1. PURPOSE
This specification covers design, installation works, inspection and works testing relevant
to the electrical installation of Medium Voltage Switchgears for the Solo Power
Generation Project, located in Solo, Indonesia. This specification can be transmitted for
supplier requests for proposals.
This specification shall be read in conjunction with the “Electrical General Specification”
and drawings which give the detailed requirements for particular work or equipment.

specification "Additional Specification" shall be understood as any document attached to
the requisition to define installation works: data sheets, particular specification,
diagrams, etc...
The SUPPLIER compliance with the provisions of this specification shall not relieve it of
its responsibility to complete work or to furnish equipment and accessories which in all
respects are adequate to meet the requirements of the project.
This specification define the supply and the erection in the INDONESIA for :
- Switchgears in the MV main incoming station (MV Building area)
- Switchgears in the MV incoming substation 1 (GI Electrical area)
- Switchgears in the MV incoming substation 2 (SYNGAS Electrical area)
- Switchgears in the MV incoming substation 3 (UTILITIES Electrical area)
- Switchgears in the MV export substation 4 (ORC Electrical area)
- Switchgears in the MV export substation 5 (GE Electrical area)
- Switchgears in the MV export station (MV Building area).

Reference Title
IEC 129 (1975) Switches and switch isolators for voltages above 1000 V
Also, the standard used for this project shall be the Electricity Wiring Regulations issued
by the Regulation and Supervision Bureau for the Organic Waste and Electricity Sector
in the INDONESIA.
Electrical installation shall in all respects, be of proven design and shall be suitable for
operation in service conditions typical of waste and smoke treatment Industry.
Where there is a conflict between any of the above documents and standards then the
most stringent shall apply.
Any deviation from and non-compliance with this specification and the above documents
and codes shall be clearly stated by the Subcontractor when submitting tender.
Failure to do this will be interpreted that the electrical installation fully meets the
requirements of those documents:
Drawings
Specifications
Time schedule
Others.
This specification shall be read in conjunction with:

3. TECHNICAL REQUIREMENTS
This section outlines the technical guidelines to the SUPPLIER for obtaining Power
Supply from ELECTRICAL CITY.
The SUPPLIER shall install 20kV disconnect switch. This disconnect switch shall be
the interface point between ELECTRICAL CITY and the MANUFACTORY. The
ELECTRICAL CITY will terminate its power supply cable at the disconnect switch.
The SUPPLIER shall ensure that installation of the disconnect switch, transformer,
switchgear etc., at his premises shall be engineered with respect to best engineering
and IEC standards. The high voltage system (20 kV) shall be cordoned to prevent
unauthorized entry. The area shall be accessed only by engineers/ technicians with
proper qualification.
The CT and Voltage Transformer (VT) shall conform to IEC 60044.
The tariff metering CTs, VTs shall be inside an enclosure and sealed by ELECTRICAL
CITY.
The SUPPLIER shall submit their protection and metering drawing prepared by an
authorized design consultant for ELECTRICAL CITY review and approval.
4. SERVICE CONDITIONS
The equipment installation is installed inside the MV main station and inside the
substations.
The associated equipment located indoors (e.g. control panels) shall be installed within air
conditioned rooms with an ambient air temperature of 25°C but shall be able to operate as
long as room temperature does not exceed 35°C.
The minimum degree of protection of enclosures shall comply with the following (according
to IEC 60529): IP 23.
The site is located in an area with high risk of earthquake.
Power and control cables arrive at bottom of the panel.

6. ELECTRICAL CHARACTERISTICS
The switchgear shall be rated for voltage and current as indicated in the Electrical and
Automation General Specification GST-0002 and in the M.V. Single Line Diagram EDW-
0002.

