Electrical MV / LV Transformers Specification
1. PURPOSE
This specification covers design, installation works, inspection and works testing relevant
to the electrical installation of MV / LV transformers for the Solo Power Generation
Project, located in Solo, Indonesia. This specification can be transmitted for supplier
requests for proposals.
This specification shall be read in conjunction with the “Electrical General Specification”
and drawings which give the detailed requirements for particular work or equipment.

specification "Additional Specification" shall be understood as any document attached to
the requisition to define installation works: data sheets, particular specification,
diagrams, etc...
The SUPPLIER compliance with the provisions of this specification shall not relieve it of
its responsibility to complete work or to furnish equipment and accessories which in all
respects are adequate to meet the requirements of the project.
This specification define the supply and the erection in the INDONESIA for eleven (11)
oil transformers:
Two Transformers in the MV substation 1 (GI electrical building)
One Transformer in the MV substation 2 (Syngas Treatment electrical building)
One Transformer in the MV substation 3 (Utilities electrical building)
One Transformer in the MV substation 4 (Export ORC electrical building)
Six Transformers in the MV substation 5 (Export GE electrical building).
This specification does not cover small and special transformers.
All equipment and materials shall be new, of the highest quality and selected and applied
in accordance with good engineering and construction practice.

Also, the standard used for this project shall be the Electricity Wiring Regulations issued
by the Regulation and Supervision Bureau for the Organic Waste and Electricity Sector
in the INDONESIA.
Electrical installation shall in all respects, be of proven design and shall be suitable for
operation in service conditions typical of waste and smoke treatment Industry.

Where there is a conflict between any of the above documents and standards then the
most stringent shall apply.
Any deviation from and non-compliance with this specification and the above documents
and codes shall be clearly stated by the Subcontractor when submitting tender.
Failure to do this will be interpreted that the electrical installation fully meets the
requirements of those documents:
Drawings
Specifications
Time schedule
Others.

3. SERVICE CONDITIONS
The transformers shall be suitably designed for proper operation in environmental
conditions specified in the project particular specification.
The equipment installation is installed inside the buildings.
The associated equipment located indoors shall be installed within ventilated rooms with
an ambient air temperature of 30°C but shall be able to operate as long as room
temperature does not exceed 45°C.

6. TECHNICAL CHARACTERISTICS
6.1 Core
The core, framework, clamping arrangement and general structure of the transformer
shall be of robust design capable of withstanding any shocks during transport, installation
and service. Furthermore for seismic constraint special design shall be made to reinforce
the overall arrangement (silent block mounting or stronger mechanical design).
6.2 Type of transformer
The transformers shall be of “Oil immersed hermetically sealed Type” for all ratings
below.
6.3 Magnetic circuit
Magnetic circuit shall be of low loss, grain oriented, individually insulated silicon steel
sheets, tightly clamped to prevent vibration and to absorb stresses due to expansion and
short-circuits. The magnetic circuit shall be connected to the transformer grounding
terminal.
6.4 Windings
Windings shall be of copper or aluminum and uniformly insulated.
6.5 Winding connection
Unless otherwise specified in the project particular specifications, the winding connection
symbol for transformers shall be:
For power transformers: Dyn 11 (D/Y).
6.6 Hermetically sealed transformers
Hermetically sealed transformer tanks shall have flexible corrugated or folded walls and
a completely welded construction. The tank, cover and cooling system assembly shall
have the mechanical strength to withstand without any permanent distortion, the internal
pressures caused by the contraction or expansion of the oil/liquid and gas volumes under
the specified service conditions.
The tank material shall be made as far as possible of Hot Dip Galvanized steel - or, for
large size transformers, coated with a Zinc-ethyl-silicate primer - with a coating adapted
to the environment (salt laden marine environment, corrosive environment, etc.)

