7. CHARACTERISTICS OF INSTALLATION WORKS


7.1 LOCATION AND INSTALLATION WORKS PURPOSES

The Government is committed to achieve universal electricity access by 2030.


The National Electrification Project 2015-2021 includes $400 million of
World Bank funds for investment, technical assistance and capacity building
to help implement the Project.
The Project is to connect the households which are not electrified with grid
and permanent off-grid electricity solutions.

7.2 SPECIFICATIONS FOR INSTALLATION WORKS

7.2.1 The Detailed Installation Schedule

This schedule covers the detailed survey, site clearing, transportation of material,
spotting of location of poles, excavation of pole pits, foundation works and erection
of 10m and 12m concrete poles and tubular steel poles in single pole/double pole/tri
poles/square pole arrangement with complete 11kV and 33kV line materials such as
disc insulators, pin insulators with pins, suspension and tension fittings, pole top
bracket, straight cross-arms, earthing material, stay sets with bolts & nuts and
washers, pole bracings and all other required lines accessories etc., ACSR
conductors, fixing of insulators , stringing of conductor and earth wire, fixing of
stays, installation of 33/0.4kV and 11/0.4kV distribution transformers and associated
equipment and testing and commissioning of the erected 11kV and 33kV lines and
distribution transformers and handing over to Employee after issuing the acceptance
certificate.
All works shall be completed in accordance with the present designated Specification
by the Employer and the Employer’s distribution standard. The quantities of supplies
and works are given in the relevant schedules.
The detailed installation schedule includes:

i) Conducting of Check Survey

iv) Excavation of Earth and Pole Erection
v) Foundation Work
vi) Fitting and Dressing of Cross Arms/ Insulators/Auxiliaries
vii) Laying and Stringing of Conductor
viii) Transformer with related accessories installation including Fencing
ix) Testing /acceptance /putting into operation

7.2.2 The Scope and Nature of Work

The NEP project sites include 11kV power lines, 33kV power lines, 11/0.4 kV
transformers and 33/0.4 kV transformers Installation Works.
The Employer is responsible for providing required transformer and line materials as
well as for transportation of Transformers, Concrete Poles, Steel Poles and ACSR
conductor to the delievery point and Insulators, Steel Parts and Accessories and other
related accessories to the delievery point of ESE, YESC and MESC.
The detailed delivery points are complete furnished in Delivery Point for Materials,
Annex III, and Volume 2.

The required transformer and line materials (except capacitor banks) shall be
provided by the Employer at each designated delivery point.
It is the duty of the Contractor to ensure that goods received from the Employer
are in good order and also the Contractor will provide any other accessories other
than Volume 2, Annex II-A and II-B, necessary to make the installation complete
and functional or indicate that the Employer will provide any material that is
required and not included in the list of materials provided by the Employer.

The delievery Points for Materials to be provided by Employer, are at ANNEX III,Volume 2 Price
Schedules and Annex, The contractor shall be responsible for installation of distribution lines and
transformers in accordance with the guidelines and drawing provided by Employer and also the
transportation of materials from respective stores to the project sites, foundation for poles and fencing
for transformers as per drawings. Table 1 .THE COMPLETION TIME FOR EACH LOT IN PACKAGE

7.3. INSTRUCTIONS FOR INSTALLATION WORKS WORKS

7.3.1 Applicable Law

The Contractor need to commit doing the works in accordance all legal provisions and
regulations that are related to works listed in the contract. The following laws and
regulations are obliged to adopt:

- Labor Laws of the Republic of the Union of Myanmar.

- Construction Laws of the Republic of the Union of Myanmar.

- Electricity Laws of the Republic of the Union of Myanmar.

- All related standards and practice codes issued by the Ministry of Construction,
Ministry of Industry, Ministry of Home Affairs, Ministry of Communication and
Transporting, Ministry of Agriculture, Livestock’s and Irrigation and Ministry of
Resources and Environmental Conservation.

- The Contractors is responsible to study all documents supplied by the Employer


to be ensure those are sufficient to complete all works in the project.

7.3.2 Mobilization of Equipment and Manpower

a) The Contractor is responsible to provide the Installation Works equipment,


tools as well as on-the-job protection clothing and safety measures for
Installation Works.

b) The Contractor shall submit within three weeks of contract signing ,


adequate and detailed Installation Works program, plan including the
manpower, mobilization schedule, on-site organization chart, number and
categories of equipment to be used for the project Installation Works, to
the representative of the Employer (attention should be paid to the ability
and experiences of the key personnel, skill of workmen, the specialized
equipment to be used for Installation Works and installation such as
stringing equipment, etc.).

c) The Contractor shall be responsible to negotiate with the related agencies


for permission of using the existing transportation way. The toll for using
such existing roads, bridges and ferry-boat, etc. shall be included in quoted
bid price.

d) The Employer can make decision to reject or replace any equipment or


workmen unit, which deem to be unsatisfactorily to the Installation Works.

e) Working by safety methods and those to be ensuring health condition of


workers shall be followed according to the Employer’s instructions.

f) The Contractor shall compensate for any damages caused during


Installation Works period to the affected objects.

7.4 ITEMS USED IN OVERHEAD MV INSTALLATION


WORKS
7.4.1 Concrete Poles

10 m and 12 m Poles shall be used for all new MV overhead line Installation
Works and their working parameters are given in the following chart.

Pole positions are classified as, Terminal, Shackle and Intermediate, and are
defending below;

Terminal Pole -Here the line is terminated with MV Tension Insulators


on one side of the pole. This is also called dead end poles.
Tension Pole - Here the line is terminated with MV Tension Insulators on
both sides of the same pole.
Intermediate Pole - Here the line is continuous and is supported on MV Pin
Insulators or Post Insulators as necessary.
Note: Self supported poles may be used in urban and densely populated areas
where Strays and Struts cannot be erected.

