INVIGILATION OF PCN CONDITION MONITORING EXAMINATIONS


Invigilators will recognise that examination material to which they have access during the course of
supervising PCN condition monitoring examinations is strictly confidential. Invigilators will not discuss
or disclose any information of a commercial or confidential nature relating to any persons in the course
of their duties.
A PCN examination invigilator is prohibited from direct involvement in any examination of a candidate
in whom they may have an interest by virtue of:
1. having a common employer on the date of examination;
2. having provided training in the condition monitoring technology to any candidate for which
they are invigilating examinations in the 2 years prior to the examination date;
3. being employed by an organization which has a direct interest in the outcome of the
examination;
4. being related to the candidate;
5. any other circumstances that may potentially threaten impartiality.

EXAMINATION CONDITIONS
The Authorised Examination Invigilator will ensure that the conditions provided are conducive to the
conduct of PCN examinations. In particular, that:
1. the examination room is fit for purpose, and that candidate’s concentration will not be
interrupted by noise or other interference;
2. the door to the examination room is clearly labeled “examination in progress, do not enter”;
3. the invigilator’s desk is positioned such that his view of all candidates is unobstructed;
4. the level of lighting, including ambient light, is satisfactory for the purpose;
5. the examination room temperature is in the range 20 to 26 degrees centigrade;
6. there is sufficient space (no less than 1 metre in any direction)between examination desks
and chairs to prevent candidates easily observing an adjacent candidate’s answers to
questions;
7. conditions 3 and 6 limits the maximum number of examination candidates to twelve, per
examination per invigilator, however, more may be accommodated at the invigilators
discretion providing condition 6 is observed.
8. a clock or timer is positioned such that it is clearly visible to all candidates in order to
determine the time elapsed since commencement of the examination;
9. candidates have sufficient pens of the correct type with which to complete the examination;
10. drinking water is available to candidates;
The British Institute of Non-Destructive Testing is an accredited certification body offering personnel
and quality management systems assessment and certification against criteria set out in international
and European standards through the PCN Certification Scheme.

11. satisfactory arrangements have been made for candidate’s access to toilet facilities;
12. candidates have somewhere, outside of the examination room, to wait in comfort once they
have completed their examination whilst awaiting any necessary debriefing.

INSTRUCTIONS TO THE INVIGILATOR


1. The invigilator will coordinate with the ATO and BINDT should a qualification
examination be required immediately following a training course.
2. The ATO will advise BINDT and the invigilator of potential numbers of candidates for a
qualification examination and send by secured post, all application documents to
BINDT no latter than 10 working days before the invigilators presence is needed at
an examination
3. If the qualification examination is required at another AEC or later (to acquire more
experience) then the invigilator will coordinate with the candidates in accordance with
PSL57-CM part 3. In this situation the certification fees need not be paid to the ATO,
but paid directly to BINDT when the candidate satisfies PSL30-CM. Nonetheless, all
certification fees paid to the ATO for any candidate must be paid to BINDT upon
receipt.
4. The invigilator is required to complete the information required on security stamp
provided with all examination papers to verify the identity of the candidate. The signed
and validated stamps are to be returned to BINDT with the examination papers.
5. If an invigilator is required to manage qualification examinations for mature candidates
(see CMGEN clause 6.1.5) then all certification fees are paid directly to BINDT and
the invigilator will invoice BINDT in accordance with fees payable (below).

INVIGILATOR’S INSTRUCTIONS TO CANDIDATES IN PCN CONDITION


MONITORING EXAMINATIONS
PCN Examination Invigilators will ensure that candidates in PCN CM examinations are fully aware of
the following conditions. This will require a formal briefing.
Candidates will:
1. present to the invigilator before the examination begins, a form of photographic evidence with
name (passport, drivers licence, id card etc) to validate candidature at the examination and
the passport photographs required from PSL57-CM, part 6d. The latter may be presented to
PCN with PSL33-CM before the examination.
2. be advised to read the instructions on the examination paper cover sheet very carefully
before commencing the examination;
3. advise the invigilator of any conditions that they consider to be unsatisfactory for examination
prior to the commencement of the examination;
4. advise the invigilator before the examination of any personal condition disability which may
affect their ability to complete PCN examinations. For example, up to 25% additional time
may be allowed in examinations for candidates suffering from dyslexia. If not advised before
the examination then the invigilator is not required to make late provisions once the
examination has begun.
5. switch off and hand all mobile telephones and pagers to the invigilator for safekeeping whilst
the examination is in progress;
6. be advised that only one candidate at a time may leave the examination room during an
examination;
7. unless they hold a PCN wallet card issued within the 10 years preceding the examination,
provide for the retention of the invigilator (who will forward them to BINDT Certification
Services) two recent passport photographs showing a true likeness of the candidate, which
will be signed on the reverse by the candidate in the presence of the invigilator and placed in
the envelope for transmission TO BINDT;
8. remove no examination materials from the examination room;

9. not attempt to cheat or to communicate with other candidates during the examination;
10. address any queries regarding any part of the examination only to the authorised invigilator;
11. use electronic calculators only after being authorised to do so by the authorised invigilator;
12. on completion of the examination, place all examination material in the envelope provided,
which will be sealed and handed to the invigilator before the candidate leaves the
examination room to await final debriefing.

EXAMINATION DEBRIEFING
The invigilator will debrief all candidates after the examination and prior to departure. In particular that:
1. any complaint concerning the examination conditions or the conduct of examinations are
verbally communicated to the invigilator, who will note them in writing for signature by the
invigilator and the candidate;
2. retention of any examination materials by the candidate will be cause for invalidation of any
examination result;
3. in the case of examination failure, a formal result notification will be sent to the address given
by the candidate on the examination application within 21 days of the examination date;
4. complaints and appeals against failure to certificate must be submitted in accordance with
PCN document CP21;
5. in the case of examination failure, re-examination appointments will be arranged after
submission of a correctly completed application submitted not before the elapse of 30 days
from the date of the initial examination;
6. in the case of success, a certificate of competence will be sent to the address given by the
candidate on the examination application within 21 days of the examination date.

FEES PAYABLE BY BINDT FOR EXAMINATION INVIGILATION


Invigilators are appointed and authorised on an individual basis by BINDT Certification Services.
Authorised invigilators will receive payment from BINDT at the rate of £40.00 per examination
candidate, subject to a maximum amount equal to that resulting from invigilation of twelve candidates.
No other expenses or remuneration will be paid.
Where the appointed invigilator is employed by an AEC in whose premises the examinations are
conducted, the above payment will be remitted directly to the organisation concerned.
BINDT will endeavor to ensure that at least five candidates are booked to take examinations at any
one sitting.
The invigilator or AEC, as appropriate, will raise an invoice for the above fees and send it to BINDT
with the completed examination papers. Payment will be made within 30 days of the date of invoice.
Suitable facilities may be provided for the conduct of BINDT Condition Monitoring (CM) examinations
by an Approved Training Organisation (ATO) that has prepared candidates for PCN CM examinations.
In this case, BINDT will appoint an independent invigilator to attend the ATO to supervise
examinations. Under such an arrangement, BINDT will not make payment to the ATO for use of
examination facilities.
