Unarmed People Killed
by the Portland Police
Andre Gladen
Andre was a 36 year old, legally blind, black man experiencing mental
health problems. He was shot to death by Officer Consider Vosu on 6
January 2019. Officer Vosu's own knife was found near the body. A grand
jury declined to indict Officer Vosu. He remains on duty with the
Portland Police Bureau.
Aaron Campbell
Aaron was a 25 year old black man shot and killed by Officer Ronald
Frashour on 29 January 2010. Officer Frashour was fired. But, because of
the Portland Police Association contract, the case went to a state arbitrator,
who ruled that Offirec Frashour must be reinstated. Ronald Frashour
remains on duty at the Portland Police.
James Chasse
James was a 42 year old, white man with mental illness. On 17 Sep 2007
he was beaten to death by Portland Police Officers Christopher
Humphreys and Kyle Nice, and Multnomah Country Sherriff's Deputy
Brad Burton. The cops denied Chasse first aid, and he died in the back of
a police car. A closed grand jury declined to indict the cops.
James Jahar Perez
James was a 28 year-old black man. On 28 March 2004, he was pulled
over while driving his car in North Portland for failure to signal a turn.
Witnesses said that James never removed his hands from the steering
wheel, before he was shot to death by Officer Jason Sery. A closed grand
jury declined to indict Officer Sery.
