1 GENERAL
1.1 Scope
This specification covers the minimum requirements for design, manufacturing, testing, and
preparation for shipment for the electrical bulk materials which will be installed in Alvand
Polypropylene Project.
Compliance with the requirements of this specification or any of the documents referred to
herein shall not relieve the VENDOR of his responsibility to supply equipment of proper
design, workmanship and materials conforming to good engineering practice to meet the
specified conditions.
The intent of this specification is to describe the minimum acceptable parameters for the
design, manufacture, inspection and testing of Electrical Bulk Materials. The absence of
any specifications shall imply that the best engineering practices shall prevail, utilizing the
best quality workmanship and materials.
When the design conditions or information are not complete or ambiguous, Vendor has
responsibility to clarify to Purchaser. Without clarification, it shall be regarded as Vendor
has completely understood the intention of Purchaser.
1.2 Codes and Standards
All equipment shall be constructed and tested in accordance with all applicable sections of
the latest edition of the below listed standards and codes.

The versions of any standards and codes above shall be the latest version before 1st
Jan,2020.
GB Certificate shall be required for motors for explosive gas atmosphere. Any authorities in
country of origin may be accepted if they are verified as equivalent to above mentioned
authorities.
ISO Metric shall be applied for thread type.
1.3 Units
The international system of units (SI) shall be used for all drawings and documents.
1.4 Language
English language shall be used for correspondence documents, catalogues, nameplate,
etc.
1.5 Priority
When there are contradictions between various of standards, codes and documents, the
priority of them shall be as below:

2 SERVICE CONDITIONS AND GENERAL REQUIREMENT


2.1 Service Conditions
Please refer to 1986-0040-EL-DES01-0001 RA Electrical Design Specification and relevant
data sheet.
2.2 General Requirement
1) All the equipment and material shall be suitable for the ambient conditions where they
installed.
2) The ingress protection of equipment shall be as below as min except for otherwise
specified:

Indoor IP41

Outdoor IP55

3) The equipment used outdoors shall take measures for anticorrosion and has
anticorrosion class WF1.
2.3 Equipment in Explosive Gas or Dust Atmosphere
Selection of type of protection ‘n’, increased safety ‘e’, flame-proof ‘d’, type of protection ‘p’
or shell protection ‘tD’ shall be as specified in the data sheets. Type of protection ‘n’ could
be installed in Zone 2 Area only. Type of protection ‘tD’ could be installed in explosive dust
atmosphere only.
Type of protection of the equipment in relation to the area classification of the hazardous
location shall be selected as per the “Hazardous Area Classification”. The selection shall be
as below in general:
Zone 1 location - Ex “d”, Ex “p”
Zone 2 location - Type suitable for zone 1 or Ex “e”
All the equipment used in hazardous area shall meet the requirement in GB 3836 and
GB50058, and shall has required certification.

3 CABLING SYSTEM INSTALLATION EQUIPMENT


3.1 Cable Trays and Ladders
1) Cable trays and ladders shall be designed and manufactured for applications where
strength and rigidity is paramount.
2) Cable trays or ladders, fittings and supports shall be of corrosion resistant steel hot dip
galvanized after fabrication. Outdoor cable trays and ladders which are exposed to
direct sun shall have ventilated removable covers. The material of the covers shall be
the same as that of trays.
3) Standard tray sections and components shall be used. The radius shall be compatible
with the minimum bending radius of the supported cable.
4) All parts of the cable tray and its accessories shall be free from burrs and sharp
protrusions to prevent damage to cables during installation. Where cut at site, raw
edges shall be properly repaired and protected with a suitable paint.
5) All hardware which will be used to fix the cable trays (nuts, bolts, etc.) shall be hot dip
galvanized.
6) Cable ties, cleats and straps shall be sufficient in size and number to guarantee cable
rigidity for the design duty.
7) Cable straps and ties shall be of stainless steel. Whereas, single core cables shall be
braced by preformed non-magnetic clamps or ties. Stainless steel strap shall be
complete with tensioning clip, securing pin and winding key.
8) The accessories shall be of the same material and finish as straight trays (e.g. covers,
bends, risers, equal tee, equal cross, reducers, etc.)
9) The earth bonding strap (flexible PVC copper conductor 6 mm²cross section) with
terminals for cable trays shall be provided.
3.2 Cable Tag and Markers
Cable route markers shall be concrete stake type when used for unpaved ground and
stainless steel flush mounted type when used for paved ground.
The font on cable route markers shall be unerasable and arresting. The content of mark
shall include cable direction and warning mark at least.
The cable tag shall be made up with PVC or ABS, and could be printed on site by special
tools.
The cable tag shall be tied to the cable by stainless steel PVC coated tie wraps.
3.3 Cable Glands
Cable glands shall be brass nickel plated, complete with locknut, earth tag, thread sealant,
PVC shrouds (if required) and watertight seals for ensuring IP65 ingress protection
generally. The cable glands shall be metric threaded.
Earthing continuity shall be maintained between all parts of reducer or adapter and the

