1. INTRODUCTION
MALAYSIA LNG SDN BHD (the “COMPANY”) intends to engage CONTRACTOR to perform repair and refurbishment
of Automatic Recirculation Valve (ARC) Series 5300.

The aim of this of these contract documents is to outline the scope of works to be offered by the bidder for this contract
whereby to cater for Inspection, Testing, Non Destructive Evaluation for Life Assessment and Determine the Viability
of Repairs

This RFx shall be read together with documents as below:


a. Attachment A (Scope of Work)
b. Attachment B (Schedule of Rates)
c. Attachment C (Terms & Conditions)
d. Attachment D (Health, Safety and Environment requirements)
e. Attachment E (Valve Drawings)

2. JOB DESCRIPTIONS

2.1 In general, the work scope will be breakdown into four (4) parts and work
stages as described below: -
PART I Perform receiving inspection and ‘As-Found’ Inspection
Perform cleaning and dimensional inspection
Perform Non Destructive Evaluation (NDE) for Valves
PART II Standard Repair & Refurbish
PART III Perform Part Replacement
PART IV Factory Test

2.2 CONTRACTOR shall attain full unit responsibility of all inspections and
repair works.

2.3 Part I: Receiving Inspection


2.3.1 CONTRACTOR shall make provisions for identification,
verification, segregation, storage, maintenance and release of all
COMPANY supplied parts, materials or items.
2.3.2 CONTRACTOR shall log in all owner-supplied materials upon
receipt and verify against the received packing list.
2.3.3 CONTRACTOR shall photograph the “As Received” condition of
the shipping container, skid, box, etc.
2.3.4 Any apparent damage to the shipping container, skid, box, etc. is
to be noted on a receiving record, photographed to clearly show

details of any damaged areas and immediately reported to
COMPANY representative.
2.3.5 All COMPANY supplied material will be clearly marked with the job
number, reference number and clearly identified as “MLNG SDN
BHD PROPERTY”.
2.3.6 Prior receiving the rotor, CONTRACTOR shall arrange and inform
with COMPANY’s forwarding agency to deliver back the empty
metal container within two (2) weeks period.

2.4 Part I: Disassembly


2.4.1 For the furnished components as stated in which required to be
disassemble into parts, CONTRACTOR shall perform necessary
disassembly works prior for the next work stage.
2.4.2 For component in which the process required such as cutting and
grinding that will attain its original dimension, CONTRACTOR shall
notify COMPANY thorough interim report.

2.5 Part I: As-Found Inspection


2.5.1 CONTRACTOR shall conduct a careful visual inspection; note on
a sketch the size, location, and orientation (including any required
physical reference point) of any erosion, corrosion, and any
unusual appearances or other damages resulting in loss or
displacement of material, deposits and buildup.
2.5.2 The inspection shall cover visual inspection, physical check and
measurements.
2.5.3 All areas to be repaired shall be mapped, profiled, and sketched in
the drawing. Description of defects shall be clearly specified.
2.5.4 Visual inspection is required for determine the degree of scoring,
pitting, erosion, corrosion at all affected areas. Required to
examine the affected area by measuring its chemical concentration
level, initial metallurgical inspection or sampling if any presence of
these flaws before cleaning stage.
2.5.5 CONTRACTOR shall perform functionality (leak test/tightness) test
on the existing valve.

2.6 PART I: Perform Cleaning and Dimensional Inspection


2.6.1 CONTRACTOR shall perform cleaning on the valve to remove all
dirt, corrosion, scale using fine grit blast prior to non-destructive
evaluation (NDE) or coating.
2.6.2 CONTRACTOR shall perform dimension inspection on the valve
with photo to confirm no deformation, heat stress or any defect
might defect integrity of the valve.
2.6.3 CONTACTOR shall perform visual inspection with photo on each
of the component condition “BEFORE” and “AFTER”.

