1.0 ELECTRICAL AND TELECOMMUNICATIONS DESIGN NARATIVE
1.1 INTRODUCTION
A. This section describes the overall Electrical Power & Low Current infrastructure design
criteria for the proposed project.
B. The works related to the Electrical Power & Low Current Systems, which are included in
the scope of this Contract, shall broadly include the following:

1.3 UTILIZATION VOLTAGES

1.4 SPARE CAPACITY


The switchboards will be provided with spare capacity totaling 20%. Spare circuit breakers
will comprise 20%. The remaining 10% will be equipped spaces.
Each distribution panel will be provided with spare capacity totaling 20%. Spare circuit
breakers will comprise 10%. The remaining 10% will be equipped spaces.

1.5 ELECTRICAL SYSTEMS

1.5.1 POWER DISTRIBUTION SYSTEM


The facility shall be supplied primarily through utility normal power and 100% prime
generator back-up rated low voltage diesel generator sets. The generator shall be of
the outdoor, soundproof / weatherproof type, and will be located on a plinth as
shown in the drawings.

The medium voltage system will be radial and the medium voltage supply shall connect
directly to overhead power transmission line 11 kV, 3phase, 50 hertz.

The medium voltage supply shall be transformed to low voltage via oil immersed
transformers. The transformers shall be of a low loss type and rated at 11kV/0.4kV.
The transformers shall feed the low voltage switchboard.

A new low voltage distribution system will be fed from the low voltage switchboard
via electrical distribution underground cabling running through sleeves and electric
manholes. Sub distribution boards shall be located in electrical rooms, electrical
closets and building corridors.
The maximum voltage drop from the source to the remote end of any final circuit will not
exceed 5%.

1.5.2 PRELIMINARY LOAD ESTIMATES


In calculation of preliminary load estimation, reference is made to UK based organization
BSRIA (Building Services Research and Information Association) guidelines i.e. 87 W/Sq.m
for
Air conditioned General Offices , and 62 W/Sq.m for non-Air conditioned General Offices

1.5.3 MEDIUM VOLTAGE SWITCHGEAR


a. The MV switchgear shall be a totally enclosed free-standing, multi-cubicle factory built
assembly. The design shall be based on a modular construction suitable for
installation over open floor ducts. The switchboard shall be built to latest IEC 62271-
200. It shall be equipped with at least 2 spare circuit breakers for future expansion.

1.5.4 MEDIUM VOLTAGE CABLE

The 15kV cable shall be three core, copper conductor, cross-linked polyethylene
(XLPE) insulated, shielded, armored or unarmored as per requirements and overall
sheathed. It shall be suitable for indoor and outdoor use in the transmission and
distribution of electrical energy.

The cables shall be capable of operating continuously at a conductor temperature of


not less than 90oC and shall be suitable for 8.7/15 kV, 50 Hz in three phase grounded
system in accordance with IEC 60502.

The cable shall be treated for vermin proofing and be protected against rodents
during storage, laying and all protective pipes/ sleeves shall be plugged to attain the
same after installation.

Splices will be cold shrink molded rubber or hot shrink manufactured kit type and
suitable for water immersion. Terminations will be cold shrink molded rubber or hot
shrink manufactured kit type utilizing high dielectric constant stress control tube.

1.5.5 TRANSFORMER

Transformer will be oil immersed, 11,000 Volt delta connected primary, 400/230 Volt
star connected secondary with all necessary controls and wiring in accordance with
IEC 60076. Transformer shall meet the following specifications:

1.5.6 GENERATOR

1. The generator will be prime rated 400 Volts, 3 Phase, 4W, 50 Hz, diesel engine
driven, battery start, water cooled and provided with unit mounted radiator. The
set shall be rated for prime duty in accordance with ISO 8528, and suitable for
outdoor installation with protection rating IP66.
2. The Diesel Generator set shall, after reducing the power absorbed by the
auxiliaries, deliver prime rated power output with overload capability for
operation at least 10% above the rated capacity for 1 hour continuously in any 12
hours operating in accordance with ISO 3046, AS 2789 & BS 5514 under the site
conditions.
3. The diesel generator set shall also comply with BS 4999, BS 5000-99 and IEC
60034.
4. A base frame fuel storage tank will be provided with a capacity to support a
minimum of 8 hours of full load operation. The main bulk tank will provide fuel
for 7 days, and shall be appropriately shielded from effects of direct sunlight.
5. The generator will be located on the plinth shown on the drawings. Sound
attenuation will be provided such that the sound pressure level measured 7
meters in all directions around the generator and when considering all generator
sources will not exceed 85dB.
6. The generators will be mounting to be finalized with final seismic classification
and soils report.