The tank shall be mounted on a base frame. The tank cover shall be designed to prevent
the water accumulation.
The tank, cover, valves and all accessories shall be hermetically sealed against air, water
and insulating oil.
6.7 Taps changers
Unless otherwise specified in project particular specification, power transformers shall
be equipped with tap-changers on the highest voltage winding.
6.7.1 Off-circuit taps changers
The tap-changer manufacturing design shall avoid the contacts to be set in a position
where the windings remain open-circuited or partially short-circuited. The Tap-
changer driving rod shall be permanently sealed against air or oil leakage under the
specified service conditions.
The off-circuit switch handle shall be properly sized in order to allow operation
without a tool and shall be installed in an easily accessible location to avoid any
potential risk of injury to the operator. The tap positions shall be clearly marked, and
a padlocking facility shall be provided to lock the tap-changer switch in the selected
position.
6.7.2 ON-load taps changers
The ON-load taps changers must incorporate a multi-positions device.
Unless otherwise specified in the project particular specification, the tap-changer
shall have multi-positions of 1.25% voltage steps (± 10% voltage adjustment), and
shall be of high-speed transition type.
The tap-changer shall be equipped with an externally operated manual. The On-load
tap-changer shall be equipped with various protections (alarm and trip).
6.8 Insulating Oil
For oil immersed transformer the dielectric fluid shall be mineral oil or vegetal oil if specified
in particular specification.
When required by local regulation and/or project safety requirements silicon oil or synthetic
ester could be employed.
The selected oil shall be of low toxicity, environmentally safe, synthetic type liquid.
The use of dielectric fluid containing PCB or PCT is absolutely prohibited.
6.9 Bushing
Bushing insulators shall be mounted, sealed and completely leak proof. They shall be of
high quality, high strength, non-hygroscopic material, and shall withstand handling
conditions during transport, erection and maintenance.
Unless otherwise specified in project particular specification/data sheet, High Voltage
bushings (up to 36 kV) shall be elastomer plug-in types for dry type cable (straight or elbow)
shall be three phase short-circuit fault rated as per data-sheet. The plug-in bushings shall
be key interlocked with the primary feeder earthing switch.
If power connections require more than one conductor per phase, each connector shall
not bear more than 2 cores.
Low Voltage bushings shall be flat throughway providing a direct connection to bus ducts
or cables. All bushing shall be clearly marked to identify the phase connections in
accordance with the connection diagram on the rating plate.

Sufficient space shall be provided in order to install CT’s for differential protection when
required.
6.10 Terminal box
Terminal box shall have sufficient dimension to provide adequate space to connect the
specified cables. Cable boxes shall be designed to allow the conductors straight
connection to the terminals without introducing excessive bends within the box.
If connections are specified by bus duct, the protection box of the bus bars shall be fitted
with the bus-duct flange, allowing the fixation of the bus-duct. The Supplier shall
communicate the accuracy sizings of this bus-duct flange in order to allow the adaptation
of the bust-duct box. The assembly of all connecting bus-bar, nuts and bolts and other
accessories shall be provided by a third. Flexible bus-bar shall be used for the connection
of bus duct.
When two, or more, conductors have to be connected per phase, the design shall
encompass the necessary provisions to ensure a straight connection of the conductors.
This can be done by extending the existing bar or by installing an additional bar suitable
for the permanent rated current, and able to withstand the prospective short circuit current.
The neutral point of star connected secondary windings shall be brought out into the cable
connection box too.
Nonmagnetic gland plates shall be provided for mounting of compression type cable
glands for single core cables.
Cable glands for outdoor cable boxes shall be bronze type in marine atmosphere.
All cable connection boxes shall have an IP 23 enclosure protection degree for indoors
transformers.
6.11 Auxiliary terminal
All measuring control, alarms and auxiliary wiring shall be terminated in a single suitable
terminal and control box which shall have the same IP rating as the power cable box. The
connection diagram shall be indelibly marked on the terminal face of the cover.
6.12 Wiring
Wiring of auxiliary equipment on the transformers shall be securely fixed to prevent
damage by vibration, excessive movement and other hazards. The fixing of wiring shall
not make rigid any equipment or connecting boxes which have been specially mounted on
resilient fixings.
Cables and wires shall be identified by permanent marking such as ferrules in line with the
relevant wiring diagram.
7. ACCESSORIES
Accessories unless otherwise specified in project particular specification:

8. NEUTRAL EARTHING
Transformers with star wound secondary shall have the star point brought out to a neutral
terminal located on the transformer as indicated in the data sheet. All components shall
be continuously rated to carry the maximum fault current indicated.
The neutral terminal shall be insulated from earth corresponding at simple voltage of
winding. The neutral system will be specified in the general electrical specification.
10. LABELS
All items of equipment, i.e. transformers, connection boxes, panels, switches, devices,
relays, controls, indicators, etc. shall be fully and clearly identified in accordance with the
relevant drawings using engraved stainless steel or phenolic type labels.
Labels shall be fixed on non-removable parts using corrosion proof screws in order to
avoid label loss after dismantling of equipment for maintenance purpose.

11. HANDLING
Each transformer shall have the suitable number lifting pads for complete handling and
un- tanking operation as well.
12. PAINTING
Painting system shall be suitable for the site environmental conditions. The Supplier may
submit his coating system for protection against external corrosion for PT-PP approval.
The proposed coating must be suitable for the category of corrosion defined for the site
of installation as per ISO 12944-2, and shall provide a warranty of 5 years - with a rusting
degree Ri = 2.
The color shall be Supplier’s standard, unless otherwise specified in the project particular
specification.

14. GUARANTEES
All equipment shall be guaranteed for a period of one year after acceptance or two years
ex-works, whichever happens first.
During the guarantee period the Supplier shall repair or replace any equipment which
becomes defective and replace any component within the scope of its supply which
suffers consequential damage resulting from the failure of another component also within
the scope of its supply.
