team members in a manner that encourages individual
responsibility, and authorize actions on specified work packages;
 Determine the overall objectives for the project team and communicate these to the
team;
 Organize the project team and motivate its members towards successful achievement
of specified project goals;
 Identify and agree with the Project Manager, the assignment of resources required for
successful execution of the project in a timely manner;
 Control the progress of engineering activities through continuous review of project
reports;
 Where adverse trends or deviations occur, consider alternative solutions, make
decisions,
 Communicate these to Project Manager and follow up to ensure the decision is
implemented.
5.2.3 Technician
Reports to: Senior Engineer/Engineer

Principal Objective: To Install, Commission and Troubleshoot CP Installations
Main Duties:
 Ensure that project objectives assigned by the Senior Engineer are met by the work
carried out;
 Carryout installation work as per approved drawings and under the supervision of
Lead Engineer.

5.4 Authority Limits

Project Manager is authorized for all matters related to execution of the project with the support of
Project Director for critical issues. Senior Engineers shall have the technical authority for all matters
related to their respective expertise and will be supported from home office by a Technical Authority
(NACE certified Senior Corrosion Technologist/CP level-2 + EPCIM experience) for critical issues.
5.5 Confidentiality
The CONTRACTOR shall not without prior consent of COMPANY disclose to any person or entity the
confidential information furnished/shared directly or indirectly by COMPANY in connection with the
project.
6. HEALTH, SAFETY, SECURITY AND ENVIRONMENT
6.1 Introduction
The CONTRACTOR shall ensure that project works will be executed as per best industry practices to
meet the CONTRACTOR, COMPANY and Statutory Health Safety and Environmental Requirements.
6.2 Incident Investigation and Reporting

The CONTRACTOR shall follow COMPANY’s policy.
6.3 Security
COMPANY shall provide security to CONTRACTOR’s project team as and when required as per
COMPANY standard security protocol system.
6.4 Continual Improvement Process

The Project Manager will ensure that any necessary corrections and corrective actions are taken
without undue delay and be implemented such that the actions can be verified within the running
project.
6.5 Client Feedback
Project Manager will agree at the beginning of the Project at which stages in the project the
CONTRACTOR will solicit client feedback and how this will be obtained (via dedicated form or email).
7. PROJECT CLOSE OUT

Project Close out process will commence once all the deliverables required for the agreed scope are
submitted to COMPANY.

7.1 Project Close Out Process
In consultation with COMPANY all close out punch list items will be identified and actions will be
initiated by Project Manager and Senior Engineers to close out all action points. A project close out
report will be prepared and submitted to COMPANY.
7.2 Post Project Evaluation
Formal project review/close out meeting shall be held with COMPANY after submission of project
close out report.
7.3 Project Handover
After the post project evaluation meetings, all project deliverables (Reports, Lessons learnt and any
other pending document) will be handed over to COMPANY and formal acknowledgement will be
obtained. The CONTRACTOR shall seek a Client Feedback From COMPANY as per internal procedure
and templates.