1.5.7 AUTOMATIC TRANSFER SWITCHES


1. Automatic transfer switches will be IEC 60947 compliant, four-pole open transition
and combination bypass isolation type for Essential and Life Safety & Critical
Branches.
2. All transfer switches will have a 1½ or 3 cycle close and withstand rated for use with
any breaker for the available short circuit current.
3. Electronic controls will include time delays, in-phase monitoring, pre- and post-
transfer output contacts, generator exerciser, and data logging.

1.5.8 MAIN DISTRIBUTION BOARD - MDB


The Main Distribution Board will distribute 230/400 V power supplies to the sub
distribution panels. Switchboards have a rated service short circuit breaking capacity,
(Ics) at 400 V AC conforming to IEC 60947-2.
The switchboards will have digital meters for owner’s use. Meters will allow as a
minimum for measurement of current and voltage in each phase, power peak
demand kilowatts (kW) energy, kilowatt-hours (kWh), harmonic distortion, power
factor and other electrical parameters.
The switchboard assembly shall be fabricated in accordance with IEC 61439.
The switchboard busbars will be tinned copper, rigidly supported, and insulated
throughout their length. The neutral and earth busbars of the same cross section
area as the phase busbars will run throughout the length of the switchboards.
Transient voltage surge suppressors (TVSS) will be installed as part of the
switchboards. All breakers will be electronic type with long-short-instantaneous-
ground fault current/time protection characteristics. The switchboards will feed sub-
distribution panels or automatic transfer switches (ATS). The switchboards will feed
power factor correction capacitor banks compliant to IEC 60831 where needed to
increase power factor to >=0.9 and reduce the overall power consumption. Where

required, the switchboards will include draw-out type electrically operated circuit
breakers and will satisfy requirements of BS 5486 and IEC 61439.

1.5.9 DISTRIBUTION BOARDS-DB


All distribution Boards (this includes panels for power, lighting and mechanical
equipment) will comply with BS EN 61439. The Bus bars shall be made of 99.9% pure
high conductivity electrolytic copper and shall be completely isolated and
mechanically braced for the specified fault level according to relevant IEC standard.
Each distribution panel will have a neutral bar which is mounted on insulators and
has a sufficient number of terminal points of adequate size for the largest cables to
be used. Double size neutral will be provided where required to mitigate zero
sequence harmonic effect. Each panel will have earth bar with means of connection
to the incoming earth conductor and cable gland of the incoming cable as well as
earthing conductors for every feeder and final circuit. The distribution boards will be
located in electrical rooms, mechanical rooms and building corridors.

Lighting circuits will normally be fed from 16A circuit breakers in final distribution
panels.

1.5.10 LOW VOLTAGE CABLES


PVC (thermoplastic) insulated, stranded copper conductor cables shall be used for
normal fixed wiring within premises, complying with BS 6004, BS 6346 or BS 5467.
General purpose flexible cables and cords for appliances shall be PVC insulated, with
a PVC over-sheath, stranded copper conductors, and comply with BS 6500/6004. In
general, all cables which are not armored type shall be installed in metal conduit or
trunking. The size of the cables will be selected according to the expected load and
voltage drop, as detailed on the design drawings.
All multi-core and single core PVC insulated and sheathed cables for light circuits,
socket outlets and circuits operating up to 250 volts shall be 300/500 volts grade. All
single core PVC insulated, non-sheathed cables shall be of 450/750-volt grade. Power
cables for main feeders, main to sub main feeders, power equipment, etc., armoured
or unarmoured shall be of 600/1000 volt grade. Armouring of multi-core/ single core
cables shall be done with appropriate size Galvanized Steel/Aluminum wire.

