1. Introduction
The statutory body of PSIC was established in 1972 with the mission to promote, sustained
industrial development through provision of market driven credit, infrastructure and
technological support contributing to employment generation, poverty alleviation and socio-
economic uplift of the province.
The Punjab Small Industries Corporation Bill, 1973 was passed by the Provincial Assembly on
13 July1973. Since then PSIC has been a sound contributor to the small industrial
development in the province through its various schemes. Recent transition of industrial
climate and liberalization of the total economic environment within the country and
international area has witnessed tremendous change in domestic as well as international
market. PSIC’s story of excellence is spread over more than four decades of transitive growth
and development of small scale industry. PSIC has proved its strength in the country by
exhibiting a progressive attitude towards modernization, up gradation of technology, quality
consciousness, strengthening linkage with large and medium scale enterprises and boosting
exports of the products from small enterprises. PSIC is an important instrument for
enterprise building, micro economic development and employment generation and poverty
alleviation.
The development and upgrading of clusters is an important agenda for economic growth in
national economies. Handicrafts clusters development initiatives are an important new
direction in economic policy in macroeconomic stabilization, privatization, opening of
markets, and reducing the cost of doing business. In this regard, our consultancy services are
sought for diagnostic study of industrial and handicrafts clusters in Gujranwala, Wazirabad,
Gujrat and Mandi-Baha-ud-Din districts of Punjab.
1.1. Background
PSIC awarded this assignment to Ernst & Young Ford Rhodes Sidat Hyder (EY) for the study
“Diagnostic Study of Industrial and Handicraft Clusters in Punjab for Gujranwala, Gujrat,
Wazirabad & Mandi Baha-ud-Din”. Wprk was awarded by PSIC on February 22, 2016 and the
kick-off meeting was held on March 17, 2016 while the Inception Report was submitted to
PSIC on April 15, 2016. The work included preparation of diagnostic study reports for
following 12 clusters:

This report covers the Domestic Electrical Appliances cluster in Gujranwala.

1.2. About Survey

We have carried out an industrial survey of the cluster. The sample size for survey was based
on 90% level of confidence and error margin of 10%. Based on a total population of 150
industries as per then available list, the sample size of 38 has been selected. The association
carried out 31 surveys in the cluster. The results of survey are presented in the relevant
section.
1.3. Overview of Industries in Punjab

Punjab is the most populous province of Pakistan and has a large number of industries. As
per data of 2010 provided by Directorate of Industries, there are around 17,800 industries
in Punjab falling under a wide array of over 200 clusters including large, medium and small
units. The area specified for this study i.e. Gujranwala, Gujrat, Wazirabad & Mandi Baha-ud-
Din has over 3800 industries. Around 1500 of these industries can be categorized in the
above mentioned 12 clusters.
1.4. Gujranwala District Overview

Gujranwala is an industrial city of Punjab Province in Pakistan. Gujranwala is the seventh
most populous city of the metropolitan areas of Pakistan. It is 226 meters (744 ft) above sea
level, sharing border with Ghakhar mandi and several towns and villages. Currently
Gujranwala is divided into four (4) Tehsils named as Gujranwala, Wazirabad, Naushehra
Virkan and Kamonki.
According to the census conducted in 1998 by Government of Pakistan, the population of

district was 3,400,940 of which 49.45% was rural and 50.55% was urban. Population density
was 939 per Km2 with average household size of 7.6 and Literacy rate of 56.5%. Climate of
Gujranwala is a hot semi-arid and it changes throughout the year.
Due to extensive road and rail links the city has flourished within the manufacturing and
agricultural markets. Gujranwala is on the Grand Trunk (G.T) road which allows logistical
connections with other cities and rural areas.
The major industries in Gujranwala are light engineering, domestic electrical appliances,
sanitary fittings, ceramics/sanitary ware, textile, cutlery manufacturing, large agricultural
processing plants, kitchen ware, plastic furniture and tannery production. The major exports
include rice, sugar, textiles, carpets, glass goods, medical equipment, leather products, metal
utensils and agricultural equipment.
Gujranwala also has three Small Industrial Estates (SIEs).
SIE-I Gujranwala was established in 1967 over an area of 103 acres having 426 plots of
various sizes. The major industries in the SIE-I Gujranwala are Plastic Furniture, Light
Engineering, Chemicals, Textiles and Ceramics.
SIE-II Gujranwala was established in 1987 on an area of over 107 acres having 554 plots of
various sizes. The major industries in this SIE are Ceramics, Electrical Machines, Domestic
Machines, Fabrication and Consumers goods etc.
SIE-III was established jointly by PSIC and Export Processing Zone Authority in 2007 and was
declared as an Export Processing Zone (EPZ). It covers around 113 acres and has 212 plots

of various sizes. New SIEs, namely SIE-IV Gujranwala and SIE-Wazirabad are planned and
expected to be functional in few years.

