EIL comments on P&ID of RLNG& RFG Firing System, BHEL drg. No. 0-00-056-U8002, Rev.4

1. No further technical comments.


2. All applicable HAZOP recommendations shall be incorporated.
3. BHEL to first get approval from HPCL/EIL on it's deviation
with respect to combination firing and after getting the same
resubmit the P&ID.
4. As commented earlier, BHEL to provide mass flow meter in
natural gas and refinery fuel gas as per tender. BHEL
deviation is not acceptable.
5. BHEL to provide pressure gauge in between NRV 7906 and
isolation valve BLV 7919 on Nitrogen line (3/4”-IG-606-7903-
A1K) connected to pilot gas (RLNG) in line with other similar
connections.

3. Pl. refer Cl.No. 3.2.2, Pg.No. 1724 of 6701, Design Basis- Captive Power Plant HPCL VIZAG
Refinery, which states that:

“System design shall be for combination firing of natural gas and refinery fuel gas at any
combination (from 0- 100% of any fuel with other fuel) for any operating load. Further
combination firing of gaseous fuel (natural gas/ fuel gas (refinery)) and naphtha is also
envisaged (0-100% of any gaseous and naphtha fuel) for steam generation up to MCR.
During combined firing case outage of one fuel, other will take up the full load during GTG
exhaust as well as fresh air firing mode without tripping the machine and without variation
in steam load and parameters.”
BHEL confirms that we are fully complying with the technical specification stated above.
Combination firing of any fuel (gaseous / liquid fuels) in any combination, any ratio is
possible with the current arrangement.
Technical specification doesn’t specifically mention that different fuels are to be fired in
the same burner.
Since the technical specification is fully complied with, it is understood that there is no
requirement of any deviation to be raised.

4. Please note that, flow instruments requirements are given


under Clause 9.4 of Basic engineering design basis. As
per clause 4 & 7 of 9.4.2, mass flow meters are indicated
for fuel oil lines and highly viscous service only. We
have considered accordingly mass flow meters for fuel oil
lines as per the requirements specified and as per our
normal practice. For fuel gas service, flow orifices is
considered. For Fuel Gas flow measurement using flow
orifices is standard practice and is well proven. There
will not be any improvement in HRSG performance because
of using mass flow meters in place of flow orifices . We
request EIL to accept Flow orifices for fuel gas flow
measurement.