1.5.11 CONDUITS
Conduits will be used for feeders and final circuits. Rigid steel hot dipped galvanized
conduit shall be run in exposed areas up to 3 meters above finished floor and areas
subject to physical damage. In concealed areas, pvc conduit will be used. All metal
conduits and trunking shall comply with BS4 568, BS-EN 60423 or BS-EN 50086.
Flexible conduits shall be of metal construction; PVC covered and complies with
BS731 Part 1.
1.5.12 SWITCHES/SOCKET OUTLETS
All single phase plugs and socket outlets will comply with BS 1363 (3 square pins with
all three holes covered by a tamper proof shutter) and will be fitted with a switch, 13
ampere. They will normally be fed from 20 A circuit breakers in final distribution
panels. Three phase and industrial plugs and sockets, where required, will comply
with BS 4343. The rating of three phase socket outlets will be selected according to
equipment load connected. Socket outlets accessible for normal use will be
positioned at a height of 450 mm above floor level or above work surfaces (e.g. work
top). Socket outlets in areas where water is used will be positioned at least 1.2 m
away from sources of water (e.g. sinks, basins, filter units, supply taps).
All switches provided for local isolation of equipment and appliances will comply with
BS 3676 and will be lockable in open position. The switches will be selected based on
expected load taking into account short circuit rating at the switch location. For
outdoor locations or damp/wet areas, weather protected switches will be used. The
normal mounting height for switches will be 1.3 m from floor level. Double pole
switches will be provided for water heaters, air conditioning units, other fixed
equipment and appliances operating with or near water supplies.

1.5.13 EARTHING (GROUNDING) SYSTEM

i. The Earthing System will be provided to eliminate the possibility of dangerous


excessive voltages, and provide protection to personnel, equipment and circuits and
will comply to BS 7430.

ii. The earthing system to be provided for the electrical components within the
Building will be the TN-S system as defined under the IEC regulations or as per local
utility company recommendation.

iii. The provision of main earthing conductors, earth bars and earth electrode systems,
encompassing all main panel(s) and incoming mechanical and electrical services not
exceeding a resistance of 1 Ohm (subject to confirmation during detailed design).
The earth bar will also be connected to the functional IT earthing system, the
lightning protection system, building structure and all main equipotential bonds.

iv. The provision of separate circuit protective conductors (CPC) shall be made for each
lighting and power final sub-circuit.

v. The bonding to earth of all exposed metallic conductive parts of the electrical
installation.

vi. The provision of residual current and over-current protective devices not exceeding
30mA to all general-purpose outlets (receptacle) circuits.

vii. Protective conductors of adequate size to ensure that the requirements for earth
fault loop impedance as defined and limited in the regulations are not exceeded.

viii. Bonding of building structural steel and reinforcing steel within footings and
columns to the earth electrode system. Reinforced foundation and pilings may be
used as the primary earth as per BS 7430.

ix. Electrical earthing clamps and bonding will comply with BS 951.

1.5.14 LIGHTNING PROTECTION SYSTEM

The Lightning protection system shall be design in accordance with BS EN 62305 with
the use of conventional lightning air terminals located at the top of the building,
lightning energy will be directed thru down conductors to earthing rods provided
below grade base of the facility.
All earthing rods shall be loop via copper ground conductors.

Transient Over-voltage/current protection shall be provided in accordance with BS EN


623054. Lightning surge suppression will be provided to the LV power distribution to
protect all data-sensitive equipment.

The earthing resistance of lightning protection system at any point in the system shall not
exceed 10 Ohms.

1.5.15 INTERIOR LIGHTING


LED lighting shall be the preferred type; and in a few cases, Fluorescent lighting fixture
with electronic ballast, spring loaded lamp holder and prismatic diffuser housing.

1.6 TELECOMMUNICATIONS (LOW CURRENT) SYSTEMS

1.6.1 DESIGN CRITERIA


1.6.1.1 SITE INFRASTRUCTURE
a. The buildings shall interface and coordinate with the existing
communications services of the existing buildings around on the site.
b. The telecom services which are by others as described below:-
» All active equipment shall be provided by the client IT team.
» All the new telephone and DSL services shall be provided by
Utility Telecom Company or any other new companies.
» Mobile services shall be provided by Utility Mobile Company or
any other new mobile service provider.
c. Connection between the new Main Telecom Room which is located at
the main telecom room and shall be via redundant backbone fiber optic
cable with 2x24 dry outside plant types (OSP), stranded loose tube,
non-armored, gel free buffer tube, OS2, (9/125) micro meter, zero
water peak, G.652.C/D compliant, single mode fiber optic cables.
d. For Telecommunications site schematic layouts refer to drawings