2.1. About Domestic Electrical
Appliances
Gujranwala is famous for producing Domestic
electrical appliances. Electrical appliances
industry originated from fan and metal
industries. Metal and steel products were
being produced in Gujranwala since very
early times and Gujrat was famous for
producing fans, with the passage of time
skills transferred from Gujrat to Gujranwala
and industry evolved into Domestic electrical
appliances industry. Industry got real
momentum in 70s when Climax Engineering
Company started producing high quality
products. e.g. Air conditioners, Fans, Motor
etc.

Spin dryer, Room air cooler, Stabilizers, Tube lights fittings, Electric heaters, Electric geysers

of Gujranwala.

2.3. Raw Material Requirement & Supply

The raw material for these items include metal sheets, aluminum, winding papers, wires,
router stator, plastic, different chemicals and spare parts etc. Large number of suppliers are
present in Gujranwala supplying local and imported raw material to the industry. Gujranwala,
Lahore and Karachi are main metal markets. Materials like evaporator, condenser,
compressor, ball bearings are also imported from different countries especially from china.
2.4. Product Demand and Marketing

Major production of the cluster is being sold in all over Pakistan and few players are also
involved in exporting products to Middle East, Africa, Afghanistan and Bangladesh.

In this regard, our survey results are presented as follows:
► Almost 28% units have their main markets within the province
► About 23% units have their main market within the district
► Remaining 49% have markets in other provinces as well
Manufacturers have developed their contacts with the distributors all over the country and
they place their products in the market through these distributors. Some of the
manufacturers have their own retail
stores for distribution. Small
manufacturers and venders usually
supply their products to the
wholesalers and retailers. Because of
the simplified marketing process, no
industry have specialized marketing
department, mostly owners deals
with marketing.
Majorly broachers are being used for

marketing of the products. As per
survey 61% of the manufacturers are
using only broachers and 17% are
using mix of print and electronic
media. Based on our survey,
products are being sold as per
following modes:
► 48.4% of the industries sell directly from plant to retailers or client

► 26% sell only through distributors
► 25.6% choose to sell the products through multiple channels
Significant competition has been observed from china in domestic electrical appliances
products within Pakistan as their products have better designs and quality as compared to

products produced in Gujranwala. China is producing high quality products with cost efficient
strategies.

Reasons behind low export volumes are inferior quality of products due to outdated
technology and inconsistent raw material quality further products manufactured in the
cluster are not competitive in terms of cost in international market.

2.5. Plant & Machinery

Gujranwala domestic electrical appliances cluster is constituted of few large and many small
unorganized industry. Use of technology varies with the size of the organization. Large units
are using mix of local and imported technology whereas small units are using simple
machines and hand tools. Generally the level of technology being used in the industry is
outdated as compare to china and Taiwan where laser technology and CNC machines are
being used.

Based on survey, most of production

equipment are locally purchased (80.6%) and other are imported equipment which purchased
as second hand through local suppliers (19.4%). All of the industries are using their in-house
expertise to select and procure the equipment. Further, their satisfaction with their

2.6. Process Flow Chart
Raw material for these items include metal sheets, aluminum, winding papers,
Raw Materials wires, rotor stator, plastic, different chemicals and spare parts.
Casting is the shaping of metal by melting and pouring the molten metal into
Casting a mold. Sand molds are used for large castings and permanent metal molds
are being used for small items.
Cutting Domestic electrical appliances made by metal sheets require sizing and
shaping of sheets through power cutting press and stepping press.
Winding & Winding is the process of coiling the enameled copper wire in the slots of
Varnishing core of electric fields. Manual and automatic machines are being used for the
winding of wires. Winded copper is then varnished and baked in the oven for
drying to avoid for short circuits.
Assembling / Various parts are assembled together to form a product. For assembling they
require customization / standardization of parts. Grinding, Drilling machines,
Fabrication
welding etc. are used to finish the products
Finished products are tested as per the standards to sort out the products
Testing for painting and packaging and reworking.
Painting Products are painted to form a final shape of finished product using powder
coating and enamel techniques.
Packing Finally, final products are packed and dispatched to customer.

b) Raw Material Suppliers:

Raw material suppliers provide metal sheets, aluminum, winding papers, wires, rotor
stator, plastic, different chemicals and spare parts etc.
Large number of raw material suppliers are present in Gujranwala providing winding paper,
wire, rotor stator etc. Metal used in Metal sheets is mostly imported from different
countries.

c) Machinery Suppliers:
The number of machine manufacturers and suppliers are present in Gujranwala. Almost
81% of the units are using locally manufactured machine, whereas, remaining units are
using second-hand imported machine which are imported through local suppliers.
Importers of these machines are mainly based in Lahore. Machines like winding machines
are imported as new machines. However, other machines are second hand imports which
are repaired for local use. The machine manufacturers also provide the other services like
technical consultancy and machine repairing.
d) Wholesalers/Dealers/Retailers:
Almost every manufacturing concern has developed their contact with dealers
countrywide. These dealers provide products to retailers in almost all areas of country. As
evident, 26% of the manufacturing units are selling domestic electrical appliances through
distributors.
e) Human Resource

The average number of permanent and daily wages employees in the cluster of domestic
electrical appliances is 13 and 6 respectively. Further breakdown is provided in the bar
chart below:

f) Gujranwala Chamber of Commerce and Industry (GCCI):

Gujranwala chamber of commerce & industry (GCCI) established in 1978, has total
membership of more than 5000 industrial units. Based on the survey conducted, it is
observed that 32% industries are registered only with GCCI whereas 56% industries are
registered with both GCCI and association. GCCI role includes provision of services as per
following:
► To form a code of practice to simplify and facilitate transactions of business and to

frame bye-laws; rules and regulations for the officers of the Chamber to carry out
various objects of the Chamber.
► To draw, accept, endorse cheque, bills, hundies, notes or other negotiable instruments
and to invest in or operate the accounts of the Chamber with any Bank or Bankers.
► Promoting and protecting the economic interest of the country is general and of those
engaged in trade, commerce and industry in Gujranwala in particular.
► To collect and circulate statistics and other information relating to the commercial,
industrial, agricultural and financial interest of the businessmen and industrialists.
► To communicate with the Chambers of Commerce & Industry or public bodies within or
outside Pakistan and to concert and promote measures for the protection of trade,
commerce and manufacturers and the labor engaged therein and to remove mutual
hardships.

b) Small and Medium Enterprise Development Authority (SMEDA):

SMEDA was established in 1998 in order to face the challenges being faced by the Small
and Medium Enterprises. In Gujranwala, SMEDA has RBC (Regional business coordinator)
which is providing services to the all of the industries for the purpose of development of
businesses.
Small and Medium Enterprise Development Authority (SMEDA) is mainly providing

following services to all of the industries:
► Training services
► Financial services
► Legal services
► Services of business development and policy planning.
c) Trade Development Authority of Pakistan (TDAP):

Trade Development Authority of Pakistan was set up in 2006 by the Government. TDAP is
the successor organization to the Export Promotion Bureau (EPB) and is mandated to have
a holistic view of global trade development rather than only the ‘export promotion’
perspective of its predecessor. TDAP participates in 60-80 international trade delegations
annually and send 20-40 trade delegations abroad every year. TDAP is engaged in
Pakistan engaged in promotion and boosting of country's exports by conducting fairs and
exhibition and seminars/conferences and creating export facilitation committee for
exporters.

TDAP’s functions and mandates are as follows:
► To encourage and train new exporters.

► To develop a consistent, sustainable and result oriented, holistic export development
plan, outlining vision, objectives, strategies and plan as approved by the Board.
► To encourage and promote research in trade and policy related studies that may
facilitate in formulating an effective export policy and plans
► To provide advisory support to stakeholders.
► To liaise with trade bodies abroad.
► To plan, organize exhibitions, delegations to and from Pakistan.
► To plan and organize local, international and inter-provincial export promotional
conferences, workshops, seminars.
d) Light Engineering Service Center (TEVTA), Gujranwala

Light Engineering service center, Gujranwala was established in 1965, it came
under the umbrella of TEVTA in 1999. Light engineering service center is
providing support to the emerging needs of the industry. LESC was established with
following objectives:

e) Gujranwala Tools, Dies and Molds Centre:

GTDMC (Gujranwala Tools, Dies and Molds Centre) is a modern; State-of-the-Art Common
Facility Centre (CFC) established under section 42 of the companies ordinance 1984
Ministry of Industries and Production of Government of Pakistan, it is a public-private
partnership, owned by the Government of Pakistan and run by the Private sector. GTDMC
is located at Gujranwala for the vibrant industrial clusters in and around Gujranwala,
Gujrat, Sialkot, Daska and Wazirabad. The objective is to provide the Gujranwala and
neighboring industries the access to most modern machines available today. In addition,
Dies and Moulds design and technical assistance is also available while training on modern
technologies/machines would be provided in future.
The aim of the Centre is to enable the local industry to assist the local industry in
producing high quality production tooling benefiting in terms of direct foreign exchange
savings and to enable the local industry producing TDM based finished products meeting
international quality standards.