2.7 Part I: Perform Non Destructive Evaluation (NDE)


2.7.1 The Non Destructive Evaluation (NDE) methodology to be
performed for lifetime assessment shall be not limited to the
following techniques: -
(a) Penetrant Test
(b) Magnetic Particle Inspection
(c) Ultrasonic Inspection
(d) Hardness Test
(e) Replica test

2.7.2 The NDE methodology applications proposed by CONTRACTOR


shall address generally the following outcomes but not limited to: -
(a) Details of the actual or expected flaws shall be described in
terms of position, orientation and extent. The likelihood of

multiple initiation sites and overlapping cracks must be stated
as well as the change in nominal propagation, if any.
(b) Flaw morphology descriptions include aspects such as inter or
trans granularity and extent of branching if any.
(c) Measuring the flaw roughness if sample are to be taken in the
assessment.
(d) Tilt and skew of flaw which means geometric variations,
including degree of tilt and skew of flaws.
(e) The aspect ratio of a flaw which defined the ratio of the depth
to length dimension.
(f) Estimation of the damage by creep, fatigue, stresses corrosion
cracking (SCC), fatigue corrosion cracking (FCC) and etc. if
any.

2.8 Part II: Standard Repair and Refurbish


2.8.1 In general, all standard repair and refurnish shall according to OEM
in-house standard.
2.8.2 CONTRACTOR shall perform replacement of wear & tear part.
CONTRACTOR to list all the new replace part.
2.8.3 CONTRACTOR shall perform lapping on the valve seat if required.
2.8.4 CONTRACTOR shall perform contact check.
2.8.5 CONTACTOR shall perform hardness check on the valve seat.
2.8.6 CONTRACTOR shall perform run-out check for valve spindle if
any.
2.8.7 CONTRACTOR to perform leak test on the valve.

2.10 Part III: Extended Repair and Refurbish


2.10.1 In this section describe CONTRACTOR scope of responsibility to
perform Extended Repair and Refurbish.
2.10.2 For any unknown defect and unquantifiable by the COMPANY,
CONTRACTOR shall clearly specify and furnish a complete NDE
report as stated in Part I that deemed required a repair. The report
shall consist of Cost and Method of Repair.
2.10.3 For bushing or valve if require replacement, CONTRACTOR to list
and notify COMPANY.
2.10.4 For any rebuilding stellite coating, CONTRACTOR to perform NDE
report, Cost and Method of Repair for COMPANY review.

Quantity of valve as per Table will be treated as provisional. COMPANY


reserve it right to deliver the valve subjected maintenance window
availability.

COMPANY will inform CONTRACTOR through emailing list of valve to be


delivered. Also, CONTRACTOR to generate a schedule from the collection
point until delivery.

4. RELATED EXPERIENCES

Minimum experience 3 years servicing auto recirculation control valves as


per below size:

CONTRACTOR to provide list and specification of auto recirculation valves


that have been serviced.

5. DURATION / SCHEDULE FOR EXECUTION OF WORK

1. CONTRACT shall be effective immediately upon contract award, subject


to confirmation from the COMPANY.
2. CONTRACT duration shall be three (3) years based on “as-and-when-
required” basis

6. COMPANY OBLIGATION

a) The COMPANY shall be represented by AIN/3 Department, Engineers or


any other person nominated by one of the above during his/her absence.

b) The COMPANY reserves the right to reject or dismiss any
CONTRACTOR’s personnel if the COMPANY’s representatives deem that
these personnel are found not suitable to perform their job as required.

c) The COMPANY shall not be held responsible for any WORK delay if the
CONTRACTOR is unable to deploy the minimum required manpower and
machinery to execute the WORK.

d) The COMPANY shall assist CONTRACTOR to liaise with Security and


Healthy, Safety and Environment (HSE) Department for safety briefing
arrangement.

e) Once awarded, the COMPANY shall discuss and agree on the date and
period to carry out the WORK.

f) The COMPANY reserves the right not to process invoice(s) where the
WORK is not being carried out as stated in the scope of work

g) Delivery and collection from factory shall be arranged by Logistic


appointed by Group Procurement of PETRONAS, Bintulu.

