1. The People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the
“Bangladesh Regional Waterway Transport Project 1” and intends to apply part of the proceeds toward payments under
the contracts for the procurement of Output and Performance-Based Contract (OPBC) for Works of Navigation
Improvement with maintenances and Aids to Navigation with installation along inland waterway routes.

2. Bangladesh Inland Water Transport Authority (BIWTA) under Ministry of Shipping, Government of the People’s
Republic of Bangladesh, now invites sealed bids from eligible Bidders for works required under three Lots mentioned
below:

Quantity and locations of works in detail have been described in the bidding document.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s
Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants
by World Bank Borrowers: January 2011 and Revised July 2014 (“Procurement Guidelines”), and is open to all eligible
Bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the
World Bank’s policy on conflict of interest.

4. Interested eligible Bidders may obtain further information from Mr. Mahmud Hasan Salim, Project Director (Director,
BIWTA), Bangladesh Regional Waterway Transport Project 1 (BRWTP-1), Bangladesh Inland Water Transport
Authority (BIWTA) and inspect the bidding documents during office hours from 09:00 to 17:00 hours BST (GMT+6) at
the Office of the Project Director at the address given below.

5. Eligibility and Qualifications of Bidder: A Bidder shall have specific construction & contract management experience of
a minimum number of similar contracts and volumes specified below that have been satisfactorily and substantially
completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January
2010 and bid submission deadline:

LOT-1 1 (One) contract of minimum value US$ 1. Minimum dredging volume of 1,000,000 cubic
40,000,000; meters annually on average;
Or, 2. Installation and maintenance of aids to navigation
2 (Two) contracts, each of minimum value US$ including light buoys, shore beacons, and channel
15,000,000, but with total value of all contracts markers etc. for Inland Waterways according to
equal or more than US$ 40,000,000. international standards (IALA).

LOT-2 1 (One) contract of minimum value US$ 1. Minimum dredging volume of 500,000 cubic
15,000,000; meters annually on average;
Or, 2. Installation and maintenance of aids to navigation
2 (Two) contracts, each of minimum value US$ including light buoys, shore beacons, and channel
5,000,000, but with total value of all contracts markers etc. for Inland Waterways according to
equal or more than US$ 15,000,000. international standards (IALA).

LOT-3 1 (One) contract of minimum value US$ 1. Minimum dredging volume of 600,000 cubic
20,000,000; meters annually on average;
Or, 2. Installation and maintenance of aids to navigation
2 (Two) contracts, each of minimum value US$ including light buoys, shore beacons, and channel
7,500,000, but with total value of all contracts markers etc. for Inland Waterways according to
equal or more than US$ 20,000,000. international standards (IALA).
The bidding document has other required eligibility and qualifications as stated in the bidding document. Any eligible
Bidder may participate in bidding process for any or multiple Lots.
6. A complete set of bidding documents is comprised of four (4) volumes in English for each Lot of works; and each Lot
will be treated as separate contract. A complete set of bidding documents for any of the three (3) Lots may be
purchased by interested eligible Bidders upon submission of a written application to the address below and upon
payment of a non-refundable fee of 8,500.00 in Bangladesh Taka or 100.00 in US Dollar. The method of payment will
be Cashier’s Check or Bank Draft/Pay Order drawn on a local scheduled bank located in Dhaka in favor of “BRWTP-
1”. For overseas delivery, the Bidder may obtain the bidding documents through their authorized local representative(s)
or through any international courier service provider who will collect the same from Office of the Project Director. No
bidding document will be issued from the Office of the Project Director on the date of bid submission.

7. Bids must be delivered to the address below on or before 14:00 hours BST (GMT+6), 13 February 2020. Electronic
bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders'
designated representatives and anyone who chooses to attend at the address below on 13 February 2020 at 15:00 hours
BST (GMT+6).
8. All bids must be accompanied by a “Bid Security” of amount stated below:
