This book is about the obscure ‘MK Ultra’ mind-control
program. The American Government officially recognizes
that this was an active project from 1953 to 1973.
This text contains four major sections. This part outlines the
history and technical specifics of MK Ultra from a layperson
perspective. The image on the following page is a
diagrammatical compass and summary of this book’s plot.

The origins of
MK Ultra are The second segment, the largest, centers around this
traceable to volume’s map . It explores these topics in order: Masters,
biological Marionettes, Modes, Methods and Moves. Two additional
experiments contemporary crux topics feature: Morphine (i.e.
conducted by Pharmaceuticals) and Microwave MK Ultra weapon tech.

All vessels voyage to Venice. The Vatican Jesuit Black Pope oversaw the Western order of power
under Admiralty (Maritime) Law – the Law of the Sea, prior to the Trump Rebellion of 2017
(Jericho, 2019b). Under this crumbling order, the inbred Saxe-Coburg & Gotha pedophilia crime
family (House of Windsor) oversaw 53 Commonwealth slave nations. This cartel uses various
modes to execute their Order out of Chaos, New World Order. Warmongering, blackmail,
extortion, bribery and mass murder are staples. I explore an example of each mode in this book:
Money, military, monasteries, manufacturers, media, manuscripts, musicians, movies, Members
of Congress, mentors, modules and meteorology. These devices employ one or more overlapping
methods: fakery, falsification and fabrication. Such interventions shape the mental experiences
of humans’ and groups’ understanding of knowledge, perceptions and their emotions.
The grand objective of the Vatican-Coburg crime alliance is to manipulate people via their brain
processes. This may trigger people to act or remain inactive – to this toxic cartel’s advantage.
This book is a reordered discussion of this author’s works on the notion of the Deep State
Playbook 101 Theory. Please see overleaf. The goal of this text is to bring the MK Ultra issue to
the forefront of all discussions in one volume that centers on cognitive brain processes.
The prime challenge for this book was to create a structured, ordered, simple diagram that fits
to one page that makes sense of the complexity of the MK Ultra psychological operations (Psy-
Op). This author has witnessed thousands of purposeful MK Ultra Psy-Ops in recent decades. To
merely list these in an unstructured, detailed volume may overwhelm those new to this topic.

Those who manage MK Ultra projects at apex levels believe that they serve a dark deity, such as
the Venetian Black Sun Occult. Dynasties such as the Vatican, Saxe-Coburg & Gotha crime family
(House of Windsor) and the Rothschild banking crime family are top-tier Black Sun dynasties.

MK Ultra
MK Ultra was a secret, now declassified program that aimed to learn the effective ways of
controlling minds of individuals and collectives such as military forces, communities and nations.
The Director of the Central Intelligence Agency (CIA) approved MK Ultra in 1953. It developed in
the context of the Cold War. America’s Government acted to ensure that its psychological
warfare program was at least on par with the Russian Military’s equivalent (Smithsonian, 2017).
The use of natural drugs and synthetic drugs such as Lysergic Acid (LSD) was the most
controversial aspect of the MK Ultra project. Some of these experiments were rogue (i.e. illegal).
They were criminal as they did not gain the informed consent of all participants such as prisoners.
Psychological manipulation does not require the use of drugs to alter and control the psyche of
individuals and populations. For example, activating street speakers that warn residents of the
possibility of incoming nuclear weapons may be used as part of a psychological operation (Psy-
Op) experimentation. Such acts may desire to monitor the level of fear among those affected.
The arsenal of Psy-Ops available to intelligence agencies is massive. There are literally many
hundreds of weapons in this category. For the purposes of simplicity, this book classifies tools as
targeting a person’s body, brain or both. Attacking a person’s body may have secondary effects
that control the mind and vice versa. For example, the deployment of subtle irritating sound
frequencies may damage a soldier’s ear drums. This in turn lowers that soldier’s morale.