The chart given below is a simple guidance for a Installation Works Engineer and
is called as working parameters for a MV Line.

7.4.2 Stay Wire

7/10 Galvanized Steel Wire shall be used for 33kV Line Installation Works,7/12
Galvanized Steel Wire shallbe used for 11kV Line .

7.4.3 Stay Rod and Bow

They are made of iron and after cutting and drilling are hot dipped galvanized to
prevent corrosion. Dimensions of the stay and strut brackets are as shown in the
Drawing No. ESE-LV-DL-408

7.4.4 Stay Insulator

The stay insulator is made of good commercial grade wet process porcelain. The
entire glazed surface is relatively free from imperfection.There are two types of
stay insulator.The 120mm length stay insulator shall be used for 11kV Line and
the 220mm length stay insulator shall be used for 33kV line.Dimension and
specification of stay insulator are as shown in Drawing No. ESE-LV-DL-405 and
406.

7.4.5 Earthing Accessories

7/16 GI Wire shall be used for 33kV Over Head Earth Wire.Copper Coated Earth
Rod and 7/16 GI Wire is used for earthing of 33kV Over Head Earth Wire
Installation.
HDBC N0 4 and Copper Coated Earth Rod is used for 11/0.4kV transformer and
33/0.4kV transformer installation. Dimension of Copper Coated Earth Rod are
given in the Drawing ESE-LV -DL-407.

7.4.6 Bare Conductor

Three types of bare conductors are used by the MOEE, for the Installation Works
Medium Voltage Overhead Lines. They are;
i) 95/15 mm2 ACSR for 11kV Distribution Line
ii) 150/25 mm2 ACSR for 33kV Distribution Line.

7.4.6.1 Steel Parts and Accessories

Cross Arms, bracing, tension bar, full clamp, half clamp and mounting structure
are fabricated using channel iron section (50x100x50x5t)mm, (65x125x65x6t)mm
and Angle iron section (65x65x6t)mm. The dimensions of the cross arms are
given in: steel parts drawing.
All components of these Cross Arms are hot dipped galvanized after cutting
welding and drilling.

7.4.6.2 Bolts and Nuts

The assorted sizes of hot dipped galvanized bolts and nuts are used for 11kV
line, 33kV line, 11/0.4kV transformer and 33/0.4kV transformer.

7.4.6.3 Insulators

Two types of Insulators are used in the Installation Works of MV lines. They are :
Pin and Tension type insulators. The Insulators are made of good commercial
grade wet process porcelain .

7.4.6.4 Pin Insulators

Pin Insulators are made of glazed porcelain. Dimensions of 11kV and 33kV Pin
Insulators are given in Drawing ESE-LV-DL-107,108,115 and 116.These Pin
insulators incorporate a hot dipped galvanized steel spindle, nut ,spring washers’
two flat washers as indicated in the above drawing. Threaded portion of the
spindle is long enough to fix it on a channel iron cross arm.

7.4.6.5 Tension Insulators

Tension Insulators are disc type, and are made out of either porcelain . The
hardware part of the disc insulator is cap and pin type assembly with a 16mm &
22mm ball & socket coupling, incorporating a locking device as indicated in the
following Drawing Two types of tension insulator sets available as indicated in
(a) and (b) over leaf. In both types tension clamp is made out of an aluminium or
aluminium alloy.

a) The 11kV tension insulator set is complete with Ball and Socket
Eye Anchor Shackle, Cotter Pins, Bolted type conductor tension
clamps etc. These are given in Drawing ESE-LV-DL-
101,102,103,104,105,106

b) The 33kV tension insulator set is complete with Ball and Socket
Eye Anchor Shackle, Cotter Pin, Crimp Type Conductor Tension
Clamp etc. These are given in Drawing ESE-LV-DL-
109,110,111,112,113,114

7.4.6.6 Connector used in Bare Conductor, ACSR Lines

The Aluminium/Aluminium Alloy Connectors and terminations are made out of


high strength, high conductivity Aluminium/Aluminium Alloy.

The inside of each Aluminium/Aluminium Alloy tube and the internal faces of
other connectors are coated with oxide inhibiting grease to improve the electrical
contacts.

The compression connectors and terminations have markings are also available
indicating the size of conductors and sizes for easy identification. Markings are
also available on the surface of the connector to show the location and sequence of
the crimping.

7.4.6.7 Non Tension Joints (Jumper Connectors)

Non-Tension Jumper Connectors (PG Clamp Type) - Non-Tension Jumper


Connectors (PG Clamp type) are for the jointing two ends of the jumper
conductors in a main line.
A PG Clampconnector is shown in the Drawing No. ESE-LV-DL-402.

7.4.6.8 Full Tension Compression Connectors (Torsion Sleeve


joints)

Torsion sleeve joints are suitable for jointing two conductors of same size. It is
provided with a central stop meant for correct positioning of connectors. Torsion
sleeve used for ACSR Conductor is a 2 part fitting, with one for Aluminium and
the other for steel wire.Torsion sleeve joint is shown in Drawing No ESE-LV-DL-
403 and 404.

7.4.7 Preformed Binding for Pin Insulator

There are two types of pre-formed bindings to bind the conductor to the insulator
at an straight point and at a small angle point where angles of deviations are less
than 30o. It also varies with the size of conductor

7.4.8 Danger Board

The contractor need to set up the danger sign board at the fencing of transformer.

7.5. Technical and Safety Instructions for installation of 33 kV,11 kV


Line and 33/0.4kV, 11/0.4kV Transformers

7.5.1 11kV and 33kV line Installation Works


7.5.1.1 Details of Line Route and Terrain

The medium voltage Power Lines, LT lines etc. will be running almost through
plain and cultivated areas. Line route maps of Power lines covered under this
package giving the general topography are provided in this document.