gland assembly.
Cable glands for explosion proof equipment shall be certified as Exe/d and suitable for the
explosion hazard zone.
Fill seal type gland is not accepted.
3.4 M.V. Cable Termination Kits
The MV termination kits shall be suitable for specified size, voltage rating and type of the
cables and shall be of heat shrinkable type.
The kit shall contain cable breakout, core insulation sleeves, stress control tubing and other
accessories. Insulating boots, solderless earth connection and armour-earthing kits shall
also be included in the termination kit.
3.5 Cable Terminals
Cable terminals with appropriate size suitable for the core cross-section (power and control)
as required shall be provided. Necessary sleeving shall be provided.
3.6 Conduits
1) The PVC conduit used in buildings shall be fire retardance.
2) The electrical metallic tube (EMT) used indoor shall be galvanized.
3) If required in hazardous area, all conduits shall be heavy gauge, hot-dip galvanized
after fabrication and suitable for degree of hazard in the area.
4) The conduit shall be free from burrs and sharp protrusions both inner and external to
prevent damage to cables during installation. And shall meet the requirement in GB/
T3091-2015. The zinc coating shall be uniform.
5) The length of delivery conduit shall be 6m in general.

4 DISTRIBUTION AND CONTROL EQUIPMENT


4.1 Distribution Panel or Box
1) The enclosure of panel or box shall be cast aluminium alloy for explosion proof equipment
and cold-roll steel sheets for normal as preference. While necessary, stainless steel and
GRP could also be used.
2) Indoor equipment should be chosen according to the conditions on site.
3) Doors shall be bonded to the main enclosure by means of a flexible braided copper
connection which cannot be trapped when opening or closing the door.
4) Industrial distribution box (including explosion proof type) shall be supplied with an
external earth stud complete with nuts, spring and plain washers.
5) For industrial distribution box, all the cable entrance shall be at the bottom except for
otherwise specified.

6) The distribution box or panels shall contain power buses, neutral bus, ground bus, feeder
switch, outgoing circuit breakers and necessary terminal blocks.
7) For waterproof and dustproof equipment, any cable entrance shall be equipped with
cable gland except for otherwise specified.
8) For explosion proof equipment, any cable entrance shall be equipped with nickel plated
brass cable gland for armour cable except for otherwise specified.
9) All of the bus bar, terminals and glands etc. shall be suitable for the cable they connected.
No matter who will provide the cables. The vendor has responsibility to verify the
specifications of cables will be connected to the equipment.
10) The shell of panel or box shall be made up with metal except for those used in highly
corrosive environment. When they are made up with non-conducting material, the metal
cable glands on them shall has earthing tags for static protection.
11) The panels and boxes shall has separated earthing bus or terminal strip in them. And the
metal uncharged part of the equipment shall be pre-connected to it.
12) The cables or wires in panel shall be laid in trunking orderly. Mussy inner wiring is
unaccepted.
13) While needed, the space heater shall be provided with separated switch on panel.
14) The selection of switchgears, cables and wires etc. shall meet the requirement of relevant
GB standards.
15) Power indicator light shall be provided for each incoming power source.
16) Any terminal for power and control shall has clear number and mark.
17) The internal wiring shall be completed in all respects so as to ensure proper functioning.
18) Stainless steel nameplate shall be provided for the whole box and each circuit. The
content on the nameplate for box shall include below as min:

The content on the nameplate for circuit shall include below as min:

4.2 LCS (Push Button)
1) The enclosure of LCS shall be cast aluminium alloy for explosion proof equipment and

cold-roll steel sheets for normal as preference. While necessary, stainless steel and GRP
could also be used.
2) The internal wiring shall be completed in all respects so as to ensure proper functioning.
3) Ammeters for motors shall be capable of repeatedly withstanding the motor starting
current without the accuracy being impaired;
4) For waterproof and dustproof LCS, any cable entrance shall be equipped with cable gland
except for otherwise specified.
5) For explosion proof LCS, any cable entrance shall be equipped with nickel plated brass
cable gland for armour cable except for otherwise specified.
6) Industrial LCS (including explosion proof type) shall be supplied with an external earth
stud complete with nuts, spring and plain washers.
7) The signal light shall be LED.
8) The function of each device on the LCS e.g. button, indicator and ammeter etc. shall be
clearly marked.
9) Stainless steel nameplate shall be provided for the LCS and each circuit. The content on
the nameplate for box shall include below as min:

5 EARTHING AND LIGHTNING PROTECTION SYSTEM


5.1 Earth Electrodes
The earth electrode shall be 20mm diameter copper wrapped steel rod, 2.5m length.
The copper coating shall be smooth and uniform, no steel shall be exposed outside.
5.2 Earthing Conductor
Copper wrapped steel will be used as the main earthing conductor. The PVC insulated
yellow/green copper stranded wire is also used for connection.
The copper wrapped steel shall be made by continuous casting or more advanced method.
Painting and sleeve type are not acceptable. The copper coating shall be smooth and
uniform, no steel shall be exposed outside.
5.3 Connection
Branch connections for earthing conductor underground shall be “thermoweld” connections.
The welding mold, welding powder, igniter and all the necessary accessories which are
suitable for the conductor shall be provided.
Connections above ground shall be finished by special connector or clamp. The Vendor of
earthing conductor shall provide matched connector or clamp for the selected conductor.

However the type of them shall be approved by Purchaser.


5.4 Earthing Dispatcher (Bus Bar)
Earth dispatchers shall consist of hard drawn bare copper flat. It shall be supplied complete
with supports, bolts, washers, nuts and cover (if any) generally.
It shall also meet the requirement in REQ.
5.5 Lightning Protection
The 25x3mm Copper wrapped steel flat tape shall be the main conductor for lightning
protection. The copper coating shall has at least 70μm thickness and be smooth and
uniform.
The air terminal rod and lightning arrester shall be made up with copper wrapped steel or
copper.
Test connecter (link) matched with the selected conductor shall be supplied for each
lightning downlead.
All necessary hardware and consumables such as fixing cleats / clamps, anchor fasteners,
lugs, bolts, nuts, washers, anti-corrosive paint as required for the complete work shall be
provided.

6 ILLUMINATION SYSTEM AND POWER OUTLET


6.1 Enclosure
1) The enclosure of explosion proof lighting fixture is preferred to be made up with cast
aluminium alloy.
2) The transparent cover shall has good transmission of light.
6.2 Lighting Source
1) MH, HPS, fluorescent and LED are selectable for lighting source.
2) The lighting source of emergency light and escape light shall be fluorescent and LED so
that they can be lighted instantaneously.
3) The lighting source of aircraft warning lighting shall be high-light LED.
4) The lighting source shall has ability to be replaced separately.
5) The voltage rating of lighting shall be 230V,50Hz except for otherwise specified.
6.3 Accessories
1) The lighting fixture shall be supplied completely with high efficiency ballast and reactive
compensation device, the power factor of any single lighting fixture shall not less than
0.9.
2) The lighting fixture shall be supplied completely with all the installation accessories e.g.
glands, unions, terminal box, special support, flange, flexible tube and bolts etc.