The databases shown below are bureaucratic .gov locations. They provide official declassified
documents about the MK Ultra mind-control project. They are shown for illustration purposes.
Readers should consider .gov sources as being the sole official custodians of data about the MK
Ultra project. Readers should consult any government information with extreme skepticism,
especially anything published by an intelligence agency. Some core information about the true
scope of MK may never have been declassified. Other information, such as the examples above
may be fakery, i.e., disinformation. Ironically, such false declassifications may be a part of the MK
Ultra project. They may seek to mislead enemies who copy this program to their advantage.

Stanford University’s Health Sciences Departments were leading contributors to MK Ultra
projects. This especially includes collaborative teams such as those staffed by psychologists,
psychiatrists and neurologists. This book’s cover page is an example of a comprehensive open-
access declassified source (an image) that chronicles specific aspects of the MK Ultra program.
Readers may access this image direct at the CIA reading room in Washington DC. Stanford,
Harvard and MIT were the leading universities that contributed to the MK Ultra project.
Investigators may place a higher degree of confidence in historical documents uploaded on these
universities’ repositories. The CIA publicly acknowledges the contribution of these elite
universities. Stanford University maintains a dedicated small MK Ultra digital repository.
McGill University in Canada was also partially involved in MK Ultra (CIA, 1984). Researchers may
find information by searching the proper noun “MK Ultra McGill experiments”.

Censorships delete the critical technical aspects of this project, such as methods and objectives.

Madness
This section overviews basic examples of mind manipulation that are understood by laypersons
outside of medical fields. These are generally known as ‘altered states of consciousness’.

The nine altered states of consciousness listed on the prior page are not mutually exclusive. A
drugged person may become psychotic due to their hallucinations. Subliminal programming may
trigger audiences to become stunned and remain in a short-term trance. A useful way to consider
these nine altered states of consciousness, from a MK Ultra perspective, is shown in this two-
dimension diagram below. Classifications are based on dominant tendencies. Some states of
consciousness are unreal; others are real. Some by nature tend to be long term/permanent and
others are temporary. Some states may fit into multiple continuums depending on the context.

Subliminal programming is a standalone classification. Its fake world effects tend to last longest.
This may explain high popularity of MK Ultra projects that target the masses with disinformation.

Subliminal programming involves purposefully embedding hidden messages in content that can
change a person’s or groups’ perceptions, knowledge and actions, without the target being
conscious of the manipulation. The human body absorbs experiences and information from their
five senses: sight, hearing, touch, taste and smell. Subliminal messages can be communicated to
a person via any of these senses. Some food sellers deliberately keep store temperatures lower
than other retail outlets. At a subconscious level, people tend to associate feeling cold with being
hungry or malnourished. At the group level, shoppers collectively are more likely to buy more
food than they initially planned to buy when they shop in a chilly supermarket. This is an example
of how subliminal mind-control planning is covert,
deceitful and advantages the programmer.
Hollywood productions insert chemtrails into skies
as though they are a natural phenomenon. They are
not. Repeated inclusion of manmade phenomena,
without explanation, desensitizes audiences who
are exposed to images that normalize climate
changing chemtrails loaded with barium, strontium,
arsenic and aluminum that are sprayed by government-managed climate engineering aircraft.

This brief article published by the CIA explains subliminal programming in the words of Gafford
(1995), as endorsed by this agency. Readers may access this brief article in full in Annex 1.

The popularity of MK Ultra and mass programming mind-control to micromanage populations is
explained by two core factors – cost and efficacy. Tyrants, such as royal crime families, have three
broad tools at their disposal to coerce populations: bribery, violence and mind-control.
Bribery by its nature is expensive. Those at the top tend to reserve bribery for the handful of
people who manage high power. Corrupt CEOs and senior judges are examples of ranked leaders.
Violence is risky. The universal slavery endgames of brutal regimes become blatantly obvious.
The masses are more likely to use force to rebel. Military deserters may fight alongside rebels.
Mass mind-control is appealing as it can be
done covertly, universally and cheaply. In the
opinion of this author, and many others who
write about MK Ultra, most people are not
aware of the various ways that the 0.0001%
at the top silently and incrementally use
mind-control techniques to create a slave hell gulag matrix that works to their advantage. Sadly,
most MK Ultra aware victims don’t resist by choice. They think that it is futile to fight a monster
system. It is their destiny to become slaves with no rights. MK Ultra weapons hide in plain sight.
Many people line up for days and pay premium prices for MK Ultra devices that are purposely
designed to deplete and enslave their body, mind and higher being. Apple iPhones and their spy
software algorithms that track your thoughts and location likely fall into this category.