7.5.1.2 Selection of the Line Route and Check Survey of Optimization


Pole Location

Following factors should be considered when selecting the line routes:


a) One side of the road is used as far as possible
b) Length of way to be cleared shall be minimized
c) Inconvenience caused to the other services shall be minimized
d) Swampy ground and areas liable to flood shall be avoided
e) Routes which would involve excavation in rock shall be avoided
f) The use of taller poles at up lifts shall be avoided and Installation Works of
tension points at up lifts also be avoided.
g) The pole should not be in the boundary of the road where was assigned by
the department of the road under the Ministry of Construction.
h) Archeological area and zone shall be avoided.

The Check survey for the line route and optimization of the pole location
along with profiling shall be carried out by the awarded contractor. The
provisional quantity has been indicated in the Bill of Material/Quantity for each
package.

In the case the contractor shall have any moderation based on our line survey
route map; we will determine the bill of quantity and bill of price as per actual
installation works. The installation works of contractor shall not exceed the
contract total value.

7.5.1.3 Line Route Maps

The Check survey shall be carried out by the contractor with reference to the
Line Route Map provided by the Employer. The contractor will examine the site

of works and its surroundings and obtain himself, at his own responsibility and
expenses, all information regarding general site characteristics, crossings
accessibility, infrastructure details etc. The employer will, however, assist the
interested contractor to see and inspect the site of work. For this purpose the
contractors are requested to contact;Project Manager of NEP, MOEE.
Single pole, 2 Pole, 3 pole & 4 Pole Structure as per site requirements shall be
provided where the situation so demands. Drawings of single pole,2 pole,3 pole
and 4 pole Structure is provided for guidance.
Additional H Poles required for Pole Mounting Sub-Station under the existing 11
KV feeders are to be taken care of by the Contractor as per the requirement of
Operation Organization.

7.5.1.4 Topographical Maps

The contractor should note that the Employer will not furnish the topographical
map prepared by Archaeological Survey of Myanmar but will make available any
assistance that may be required for obtaining topographical map.

7.5.1.5 Route Marking

At the starting point of the commencement of route survey the peg marking shall
be done with spikes, driven firmly into the ground. A Benchmark on top section
of the angle iron shall be made to indicate the location of the survey instrument.
Wood peg shall be driven at prominent Position at intervals of not more than 750
meters along the Power line to be surveyed up to the next angle point.

7.5.1.6 Pole Locations

The position of the pole hole is usually indicated by a peg. The pole hole must be
excavated so that the pole is erected in its correct position. If the peg indicates the
Centre of the hole it is advisable to place a temporary peg at a definite distance
away so that it is not disturbed during digging operations. The pit can be
excavated either manually, or by truck mounted augers. The depth of the pit is
usually made equal to one-sixth of length of the pole.

With the help of pole spotting data, pole locations shall be marked on the profiles
prepared to check the required ground clearances. While locating the poles on the
profile sheets the following shall be borne in the mind.
a) Extension:

An individual span shall be as near to the normal design span as possible. In case
an individual span becomes too short or long with normal supports on account of
ground profile, one or both supports of the spans may be extended with standard
design or provision of a special structure for the purpose according to technical

specifications. The design of such extension shall be prepared & supplied by the
Contractor and shall be got approved from the Employer.

b) Road Crossings:

At all the important road crossings, poles shall be fitted with normal tension
insulators strings depending upon the location but the ground clearance at the
roads at the maximum temperature and in the still air shall be such that even with
the conductor broken at adjacent spans, the ground clearance of the conductor
from the road surface will not be less than 6.1 meter. For road and line crossings,
12m/3.5kN pre-stressed spun pole/or double pole structure using 12m/3.5kN shall
be provided to achieve required clearances. H-pole structure on 12m/3.5kN poles
for road crossings and single 12m/350kg poles for line crossing shall be provided.
c) Railway Crossings:

The Contractor will make the survey to assess the requirement of Railway
Crossing and take the same into account in his Bid. The work of Railway
Crossings will be got executed by him as a deposit work with the Railways or
otherwise as per rules of Railway Department. The Employer will arrange to get
the approval from Railway Authorities expedited. The case for approval will be
submitted by the Contractor on the behalf of the Employer well in time.
d) Power Line Crossings:

Wherever the line is to cross over / below the other line of the same voltage or
higher or low voltage the requisite clearances will be ensured in accordance with
the Myanmar Electricity Rules. The Contractor shall submit and get approved
from the Employer any special design wherever required in order to achieve such
clearances.
e) River Crossing:

The route of medium voltage new lines, if routed through a river must have
concrete foundation for erection of poles and 12m/3.5kN double pole structure
supported by a good number of stay-supports capable to withstand water / wind
pressure and must be executed to the entire satisfaction of the Employer.

7.5.1.7 Clearance from Ground, Building, Trees etc.

Clearance from Ground, Building, Trees and Telephone lines shall be provided in
conformity with the information given under “Minimum Clearance” in the clause
above.

7.5.1.8 Site Clearing

a) The contactor is responsible for the site clearing to be ready for Installation
Works. Land acquisition for Right of Way (ROW) shall be performed in
conformity by the Government on amendment stipulating in details and guiding
how to execute some provision of Power law on safety projection to high voltage
power grid on safety protection to high voltage works.

b) Except the compensation to permanent occupied and acquired land area and ROW
in accordance with the mentioned above .The Contractor shall be fully
responsible for compensation against all damages caused by Installation
Works of project components.

c) For tree having historical, cultural value or having special value exists inside
and/or outside of the ROW shall be trim off to ensure safety distance, before being
trim off, the Contractor shall come to an agreement with the related department
directly managing the tree. In case if such agreement is failed, the Contractor
shall send his official letter to Union PMO to continue for settlement.

d) Such Installation Works methods as using explosive, burning forest shall not be
acceptable.

e) Besides the requirements set forth in bidding data sheet, the Contractor shall be
responsible to major contents, as follows:

- Removing overburden according to design requirements and dump to


disposed area approved by the local authority.
- The Contractor shall be responsible to clean up the Works site and remove
partial equipment, facility during Installation Works and when completion of
works, including un-necessary site camps, surplus materials, debris arisen
during Installation Works.
- Site clearance shall be in accordance with requirements in sections:
Preparation works, safety, hygiene and environment management in
Installation Works site. During leveling, a temporary drainage system for
Works site shall be created in order to avoid stagnant.

