CERTIFICATE

This is to certify that STEELASIA MANUFACTURING CORPORATION (SMC),

manufacturer of steel products, is permitted to operate in areas placed under
Enhanced Community Quarantine (ECQ) or General Community Quarantine (GCQ)
under Section 2 4(p)1 and Section 3 6(b)2, respectively of the Omnibus Guidelines on
the Implementation of the Community Quarantine under Resolution No. 30 of the Inter-
Agency Task Force for the Management of Emerging Infectious Diseases (Omnibus
Guidelines), subject to the observance of strict social distancing measures and
compliance with the minimum public health standards set by the DOH and other relevant
government agencies. SMC’s plants are located in the following areas:

1. Meycauyan, Bulacan
2. Calaca, Batangas
3. Davao City
4. Carcar, Cebu
5. Villanueva, Misamis Oriental

For purposes of the foregoing, the transit of all officials and employees of SMC and
goods are permitted (a) to and from the above-mentioned plants, (b) within the same
community quarantine set up, (c) from an ECQ area to a GCQ area, and vice versa, and
(d) an area not under community quarantine to a GCQ or ECQ area, and vice versa.

Further, it is noted that the curfew imposed by the respective Local Government Units
shall only apply to non-workers in jurisdictions placed under GCQ pursuant to Section 5
(1)3 of the said Omnibus Guidelines.