Muppets
Those who aim to manipulate people and populations act to quell peoples’ free actions. They
also activate those who otherwise would not rise to an occasion. They mostly deploy words,
gestures, sounds and images. These actions may be blatant (overt) or subtle/subliminal (covert).
Manufactured plastic pop singers who lip synch negative connotation adjectives
such as ‘nigger’, ‘faggot’ and ‘skank’ are as original cyanide. Transmitting these
tunes via radio-waves can instantly arouse alternative sensations among different
people. For example, it can excite, shock or humiliate. To be fair, the creative use of
such words, in a sincere context, can have positive outcomes such as healing.
Controlled opposition shill techniques are older than the official age of Queen
Elizabeth II’s (deceased) MK Ultra body double (93). Fake champions of We the
People are given billions of dollars in free advertising by Hollywood powerhouse
producers and distributors. The Oscars award these thespians a rigged Gong to
legitimize their bogus brand. Controlled opposition shills communicate this
covert message to the masses – ‘You do not need to get off your sofa and fight political
corruption, because champions like us are (pretending) to do this work for you, on a mass scale
and we are succeeding’. Sly Fox news is owned by globalist gangster Rupert
Murdoch. Sly + Fox = Controlled + Opposition; i.e. to their fake opponents such as
CNN. As adorable, and sensical as anchors like Jeanine may be, it is difficult to overlook the
identity of their big bad boss who signs their paychecks. TV stars with creative control is a fantasy.
America had one actor in 2018 who was in this category. ABC (Disney) panicked and sacked her.

Medicine
Biomedical subfields are the most obvious disciplines that can aid the development of weapons
that can attack a person’s body and mind. The sad image on this book’s cover of ten years old
Ellen Atkins depicts experiments that respond to memory erasure. Those who care to confirm
the authenticity of this story may access this article. As readers, we can only assume that a
mainstream news source such as Zero Hedge (2018) have exercised due diligence when
researching this story. I hope that this article is not just another example of corporate fake news.
Selective or universal mind erasure capability is a valuable military tool. Discharged officers who
worked on top-secret projects can have this memory erased via drugs, brain surgery or hypnosis.
The ace Borne Identity film series featuring Matt Damon seems to fit into this thematic category.

Marketing
For many, marketing is the commercial branch of psychology. Virtually all marketing practices are
applications of manipulative psychology. If I place a sign in my shop window that states only the
following words “Apples, 99 cents a pound” I am probably not engaging in mind manipulation.
Consider an advert that states “red apples, 99 cents a pound – the most delicious ones available
in London at this store – offer applies today only!!”. This text uses subjective adjectives (e.g. most
delicious), persuasion (today only) and urgency (!!). This text involves marketing techniques that
goes beyond merely listing objective facts. Propaganda is one of the most powerful and popular
tools of MK Ultra projects. These images below aim to arouse fear in the viewers’ minds.
Images that show human suffering and worst-case scenarios outcomes tend to create more
anxiety in viewers’ minds than text alternatives painted on a wall. For example, the government
could paint on city walls: “enlist in the Army today – Our nation faces grave danger”.

To what extent, if any, do you agree with this author’s opinion?