8. CONSTRUCTION:
8.1 General:
The switchgear shall be self-supporting, floor mounted type. It shall consist of an
assembly of standardized easily coupled cells which are juxtaposed to form homogenous
switchboard. It shall be designed to ensure under all operating conditions high safety of
persons and equipment, reliability and continuity of service, and to keep flexibility for
future extensions. It shall be designed according to the high risk of earthquake.
The degree of protection of enclosure shall be at least IP 21 (in service position). The
switchgear cubicle shall have structural steel framework, enclosed on all sides and top
by sheet steel of minimum 2 mm thick. Each cubicle shall be provided with a fully
separated instrument compartment having its own access door on the front of the
cubicle. It receives protection relays, auxiliary relaying, meters, light indicators, etc...
Auxiliary switches, push buttons and lamps shall be flush / semi flush mounted on the
hinged front door of the cubicle. The meters may also be flush / semi flush mounted.
All metal parts other than those forming part of any electrical circuit shall be connected
to a high conductivity copper earth bar. The earth bar shall be bolted to the main frame
and means shall be provided for coupling earth bars of adjacent units and to connect at
both ends of the switchboard a 70 sq. mm earthing copper cable. Stationary earthing
switch shall be provided for each incoming unit, each outgoing unit and each bus-bar
section. The earthing switches shall comply with IEC 129. They shall be interlocked with
the respective breaking equipment.
The bus-bar system shall be constructed from high quality electrolytic copper bars. The
bus-bars shall be designed so as to withstand the thermal and electrodynamics stresses
of the concerned network. The bus-bars shall be coded in each unit according to Buyer's
standard. At the end of the switchboard, the bars shall be drilled to facilitate future
extension.
For safety reasons and for convenience of operation, interlocks between components of
equipment shall be provided, to avoid:
Access to any live part
A functional unit being energized unless the door is closed
A door opening unless the functional unit is de-energized
Closing or opening a disconnector shall not be possible unless the associated circuit
breaker or contactor is in open position.
8.2 Switchgear Design:
The switchgear design shall be "metal-clad design" with separate compartments.
8.2.1 Cubicle Design:
The MV part shall be a closed compartment including bus bar, breaking device,
cable termination equipped or not with an earthing switch and current transformers.
This compartment shall be closed by a door or a circuit breaker front.
If required by the data sheet the bus-bars could be installed in a separate
compartment of the medium voltage part.
In this case, the bus-bar compartment shall be entirely closed by bolted panels.
8.2.2 Metal-clad design:
Metal-clad switchgear shall be divided in compartments separating the following
different functions by means of interconnected and earthed sheet-metal panels:

Cable connection.
The compartments shall be constructed so that failure of one equipment does not
affect the adjacent units.
Suitable vent shall be provided to release gas pressure developed due to breaker
operation or bus-bar arcing.
Each compartment shall be provided with a front access door with handle and lock
and key, and a removable cover may be provided at switchboard rear.
8.3 Plug-in type Design:
Each unit shall comprise essentially two portions:
The fixed portion housing bus-bars, current transformers, relays and instruments,
auxiliaries cables terminations
The moving portion comprising the breaking device or the voltage transformer (for
control measure and protection devices).
The fixed portion shall be a rigid self-supporting welded sheet steel cubicle.
It shall be possible to padlock the moving portion in withdrawn position.
The plug-in devices shall:
Be able in the closed position to withstand without damage the mechanical stresses
produced by the momentary current during the first cycle of short circuit
Be interlocked to prevent all on-load operation of the plug-in device.
All the moving portion of the same type and same rating shall be fully interchangeable.
Where isolation is carried out by withdrawal of a breaking equipment or voltage
transformer, a set of safety shutters shall be provided to cover each three phase group
of stationary isolating contacts.
The shutters shall open automatically by a positive drive initiated by the movement of the
mobile portion carriage. The closing operation shall also be automatic.
8.4 Miscellaneous:
If required by other electrical specifications documents, or deemed by the Supplier, upon
installation and service conditions, each cubicle can be equipped with anti-condensation
heaters. with thermostat and lighting inside the panels controls
All items of equipment shall have suitable identification labels in accordance with the
diagram. Each unit of the switchgear shall be identified with an engraved nameplate at
the front and at rear of the fixed parts. Withdrawable parts shall be equipped with an
identification engraved nameplate. Nameplates shall be permanently fixed with screws
or rivets. Nameplates shall contain the following information:
Manufacturer's name
Type and serial number
Standard number
Values of main characteristics.
Each switchgear assembly shall be thoroughly cleaned and prepared inside and out. The
external finish shall be the PT-PP’s standard unless otherwise specified.

