WEST CENTRAL RAILWAY/CONSTRUCTION ORGANISATION/JABALPUR Standard Operating Procedure for Construction Sites of WCR under COVID-19 Scenario 1 vrs 54 w. Ww Purpose ‘The purpose of this Standard Operating Procedure (SOP) is to describe the procedure and Precautions to be followed for resuming work after lockdown to mitigate the risk of infection by COVID-19 at construction sites, Scope ‘These guidelines are applicable to all work sites of Construction organisation of West Central Railway. Responsibility The responsibility of implementation lies with respective nominated site-in-charge of the contractor. The work shall be permitted only after written assurance by the contractor for having arranged all the necessary resources for implementing the safety guidelines listed in this SOP. Concerned SSE/SE/JE and AXEN/XEN will monitor the implementation of the same and submit the implementation report to the respective Dy.CE(Construction) on regular basis. Risks Envisaged Contamination from existing or new workmen who might be a carrier of COVID-19. Contamination from neighbouring communities through intermingling. Contamination from incoming project materials which might have been contaminated during transportation/ handling Procedure and Precautions at the Residential area of Workers/ staff For Workers/ staff staying at Labour site Camps: Social distancing shall be ensured in labour camps by providing adequate number of roomsitents for workers. Consumption of liquor smoking, paan, gutkha, tobacco ete and spitting shall be strictly prohibited in labour camps. List of Hospitals/ctinics in the nearby areas, which are authorized to treat COVID-19 patients ‘and Contact/ mobile number of the doctor/medical assistance shall be available in the camp and displayed at any prominent location (iv) Thermal scanning each labour! staff shall be ensured on daily basis at the camp and shall be. ™ wi) recorded in a register. Any person with symptoms of COVID-19 infection shall be immediately sent to nearest hospitalfclinic for check up and be isolated from the work site/camp. In case of positive test results for COVID-19, he should be admitted to designated nospitals or Govemment quarantine centre. All other workers and staff, who came in contact with such person, should also be sent for check up and be isolated from other staff and workers. The camp shall be kept clean with good hygiene and shall be disinfected completely at least once in 2-3 days. (vil) The contractor shall provide adequate hand wash facility with soap/ sanitizers, preferable with touch free mechanism in common areas of work site. (vii) The workers shall be regularly educated to become habitual of washing their hands with the @ &) soay ‘The workers shall be repeatedly advised of the precautions they need to take to avoid the virus infection, Posters with do's & don'ts issued by government shall be displayed in the camps to improve awareness. ow Lota — es xi) (xiv) ) ow) (xvii) It shall be mandatory for all the workers/ staff to cover their mouth and nose using face mask! handkerchief! towel/ turban and wear full sleeve shirtkurta/ trouser! pyjama all the time so that their faces, hands and arms are covered. (Once the workers/ staff are back to the camp, they shall clean theirhands with soap thoroughly before going to their tents/rooms and take bath and change clothes. The workers shall be educated regarding washing their cloths/masks on daily basis. Workers should not share their belongings like food, water bottles, utensils, mobile phones. etc in the camp and at site. If transportation of workers’ staff from labour camp is required then transport shall be by designated vehicles provided by contractor maintaining social distancing. Drivers of vehicles to be provided with protective masks, gloves with sanitizers in each vehicle. These vehicles should be allowed to work only with 30-40% passenger capacity. The workers/ staff should retum back by the same vehicle used for coming to site. All workers and staff shall be asked to install Aarogya Setu app on their mobile (if available), twill help in detecting and tracing any exposure to corona positive person. ‘There should be total ban on non-essential visitors in camps. No outside worker / staff is permitted either at work site or to stay in the labour camps. All vehicles and machinery entering the camp should be disinfected by spray mandatorily 5.2 For Workers! The workers! staff coming from COVID-19 hot spot / containment shall not be allowed to work at site. Daily update of the COVID-19 positive cases of their locality to be taken to assess the potential risk. Food should be consumed at designated areas only ensuring social distancing They should not use public transport. Transport shall be by designated vehicles provided by contractor maintaining social distancing. Driver(s) of vehicle(s) to be provided with protective masks/towelhandkerchief, gloves with sanitizers in each vehicle. These vehicles should be allowed to work only with 30-40% passenger capacity. The workers/ staff should return back by same vehicle used for coming to site, 6. List of Hospitals/clinics in the nearby areas, which are authorized to treat COVID-19 patients, should be available at work site. All vehicles and machinery coming to the site should be disinfected by spray mandatorily.
