1 SCOPE

This document defines individual Process Building, HVAC requirements, for the Second
Generation Project (SPG), which shall be undertaken at Tengizchevroil’s facilities at Tengiz in
the Republic of Kazakhstan.
The scope of work shall include heating, ventilation, air conditioning, controls, control panels,
instrumentation, wiring between control panels and instruments, sensors, motors etc., above
ground sanitary drainage, domestic hot and cold water services as applicable.
The Mechanical Building Services Specification No.: 60-0000-H-SPE-0004 provides the
basis of design and operational philosophies including standards, parameters and data,
associated with the HVAC (Building Services) scope of work.
Electrical wiring shall be in accordance with Specification for Electrical installations in
Buildings Document N0.60-0000-P-SPE-0006. Control panels and motor control centres shall
comply with Specification for low voltage Switchgear and Motor control centres document
No.: 60-0000-P-SPE-0017.

2 CODES AND STANDARDS

HVAC design and installation philosophies and specifications shall be developed based on
selected Republic of Kazakhstan and International codes and standards. The Republic of
Kazakhstan codes and standards shall be the principle documents.
Refer to the Project codes and standards philosophy document number 60-000-A-PHL-0001
for the philosophy on the selection and application of codes and standards on the project.

Use of International Codes and Standards


Wherever possible, equipment, materials and services that are available in the Republic of
Kazakhstan shall be selected for use on the project. International codes and standards shall
only be used if the required type of equipment, material or service, is not available within the
Republic of Kazakhstan and it is therefore necessary to obtain that type of equipment,
material or service from outside the Republic of Kazakhstan.
International codes and standards shall not be used if doing so would prevent normal design
practice in the Republic of Kazakstan being applied, and as a result, would limit the potential
use of local engineering services.
In the event of conflict between various codes and standards the most stringent conditions
shall apply.
Unless specified otherwise, the international system of metric units (S.I.) shall be used.

4 SYSTEM DESCRIPTION

4.1 Introduction

This HVAC Specification provides the detailed design basis and operational philosophies
including standards, parameters and data, associated with the HVAC (Building Services)
scope of work. This document should be read in conjunction with the Mechanical Building
Services Design Specification No.: 60-0000-H-SPE-0004, the specification for Materials and
Equipment Specification No.: 60-0000-R-SPE-0002 the SGP Process Buildings, Technical
Specification for Design, Procurement, Construction and Commissioning No.:60-0000-R-SPE-
0004.

The buildings associated with this scope of work are located at the Tengizchevroil’s facilities
at Tengiz in the Republic of Kazakhstan and comprise the Process Buildings within the
Second Generation Project as listed below:

Process Buildings housing hazardous equipment

The HVAC design shall be based on Kazakh regulations for oil and gas production facilities of
categories A, B and C buildings i.e. ONTP 1-86, VNTP 3-85, SNiP 2.04.05-91, SNiP N-33-75,
SNiP 245-71 as a minimum. Fresh air ventilation rates shall depend on the type of hazardous
substances present within each building, (see SGP HVAC Building Classification/Ventilation
Schedule, No.: 60-0000-H-SCH-0001)
Minimum requirements shall be to provide a continuously running, mechanical, plenum
heating and ventilation system, supplying 100% fresh air and negatively pressurise the
buildings.

An additional, emergency, exhaust system, shall be provided to supplement the main


ventilation system. This system shall be initiated by the fire/gas detection system. The
emergency system shall also be used for additional cooling during periods of high heat load.

Sufficient standby capacity shall be provided on the ‘normal’ ventilation system to meet local
regulation requirements.

All H&V equipment shall be suitable for use within the relevant hazard area classification.

The primary heating sources shall be either site-networked, low-pressure steam or electrical.
The steam shall serve frost protection air heating coils. The entire steam installation shall be
electrically trace heated.

The general design and installation principles shall be as follows;


a) The ventilation plant shall be designed to maintain
maximum space temperatures using ambient air for summer cooling. Calculations shall be
compiled for each building indicating fabric transmission gains and process heat emission.

b) For detailed design features see Mechanical Building


Services Design Specification No.: 60-0000-H-SPE-0004.

c) Supply ventilation plant shall be located within a


dedicated, fire rated, enclosed plantroom. Where required, the plant room shall be at high
level, with access via an external staircase. During normal operation the supply plant shall
comprise duty and standby supply air handling units and a control / MCC panel all located
within the plantroom. Each air handling unit shall comprise a steam heater, air filter,
centrifugal fan and electric motor. The units shall supply full fresh air to the building via a
range of low velocity, galvanised, sheet metal ductwork.

d) Main distribution, supply air ducts, shall be located


internally, at high level. These ducts shall terminate with a series of high velocity jet
diffusers, having sufficient throw to reach low level.

e) Fresh supply air shall be drawn from a safe location,


generally at least 15m above grade level (See 60-0000-H-SCH-0001). A sand-trap louver
complete with mesh filter shall be provided at the air intake.

f) The supply air systems shall include actuated gas tight


shut off dampers that shall close if the air handling plant is signalled to shut down on the
detection of gas, fire or smoke.

g) The design of the H&V systems under normal operation


shall be sized to maintain the internal building space temperature at or above +5°C with
the process shut down.

h) The normal, mechanical, exhaust ventilation system shall


discharge air directly to atmosphere above roof level. The air shall be exhausted from
multiple, ductwork, vertical risers. These shall be located, where possible, inside the
building. Each riser shall have a dedicated inline extract fan with automatic shut-off
damper. Within the building air shall be extracted from high and low level from duct
mounted grilles. Roof mounted fans shall be accessed from the plant room stairs. Roof
handrails shall be required.

i) Additional extract fan units, as described above, shall be


installed to operate in an emergency situation, discharging air directly to atmosphere
above roof level. Additional air intakes shall be provided comprising wall mounted, sand
trap weather louvers. Installed with each louver shall be an actuated air tight, shut off
damper. The damper, under normal system operations, shall remain closed, opening only
when the emergency fans are initiated.

 Operation of Controls

General

Control operations shall be automatic, with a intrinsically safe electronic system employed in
the hazardous areas and in the non-classified areas i.e. the HVAC plant rooms serving the
centralised system.

The following minimum parameters shall be recorded; space, supply air and steam
temperatures.

Local and remote, manual control of the ventilation systems shall be provided. The remote
control of the emergency ventilation systems shall be a single button operation. The button
shall be located externally at the main emergency exit. An additional button shall be located
within the operator room if provided.

Fans shall also be controlled by a fireman’s hand control switch, located externally at the
main emergency exit.

Ventilation

The supply ventilation system shall be capable of automatic changeover from duty to standby
air handling unit on unit failure.

Normal and Emergency system shall be capable of simultaneous operation, with both
systems capable of shutdown from a signal from the site distributed Emergency Shutdown
Fire and Gas system. The emergency system shall be capable of activation via a signal from
the site distributed Fire and Gas system.

Standby ventilation units shall be activated upon detection of excessive temperatures within
the building to provide increased ventilation for cooling purposes. This addition to the normal
continuous ventilation rate is required for hazardous classification purposes.

Control Panel

The heating and ventilation systems installed within each building shall be fully automatic and
operate on a stand-alone basis. The only interface shall be with the Fire and Gas Protection
system associated with each building. A dedicated HVAC control panel shall be provided
within each building. Each panel shall house all associated electrical starters, isolators,
relays, controllers, etc. and shall provide full status indication for the following plant:

 Ventilation Fans.

 Air Handling Units


 Fireman’s Panel

 Fire and Gas Interface

 Monitor space, supply air and steam temperatures.

 Equipment Failure/General Alarm

 Winter Heating

The site networked steam heating medium shall be controlled from a thermostat (or
thermostats) modulating the flow of steam to the heat emitters by controlling the operation of
a pipeline mounted 2 port flow control valve. The control system shall prevent freezing of the
building and of the building heating system.

 Emergency Electrical Generation Mode


In cold weather, electrical power shall serve any fans necessary to circulate warm air for
minimum heat circulation purposes.

 Fire and Gas Interface


The HVAC system shall be capable of complete shutdown upon receipt of a signal from the
fire/gas detection system.

4.2 Utility Plant Buildings housing non-hazardous equipment.

The HVAC design shall be based on Kazakh regulations for oil and gas production facilities of
categories D and E buildings (See 60-0000-H-SCH-0001).

The Utility Plant buildings shall be heated, with additional mechanical ventilation provided by
roof mounted exhaust air fans with sand trap, inlet air louvers. The louvers and fans shall
incorporate automatically operated air shut-off dampers to reduce the quantity of ingress air
during the winter season. Inlet sandtrap louvres shall be installed complete with washable
metallic, coarse, air filters.

The systems shall be designed to limit the internal temperature rise above ambient
temperature. This rise in temperature is due to solar heat gains and heat emissions from
process equipment.
The general installation principles to be followed shall be as follows:

a) Ventilation plant shall be located at high level above and clear of any crane facility.

b) All HVAC equipment to be located inside buildings when possible.

Heating shall be required to protect plant and equipment. Fin/fan unit heaters shall be
supplied within each building served by a local low pressure, hot water, MEG, heating system
or electric, see attachment 2.

The primary heating sources shall be either all electric or site-networked low-pressure steam
and condensate. Within each building, duplicate, duty and standby, steam to hot water, non-
storage, heating calorifiers shall be provided. These shall generate low temperature hot water
using a MEG (Mono-Ethylene Glycol) solution. Duty and standby centrifugal pumps shall be
provided within the heating system. Each pump shall be rated at 100% of the design flow
rate. The following components shall be included within each heating system; water treatment
and chemical dosing, pressurisation unit or feed and expansion tank, inline valves, strainers,
drains and vents.

The following building shall be provided with all electric heating systems, as steam is
unavailable: 63-UB-9301.

 Control Operations
The heating and ventilation systems installed within each building shall be fully automatic and
operate on a stand-alone basis. The only interface shall be with the Fire and Gas Protection
system associated with each building. A dedicated HVAC control panel shall be provided
within each building. Each panel shall house all associated electrical starters, isolators,
relays, controllers, etc. and shall provide full status indication for the following plant:

 Exhaust Air Fans

 Winter Heating

 Monitor space air and steam temperatures.

 Fireman’s Panel

 Equipment Failure/General Alarm

 Emergency Electrical Generation Mode


In warm weather, no H.V.A.C. equipment will operate under Emergency electrical load
condition.

In cold weather, electrical power shall serve circulating pumps and any fans necessary to
circulate warm air for minimum heat circulation purposes.

 Fire and Gas Interface


The HVAC system shall be capable of complete shutdown upon receipt of a signal from the
fire/gas detection system.
4.3 Gas Compressor Building (62-CH-0201)

The main compressor building shall be mechanically heated and ventilated to maintain the
spaces at design conditions, to secure and protect compressor operations during summer
and winter seasons and shall generally comply with the requirements of section 4.2.

The mechanical ventilation system shall provide a minimum of 16 fresh air changes per hour
up to six metres in height, during normal operation. The summer air change rate may be
increased from this level during the detailed design, to ensure that internal temperatures are
maintained within 5°Cdb of the maximum external design temperature. It should be noted that
this temperature applies to the open areas of the building up to around 6 metres above floor
level, and that at higher levels, or in local areas (e.g. inside electrical panels), the internal
summer design temperature may be exceeded. It is assumed that the main compressor are
enclosed and that the enclosure is heated and cooled as part of the compressor package.
Heat gains from the enclosure to the compressor house will therefore be minimised.

The ventilation system shall comprise a central supply plant located within a dedicated plant
room, serving distribution ductwork.

Exhaust air shall be discharged directly to atmosphere by the provision of multiple exhaust
fans. Two separate exhaust systems shall be provided serving normal and emergency
operations.

The supply system shall consist of two centrifugal, double width, double inlet fans (100% duty
and 100% standby). Air shall be drawn from a common air intake assembly located at roof
level and mounted a minimum of 15 metres above grade level. The intake incorporates sand
trap louvres, steam heating coils and single stage filtration (EU4). Where permitted air
handling units shall be used to house fan, heater and filter. Acoustic attenuation shall be
provided as required. Treated air shall be distributed throughout the facility via galvanised,
mild steel ductwork. Ductwork shall terminate with long throw, jet type, nozzle, diffusers,
directing air to high or low level as necessary.

The design of the H&V systems under normal operation shall be sized to maintain the internal
building space temperature at or above +5°C with the process turbines and compressors shut
down.

Also included within the design shall be the supply and extract cooling ventilation systems
serving the two, gas compressor electric motors. The cooling air flow rate shall be 20m3/s.
Each compressor shall require ducted air inlet and exhaust systems, comprising sandtrap
louvers, with gas-tight, motorised dampers and associated ranges of galvanised ductwork.

4.4 Firewater Pump Run - HVAC Operation (63-PH-9101)


The Pump House building contains a diesel driven pump and an electrically driven pump. The
electric pump acts as duty pump with diesel pumps as standby. A diesel fuel storage tank is
located within a room formed within the building.
Hot air from the electrically driven pump is drawn from the motor cowl and blown across the
motor casing onto the pump skid assembly. There is a Jockey pump that operates
intermittently.
Although it is anticipated that pumps will generally run for a maximum period of 3 hours,
design should allow for worst case, that is, diesel pump running for 12 hours.
Cooling would be achieved by inducing relatively cool ambient air via an intake louver into the
building to limit maximum temperature to 45 deg. C.
The diesel firepump within the building shall be provided with its own dedicated mechanical
ventilation system.
Each system shall comprise the following;
(1) Duplicate, duty, duct mounted, inline supply fans, each rated at 50% of design volume
flow rate. Fans to have non-overloading characteristics.

(2) Motorised, isolating, damper per fan.

(3) A range of galvanised steel, supply air, ducting and adjustable control dampers. The
ductwork shall be configured to allow supply air to discharge local to the pump. Motorised,
modulating dampers shall be incorporated within the fresh air inlet and recirculation ducts
to limit supply air temperature to 5Cdb minimum.

Fresh air shall enter the building via a sand trap type, air inlet louver complete with motorised,
gas-tight, isolating damper. The louvers shall open only when fans operate and space
temperature exceeds 20Cdb. The damper shall be selected to fail in the open position.
Hot exhaust air shall be vented to atmosphere via a local sand trap type, louver complete with
motorised, gas-tight, isolating damper and non-return damper.
Fans shall be activated as follows:

(1) When selected pump operates.

(2) When pumps are shut down, fans shall continue to operate until residual heat has been
removed.

When pumps are running, during low ambient conditions, each fan shall operate on a
dedicated low limit thermostat, sequencing fans as internal temperatures fall.

 Emergency Electrical Generation Mode


The diesel ventilation cooling system shall be powered on the emergency electrical power
supply on loss of normal power. The ventilation systems shall restart automatically after
failure of normal and resumption of emergency power.

Operating philosophy for total loss of power requires that all motorised dampers on inlet and
exhaust terminals shall fail open, to enhance natural ventilation within the building. Motorised
dampers within the cooling exhaust ductwork shall also fail open, except for the recirculation
duct, which shall fail closed.
4.5 Compressor House (63-CH-9101)

In addition to the normal heating and ventilation plant provided for a safe building, three air
and one nitrogen compressor packages located within the building, shall be provided with
mechanical ventilation, for cooling purposes.
The compressor ventilation system shall be designed to achieve the following;
(1) Provide adequate cooling air, to each compressor, to maintain satisfactory operation,
irrespective of ambient conditions.
(2) Provide warm air heating to the building, while compressors are operational.
(3) Provide frost/ice protection, to the ventilation system. Space and outside air shall be
mixed, to ensure air temperature on to the compressor, exceeds +5deg.C.
(4) Provide standby-cooling capacity.
Each compressor enclosure shall contain a dedicated cooling fan with an inlet and exhaust
connection on the enclosure walls. The heat dissipation from each enclosure shall be as
follows;
Heat rejected into ventilation air = 989,000kJ/hr (275kw) (To be Confirmed)
Air flow thru. Unit = 549 m3/min. (9.15m3/s) (To be Confirmed)
Available fan pressure = 60Pa(To be Confirmed)

When placed within an enclosed building, the compressor cooling shall be supplemented by
an additional fan assisted ductwork system, coupled directly to the enclosure inlet and outlet
connections. Each compressor shall be provided with a dedicated exhaust fan and associated
range of inlet and exhaust ducts. All ductwork shall be fabricated from galvanised mild steel.
To reduce vibration transmitted to the ducts, flexible connections shall be provided to the
enclosure connections and exhaust fans.
Ductwork shall be configured and interconnected, such that the following shall be achieved;
(1) Exhaust fans shall be connected to common inlet ducts. External ventilation inlet and
outlet positions shall be located at a minimum height of 3.0m above ground level.
Individual discharge ducts shall contain a modulating, motorised damper.
(2) Exhaust air from each compressor, shall be capable of full recirculation through the
enclosure, to achieve rapid warm up, during low ambient conditions. This common return
air duct shall contain a modulating motorised damper.
(3) Supply and extract terminals, with integral motorised dampers, shall be incorporated to
provide warm air heating to the building.
Two, high level, inlet louver configurations, shall be provided, comprising sand trap louver,
wire mesh filter and motorised dampers. Each shall operated in conjunction with a selected,
duty, exhaust fan. When ambient temperature reaches +5 deg.C, full fresh air shall be used
for cooling purposes. For lower ambient conditions room air shall be mixed with fresh air to
obtain a supply temperature of +5 deg.C on to the compressor. The intake, sand trap louver
shall be mounted external to the building cladding. The intake filter and motorised dampers
shall be located internally and within a warm air stream to prevent freezing. If de-icing can not
be guaranteed electrical trace heating shall be provided.
Exhaust fans shall be of the inline, mixed flow type having non-overloading characteristic.
Electric motors shall be located outside of the air stream, for ease of maintenance. The fans
shall be suitable for operation, within a temperature range, varying from minus 45deg.C to
+75deg.C. Each fan shall be complete with flexible connections, anti-vibration mounts, belt
guard and non-return damper.

 Control Operations:
The ventilation cooling system shall be fully automatic and interface with the air compressor
control panels. A dedicated HVAC control panel shall be provided adjacent to the compressor
panels. Each panel shall house all associated electrical starters, isolators, relays, controllers,
etc. and shall provide full status indication for the fans and motorised dampers. The
ventilation system shall perform the following control functions:
(1) On initiation of air compressor(s), fresh air intake and exhaust dampers shall remain
closed. The building supply and extract dampers shall remain closed. The common, return
air, duct damper shall be fully open. The dedicated cooling fan(s) shall start and
recirculate air through the compressor(s).

(2) After a short, system, run time, cooling air temperature shall exceed +5 deg. C. A
temperature transmitter shall be located in the common, compressor, air intake duct.
Modulating, motorised dampers, located on the fresh, return and exhaust air ducts shall
maintain supply air on to the compressor(s) at +5 deg. C.
(3) Hot air from the compressor discharge shall be used to provide heating to the building
fabric. A space thermostat shall open/close, motorised dampers located on supply and
extract terminals provided. Space temperatures shall be maintained at +10 deg.C.
(4) Each fan exhaust hood shall be fitted with a motorised, modulating, damper. Non return
dampers shall be fitted on each fan return air duct.

Compressor after-coolers, located within the building, shall be provided with mechanical
ventilation, for cooling purposes. Each shall operate during the summer cycle only and shall
be installed with integral cooler fan. The only additional provision to be made shall be the
installation of a sand trap weather louver, motorised, on/off damper and interconnecting,
galvanised, sheet metal, ductwork. The louver shall be located a minimum of 3.0m above
ground level. Cooler ambient air shall be drawn over the heat exchanger and discharged
within the building. Residual heat shall be exhausted via the roof exhaust fans.

2. Pressurisation is relevant to adjacent areas within the building. Buildings will be at a positive
pressure relative to ambient in order to reduce ingress of dust, sand and gases.

3. Noise ratings measured at centre room positions, with HVAC system in operation and
production/area facilities and personnel at rest.

the minimum air values using 100% fresh air (see 60-0000-H-SCH-0001). Calculated air change rates
shall be suitable for:
removal of excessive heat build up, (equipment protection)
dilute and remove room air borne contaminants
provide combustion and ventilation air supplies for equipment
provide a comfortable environment within manned areas
provide appropriate working environment within hazardous areas
room air leakage requirements.
