- is the principal health agency in the Philippines. It is responsible for ensuring access to basic
public health services to all Filipinos through the provision of quality health care and regulation
of providers of health goods and services.

DOH Office

-? Gomposed of about 17 central offices, 16 Genters for Health Development located in various
regions, 70 hospitals and 4 attached agencies.
-? Gentral office is composed of the   and five major function clusters:
1.)? Gomprise the staff support services to the Secretary of Health; Health Emergency
Management staff; Internal Audit Staff, the Media Relations Group and the Public
Assistance Group including 3 major Zonal Offices of the DOH located in Luzon, Visayas
and Minadanao.
2.)? Sectoral Management Support Gluster is composed of Health Human Resource
Development Bureau and the Health Policy development and Planning Bureau.
3.)? Internal Management support Gluster is composed of the Administrative Service,
Information Management Service, Finance Service and the Procurement and Logistics
Service.
4.)? Health regulation Gluster is composed of the Bureau of Health Facilities and services,
Bureau of Food and Drugs and Bureau of Health Devices and Technology.
5.)? External Affairs Gluster is composed of the Bureau of Quarantine and International
Health Surveillance, Bureau of International Health Gooperation and Bureau of Local
development.
6.)? Health Program Development Gluster is composed of the National Genter for Disease
Prevention and Gontrol, national Epidemiology Genter, national center for Health
promotion and national Genter for Health Facilities development.

To realize its vision of health for all through its leadership in guaranteeing equality, sustainability
and quality health, the Department has identified the following general functions under its three (3)
specific roles in the health sector:

1.)? Leadership in health


a.)? DOH shall serve as the national policy and regulatory institution from which the local
government units, non- government organizations and other members of the health sector
involved in social welfare and development will anchor their thrusts and direction for
health.
b.)? Provide leadership in the formation, monitoring and evaluation of national policies, plans
and programs.
c.)? Serve as an advocate in the adoption of health policies, plans and programs to address
national sectoral concerns,
2.)? Enabler/ Gapacity Builder
a.)? Innovation of new strategies in health to improve the effectiveness of health programs by
initiating public discussions on health issues and undertaking and disseminating policy
decision- making
b.)? Exercise over sight functions and monitoring and evaluation of national health plans and
programs, and policies
c.)? It shall ensure the highest achievable standards of quality health care, health promotion and
health protection.
3.)? Administrator of Specific Services
a.)? The DOH shall act as administrator of:
-Selected national health facilities and hospitals with modern and advanced facilities that
shall serve as national referral centers
-selected health facilities at sub- national levels that act as referral centers for local health
systems.

b.) The DOH shall administer direct services for emergent health concerns that require new
complicated technologies and that it deems necessary for public welfare.

c.) It shall administer health emergency response services, including referral and networking
systems for trauma, injuries.
