EVENT SUMMARY

ISF 1st Industry Staffing Conclave - Employment in the Age of Productivity


Indian Staffing Federation (ISF) hosted its 1st Industry Staffing Conclave - Employment in the Age of Productivity to be
held at Taj Palace, New Delhi on 25th May 2018. The gathering of about 250 delegates represented 150+ companies
from leading companies whose profile ranged from Government officials, CEOs, Senior level management decision
makers, heads of Human resources, Education institutions and their representatives among other dignitaries.

India’s first Industry Staffing Conclave themed around Employment in the age of Productivity with focus on Automotive,
Retail & E-commerce and Infrastructure. These are among the top 15 sectors that employ 81% of formal sector workforce
as identified in one of ISF’s report. Productivity has become crucial with automation like never before and at a time when
India is likely to witness 69% of its jobs becoming automated as per a global study, ISF brings together HR leaders,
corporates and bureaucrats to discuss how to stay productive in the age of automation, new age skillsets required and the
dire needs of staying relevant in the job market.

mentioned in his keynote speech, “As per latest EPFO data, 6 lakhs employees
get added every month in the form of new jobs resulting in formal workforce.
Through Pradhan Mantri Rojgar Protsahan Yojana, we have employed 40 lac
new job seekers and INR 725 crore have been given to those corporates
providing jobs to them. In this year, we expect to spend INR 4000 crore for
the new jobs to be created.

He also added that “With a GDP rate of 7.4% coupled with the recent
investments in the infrastructure sector, we are hopeful of creating more
formal jobs and dignity of jobs simultaneously.”

He also shared about the National Career Service (NCS) portal, a government-
run online job platform, which is developed primarily to connect the
opportunities with the aspirations of youth. This portal facilitates registration of job seekers, job providers, skill providers,
career counsellors, etc. The portal is also make available information on local service providers available to house hold
and other consumers for services like driving, plumbing, carpentry, etc.

In his introduction Shri Rajit Punhani, Jt. Secretary/DGLW, Ministry of Labour &
Employment, Govt of India shared that in India 90 percent of the workforce is in
the unorganised sector. He shared that in infrastructure a lot of the activities falls
under the Building and Other Construction Workers’ Welfare Cess Act of 1996 in
order to streamline the process of registration of construction workers. He stated
that around “2.8 crore workers are already registered out of an estimated 10 crore
workers in the sector”.

While sharing his views on Contract Labour Act, he shared that “The government
is in process of amending the act and highlighted that the Indian Staffing Federation
has played a major role in that”.

Keynote Session: Subodh Bhargava, Independent Director Chairman, Tata Communications &
Wartsila India

Mr Subodh Bhargava who is Independent Director Chairman, Tata


Communications & Wartsila India shared his perspective on the staffing
challneges. He discussed the challenges of staffing business while identifying
new growth areas.

He shared that “Staffing industry is more competent and capable in terms of


recruitment and corporate prefers to work with them instead of getting
themselves involved with union and handling regulatory issues.”

He also added that “Staffing Industry have not relied on the walk in applicants
and on their database but have gone beyond to locate the talent in India.
Looking at the future, the growth of Indian Industry, Staffing industry would
perhaps do very well in terms of identifying and locate more talents.”

In her theme address Ms Rituparna Chakraborty, President, Indian Staffing


Federation, added that “India doesn’t have a job crisis, everyone who wants a
job has a job; they simply don’t have the wages they aspire for. The country is
suffering from acute low levels of productivity at workplace that emanates from
the real crisis – which is lack of skills. As members of the staffing industry, we
are sitting on large volumes of jobs however, we are able to hire only 5% of the
youth that reach out to us on a daily basis. EPFO data suggests formalisation
of workforce and rather than being sceptical about it.

We should welcome this and alongside shift our debates to skills rather than on
non-availability of jobs. Skilling is very much linked to Productivity. With
changing technology, newer skillsets are being needed.”

The automotive sector is likely to reach 14.3 million in 2022 and 60-65 per cent of the jobs would require new
skill sets. India is one of the largest automotive markets in the world with production volumes of 23.96 million
vehicles. It is one of the largest employers with close 10 to 12.8 million in employment.

The discussion was focused on how Automobile is the most labour intensive sector that exist in India and how technology
is changing the roles and the way of work in different sectors. Furthermore, eminent panellists shared their perspectives
on the prospects and outlook for jobs in their respective domains. It was highlighted that from the front we should
leverage digitisation in a big way to take skills to the masses.

In the session it was shared that Retail sector accounts for over 10 per cent of the country’s Gross Domestic Product
(GDP) and around 8 per cent of the employment with the market size of US$728 billion in 2017. And, Ecommerce is
expected to grow at a CAGR of 35%, which will catalyze job creation in the retail and allied sectors.

During the Session, Panellist discussed on how to bridge the skill gap and how to improve the productivity in the sector.
They have shared their views on how up skilling has to be ingrained as the part of the strategy. They have also discussed
the regulatory challenges which is effecting the industry and how we need to have agile and flexible policies to retain
employees.

Panellist shared that the Infrastructure industry is a very large industry which contributes about 8 to 10% of the GDP and
approximately 12% of workforce are employed with the sector. The biggest challenge is that, out of this 12% of workforce
almost 35% is coming from the casual labour workforce and 75% is from the unorganised sector. Panellist focused on
the challenges that the industry is facing.
