Modi has announced a Special
economic and comprehensive package of
Rs 20 lakh crore - equivalent to 10% of
India's GDP on 12th May 2020. He gave a
clarion call for •Êà◊ÁŸ÷¸⁄U ÷Ê⁄Uà •Á÷ÿÊŸ or Self-
Reliant India Movement. He also outlined
five pillars of Atmanirbhar Bharat -
Economy, Infrastructure, System, Vibrant
Demography and Demand.
In her opening remarks during the 5th
Press Conference on 17 May 2020 on
stimulus package to fight COVID-19 under
Aatma Nirbhar Bharat Abhiyaan, the
Union Minister of Finance & Corporate
Affairs Smt. Nirmala Sitharaman referred
to the vision laid out by Prime Minister Shri
Narendra Modi in his address to the
Nation on 12th May 2020. Quoting the
Prime Minister, Smt. Sitharaman said that
as a Nation, we stand at a very crucial
juncture. COVID-19 Pandemic has
brought a message and an opportunity.
We need now to build an Aatma Nirbhar
Bharat.
Smt. Sitharaman said that in order to
prove the resolve of Aatma Nirbhar
Bharat, land, labour, liquidity and laws
have all been emphasised in Aatma
Nirbhar Bharat Package. The crisis and
the challenge is an opportunity to build a
self-reliant India.

Aim of veterinary education
The aim of veterinary education is to provide veterinarians with skills to reinforce

Smt. Sitharaman also
announced that a scheme will be
implemented in States through
challenge mode for Industrial
Cluster Upgradation of common
infrastructure facilities and
connectivity. There will be
availability of industrial land/land
banks for promoting new
investments and making
information available on
Industrial Information System
(IIS) with GIS mapping. 3376

The Finance Minister today
announced the following
structural reforms in the eight
sectors of Coal, Minerals,
Defence production, Civil
Aviation, Power Sector, Social
Infrastructure, Space and Atomic
energy. The details are as
follows:
A. COAL SECTOR
1. Introduction of Comm-
ercial Mining in Coal Sector
The Government will introduce
competition, transparency and
private sector participation in the
Coal Sector through:

mechanism instead of regime

2. Diversified Opportunities
in Coal Sector
a. Coal Gasification / Reliance
Liquefication will be
incentivised through rebate in
revenue share. This will result
in significantly lower
environment impact and also
assist India in switching to a
gas-based economy.
b. Infrastructure development of
Rs. 50,000 crore will be done
for evacuation of enhanced
Coal India Limited's (CIL)
target of 1 billion tons coal
production by 2023-24 plus
coal production from private
blocks. This will include Rs
18,000 crore worth of
investment in mechanised
transfer of coal (conveyor
belts) from mines to railway
sidings. This measure will
also help reduce
environmental impact.
2. Liberalised Regime in
Coal Sector
a. Coal Bed Methane (CBM)
extraction rights will be
auctioned from Coal India
Limited's (CIL) coal mines.
b. Ease of Doing Business
measures, such as Mining
Plan simplification, will be
taken. This will allow for
automatic 40% increase in
annual production.
c. Concessions in commercial
terms given to CIL's
consumers (relief worth Rs
5,000 crore offered). Reserve
price in auctions for non-
power consumers reduced,
credit terms eased, and lifting
period has been enhanced.
B. MINERAL SECTOR
1. Enhancing Private
Investments in the Mineral
Sector
There will be structural
reforms to boost growth,
employment and bring state-of-
the-art technology especially in
exploration through:
a. Introduction of a seamless
composite exploration-cum-
mining-cum-production
regime.
b. 500 mining blocks would be
offered through an open and
transparent auction process.
c. Joint Auction of Bauxite and
Coal mineral blocks to
enhance Aluminum Industry's
competitiveness will be
introduced to help Aluminum
industry reduce electricity
costs.
2. Policy reforms in Mineral
Sector
The distinction between
captive and non-captive mines to
allow transfer of mining leases
and sale of surplus unused
minerals, leading to better
efficiency in mining and
production shall be removed.
Ministry of Mines is in the
process of developing a Mineral
Index for different minerals.
There will be rationalisation of
stamp duty payable at the time of
award of mining leases.
C. DEFENCE SECTOR
1. Enhancing Self Reliance in
Defence Production
a. 'Make in India' for Self-

up of a Project Management
Unit (PMU) to support
contract management;

Staff Qualitative Require-
ments (GSQRs) of weapons/
platforms and overhauling
Trial and Testing procedures.
D. CIVIL AVIATION SECTOR
1. Efficient Airspace
Management for Civil Aviation
Restrictions on utilisation of
the Indian Air Space will be
eased so that civilian flying
becomes more efficient. This will
bring a total benefit of about Rs
1,000 crore per year for the
aviation sector. This will lead to
optimal utilization of airspace;
reduction in fuel use, time and
will have positive environmental
impact.