Media
Fake news is the norm in Western countries. In America, six holding companies control around
95% of mainstream news media. Several of the largest stockholders of these media own listed
shares in two or more of these six entities, such as Disney, Fox and AT&T. Extremely biased,
politically partisan rags such as The New York Times routinely dress up opinion pieces and gossip
columns as so-called news. A rare public correction by The Times in 2019 occurred only because
of a non-threatening, legitimate public intervention by America’s incumbent President.
Fake news is a staple of military strategists. This tactic rarely deceives intelligence officers on the
opposing side. They are trained to evaluate information from several perspectives. They do so
with arch skepticism. Russia Times news is an example of a media outlet that covertly serves as
the disinformation branch of the Russian Government. It lawfully operates in Western countries
such as America under the generic name RT News. This blatantly biased news agency routinely
televises news stories that undermine Western governments such as Britain and America.
The BBC is Britain’s bastard equivalent. Fake News King, CNN, is a deep state dying dragon.

Mockingbird
The intense concentration of mainstream media cross-ownership enables a narrow number of
commercial interests to coordinate globalist corporate agendas. Media commentators note how
America’s news channels report stories using near-identical language and slants. Such
presentations typically simplify and polarize political issues as being a so-called ‘left versus right’
battle. This image below is a mockingbird media illustration (Crowley, 2018).

Mothballs
According to official American Government narratives, MK Ultra was gradually scaled down
during the 1960s. It supposedly finally ceased to exist in 1973. This was the year that the CIA
destroyed most files related to this program. Various CIA archives, such as this example below,
refer to the final acts of MK Ultra occurring in 1973.

Moles
Moles who claim that MK Ultra never died in 1973 are the premise that inspires the authorship
of this brief introductory booklet. Pages 20 and 21 list two illustration examples of mouthy moles.
This book by Marks & Lane (1979) claims to offer a deep exposé about MK Ultra using CIA
provided sources. Two open-access links for this commercially published text are available in the
references section of this document. This book published by Penguin is 262-pages in length.
The CIA archived this volume and provided the research data content. Armed with this knowledge,
what degree of confidence do you have in the information put forward in this free book?

Roseanne Barr has done more to expose the countless MK Ultra mind-control atrocities than the
rest of her Hollywood buddies combined. Readers may seek out numerous examples via their
own online searches. These videos below are examples of many (RT 2013; IW Chan 27, 2019).
Roseanne Barr; 6:08: (Hollywood) is a big culture of mind-control too. MK Ultra mind-
control rules in Hollywood. If you don’t know that Google it, and look into it (RT, 2013).
Abbey Martin; (6:15): We’ve talked about operation Mockingbird, MK Ultra mind-control
stuff and this goes back decades and decades. But Roseanne, do you know people who
have been blacklisted? Is it just kind of a self-censorship in Hollywood, or do people actually
get edged out if they are too much against the grain?
Barr; 6:36: Yeh, it’s self-censorship after a while, but it’s not just a crazy self-censorship. It’s
self-censorship, because there is actually a danger that you will never work again.
Have mainstream fake news media outlets such as Fox, CNN and ABC invited Roseanne Barr
or others to express their views about MK Ultra on any of their shows?
Why is Roseanne talking about this topic on RT?
Given that RT is the host, does this alter your perception of Roseanne’s testimony?

Masters
This author’s free catalog of open-access books aims to simplify the complexity of the hierarchy
of covert powers that control the West behind-the-curtain, a couple of levels higher than puppet
parliaments. This diagram dated January 2020 is among the most simplified in this category.
I invite readers to consult the free book titled “Declare Independence – America” (Jericho,
2019b). This text may aid you to understand the detail that underpins this summary diagram.

This Western-centric global order of power is currently in a state of rapid flux. The America-first,
MAGA Trump rebellion has expelled and neutralized foreign powers that have long subverted
America’s Constitution from within. Most of these agents serve/d the Saxe-Coburg & Gotha crime
family (House of Windsor) and/or its higher-ranking Jesuit Black Pope Vatican overlord.
This diagram aims to summarize the complexity of this covert battle as at February 2020.
In the Western context, most active MK Ultra mind-control regimes that target civilians aim to
serve one or more entities listed above under the “European Black Sun Venetian Nobility” cartel
umbrella. All major military powers use MK Ultra like projects on enemy military targets.