7.5.1.9 11kV and 33kV Final Line Route Maps

Final medium voltage Line Route Maps duly spotted along with Check survey
indicating position of poles(stated in GPS points using QGIS), wind span, weight
span, angle of deviation, river or road crossings and other details shall be
submitted for the approval of the Employer within 21 days from the contract
signing date for ALL LOTs. After approval the, Contractor shall submit six more
sets of approved reports along with one set of reproducible final profile drawings to
the Employer for record purpose.

7.5.1.10 Excavation & Erection of Poles

a) The Pits for the Poles are to be excavated with the correct orentaiton and bisect
(Strain Pole) or straight (Suspention) in the direction of the line, as this will
facilitate the erection of pole and given internal stability. The depth of the
foundations to be excavated for the poles shall be approximately 1/6th of the
Pole’s length. No over excavation allowed. The alignment of the Poles are to be
set right and the earth-filling will be done after checking the alignment vertically
and backfilled earth will be rammed afterwards properly.
b) The contractor is responsible to remain excellent quality and those have no any
crack during transportation to the site.

c) The pole should not be in contact with the ground and should be properly
supported to prevent deformation and/or being soiled.

Foundation whole excavation and installation of pole foundation for the required
pole locations
d) The ground level must be 1675 mm for 10 m pole and 2000 mm for 12 m, footing
size of concrete pole must be truly concreted (610x610x915 mm) and
(762x762x915mm).Foundation design and drawing and soil investigation
reports for various soil conditions shall be completed by the contractor and
submit for the project manager’s approval before 28 days of commencement
of installation works.

e) The footing molded concrete mixture ratio shall be 1:3:6.

f) Pole erection and alignment, no pole shall be more than 100mm out of line.

7.5.1.11 Pole Foundation


The foundation of poles shall be of the following types:-
a) The Type of foundation for individual poles shall be decided during detailed
engineering. The contractor shall quote their rates as per the quantity of
volume 2 part 1 (price schedule) foundations indicated in the Bidding
Document.

b) No over excavation is allowed for pole foundation. In case of over excavation


contractor needs fill the over excavated are with concrete or crushed stones to
ensure the settlement of the pole foundation.

c) The curing of concrete during the dry season is required for seven (7) days
from the completion of the concrete pouring.

d) Type and dimension of the each pole foundation shall be strictly follow the
approved drawing.

e) It is envisaged that medium voltage line may be traversing marshy & low
laying area for which type of foundation shall be required. In such a case,
difference in excavation quantity, concreting & reinforcement between special
foundation and normal foundation shall be part of the package.

f) Erection of Poles: The poles are to be erected in alignment with utmost care.
The poles shall then be lifted to the pit or by the crane. The pole shall then be
kept in the vertical position with the help of 25 mm (min.) manila ropes which
shall act as the temporary anchor or by the crane. The verticality of the pole
shall be checked by spirit level in both longitudinal & transverse directions.
Once, this is done, the back filling / concreting shall be done in the pit. The
temporary anchor shall be removed only when poles set properly in the
foundation.
7.5.1.12 Back Filling and compaction

a) For all the failure containment structures, described earlier & repeated
below, the pits shall be back filled with excavated / borrowed earth and
broken bricks properly rammed to the satisfaction of site-in-charge.

At some the tapping points & dead end poles


i) At all the points where DT is to be installed.
ii) At all the points as drawing (for the diversion angle of 10-
60 degree).
iii) At DP structures - Tapping points & roads where the
failure containment structures are to be erected shall be
decided during detailed engineering.
b) The cost of backfilling including all material /borrowed earth etc. is
deemed to be included in the quoted price.

7.5.1.13 Instructions for fixing Cross Arms

a) The cross arms shall be pushed to the tip of top of the pole and fittings shall
be installed according to the Installation Works drawings provided in the
bidding document.

7.5.1.14 Erection of Stay Sets

a) The Contractor shall install the stay set complete in all respect. This includes
excavation of pit size (610x610x915)mm in all kinds of soil including

laterite/hard rocks. Stay plate and rod (leaving the top 10 cm) shall be
embedded in the pit with Pre-Casted Concrete in the ratio 1:3:6 (the volume
of Pre-Casted Concrete shall be (610x610x915)mm. The rest (upper half) of
the pit shall be filled with excavated soil duly compacted layer by layer. An
angle between 30 to 45 degrees shall be maintained between stay wire and
the pole. The stay wire shall be used with a stay insulator at a height of 5 m
above ground level with Galvanised Iron turn buckle.

7.5.1.15 Pole Design


(i) 2 Pole Structure

H Poles are to be erected on almost 10th location when the line is going straight
and it is also to be provided wherever there is an angle of deviation in the line.
When the angle of deviation is less, 2 pole structures shall be provided. In case of
angled H-Pole, the pits are to be excavated along the bi-section of the angle of
deviation. It will be ensured that the poles are held in vertical position and earth is
filled in the pits and proper ramming is done so that pole remains in proper
position. On every H-Pole, 4 stays are to be provided along the line i.e. 2 on each
direction and in addition two more stays along the bi-section of the angle of
deviation are to be provided as required depending upon the site conditions as per
the drawings attached with the specifications.
(ii) 3 Pole Structure
When the angle of deviation is between 30° and 90°, 3 pole structures shall be
provided. Other instructions are in line with 2 pole .

(iii) 4 Pole Structure


When the angle of deviation is equal 90°, 4 pole structures shall be provided. Other
instructions are in line with 2 pole.

In case of deviation above parameters according to the site condition, the


contractor need to submit to the employer for the variation approval.

7.5.1.16 Installation of Stays

The stays will be provided at all dead end locations, angle locations and T-Off
points and also on normal locations as wind stays to counter the pressure of the
winds. Normally every fourth pole of the line shall be provided with two wind
stays one on either side of the pole. The angle of the stays will be generally kept
on 30 to 45 degrees depending upon the tension and the location of the line.

7.5.1.17 Line Earthing

Earthing shall be provided on every tension pole as per the design attached hereto
in addition to the continuous Earth Wire. H-pole structures will be provided with
2 No. earthings.

7.5.2 Handling and Stringing of Conductor and Ground Wire:

a) The contractor shall give complete details of the stringing method, which he proposes to
follow. Before the commencement of stringing, the Contractor shall submit the
stringing charts for the Conductor and Earth wire for various temperatures and
spans along with equivalent spans to the Engineer for the approval of the
Employer.(Sag Tension Calculations)

b) Stringing conductors, ground wires shall be performed after 28 days from the
completion of concrete foundation, checked and accepted by the Employer.

c) Stringing conductors, ground wires and associated works must be done in the day time.
The conductors, ground wires shall be strained at not too fast and not too slow speed.

d) The Contractor must pay attention all the time to be ensure that the conductors, ground
wires not be folded or scratched. The conductor, ground wires shall not be dragged on the
ground surface, in water, on rock, barbed wires or any object that causes damages to the
lines. The scaffolds or pulleys or wooden roller, aluminums roller shall be used where
impossible to keep the conductors, ground wires away from contact with objects causing
damages to the conductors, ground wires

e) The damaged conductors, ground wires due to the Contractors fault shall be replaced at
the Contractors own cost, if such damaged lines sections are forced to be replaced.

f) The Contractor shall be entirely responsible for any damage to the poles, insulators and
conductors during transportation & stringing. While running out the conductors, care
shall be taken that the conductors do not touch or rub against the ground or objects, which
could cause scratches or damages to the strands. The conductors shall be run out of the
drums from the top in order to avoid damage due to chaffing.
g) The stringing blocks shall be suspended in a manner to suit the design of the X arms.
Proper T&P shall also be made available to the Employer by the Contractor for checking

the tensions in the guy wires. The drums shall be provided with a suitable braking device
to avoid damages, loose running out and kinking of the conductor. The conductor shall be
continuously observed for loose or broken strands or any other damage. When
approaching end of a drum length at least three coils shall be left when the stringing
operations are to be stopped. These coils are to be removed carefully and if another
length is required to be run, a joint shall be made as per the recommendations of the
manufacturers.

h) Repairs to Conductors if necessary shall be carried out during the running out operations
with repair sleeves. Repairing of Conductors surface shall be done only in case of minor
damage scuff marks etc. keeping in view both electrical and mechanical safe
requirements. The final conductors shall be cleaned smooth and without any projections,
sharp points cuts, abrasions.

i) Conductors Splices shall be made so that they do not crack or get damaged in the
stringing operations. The Contractor shall use only such equipment/methods during
Conductor stringing which ensures complete compliance in this regard.

j) Derricks shall be used where roads, rivers, channels, telecommunications or overhead


power line, railway lines, fences or walls have to be crossed during stringing operations.
It shall be seen that normal services are not interrupted or damage caused to property.
Shut down shall be obtained when working at crossing of overhead power lines.
Contractor shall be responsible for proper handling of the Conductor. Earth wire and
accessories in the field.

k) The Contractor must install all of ground wire suspension string onto the poles suitably
with details indicated in drawings or instruction given by the Employer.

l) The proposed 11 kV and 33 kVpower lines may run parallel for certain distance with the
existing power lines, which may remain energized during the stringing period. As a result
there is a possibility of dangerous voltage build up due to electromagnetic and
electrostatic coupling in the pulling wire, conductors and earth wires which although
comparatively small during normal operations can be severe during switching. It shall be
Contractor’s responsibility to take adequate safety precautions to protect his employees
and others from this potential danger.

m) The Contractor shall inform the Township Engineer of MOEE whenever he wants
to get the ‘Permit to Work’ from the local sub-division for erecting the new 11 KV
line/medium voltage line. A minimum 72 hours advance notice in writing for
availing the shutdown on any live 33kV /11 KV feeder/LT lines shall be given to the
Engineer. The 33kV /11 KV LT line on which permit is taken should be made clear
from all the temporary earth, men and material before cancellation of the ‘Permit to
Work’. It is worth mentioning here that the ‘Permit to Work’ on existing line shall

be arranged through the Engineer or his representative and the same shall also be
got cancelled through the same agency only.

7.5.3 Sagging in Operation

a) The Conductor shall be pulled up to the desired sag and left in running
blocks for at least one hour after which the sag shall be re-checked and adjusted if
necessary before transferring the Conductor from the running blocks to the pin
insulators. The conductor shall be clamped within 36 hours of sagging.

b) The sag will be checked in the first and the last span of the section in case of sections
up to 8 spans and in one intermediate span also for sections with more than eight
Spans. The sag shall also be checked when the Conductor have been drawn up and
transferred from running blocks to the insulators.

c) The running blocks when suspended from the structures for sagging shall be so
adjusted that the Conductors on running blocks will be on the same height as 11 KV
Pin Insulators to which it is to be secured. At sharp vertical angle, the sag and tensions
shall be checked on both sides of the angle, the conductor wire shall be checked from
the running blocks for equality of tension on both sides.

d) Tensioning and sagging operations shall be carried out in calm weather when rapid
changes in temperature are not likely to occur.

7.5.3.1 Tensioning and Sagging of Conductor and Earth Wire:

The Tensioning and Sagging Operations shall be done in accordance with the approved
stringing chart before the Conductor and Earth wire are finally attached to the poles
through the earth wire clamps and insulators for the Conductor. The relevant stringing
charts for the Conductor and earth wire should be employed for this purpose.

7.5.4. Instructions for Installation of Transformers

The Contractor shall comply with the Guidelines and drawings provided for the
installation of Transformers and have prior approval from Project Manager for any
modification that in his opinion improves the installation.
Outdoor transformers shall be installed on an H pole structure with two 12 m, 3.5
kN poles for 33/0.4 kV transformer. Location of planned transformers shall be
adhered to the load center of the village, whenever possible. Variations in location
from that planned exceeding 10m for 11/0.4 kV transformer shall require the prior
approval of the Project Manager of Project Management Office of MOEE.

The following instructions for Transformer must be undertaken to satisfy installation of


11/0.4 kV and 33/0.4 kV Transformer.

7.5.4.1 H pole structure for transformer installation.

a) The ground level must be 1675mm for 10M and 2000mm for 12M.

b) Pole mounted type must be installed according to Design Drawing in the


bidding.

c) The beneath of H pole structure must be concreted 610x610x915mm for


11/0.4 transformer and 762x762x915 mm with the ratio of 1:3:6 for 33/0.4 kV
transformer.

d) Lightning Arrester and drop out fuse must be accorded with the design and
drawing and connection must be installed correctly.

7.5.4.2 Earthing Installation

a) Body Earthing, Lightning Arrester Earthing and Neutral earthing must be


installed separately and earth resistance must be less than 5 Ω.

b) Earth holes must be spaced at least 3 m from each other.

c) Earthing conductor (HDBC) must be installed without joint.

d) Earthing conductor (HDBC) and Earth Rod must be connected by exothermic


welding (Cad weld Mold & Powder).The cad weld mold process provides
HDBC and Earth Rod.The Contractor must be clean and remove the rest from
surface of HDBC and Earth Rod by cable cleaning brush.The welded spot
must not be watered for decrase the temperature of cause of welding.

e) If the earth resistance is more than 5 Ω based on the soil type, the bidder must
installed to get required earth resistance by digging artesian well and earth
spikes.

7.5.4.3 400 V Cable and Panel Installation

a) 400 V cable must be installed tightly.


b) The stay must be the adjustable stay rod and stay footing must be concreted
according to the drawing design.
c) After the 11/0.4 kV transformer installation, insulation test and earthing
resistance test must be carried out and test results must also be submitted.

7.5.4.4 Connection of Power Lines into Transformer and Pulling


Lines Crossing Existing Lines

The Contractor must have specific details for distribution lines connection, to
ensure the implementation of connection according to design, safe and minimize the
electricity shut-down time.

7.6. Final Checking, Testing and Commissioning

After completion of the works, final checking of the line and equipment shall be
carried out by the Contractor to ensure that all the foundation works, pole erection
and stringing has been done according to the specifications and as approved by the
Employer. All the works shall be thoroughly inspected keeping in view the
following main points:

a) All the structures are straight & erect and in proper alignment. Sufficient
back filled earth is lying over each pit and it is adequately rammed /
compacted.
b) All bolts are properly tightened and punched / tack welded.
c) Guys: To check whether the Guy wire is tight and whether the Guy
insulators are in-tact.
d) Erection of the Cross-arms with Proper alignment.
e) The stringing of the Conductors and Earth Wire has been done as per the
approved sag and tension charts and desired clearances are clearly
available.
f) All Conductors and Earth wire accessories are properly installed & fixed.
g) Binding, clamps and jumpers – To check whether these are in reach.
h) All other requirements to complete the work like fixing of danger plate,
phase plate, number plate etc. are properly installed.
i) The insulation of line as a whole is tested by the Contractor by providing
his own equipment, labor etc. to the satisfaction of the Employer.
j) Earthing System: To check whether the earthing connections of supports
and fittings are intact. Measure earth resistance with earth tester.

k) After the visual inspection is over and satisfied, the conductor is tested for
continuity/ground, by means of megger. At the time of testing through
megger person should not climb on the pole or touch the guarding,
conductor, guy wire etc.

7.7 Hauling and storing material, device, apparatus and equipment at


Contractor’s warehouse

a) The Contractor is responsible for the place where is temporary keeping


and storing material, apparatus, equipment supplied by the Employer in
conformity with guidance by the manufacturer and requirement of
Employer. Before handling material, apparatus and equipment to the
Contractor, the Employer shall perform inspection, checking, and
acceptance on method of material storing under criteria required for each
types of material, apparatus and equipment.The contractor is responsible
for accounting of materials provided by MOEE and filling out the Table .1
,Balance of Material store issued from MOEE.

b) The Contractor is responsible for notify the Employer immediately of any


damage, shortage, discrepancy etc. for the purpose of Employer’s
information only. The Contractor shall submit to the Employer every week
a report detailing all the receipts during the weeks. However, the
Contractor shall be solely responsible for any shortages or damages in
transit, handling and/or in storage and erection of the equipment at Site

c) The Contractor is responsible for making suitable indoor storage facilities,


to store all equipment which require indoor storage

d) Any redundant material supplied by the Employer and material, apparatus


and equipment recovered from the power system which is under
Contractor’s responsibility shall be expected to be stored, hauled and
returned by the Contractor to the Employer’s warehouse, or any other
location stipulated by the Employer, right after the work has been accepted
for connection.

e) The Contractor shall be fully responsible for any loss and/or damages
to material, apparatus, device and equipment supplied by the
Employer to him if such loss and/or damages caused by himself. In
such a case, the Contractor shall compensate properly with the type,
model, style, specification or he shall compensate by deducting from
his due payment under requirement by the Employer .

f) Within the period when material, apparatus, devices and equipment are
stored at the site: the Employer shall send a team to inspect and check the
storing condition at the site by Contractor.