7. CONTRACTOR OBLIGATION

a) CONTRACTOR shall comply with the term and conditions as per


Attachment C.

b) CONTRACTOR manpower must possess NIOSH PETRONAS Safety


Passport (NPSP)/ Oil & Gas Safety Passport (OGSP).

c) CONTRACTOR manpower shall be able to communicate effectively in


English both spoken and written.

d) CONTRACTOR shall make sure their manpower possessed Sarawak


working permit including third party personnel (if any).

e) CONTRACTOR shall indicate minimum lead time for taking over of the
CONTRACT with emphasis on the availability of required manpower,
planning schedule and facilities.

f) CONTRACTOR shall indicate whether upon the award of this


CONTRACT, the actual work will be handled by the CONTRACTOR or
assigned to subcontractor affiliates or manufacturer.

g) CONTRACTOR shall provide a copy of own HSE Management System


(HSEMS) and Quality.

h) CONTRACTOR shall ensure that the work performed is of high standard


and quality with due consideration to safety.

i) CONTRACTOR shall act in an advisory capacity to COMPANY during the


services and shall not give instructions directly to COMPANY.

j) CONTRACTOR shall make every effort to ensure that the


CONTRACTOR’s manpower is committed to their works until the
completion without bearing any extra charges.

k) CONTRACTOR shall ensure that the required reports, plans and analysis
are delivered on time. Failure to do so will allow the COMPANY the right

to hold the payment until the required documents is submitted to the
COMPANY.

l) CONTRACTOR shall provide sufficient and qualified manpower to


perform the plan WORK agreed by both parties. COMPANY reserve the
right to reject any incompetent personnel and CONTRACTOR shall
comply readily with such obligation and arrange for replacement
manpower to be at work site in the shortest possible time without any cost
impact to COMPANY.

m) CONTRACTOR shall provide necessary safety gear i.e. safety hats,


safety boots, coverall etc. as required.

n) CONTRACTOR shall be wholly responsible for safekeeping, protection


and damage prevention of his own parts and equipment while at the work
site.

o) CONTRACTOR shall prepare and submit Job Hazard Analysis (JHA) and
ensure all requirements are fulfilled prior execution of works.

p) CONTRACTOR shall ensure appropriate insurance policy(ies) for their


personnel travel and work.

q) CONTRACTOR shall be responsible to prepare an Incident Report should


there be any breach of HSE procedures or unforeseen events during the
WORK. The report shall be submitted to the COMPANY representative for
further actions.

8. HSE REQUIREMENTS

a) CONTRACTOR shall fully comply with all COMPANY’s HSE regulations


and requirement as per Attachment D.

b) CONTRACTOR shall attend HSE briefing and Security Screening before


execute the WORK at the COMPANY premise.

c) CONTRACTOR shall employ personnel who have obtained OIL & GAS
SAFETY PASSPORT (OGSP) to work inside COMPANY premise. Any
personnel who do not possess a valid passport are not allowed to enter
and work in COMPANY premise (if applicable).

d) CONTRACTOR shall be responsible to provide its personnel with safety


gears / personal protective equipment such as safety helmet, safety
shoes, goggles, body harness, coverall & Life Jacket (if working at sea
side). These personnel shall strictly abide by the COMPANY safety policy.

e) CONTRACTOR shall comply to PETRONAS ZeTo Rules Regulation:


ZeTo #1: Work with a valid work permit (PTW) required by the job
ZeTo #2: Verify energy isolation before starting work
ZeTo #3: Obtain authorisation before overriding or disabling safety
critical equipment
ZeTo #4: Obtain authorisation before entering a confined space
ZeTo #5: Protect yourself against a fall when working at height
ZeTo #6: Use the correct personal protective equipment (PPE) when
handling hazardous chemicals
ZeTo #7: Obtain authorisation before excavation or entering a trench
ZeTo #8: Do not position yourself under a suspended load
ZeTo #9: Do not smoke outside designated areas or bring potential
ignition sources into process areas without authorisation

follow the speed limit and use your seat belt

9. PAYMENT TERM
Payment will be made within thirty (30) days upon receipt of undisputed
invoice based on the following milestone payments;
10. INSURANCE REQUIREMENT

CONTRACTOR to procure and maintain the following insurance for all


personnel who doing the work in the Company premises:

1. Workmen's Compensation and/or Employer's Liability Insurance


and/or similar statutory social insurance

11. WARRANTY

One (1) year after valve commission/start up.

12. REQUIRED DOCUMENTS CHECKLIST (please submit all required documents)

CONTRACTOR shall submit documents as below in separate mode before closing bid time and date:

1. Technical Proposal:
a) Cover letter for technical proposal
b) Attachment A (Scope of Work)
c) Attachment B (Unpriced schedule of rates)
d) List of Experience and specification of auto recirculation valves that have been serviced.

2. Commercial Proposal:
a) Cover letter for commercial proposal
b) Attachment B (Priced schedule of rates)
