PRE-QUALIFICATION QUESTIONNAIRE

INTRODUCTION
PETRONAS, the acronym for Petroliam Nasional Berhad (Company Number: 20076K) (hereinafter referred to as
“PETRONAS”), is Malaysia’s national petroleum corporation. Incorporated on 17th August 1974 under the
Companies Act, 1965, it is wholly owned by the Malaysian Government. The Petroleum Development Act, 1974
vests in PETRONAS the entire ownership and control of the petroleum resources in Malaysia. PETRONAS is an
integrated international oil and gas company with business interests in more than 30 countries and four subsidiaries
listed on the Bursa Malaysia. It is ranked among the Fortune Global 500 largest corporations in the world.
Pengerang Integrated Complex (PIC) in Pengerang, Johor is the largest integrated downstream refinery and
petrochemical complex built by PETRONAS. The utilities, site development and other infrastructure facilities
required by PIC will be provided by PRPC Utilities & Facilities Sdn Bhd, (PRPC UF) a subsidiary under the
PETRONAS Group.

OBJECTIVES
PETRONAS intends to appoint a pool of capable contractors to provide comprehensive maintenance services for
telecommunication system and infrastructure.

SCOPE OF WORK
The telecommunication infrastructure owned by PRPC UF consist of the following systems.
i. Fiber Optic Network (FON)
ii. Public Address and General Alarm System (PAGA)
iii. Digital Trunked Radio System (DTRS) and VHF Radio System
iv. Closed Circuit Television System (CCTV)
v. Telephony System
vi. Hotline and Emergency Call Out
vii. GPS Clock System (GCS)
viii. Weather Monitoring System (WMS)
ix. Radar Video Surveillance System (RVS)
x. Fiber Optic Cables (FOC)

The scope shall be but not limited to:-

1. Provision of Preventive Maintenance (PM) service for all system as above
2. Provision for corrective maintenance and troubleshooting
3. Operate the Network Operation Center (NOC)
4. Supply of spare parts

SUBMISSION INSTRUCTION
1. The response to this Pre-Qualification Exercise must be submitted in English.
2. Please submit the Pre-Qualification Exercise response via email to tenderbox.pengerang@petronas.com
3. Bidder submission must reach us by 1500 hours GMT+8 on Wednesday 11 March 2020.
4. Failing which we understand that you are not interested to participate in the coming tendering
exercise.

STATEMENT OF CONFIDENTIALITY
PETRONAS expects potential contractors to respect the confidentiality of PETRONAS and PETRONAS’s
customer information. It is expected that contractors shall treat this Information Document and the request for
response as confidential. Accordingly, contractors shall not copy, distribute, or otherwise disclose the information
contained in this document to any party other than employees on a need to know basis in order to provide
PETRONAS with the information requested in this document. Exception will be made where the information is

available in the public domain through no breach of confidence by contractors or where it is available from some
source other than PETRONAS without a breach of confidence with contractors. If contractors do not agree with
the above provisions, they must return this document and all related materials upon receipt to PETRONAS.
