The majority of the old Algerian cities developed in total ignorance of the seismic risks,

Constantine was one of these cities. In the last century, several methodologies for seismic
vulnerability assessment at an urban scale was developed have been published using data
originating from countries with strong seismicity ex: United States, Japan, and Italy ...etc.
one of the most important and big challenges concerned is the existence of uncertainty
regarding to collected seismic vulnerability information with rapid inventory used by these
method’s certainly in moderate seismic areas where there are no seismic damage data and no
complete inventory of buildings, such as Constantine in Algeria. A city which have not been
engineered with adequate earthquake protection, and known by its seismicity accompanied by
slips, high urban concentration, more or less important ageing of constructions.
To overcome this problem, we proposed a new approach for Constantine city ,by describing the
possibility of applying the major techniques for mining and analyzing data in seismic
vulnerability analysis in order to discover interesting patterns, extract useful knowledge, and by
a good investigation of available vulnerability seismic data we can support decision making
with no or minimum human effort.
Finally, the data mining method was not intended to give a “precise” calculation of damage but
was aimed to estimate an initial relative distribution of damage and give a general view of
seismic risk in study area. However, the big importance of this method reside in the ease of its
application especially, in collecting data by eliminating the difficulties of searching on building
information