Marionettes

The claim that the largest, wealthiest and most far-reaching institutions monopolize popular
public narratives is not a widely contested statement. For example, Britain’s Government
controls a multibillion pounds annual budget and trillions of dollars in wealth. It can garner the
support of millions of Brits by merely placing a call for support in a national news advertisement.
It is debatable whether any individual exercises true influence over the masses. Everyone is
replaceable. And mortal. Those who try to ‘change the world’ solo seem to die off – literally.
Governments, multinational corporations (worth circa USD 100 billion plus) and major religions
are the arch executors of high power. In the West, this unholy Trinity, crudely speaking is: London
as the home of Banking and Washington DC as the home of the Military. Rome is the home of
Religion (MK Ultra). This argument relates to this book’s prior chapter more than this one.
Three bodies: governments, corporations (e.g. Universal Studios, Hollywood) and religion are the
dominant frontline service providers of MK Ultra mind-control acts that target civilians. A major
goal of the Pentagon led Trump Rebellion is to quash toxic MK Ultra projects that attack citizens.
Most researchers who write/speak about the Deep State reality concur that globalist institutions
overlap. For example, some royals sit on the boards of global corporations such as oil companies.

Microcosms
Powerful internal microcosms may implement their own MK Ultra programs. It is statistically
more common, compared to global society, for Amish families and others from borderline
mainstream religions to shun most/all mainstream radio, movies, television and news media.
Those who do so with purpose tend to believe that these filters enhance their general wellbeing.
The Jehovah’s Witness Church states that blanket bans on culture are not Church policy.
As shown above, decisions to filter entertainment are a household matter. Some scholars claim
that certain fringe religions execute their own form of MK Ultra mind-control within their own
community. Such religions may be labeled as ‘sects’ and ‘cults’ by the mainstream.
You may download this free article by Katchen (1992) in this book’s references section. Semantics
and connotations of words convey powerful subliminal meaning. Speakers or writers who refer
to a religion as a ‘cult’ or ‘sect’ may aim to diminish the legitimacy of that faith via language. They
may also be implying or openly stating that this religion is a fraudulent Psy-Op such as MK Ultra.

Modes

Money
Financial bribery, financial extortion and debt-driven consumerism are classic MK Ultra mind-
control playbooks. The English language idiom “hit them where it hurts the most – the wallet” is
profoundly true. For many millions, cash is Queen. Concealment is a classic mind-control tool –
holding back essential knowledge. America’s citizens are not permitted to know who owns the
usurious, unconstitutional Federal Reserve that has plundered America’s taxpayers since 1913.
New York Org (2017)
The misleading name of The Federal Reserve is a classic psychological operation. It is a private
bank that is mostly owned by European crime families such as the Saxe-Coburg & Gotha mob and
the Rothschilds. The Federal Reserve is not a Federal American body. It does not hold reserves.
In this author’s opinion, this social media crazed world is saturated with information. Most people
can only absorb small chunks of information. The meme above is an example of a minor chunk.
Do some, most or all memes aim to propagate some form of mind-control?
Please consider a range of answers beyond the three suggestions shown in this question.

Military
Is the bootcamp initiation indoctrination the ultimate form of MK Ultra mind-control, Sir?
Military (2016)
Hazing may be an ancient form of mind-control. It reminds the last admitted cohort that they are
at the bottom of the slag heap. It’s nothing personal. They can haze the next wave of recruits.
Royal military uniforms aim to remind rank-and-file foot soldiers that they are nothing special.
Please reflect on the Ellen Actins child case study (see page 15).
Is bootcamp procedure another case of mind erasure (brain reset)? Full or partial?

Monasteries
Religion is arguably the biggest Psy-Op on our planet. This is not to say that all religious texts are
fake. Sinister elites may censor or alter a genuine theological text to their own arch advantage.
Sword and stone, oops, I mean words and tones are powerful weapons. Am I right, gorgeous?
Calling a theologian or religious minister a ‘heretic’ may be the highest insult within some
religious scholarly communities. Of course, some may wear this label as a badge of honor. 😊
Does the words ‘heresy’ and ‘heretic’ serve to silence dissenters within a belief system?