1.6.1.2 BUILDING INFRASTRUCTURE


a. The structured cabling system shall be designed based on ISO/IEC
11801 2002, EIA/TIA 568A, B. and EIA/TIA 569. The system shall be
unified and supports telephone, data, video and others. The system
shall support Ethernet as defined by IEEE 802.3 standard and shall be
open to any new applications that require an ISO/IEC 11801.
b. Structured cabling system shall be installed, tested certified and
guaranteed by an authorized supplier/contractor. The warranty shall
provide performance guarantee for 20 years.
c. The system shall support IEEE 802.3 10GBASE-T 10 Giga speed (CAT 6A)
component, and shall be configured in star configuration with full
redundancy using fiber optic as backbone and UTP category 6A
horizontal cable to each communication outlet.
d. The system shall include, but not limited to:
» Transport layer (core switches, edge switches, VLANS)
» Backbone Cabling (Dual 12 core Fiber optic cables)
» Network security
» Network management
» Wi-Fi
» Horizontal cabling (UTP)
» Telecommunication face plates and outlets
» Patch Panels
» Patch Cords and connection cords
» Equipment Racks
» Modular rack-mounted UPS

e. All the component of the structured cabling system shall meet the
requirements of CAT 6A (Class Ea) as per EIA/TIA 568A, B and ISO/IEC
11801 and shall be approved by the client IT team and the site
supervision consultant.

1.6.2 LOW CURRENT SYSTEMS DESCRIPTION


The Low current systems make possible the efficient and timely operations
of facilities. It is for the reasons that this concept design has been made
which will include the following:
a. Fire Alarm and Detection System.
b. Structured Cabling (Voice & Data) System.
c. IP Based-Closed Circuit Television (CCTV) System.
d. Access Control and Alarm Monitoring System (Integrated with TCP/IP).

1.6.2.1 IP FIRE ALARM SYSTEM


A. Design Consideration
» High Reliability
» Minimize False Alarm
» All System Components shall be UL Listed.
» The Fire Alarm Control Panels shall have addressable data communication
circuits to provide connection with the addressable devices. No more than
80% from the available addressable loop shall be used to enable future
addition of any field devices.
» The fire alarm system shall be interconnected to the HVAC / Smoke Control
Systems to provide the proper sequence of fire mode operations in case of
fire.
» Complete detection shall be provided for ceiling void areas of void depth >
80 cm.
» All connection between panel & addressable devices shall be Class A
connections (Loop) to provide redundancy and prevent any single point of
failure.
» Two-way telephone communication service shall be provided between the
control room / Fire Command Center and every elevator lobby & each
floor level of exits stairs
» All of the fire alarm & detection system wiring will be fire resistant cables
according to BS: 6387 Categories C, W & Z. installed in conduits.

B. System Description
» Intelligent addressable fire alarm & detection System shall be designed to
cover the entire premises in order to provide complete end to end Life
Safety Strategy in case of fire.
» Detection shall be by the following:
- Optical smoke detectors for all over the Building.
- Rate of rise / fixed temperature Heat detectors in Kitchen.
- Manual Break Glass Stations at all escape routes, Exits, Stairs & parking. It
should also be sited at close to specific proximity hazards like Kitchens &
mechanical areas.

1.6.2.2 VOICE/DATA SYSTEM


A. System Description
» The structured cabling system shall meet the quality criteria necessary to
ensure correct operation of the installation both present and in the future
and to achieve cabling systems that comply to use International Standard
particularly the EIA/TIA specifications.
» The data and telephone network is IP based network, consisting of the
following:
- Main Structured Cabling Rack located at Main Telecom Room located at
the Main Office Building.

1.6.2.3 IP BASED-CCTV SYSTEM


System Description
» The CCTV System is IP based System; the Main CCTV Workstation is located
at the Main Security Control Room at Main Building.
» The CCTV cameras will monitor the following Areas:
- Lobbies, general areas
- Main Entrances & Exits
- Escape Stairs.
» System shall utilize the following components:
- IP-PTZ Motorized color cameras Indoor / Outdoor
- IP-Mega Pixel Fixed Color cameras Indoor / Outdoor
- Network Video Recorder
- Main Workstation With licensed software.
- Client Workstation With licensed software
- Recording devices like RAID and NAS
- High resolution LED Monitors
- PoE Switches
- Ethernet Cables
- Video Management Software / Servers (VMS)

1.6.2.4 ACCESS CONTROL AND ALARM MONITORING SYSTEM
A. System Description
» The System is IP and the Main Access Control Panel is located at the Main
Security Control Room located at Main Building.
» The access control system shall be interfaced with the TCP/IP network from
the room controller per floor.
» The Access Control System will control / monitor Areas:
- Escape Doors.