7.8. STEEL WORKS

7.8.1 General requirements

The reinforced steel must be satisfied the following requirements:

- The surface of steel must be clean, free of mud, grease, paint, scale, peeled
off.

- Flatten steel, reduced cross sectional area due to rust scrubbing, cleaning
surface or due to any other reasons shall not be over permissible limit 2%
of diameter.

- The reinforced steel must be protected separately to each group and the
measures to prevent corrosion, rust must be available.

- The reinforced steel must be stored under the covered roof and stockpiled
correspondent to its code, diameter, and length. The code must be marked
clearly on steel stockpile for the purpose of convenient use. The rusted
steel and non-rusted steel shall not be stockpiled together. In case the steel
must be stockpiled outdoor, the steel shall be stored on wooden supports of
sufficient height at least 30cm higher than the stable ground surface
without grass growing. One end of steel stockpile must be supported on
higher position than the other end. The height of steel stockpile should not
be higher than 1.2m and the width of steel stockpile should not be greater
than 2m.

- The cold-rolled steel must be kept in weather-tight and dry warehouse.

7.8.2 Transport and installation of reinforced steel

When transporting the reinforced steel and steel members, measures shall be taken
for prevention of corrosion, collision and deformation of steel must be applied.

7.9. Contents of Work Item

The Contractor must ensure implementation of following work items:

Installation Works of items according to requirements specified in design


documents.
To ensure the source of power and water supply for Installation Works without
causing impacts on surrounding environment.

The Contractor shall be responsible for all of safety measures as well as safety at
works (if any) during the preparation and Installation Works stage until completion
and handing over the project.

The Contractor must ensure the general organization on Installation schedule of


project work items. The Contractor must inform the obstruction in time to the
Employer for jointly solving.
The access to the project site is shown in detailed drawings design. The Contractor
shall be responsible to obtain the permission for access to work site, etc., and keep
the access in safe and clean condition all the time.

Based on the detailed drawings design and take-over plan layout of project site, the
Contractor shall be responsible to determine boundary land-marks and Installation
Works area for each work item. The Contractor shall only start the Installation
Works after having checked and approved by the Employer.

The Contractor shall be responsible to determine the location, elevation of


foundation details, on the basic of the project site original data given by the
representative of Employer and be responsible to the accuracy of this site setting
out works.

The Contractor shall be responsible to submit adequate and detailed Installation


Works program, plan including the equipment, manpower, investigation staff and
required materials to be used for the project setting out works, to the representative
of the Employer for checking without asking for any increased cost.
\

7.10 Work Safety

When Installation Works to make any provisions on labor safety and hygiene and
the environment in accordance with current regulations.

Absolute safe for human and equipment is top-ranking Employer’s requirement to


Contractor.
The Contractor must appoint at least ONE safety person for project and
arrange safety supervision for each group at the site.

Safety person must be proficient all technical safety procedures as well as other
means to avoid risks at the place to implement contract works.

All workers, groups implementing contract works must be trained, guided all
procedures, regulations on Installation Works, safety, and checked, certified to
ensure standards on safety of competent authority at current regulation.

7.10.1 Avoidance of Interference


The Contractor shall not interfere unnecessarily or improperly with:
(a) the convenience of the public, or
(b) the access to and use and occupation of all roads and footpaths,
irrespective of whether they are public or in the possession of the Employer or of
others.
The Contractor shall indemnify and hold the Employer harmless against and from
all damages, losses and expenses (including legal fees and expenses) resulting
from any such unnecessary or improper interference.

7.10.2 Access to Road


The Contractor shall be deemed to have been satisfied as to the suitability and
access routes to the Site at Base Date. The Contractor shall use reasonable effort
road or bridge from being damaged by the Contractor’s traffic or by the Contrac
These efforts shall include the proper use of appropriate vehicles and routes.
Except as otherwise stated in these Conditions:
(a) the Contractor shall (as between the Parties) be responsible for any
maintenance which may be required for his use of access routes;
(b) the Contractor shall provide all necessary signs or directions along access
routes, and shall obtain any permission which may be required from the
relevant authorities for his use of routes, signs and directions;
(c) the Employer shall not be responsible for any claims which may arise from
the use or otherwise of any access route;
(d) the Employer does not guarantee the suitability or availability of particular
access routes; and
(e) Costs due to non-suitability or non-availability, for the use required by the
Contractor, of access routes shall be borne by the Contractor.

7.10.3 Protection of the Environment


The Contractor shall take all reasonable steps to protect the environment (both
on and off the Site) and to limit damage and nuisance to people and property
resulting from pollution, noise and other results of his operations.

The Contractor shall ensure that emissions, surface discharges and effluent from
the Contractor’s activities shall not exceed the values stated in the Specification or
prescribed by applicable Laws.

7.10.4 Security of the Site


Unless otherwise stated in the Particular Conditions:
(a) the Contractor shall be responsible for keeping unauthorised persons off
the Site, and
(b) authorised persons shall be limited to the Contractor’s Personnel and the
Employer’s Personnel; and to any other personnel notified to the
Contractor, by the Employer or the Engineer, as authorised personnel of
the Employer’s other contractors on the Site.

7.10.5 Fossil
All fossils, coins, articles of value or antiquity, and structures and other remains
or items of geological or archaeological interest found on the Site shall be
placed under the care and authority of the Employer. The Contractor shall take
reasonable precautions to prevent Contractor’s Personnel or other persons from
removing or damaging any of these findings.
The Contractor shall, upon discovery of any such finding, promptly give notice
to the MOEE’s responsible person , who shall issue instructions for dealing with
it.