Manufacturers
The mass production of certain goods serves a covert purpose that aims to brainwash the masses.
Those who control society manipulate the agenda of mass manufacturers. The number of
examples is nearly equal to the number of goods sold in mainstream stores such as Walmart.
May you freely reflect on the design and marketing of mass popularity goods.

Media
Fake news is a fact of life. The only people who fearlessly call out this fact are the world leaders
who don’t serve Rome, Rothschilds or the Saxe-Coburg & Gotha crime family (House of Windsor).
So-called fact-check sites like Snopes (fake news) and factcheck.com (fake news) are owned,
managed and funded by the same oligopoly that controls Western fake news empires such as
Rupert Murdoch’s toxic News Corp empire. Staff names published on these websites are shills.
Fake news sites like Snopes aim to control false narratives by tapping into two human weaknesses
– laziness and ignorance. Some people always believe any website that has a polished image.
Fake news friends like Google gives Snopes top 3 search responses for controversial topics.

Manuscripts
Do you automatically believe that most or every fact circulated by famous history book publishers
and encyclopedias is automatically true? If the answer is yes, why is this so?
Did Winston Churchill coin this phrase? This author does not know.
Famous popular phrases are often coined by the leaders who win historical battles.
The victors of war often burn books and destroy historical relics that challenge the narrative that
they aim to promote in
their reborn society. This
agenda may push
information that is fake,
partially true or entirely accurate. Book burning is not automatically a devious process. It may be
a strong sign that a new power does not plan to permit freedom of thought and free speech.

causes, was imprisoned at GITMO, executed or voluntarily disappeared. This video below shows
how the prestigious University of Washington recreates a fake speaking Barack Hussein Obama.
Most fake news stories that use dead billionaire brands attach a stale, Getty Images stock photo
to the story. Two minutes of research is usually enough to find stories of that celebrity in the
same clothes and pose, dated years prior to a ‘breaking news’ fake story. Computer generated

Fake news CNBC embed a small sneaky footnote to advise that this story about Soros in January

Fabrication may involve creating something that is real, for devious purposes.
Some epidemic viruses are fabricated false flags. False flags usually pursue one
or more covert, sinister purposes. Examples may include crashing a financial
system and depopulating a heavily populated urban area. It also includes buying millions of fake
vaccines from pharma companies who support the government implementing the false flag.
These strategies overlap. A fake virus may be fabricated, and the government’s phony fake news
buddies exaggerate the death tally by 300%. Fake news stories may selectively quote updates
provided by medical personnel out-of-context. These actions comprise one MK Ultra project.

Predictive programming is a major Deep State MK Ultra weapon. Future events are often played
out in fictional cultural media such as video games, television series and Hollywood movies. These
videos supposedly show that various computer games foreshadowed the 9/11 false flag.
Predictive programming supposedly grooms the human mind to being accustomed to seeing
events that are planned as future false flag events. When the event occurs, people do not
question the event’s authenticity as they have been groomed to accept such as acts as realistic.
Diminishment as a form of MK Ultra mind-control is a simple technique that dilutes the gravity
and magnitude of a truth. For example, historians may argue that Adolph Hitler was a controlled
puppet. He was therefore not culpable for any atrocities committed by his Nazi Third Reich which
was controlled by the Rothschilds, Vatican, House of Orange and House of Windsor crime family.

Thespian Metaphors is a personal favorite topic of this author. He may have coined this term and
concept in the MK Ultra analysis context. I have declared my benign conflict-of-interest!
This author theorizes that virtually all super-celebrities are manufactured commodities. I call

them metaphors, because I theorize that these super-celebrities are code word for one or two

adjective “strongly supports” is a compelling statement. Failure to mention that
49.97% of those surveyed stated that they “strongly reject” this mandatory policy
means that this consultant is using semantics to mislead their audience.