9. COMPONENTS
9.1 Circuit breakers
They shall comply with IEC 56. They shall be 3-phase, vacuum or SF6 type. The
circuit breaker shall be equipped with an operating device for fast opening and
closing independent of the operator action. The operating mechanism shall be
suitable for hand or motor operation. Operating mechanism shall be rugged and
reliable. The breaker shall be provided with anti-pumping device. The breaker shall
be suitable for remote closing. All auxiliary relays, solenoids etc... shall operate
properly at and above 70% of the rated voltage. For maintenance purposes, it should
be possible to close the breaker by means of a separate detachable handle.
According to the design of the switchgear and special requirement mentioned on the
other electrical specifications documents the circuit breaker shall be either fixed or
drawout type. In the fixed version the circuit breaker shall be furnished with operating
mechanism and auxiliary device suitable for connection with the bus-bars. It can be
mounted on a supporting frame.
Withdrawable unit mounted on carriage shall be complete with self aligning primary
and secondary disconnecting devices. All breaker units of same rating shall be
physically and electrically interchangeable. Each breaker shall be provided with
suitably encased rollers meant for use on heavy duty floor finish. Each breaker shall
be provided with :
An emergency mechanical trip device
Mechanical ON-OFF indicators
Operation counter.
Each breaker shall have three positions:
Services
Test
Withdrawn.
The design of the breaker shall be such that it will be possible to close the front
access door even when the breaker is pulled out to test position. For safety
operation, maintenance and testing of the breaker, mechanical interlocks shall be
provided to avoid:
A closed circuit breaker from being isolated from or inserted into the operating
(service) position
Closing and opening of the breaker in an intermediate position between service and
test position and test and withdrawn position
Closing and opening the breaker contact unless the main contacts and the auxiliary
contacts are latched properly
That any part under voltage be accessible once the circuit breaker is withdrawn and
removed. (For that purpose automatic shutters shall completely cover the female plug-
in devices).

The supply must comply with the recommendations of the energy provider.
9.2 Contactors (if necessary)
Contactors shall be vacuum or SF 6 gas break type, electrically held and shall
comply with IEC 470.
Contactor should be associated with fuses to respect the breaking capacity
requested for the switchboard. In such a case a three phase tripping shall be
obtained when one of the fuses blows-out.
The interlocks and construction requirements indicated in previous paragraph for
circuit breakers are requested also for the units with contactor.
9.3 Voltage and current transformers
They shall preferably be of epoxy encapsulated type, mounted on stationary portion
of the switchgear and shall be easily accessible for maintenance and testing
purpose.
Voltage transformers shall be equipped with primary fuses. They shall comply with
IEC 186.
Secondary winding shall be earthed at one point through a link in an accessible
position.
Except otherwise specified, voltage transformers shall have an additional secondary
winding, to be delta connected on a damping resistor, and then protect the voltage
transformer against damages due to resonance phenomena.
Current transformers shall have adequate rating for their service and shall have an
accuracy class determined in regard of the need : metering or protection.
Current transformers shall comply with IEC 185.
For the metering, their accuracy class shall be 0.2.
The current transformers shall be capable of withstanding the short circuit stresses
corresponding to the indicated fault level.
9.4 Protective relays

9.10 Miscellaneous
Auxiliary equipment
Auxiliary switches and auxiliary circuits shall comply with IEC 694.
All lamps shall be interchangeable.
Lamps nominal voltage shall be at least 110% of the supply voltage.
Internal wiring:
The wiring shall be complete in all respects so as to ensure proper functioning of control,
indication, protection, measurement and interlocking schemes.
Each wire shall be identified at both ends in accordance with supplier wiring diagram.
All conductors shall be of adequate size for their duty and the minimum wire size for
control and signalization circuitry shall be:
1.5 mm² for voltage circuit
2.5 mm² for current circuit.
Terminals:
Terminals shall have an appropriate size to the cross section and type of conductor
concerned.
Terminal operating at different voltages shall be segregated.
Circuit terminals shall be marked with appropriate colors.
9.11 Remote Control
The opening / closing of main circuit breakers and the cells status signalization can be
remote-controlled from a control panel.
This control panel can be interfaced with the process control system.
This panel will be floor mounted and cable access will be from below. They shall be
naturally ventilated. Internal wiring shall be by stranded conductors, with 1 000 V flame
retardant PVC insulation.
The control system shall have the necessary interfaces with the MV switchgear system,
as specified in the particular project.

12. GUARANTEES
All equipment shall be guaranteed for a period of one year after acceptance or two years ex-
works, whichever happens first.
During the guarantee period the contractor shall repair or replace any equipment which
becomes defective and replace any component within the scope of its supply which suffers
consequential damage resulting from the failure of another component also within the scope
of its supply.