„ The Centre has announced 1,000 crore rupees

Minister Narendra Modi said this at Bashirhat

storm-related incidents. He also informed that a Central team will also arrive in the
state at the earliest to assess the damages. Earlier, Prime Minister Narendra
Modi and West Bengal Chief Minister Mamata Banerjee jointly made an aerial
survey at cyclone-ravaged areas in North and South 24 Paraganas districts of
West Bengal . In about 45 minutes long aerial survey both the leaders witnessed
large scale devastation at Minakha, Namkhana, Hingalgunj, Gosaba, Bashirhat
and vast areas of Sundarbans caused by Amphen. Later at the administrative
meeting at Bashirhat in North 24 Paraganas District the West Bengal Chief Min-
ister Mamata Banerjee submitted a preliminary report to the Prime Minister on the
extent of damages and demanded appropriate Cental help for reconstruction
work. The Prime Minister assured Ms Banerjee all kinds of Central helps to the
state as demanded. The President Ramnath Kovind also expressed sorrow over
huge loss of lives and properties in the state.
„ Civil Aviation Minister Hardeep Singh Puri has
announced that domestic civil Aviation opera-
tions will restart from 25 May, 2020 in a cali-
brated manner. The flight operations were sus-
pended from 25th of March due to the imposi-
tion of lockdown. In New Delhi, Mr Puri said,
the domestic flight operations will resume to a
limited extent of required and approved
summer schedule. The Minister said, for a journey between 90 to 120 minutes the
minimum fare will be 3,500 rupees and maximum would be 10,000 rupees. He
said, in case of Delhi- Mumbai flight, 3,500 rupees will be the minimum fare and
maximum will be 10,000 rupees which will be operative till 11:59 PM on August
24. He said, there will be no physical check-in at airport and only web check-in
will be allowed. He said, a self-declaration or Aarogya Setu App status on a com-
patible device would be obtained to ensure that a passenger is free of COVID-19
symptoms. He said, passengers with red status on Aarogya Setu App will not be
allowed to travel. Passengers will have to wear face mask and carry sanitizer
bottles. Mr Puri said, for flight operations, one-third capacity of approved summer
schedule 2020 will be allowed to operate.
„ Railway Minister Piyush Goyal said booking of train
tickets will resume at around 1.7 lakh common
service centres across the country from Friday the
22nd of this month. He said, people who are in
remote locations where the availability of computers
and internet is negligible or absent can also access
it. The Minister also said bookings will also resume
at counters at specific railway stations over the next two to three days. Earlier,
Railways announced the operation of 200 trains from 1st June of which booking
started at 10 AM on 21st of this month. The railways which started the Shramik
Special trains from May 1st has run 2,050 such trains since then, ferrying around
30 lakh migrants, students and other stranded people. Mr. Goyal credited Prime
Minister Narendra Modi for conceptualising the railways' isolation coaches for
coronavirus patients. He informed, Railways so far has converted around 5,000
coaches into Covid-care centres which will be deployed at 225 stations. Over
2.37 lakh tickets, having over 5.51 lakh passengers, have been booked after the
opening of bookings so far for the 101 special trains out of 200 trains for which
booking started at 10 AM on 21st.
„ The Central Board of Secondary Education has released date sheet for Class
12th board examinations for the remaining papers. It also released date sheet for
the re-scheduled board examinations of Class 10th for North-East Delhi. The
examinations will be conducted between 1st of July to 15th July this year. The
students will appear for pending class 10 and 12 board examinations in their own
schools instead of an external test centre, the ministry of human resource and
development said. The CBSE has also issued instructions asking students to
carry their own sanitizer bottles and wear mask and follow social distancing norms
during the examinations. Parents will ensure that their ward is not sick. The Class
10th examinations were postponed due to violence in North Eastern part of
National Capital and then due to lockdown and Class 12th examinations in view
of the lockdown imposed in the country to combat COVID-19. The Class 10
exams will be staggered on four dates, starting 1st July. The first paper will be of
Social Sciences, while the next day students will be required to appear for Science
exam. On 10th of July, exams will be conducted for both courses of Hindi and on
15th of July for both courses of English. For Class 12, the Home Science exam
will be held on 1st of July, followed by both courses of Hindi the next day. The
Class 12 Business Studies exam has been scheduled for 9th July, followed by
Biotechnology on 10th and Geography on 11th of July.