THE OPERATIONAL POTENTIAL OF SUBLIMINAL PERCEPTION

Perception is demonstrated to have occurred below the threshold of conscious sensory experience when a person responds to a stimulus too
weak in intensity or too short in duration for him to be aware of it. Individual behavior without awareness of the stimulus, of which subliminal
perception is a subtype, has been a subject of study in psychological laboratories for at least 70 years, and a great deal of technical data has been
collected on the subject. Recently it has been associated with some theories of depth analysis and popularized for possible commercial
exploitation by the advertising world.
In the most sensational of these popularized experiments, an increase in popcorn sales in a New Jersey movie theater is said to have been
stimulated by subliminal interruptions of the feature film with an advertisement urging the patrons to buy popcorn. The exposure time used, a small
fraction of a second, was too brief for conscious discrimination by an observer absorbed in the film story but presumably long enough to have
some stimulating effect. The advertising men who are currently interested in this phenomenon as a sales technique argue that the short-duration
stimulus appeals to a positive motive, for example an appetite for popcorn, without arousing the rational, conscious sales-resistance of the
individual, based perhaps on the desire to save money or lose weight.
The argument becomes more complicated with respect to a product which there is no specific preexisting positive motive to acquire. The appeal is
now said to be directed to a "deep" underlying motive presumed to be always operating, never satiated, say the sex drive. The masked stimulus
arouses some aspect of this ubiquitous sex drive, a drive which can hardly be directly satiated in polite society and one of which the conscious
recognition is more or less anxiety-producing. The vague discomfort the individual feels as a result of subconscious stimulation must be allayed by
some associated gratification, and this gratification - the advertiser hopes - is the socially acceptable acquisition of the product which he is trying to
promote.
It is evident that there are several mighty leaps in logic in the advertising man's argument, and a great many places where his scheme can go
astray. He has taken several psychological phenomena which have been demonstrated to a limited degree in controlled laboratory experiments
and strung them together into an appealing argument for a "technique." Because part of what he is promoting is supported by laboratory data,
however, it has enough status to warrant serious attention.
The operational potential of other techniques for stimulating a person to take a specific controlled action without his being aware of the stimulus, or
the source of stimulation, has in the past caught the attention of imaginative intelligence officers. Interest in the operational potential of subliminal
perception has precedent in serious consideration of the techniques of hypnosis, extrasensory perception, and various forms of conditioning. By
/
each of these techniques, it has been demonstrated, certain individuals can at certain times and under certain circumstances be influenced to act
abnormally without awareness of the influence or at least without antagonism.
After careful research on each of these methods, however, it has become apparent that although they occasionally produce dramatic results, their
lack of reliability and their requirement for extremely precise controls to obtain the desired effect have limited their operational utility to a very few
very specialized instances -situations where just the right persons can be put together at just the right moment under closely controlled
circumstances. The primary danger observed in connection with this unreliability is that of a "flashback," of inadvertently producing just the
opposite effect to that desired. Subliminal perception as a practical control or persuasion technique is prone to the same difficulties.
There are four principal categories of behavior without awareness.
The individual may be unaware of:
a) his behavior itself.
He may be whispering without realizing he is whispering, or he may be moving into a trap without knowing that the trap is there. A
special case here is abnormal behavior in which the individual fails to realize what he is doing because his normal awareness and
self-control have been interrupted by disturbing agents such as fear, anxiety, illness, drugs, or hypnotic suggestion.
b) the relation of his behavior to some stimulus.
The individual may be unaware of the fact that his interrogator is influencing him by saying "Right" after certain statements and by
remaining noncommittal after others. The process called "operant conditioning" falls into this category.
c) the stimulus itself, because of its slight impact.
The individual may be unaware of a very faint sound or a quick flash of light, unaware in the sense that he lacks the usual visual
sensations. Subliminal perception falls into this category.
d) the precise nature of the stimulus, as well as its relation to his behavior, because of inattention.
The individual may be aware of vague sensations, but he is not aware either of the source or of the significant content of the
stimulation, although his behavior may change in accordance with changes in the stimulus. This category includes a great deal of
perceptual activity affecting ordinary social behavior. A person is often unaware of the specific cues and clues to which he is
reacting not because the stimulus is insufficient to reach the consciousness but because the effort to be fully aware of all the cues
all the time would create too great a cognitive strain.
In persuading a person to do something he normally or rationally would resist doing an intelligence operative can make use of any one of these
categories of psychological processes. Usually the purpose is to produce behavior of which the individual is unaware. The use of subliminal
perception, on the other hand, is a device to keep him unaware of the source of his stimulation. The desire here is not to keep him unaware of
what he is doing, but rather to keep him unaware of why he is doing it, by masking the external cue or message with subliminal presentation and
so stimulating an unrecognized motive.
In order to develop the subliminal perception process for use as a reliable operational technique, it would be necessary a) to define the
composition of a subliminal cue or message which will trigger an appropriate preexisting motive, b) to determine the limits of intensity between
which this stimulus is effective but not consciously perceived, c) to determine what preexisting motive will produce the desired abnormal action and
under what conditions it is operative, and d) to overcome the defenses aroused by consciousness of the action itself.
As to the composition of the subliminal cue, it cannot be supposed that just any message presented close below the threshold of recognition will be
translated into appropriate action. The determination of the right kind of message in terms of content, number and type of words or symbols,
grouping of symbols, and so forth has been the object of a great deal of psychological experiment. There is a good deal of lore and a few rather
vague principles available, but generally they concern rather trivial areas of action from the viewpoint of the intelligence operative. Since the
effectiveness of the procedure depends on not arousing the person's defense mechanisms, and since defense mechanisms are not only peculiar
to each individual but hard to discover, it is difficult to specify even what is to be avoided in the composition of the subliminal cue in order not to
arouse the defenses.
Thresholds of recognition are variable and difficult to determine. If the intensity of the stimulus is much below an individual's threshold it doesn't get
through to even the most automatic areas of his sensorium. But recognition thresholds vary tremendously, not only among individuals, but also in
the same individual from one time to another, in accordance with his physical situation, his physiological condition, and above all the degree to
which he is psychologically attuned to the particular content of the message. A normal human being is an infinitely more complex receiving
instrument than any electronic gadget, and adjusting a stimulus for such a variable receiver is difficult. In most of the laboratory studies on which
the current theory of subliminal perception is based 1 there has been a long pretrial period requiring the subject's full cooperation to zero him in on
the subliminal signal. Such preparation is clearly not feasible for operational use. The message must therefore be transmitted on a much wider
intensity band and may frequently not get through or may on the other hand penetrate to the subject's consciousness and arouse his defenses.
The message once received is presumed to trigger some sensitive subconscious motivation to action. There are numerous psychological theories
about such inner functions, but little definitely known about them. If a somewhat homogeneous sample of people is tested a number of times, most
of them will be sensitive most of the time to the subliminal cue; but some individuals, for a great variety of reasons we can little more than guess at,