3) When the emergency battery is needed for single lighting, it shall be supplied
completely with voltage detection device, i.e. when the normal power failure, the lighting
could be relighted automatically.
4) All the accessories shall be standardized and replaceable.
5) For those lightings used indoor with metal enclosure, an earthing terminal shall be
provided on the fixture.
6) The aircraft warning lighting shall be supplied with wireless synchronization device.
6.4 Intelligent Lighting Control Device
The intelligent lighting control device shall consist voltage stabilizer, contactor,
photo-electric cell, timer, relays, R/L switch and control device. It shall has ability to control
many circuits of lighting load by both time control, sunlight control and manual control.
6.5 Power Outlet
1) The enclosure of power outlet is preferred to be made up with cast aluminium alloy.
2) The welding power outlet shall be 400V, 50Hz, 3phs,4 poles (3P+PE), completely
supplied with RCD (leakage current protection) and 63A/4P circuit breaker except for
otherwise specified.
3) The convenience outlet shall be 230V, 50Hz, 1phs,3 poles (1P+N+PE), completely
supplied with RCD (leakage current protection) and 25A/1P+N circuit breaker except for
otherwise specified.
4) The moveable convenience outlet shall be complete with barrow, 230V/24V
transformer, incoming plug, socket and cables with 20m length in general. However, the
voltage rating of transformer shall be determined by REQ finally.
7 BUS DUCT
7.1 Rating
The rated current, voltage and frequency of bus duct shall meet the requirement in data
sheet or other relevant document.
7.2 Performance
The bust duct shall have enough ability to withstand the short-time current and overvoltage
specified in data sheet on thermostability, dynamic stability, insulation and etc.
In general, if the bus duct is used as the incoming or bus-tie line of switchgears, it shall have
the same performance to the main bus in switchgear section, e.g. current capacity, short
circuit withstanding, overvoltage withstanding, temperature rise and etc.
7.3 Construction
Bus-ducts shall be totally enclosed (unventilated) type
Selection of bus duct shall be as specified in the data sheets. However, for bus ducts with
the rated voltage up to and including 1000 V, the preferred type is compact insulated bus
duct. Other similar or more advanced type may be recommended by vendor for approval.

The arrangement of the bus duct shall be as shown in the layout drawing or data sheet.
Entire bus duct shall be composed of straight section units, each unit having a uniform
length, and bending section or other special-shape section units, except the case of short
entire length where a single unit can be used.
The construction and dimension of the enclosure and conductors at the ends of the bus duct
shall be designed to suit the terminals of the equipment to be connected.
Method of bus duct supporting and the type, dimension, quantity, etc. of the fittings required
for supporting the bus duct shall be mutually agreed upon by Purchaser and Vendor.
7.4 Conductor
Bus bars shall be made of high conductivity hard drawn copper.
The conductor joints shall be silver-plated or tin-plated, and so constructed as to ensure
positive electrical contact.
However, if the bus duct is used as the incoming or bus-tie line of switchgears, it shall be the
same material to the main bus in switchgear section.
Insulating cover of conductors, in the case of insulated bus ducts, shall be of moisture-proof,
flame retardant material. The insulating covering shall be completed at the manufacturer,
except for the part of conductors to be jointed at installation site.
Insulating supporters of conductors, in the case of bus ducts other than compact insulated
bus ducts, shall be made of mineral insulating material or moisture-proof flame retardant
organic insulating material. Construction and interval of the insulating supporters shall be
such that they withstand the mechanical impact produced at short-circuit.
7.5 Enclosure
The enclosure of bus duct shall meet the requirement of ingress protection in data sheet.
Enclosure shall be made of steel, aluminum or aluminum-alloy plates.
The enclosure joints of bus duct section unit with adjoining unit shall be so constructed as to
ensure positive mechanical and electrical connection, e.g. by metallic bolts. The enclosure
shall have access openings, furnished with removable covers, to facilitate inspection and
bolting of conductor joints.
Bus duct for outdoor installation shall be rain-proof and dust-proof and constructed so as
not to produce water pockets on the enclosure.
Enclosure shall be provided with earthing terminals at the positions near connection with
other equipment or at the specified positions. The earthing terminal shall be of clamp type or
bolt type, suitable for reception of the external earthing conductor specified in the data
sheets. Terminal marking shall be fixed at or near the earthing terminal.
7.6 Accessories
All of the accessories needed by the installation of bus duct shall be provided completely.
The accessories below shall be provided at least:

 Bolts, nuts, washers, etc. necessary for jointing conductors and enclosures
 Special tools such as torque wrenches (if needed)
 Insulating material necessary for covering conductor joints (if needed)
 When the bus duct passes through a building wall, wall flanges with fire-proof sealing
material to be fixed at the edge of the wall hole shall be supplied.
 When the bus duct passes through a building floor, a supporter suitable for supporting
the bus duct at the floor hole shall be supplied.
 When the bus duct is hanged under building ceiling, galvanized supports shall be
supplied.
 If the earthing terminals of bus ducts are of bolt type, bolts of each earthing terminal
shall be provided.
 When the bus duct is connected with a transformer or panel, flexible joint connector,
bolts, nuts, washers, flange (if any) and etc. for connection shall be supplied.
 Breather with silica gel (if needed)

