JOB DESCRIPTION:

ASSISTANT EDUCATION OFFICER (AEO)

1. Policy Implementation and Development Initiatives Total Time Allocation:

a. Assist in implementation of District Education Plan (DEP) based on the needs


identified at Markaz /Mouza and school levels(based on School Improvement
Framework-SIF), and ensure its successful implementation.
b. Prepare and share with DDEO the list of schools premises in dangerous / dilapidated
conditions requiring renovation / rehabilitation and routine repair and maintenance;
c. Monitor construction, maintenance and development work assigned area. Ensure that
development work is executed in accordance with prescribed TORs.
d. Ensure effective dissemination and implementation of all policies of the School
Education Department (SED) at the Markazand School level.

2. Human Resource Management Total Time Allocation:


a. Identify & manage teaching and management staff for professional trainings
alongside skills and capacity gaps and recommend to competent authority for suitable
trainings.
b. Provide pedagogy and content related support and guidance to the head-teachers and
teachers. The support will encompass areas including classroom management /
organization, students’ assessments, child psychology, quality delivery of lessons,
teaching plan and its execution etc.
c. CPD Frame Work will be implemented by them along with mentoring in classes.
d. Ensure active participation of teachers and head-teachers in the trainings conducted
from time to time.
e. Monitor the effectiveness of training received by teachers by through visits to training
venue as well as classroom observation.
f. Provide support and guidance to teachers through classroom observations, lesson
demonstration and providing feedback to teachers on effective teaching and learning
inside the classroom.
g. He / She shall also supervise, monitor, review and evaluate performance of the HTs
and teachers in schools.
h. As per instructions from the competent authority, initiate PERs of head-teachers and
teachers as prescribed by rules.

3. Monitoring, Data Collection and Record Keeping Total Time Allocation:

a. Conduct annual survey to collect data on out-of-school children within Markaz


/Mouza etc.through school teachers and employees / staff during summer vacations in
line with the TORs notified by SED.The data will be forwarded to the office of DEO /
CEO in digitized form.

b. Keeping record of all schools in the assigned Markaz /Mouzain terms of enrollment,
status of facilities, performance of various indicators of Roadmap and all other data
required from time to time by the officer of DEO / CEO.
c. Will execute all processes to establish School Councils (SCs)/Village Education
Councils/Mouza Committees as per devolution Plan.
d. Provide support to the head teachers on maintaining school records e.g. teacher leave
record, NSB / FTF cashbooks, stock-register, property register, plantation register ,
Bank Accounts of schools(opening /transfer of funds, etc.)
e. Inspect school accounts and records; state of facilities; attendance of students,
teaching and non-teaching staff and other aspects of school operations and
management, and record detailed observations in school logbook.
f. Collect and collate data on the newborns from respective UC/Markaz /Mouzaofficers
in assigned areas.
g. Ensure that the School Councils spend NSB funds in accordance with the NSB
guidelines / manual and the School Based Action Plan /SIF
h. Plan special school visits, in addition to mandatory per school visits as may be
notified, to low performing schools in terms of students’ enrollment, students’
achievement, teacher’s capacity, development activities etc.
i. Ensure that class work and homework is being assigned and checked regularly and
feedback is being provided to the students for improvement.
j. Ensure child-friendly environment in all schools that is conducive to learning and
helps in enhancing enrolment at all levels.
k. Subject to instructions from competent authority, collect and update data on private
educational institutions in relation to basic facilities, registration status, compliance
with minimum requisites of establishing and operating private institutions, teachers’
qualification etc. within the markaz.
l. Monitor physical/financial progress of Development Schemes periodically.

