 On or about February 28th, 2008, the Financial Institution received an offer to expand funds

under public policy from STATE OF FLORIDA, Inc. ("Offeror"), by way of a “Issue Capias”,
executed by SEMINOLE COUNTY SHERIFF, Inc.
 On or about March 6th, 2008, using IRS Form 56, Marlene Michelle Alva d/b/a Judge for
STATE OF FLORIDA, Inc. was appointed as fiduciary for the financial institution named
KENNETH SCOTT VITALE, EIN: 264652109.
 On or about March 13th, 2008, the said offer was Accepted for Value and Returned for Value
with complete authority to settle the account to a Zero ($-0-) ending balance in exchange for
setoff against pre-paid account # 264652109.
 On or about March 13th, 2008, a demand deposit instrument was tendered to settle the account
and close escrow in exchange for EIN: 264652109.
 On or about March 17, 2008, demand deposit instrument No. 189020253, dated March 13,
2008, was presented to Marlene Michelle Alva d/b/a Judge for STATE OF FLORIDA, Inc. by
notary public Micah Merced Medina, under notary seal, as payment in full on case/account No.
592008CF000947. Said presentment incorporated a letter rogatory containing Fiduciary
directions/instructions for processing the instrument, closing the account/case and confession of
judgment for Marlene Michelle Alva for failure to process the instrument in accordance with 28
U.S. Code §2041 as it applies to her.

 The funds in question were created and noted for the benefit of the United States Treasury
through Henry M. Paulson, Jr., Secretary of the United States Treasury, his successors, agents
and/or assigns.
 On or about March 24, 2008, notary public Micah Merced Medina certified the disappearance
of the funds at 101 BUSH BLVD, SANFORD, FL 32773.
 On or about March 24, 2008, notary public Micah Merced Medina certified that Marlene
Michelle Alva is holder in due course of the instrument and fully liable thereon with a
reportable gain.
 On or about March 24, 2008, notary public Micah Merced Medina certified Marlene Michelle
Alva’s stipulation to the value and validity of the instrument, acceptance of full liability on the
instrument, and confession to a theft of public funds in the special maritime jurisdiction.
 There is no evidence of a defect in the notary’s certification(s).
 There is no evidence that the said confession to hoarding equity does not comprise Marlene
Michelle Alva’s confession to tortuous behavior and violations of public policy, which
destabilize the U.S. bankruptcy and commerce, which serves as the foundation of commercial
law and modern society.