7.10.6 Health and Safety


The Contractor shall at all times take all reasonable precautions to maintain the
health and safety of the Contractor’s Personnel. In collaboration with local
health authorities, the Contractor shall ensure that medical staff, first aid
facilities, sick bay and ambulance service are available at all times at the Site
and at any accommodation for Contractor’s and Employer’s Personnel, and that
suitable arrangements are made for all necessary welfare and hygiene
requirements and for the prevention of epidemics.

The Contractor shall appoint an accident prevention person at the Site,


responsible for maintaining safety and protection against accidents. This
person shall be qualified for this responsibility, and shall have the authority to
issue instructions and take protective measures to prevent accidents. Throughout
the execution of the Works, the Contractor shall provide whatever is required by
this person to exercise this responsibility and authority.

The Contractor shall send, to the Employer, details of any accident as soon as
practicable after its occurrence. The Contractor shall maintain records and
make reports concerning health, safety and welfare of persons, and damage
to property, as the Engineer may reasonably require.

7.10.7 Supply of Water


The Contractor shall, having regard to local conditions, provide on the Site an
adequate supply of drinking and other water for the use of the Contractor’s
Personnel.
7.10.8 Prohibition of Harmful Child Labour
The Contractor shall not employ children in a manner that is economically
exploitative, or is likely to be hazardous, or to interfere with, the child’s
education, or to be harmful to the child’s health or physical, mental, spiritual,
moral, or social development. Where the relevant labour laws of the Country
have provisions for employment of minors, the Contractor shall follow those
laws applicable to the Contractor. Children below the age of 18 years shall not
be employed in dangerous work.
7.10.9 Employment Records of Workers
The Contractor shall keep complete and accurate records of the
employment of labour at the Site. The records shall include the names, ages,
genders, hours worked and wages paid to all workers. These records shall be
summarized on a monthly basis and submitted to the Employer. These records
shall be included in the details to be submitted by the Contractor.

7.11. Supplementary Informations

7.11.1 Clearance of Site


Tidying and Cleaning Site after Completion of Installation Works

The site tidying and cleaning works must be done right after completion of the
Installation Works. The Contractor must remove all trees, temporary site camps,
Installation equipments, disposed materials, concrete formworks and other
materials in adjacent area. The unusable materials must be fired or eliminated in
place in such a manner not causing any unfavorable conditions or objection from
the local inhabitants.

The Employer shall carry out site checking and accepting for works completion of
the Contractor. The Contractor must carry out tidying and cleaning works according
to the requirements given by the Employer.
Upon receiving the Performance Certificate, the Contractor shall remove any
remaining Contractor’s Equipment, surplus material, wreckage, rubbish and
Temporary Works from the Site.
If all these items have not been removed within 28 days after receipt by the
Contractor of the Performance Certificate

7.11.2 Progress Reports


Unless otherwise stated in the Particular Conditions, monthly progress reports
shall be prepared by the Contractor and submitted to the relative Employer’s
Engineer in six copies. The first report shall cover the period up to the end of the
first calendar month following the Commencement Date. Reports shall be
submitted monthly thereafter, each within 7 days after the last day of the
period to which it relates.

Reporting shall continue until the Contractor has completed all work which is
known to be outstanding at the completion date stated in the Taking-Over Certificate
for the Works.

Each report shall include:

(a) charts and detailed descriptions of percentage progress, including each stage of
design (if any), Contractor’s Documents, procurement and manufacture if any
procure shall be done due to no provided material by the Employer, delivery to
Site, Installation Works, erection and testing

(b) photographs showing the status of progress on the Site;

(c) safety statistics, including details of any hazardous incidents and activities
relating to environmental aspects and public relations; and

(d) comparisons of actual and planned progress, with details of any events or
circumstances which may jeopardise the completion in accordance with the
Contract, and the measures being (or to be) adopted to overcome delays.

7.13 Checking-Taking Over, Trial Testing, Handing-Over

The Contractor must prepare full documents before checking-taking over including
as-constructed drawings, technical checking-taking over, project diary, and
untreated minutes.

Contractor shall energize the 11kV and 33kV lines and Transformers under
supervision of Employer’s Engineer and demonstrate safe operation for 72 hours
before handing-over.

7.14 Installation Works Schedule

The Contractor is not permitted to start the Installation Works without


written approval given by the Employer.

7.15 As-Built Drawings

After completion of project, the Contractor must submit the as-built drawings with
sufficient contents as actual Completed situation acceptable by the Employer no
later than 14(fourteen) days from the completion date.

7.16 Others for the Attention

The Contractor must strictly follow the detailed drawings and instruction given in
the design, if there is any difficulties, the Contractor must notify the Employer to
obtain solving measures.

The Contractor must have measures to construct each work item consecutively to
ensure Installation Works schedule and quality of works.

The Contractor must have safety measures to avoid damages to equipment, not
causing accident at work. The Contractor shall be fully responsible for such
damages and accident occurred.

The Contractor must strictly follow the standards specified in technical


requirements and current relevant standards.

7.16.1 Sag-tension Calculations

The Contractor shall carry out sag-tension calculations for respective line types
and conductors prior to installation works. These calculations shall be based on
the manufacturer’s data for respective conductor characteristics.

The initial conditions for the calculation shall be such that maximum conductor
tensions are achieved under cold + ice + wind conditions. This is necessary to
ensure that maximum conductor tension forces are applied on the angle poles at
above conditions.

The Contractor shall prepare sag-tension charts based on the calculations


approved by the Project Manager. These sag tension charts shall be used in
stringing of the respective conductors. This aspect will be monitored by the
Project Manager to ensure proper line Installation to suit the wide variation of
temperature and climatic conditions in Myanmar.

7.17 Accounting of Material issued to Contractor

The contractor shall submit accountance of material supplied by MOEE.The excess


material shall be returned to store of MOEE after the completion of installation with the
filling of the balance form.