will be insensitive. In this minority of instances the individual may do nothing, may do something trivial and irrelevant, or may do the exact opposite
of what was intended.
If the subliminal cue is to work by tripping off an existing motive to action, one must know what motives are positive and operant at the moment.
The obvious basic drives (e.g. hunger, sex) are sometimes satiated and sometimes subordinated. With a great deal of knowledge about the
individual, some predictability can be attained, but it is still a matter of probabilities. The percentage of instances will be high where the opposite
motive to that desired will be tripped off.
There appears thus to be such a myriad of factors that even the most simplified empirical tests carried out with the best possible cooperation of the
subjects are rarely marked by really significant reliability. Furthermore, with such a large number of variables and relatively low reliability, it is
difficult to determine whether the controlled variable or uncontrolled artifacts are producing whatever results one does observe.
Finally, the subliminal device to avoid alerting an individual's defenses by masking the cue and the basic motive does not cover the effect of
awareness of the resultant abnormal action itself, with its implications and consequences. Assuming that one could persuade to such action by
presenting a cue subliminally, there is no way of effecting the action without awareness and without tripping off defenses and rational resistance. It
must be concluded that there are so many elusive variables and so many sources of irregularity in the device of directing subliminal messages to a
target individual that its operational feasibility is exceedingly limited.