8 NAME, IDENTIFICATION, INSTRUCTION & WARNING PLATES


1) The nameplate shall be made up with stainless steel (except for inner mark) and fixed
on closure firmly. The minimum letter height shall be 3mm.
2) The following information shall be given on the general equipment nameplate, which
shall be mounted on the front of the assembly:
 VENDOR's name or trade mark;
 Tag Number;
 Year of manufacture;
 Rated voltage;
 Rated frequency;
 Rated current of bus bar system;
 Degree of protection;
 Hazardous Area Certification.
3) Nameplate shall be in English.
9 INSPECTION AND TESTING
All components and prefabricated assemblies shall be tested completely and detailed in
manufacturer’s workshop. All tests required by the codes and standards as well as all
manufacturers test shall be performed.
The order in which the tests take place shall be agreed upon with the Purchaser before
commencement.

Certified test reports of all tests shall be provided.


Where applicable, a copy of the type test certificate shall be included in the quotation.
All test certificates shall be signed by the Supplier and submitted to the Purchaser
immediately after completion of test works. In case of unsuccessful test results the
Purchaser shall be informed immediately, equipment or cables must be replaced on
request.

10 PACKING AND SHIPPING


1) The VENDOR must take into considerations that all bulk materials shall be prepared for
ocean shipment and storage for extended periods outside in an ocean environment.
Care must be taken to protect the materials from external attack by the elements and
from the impact of moisture and humidity on the equipment.
2) The bulk materials shall be completely emptied, dried and cleaned thoroughly of all
grease, loose scale, loose rust and rubble. Appropriate anti-corrosion agent shall be
applied internally if it is unpainted. The Bulk Materials shall be properly covered and
fastened during shipment. All ship loose items shall be properly identified and packed
3) Adoption of suitable packing methods and materials is at the sole discretion of the
VENDOR, and should any loss, damage and/or deterioration be caused due to
improper packing, the consequences shall be the responsibility of the VENDOR.
4) Bulk materials shall be protected to withstand ocean transit and extended period of
storage at the jobsite for a minimum period of 18 months. Bulk materials shall be
protected to safeguard against all adverse environments, such as: humidity, moisture,
rain, dust, dirt, sand, mud, salt air, salt spray, and seawater.
5) Instructions for transport, storage, erection and maintenance of the Bulk Materials shall
be supplied by the VENDOR as an integral part of the order.
6) Special tools and equipment required for erection, commission, and maintenance shall
from part of the order and shall be shipped together with the assembly.
7) Any opened entrance shall be blocked by special plugs or devices.

12 VENDOR DELIVERY REQUIREMENT


13.1 Data Required with Tender Quotation
A fully detailed written bid is required together with all data requirements listed below:
1) Outline General Arrangement Drawings of the Equipment
2) Completed Data Sheets
3) Deviation list
4) Foundation and flange plan
5) Proposed manufacturing/ delivery schedule
6) Proposed Quality Assurance/ Safety Plan
7) Typical Inspection and Test Plan.
13.2 Vendor Drawing Review
All the document and drawings shall be approved be for fabrication.
Drawings returned to VENDOR for correction after mark-up by PURCHASER or his
designated representative shall be resubmitted by VENDOR until “Proceed with Fabrication
Issue Final Drawings”. All revisions to documents must be clouded and identified with the
revision number contained within a triangle placed beside the cloud.
The VENDOR shall not proceed with changes having a commercial impact unless
authorized by Change Order.
If for any reason, VENDOR believes that he is not able to comply with the PURCHASER
marked-up comments on the documents returned after review, VENDOR shall notify, in
writing, PURCHASER immediately giving proper reasons /justifications and requesting a

resolution which will be reviewed by PURCHASER. It is not acceptable to ignore marked-up

Drawings and data approval does not relieve VENDOR of his responsibility to meet
Purchase Order or Contract conditions relating to specifications, material design or
construction, and delivery requirements, nor relieve VENDOR of responsibility for
compliance with laws, codes and regulations.