„ India has fared better than other countries in containment of COVID-19. This is
mainly because the country pursued a pre-emptive and pro-active approach for
prevention, containment and management of COVID-19. Health Ministry said,
Corona management efforts are being regularly reviewed and monitored at the
highest level. Aggressive and early measures so far have shown encouraging
results. The recovery rate has improved to 38.29 percent. India has about 7.1
cases per lakh population vis a vis approximately 60 cases per lakh population for
the world as a whole.
„ Government has said that Biometric attendance will
continue to be suspended during the fourth phase of
the lockdown. Ministry of Personnel, Public Griev-
ances and Pensions has issued guidelines on regula-
tion of attendance in government offices to contain
the spread of coronavirus (COVID-19). It said that all
officers of the level of Deputy Secretary and above
shall attend office on all working days. The Ministry said, for regulating the atten-
dance of officers and staff below the level of Deputy Secretary, all Heads of the
Department shall prepare a roster to ensure that 50 per cent of officers and staff
attend office on every alternate day. Those officers or staff who are not required
to attend office on a particular day shall work from home and should be available
on telephone and electronic means of communications at all times.

„ US Senate has passed a bill to delist Chinese
companies from American stock exchanges.
The senate on Wednesday unanimously
approved the bill brought by Republican
Senator John Kennedy and Democrat Senator,
Chris Van Hollen. The legislation requires com-
panies to certify that they are not owned or con-
trolled by a foreign government. They would be required to submit to an audit that
can be reviewed by the Public Company Accounting Oversight Board, which has
been objected to by China. The move may result in Chinese companies like
Alibaba Group Holdings Ltd. and Baidu Inc. being barred from listing on US stock
exchanges.
„ World Health Organization (WHO) has said it will initiate an independent review
into its handling of the coronavirus pandemic at the earliest appropriate moment.
Speaking at the World Health Assembly, WHO Director-General Tedros Adhanom
Ghebreyesus said WHO is committed to transparency and will therefore facilitate
an independent review of its response to the coronavirus outbreak. More than 100
countries including India backed a resolution drafted by the European Union
calling for an independent inquiry into the pandemic, which has claimed more than
3 lakh lives globally so far. The WHO DG's comments come against the backdrop
of mounting criticism against both the WHO and China over their alleged roles in
allowing covid-19 to develop into a pandemic.

„ The Reserve Bank of India has cut the repo rate by 40 basis
points from 4.4 per cent to 4 per cent, reducing the reverse
repo rate at 3.35 per cent to maintain accommodative
stance. The RBI Governor Shaktikanta Das while address-
ing the media said that the six-member Monetary Policy
Committee voted 5:1 in favour of 40 bps cut in interest rate.
The RBI Governor said, private consumption has seen
biggest blow due to COVID-19 outbreak, following investment demand has halted
big time impacting the government revenues severely due to slowdown in eco-
nomic activity. The inflation outlook is highly uncertain with elevated level of infla-
tion in pulses being worrisome and therefore requires review of import duties.
Speaking further about impact of COVID-19, he said, the GDP growth in 2020-21
goes in negative territory. The headline inflation may remain firm in first half of
year; ease in the second half, falling below 4 per cent in Q3/Q4 of financial year
20-21. Granting relief to people the RBI extended moratorium on loan repayments
by three more months in view of COVID-19 starting from 1st of June to 31st of
August, 2020. The RBI has announced to extend 15,000 crore rupee line of credit
to EXIM Bank.
„ The United States has said that the post-coronavirus world provides a window of
opportunity to India as countries are looking to diversify their supply chains. Alice
G Wells, US State Department's top official for Central and South Asia, said that
in the post-pandemic environment, countries are looking at a little bit of de-glob-
alisation, on-shoring of the critical production and there's a very vigorous effort to
diversify supply chains. She added that this is a real moment of opportunity for
India by adopting a more open and welcoming policies by reducing tariffs that
allow manufacturing companies inside India to be part of the global supply chain.