4. Quality of Education and Service Delivery Total Time Allocation:

a. Ensure that the academic calendar is followed properlyand syllabus is completed in


timely manner in all schools.
b. Timely registration of all students for PEC and BISE exams.
c. Ensure smooth conduct of PEC and BISE exams, and LND, six-monthly assessments
or other internal/external assessments devised under Assessment Frame Work of
SED.
d. Ensure smooth conduct of PEC / BISE exams; LND / six-monthly assessments, and
any other formal assessments conducted by the schools.
e. Ensure students and parents are aware of the progress that students are making in their
studies through dissemination of progress reports on a regular basis. Causing teachers
to maintain a personal file for each student and discuss student progress /
impediments with parents through regular parent Teacher meetings.
f. Use assessments, exams and monitoring data to diagnose impediments in students and
teachers’ performance and providing targeted guidance through support materials to
the head teachers and teachers (e.g. LND Kitabcha, monthly LND practice tests.
teacher guides and textbooks and anyother supplementary materials provided by
SED).

g. Ensure that every school has a copy of curriculum for every class and it is easily
accessible to all the teaching staff. Ensure implementation of prescribed curriculum
and textbooks in schools across all levels.
h. Nominate teachers for teachers’ training in transparent manner, in line with the
development needs of teachers as identified through classroom observations and
referrals by head-teachers.
i. Facilitate conduct of trainings organized for teachers and education managers by
QAED and other institutions/organizations.
j. Ensure effective use of teaching aids provided by school education department or
locally managed by the schools at classroom level.
k. Identify students for all merit and need based scholarships for which government is
awarding agency.
l. Ensure that all basic facilities like boundary wall, water and sanitation needs of the
schools are well met / provided.
m. Ensure that the actual demand for the required text books, collection and distribution /
delivery of textbooks to all schools in the assigned area are completed well before or
with the start of academic year.
n. Ensure that all schools within the Markaz have attractive and well-decorated rooms
with availability of ECE inventory, teaching plan for ECE classes etc.
o. Ensure constitution of School Councils and their smooth functioning as per prescribed
guidelines.

5. Coordination Total Time Allocation:

a. Participate in all Pre-DRC meetings, periodic stock-takes with CEO. DEO,


DDEO(other upper tiers of devolution) and all Head-Teachers.
b. Carry out periodic meetings with HTs of all schools in a Markaz to discuss progress
on various targets / indicators of the Roadmap,Policies,and School Improvement
Frameworks (SIF) and develop future course of action. RM/performance indicators
and develop smart actions to improve performance in schools.
c. Coordinate with and assist various government organization / departments working
with School Education Department from time to time on different initiatives
e.g.including other Conditional Cash Transfers, Zaver-e-Taleem Programme, Insaaf
Afternon School Program, Punjab Education Initiatives Management Authority,
Punjab Education Foundation, Punjab Information and Technology Board, enrollment
of children working in brick kilns and other places of work.
d. Maintain coordination with district administration to facilitate visits of delegations,
provincial education officials, other partners and private person authorize by the
department and CEO / DEO.

6. Co-Curricular Activities Total Time Allocation:

a. Execute co-curricular activities including annual sports competitions, science fairs,


and Qira’at or Na’at recitations, arrange prize distribution ceremonies, and celebrate
national days and local festivals.
b. Ensure that facilities associated with co-curricular activities are maintained
throughout the academic year.

7. Community Involvement Total Time Allocation:

a. Ensure that School Councils are established for all schools are constituted in line with
prescribed rules.
b. Convene School Councils meetings at least once every month, and ensure active
participation from the members of the Council.
c. Identify and implement strategies to engage parents and teachers to improve student
retention and enrollment.
d. Ensure full utilization of funds by the School Councils in all schools across the district
in line with the School-based Action Plans.
e. Initiate enrollment / awareness campaigns to bring in out of school children.
f. Mobilize philanthropic potential of communities in contributing resources for
building infrastructure and provisions for existing schools.
g. Maintain close interaction with parents, local community on school development plan
and other matters relating to enrollment drives and schools’ improvement.
h. Constitution of Village Education Committees/Mouza Level Committees under
devolution plan.