3.1. Raw Material:

Variety of materials are used in the manufacturing of domestic and electrical appliances e.g.
metal sheets, aluminum, winding papers, wires, rotor stator, plastic, different chemicals and
spare parts, etc. Raw material constitutes 30% of total price of domestic electrical
appliances.
Metal is a primary material used in domestic electrical appliances. Metal scrap is imported
from different countries for casting purposes. Imported metal sheets and plastic is also
imported from different countries. Spare parts including evaporator, condenser, compressor
and ball bearings are generally imported from China. Other than these materials, numerous

chemicals required for the electroplating/coloring and polishing purposes are also
conveniently acquired from the local market.
Local and imported raw material can be procured from local market on cash and credit basis.
Predominantly, most of the importers of the raw material are based in Lahore, Gujranwala
and Karachi who import the material from several countries. Quality of the locally produced
raw material is average and inconsistent.
China has vast source of locally produced raw material which allows the Chinese industry to
use raw material at cheap and consistent prices. On the contrary, manufacturers of domestic
electrical appliances in Pakistan, have to import materials from international market which
results increase in its input cost due to heavy import duties.
3.2. Processing
Machining process represents 45% of the total cost of the domestic electrical appliances
product. All of the units in cluster has in-house expertise to select and procure equipment
from the market. Moreover, a large number of manufacturers of domestic electrical
appliances have their own machining facility, while some of the units outsource few of their
production activities.
After procurement of raw material, first process is melting the metal and pouring the molten
metal in the molds and then power cutting presses and stepping presses are used to shape
the products according to the required size and specification. After this, manual and
automatic machines are being used for the winding of wires. Winded copper is then varnished
and baked in the oven for drying in order to avoid short circuits. Grinding, Drilling machines,
Welding etc. are used to shape the products in its final form and then various parts are
assembled. For grinding purpose, either cylindrical grinding machine or lathe machine is
used. Finished products are then tested against the standards. After all the processes,
finished products are painted, either using powder coating (advance method) or enameling
(traditional method) and after that painted finished goods are packed into the boxes.
Casting and fabrication process in the manufacturing of domestic electrical appliances are of
prime importance and energy losses in these two processes are quite high. One of the
prominent concern in machining process is unavailability of energy, low productivity and
energy inefficiency of the machines owing to old technology.
3.3. Labor:
Labor is an imperative factor contributing ample part towards any industry, as industrial
sector contributes over 20% of the total employment in the country. Skilled labor is required
for manufacturing of these products in large ratio, however, semi-skilled and unskilled labor
are also playing their part in small ratio in the production of these products.
Labor cost constitutes 17% of the total cost of the domestic electrical appliances. Semi-
skilled and unskilled labor is available in abundance in Gujranwala. However, large
entrepreneur faces difficulty in finding skilled labor due to unavailability of training facilities.
Manufacturers cannot utilize unskilled workforce as an alternative to skilled workforce
because quality of unskilled workforce is not up to mark due to low education and training of
the workforce.

This cluster is experiencing serious issue in retaining existing labor. New generation is also
not attracted towards this industry due to unsatisfactory working environment. There is also
no custom to follow the safety standards during the production. This situation increases the
bargaining power of existing labor and they are demanding higher wages that ultimately
affects the cost of domestic electrical appliances products.
3.4. Sales and Marketing

Manufacturer’s margin on sale price of the domestic electrical appliances products which
includes selling costs represent 8% of the total cost of the product. Majority of the units are
marketing their products only through distributing brochures. Most of the units are selling
their products through retailers and distributors while remaining units sell their products
using a mix of electronic, print and social media.
Numerous manufacturers are selling their products to international customers through

export agents while only few of the units are exporting directly to the customers.

4. Understanding Effects of China-Pakistan Economic Corridor (CPEC) on Local

Industry
Several projects under China-Pakistan Economic
Corridor are in process currently. The corridor has
long lasting effects on the economic development
of Pakistan, especially industrial sector of
Pakistan. To provide readers a holistic view about
the opportunities and challenges emanating from
CPEC for industrial sector, this section has been
included in this study.
Brief Introduction
The China–Pakistan Economic Corridor (CPEC) is
an ongoing development megaproject, initiated in
2013, which aims to connect Gwadar Port in
south-western Pakistan to China’s north-western
autonomous region of Xinjiang, via a network of
highways, railways and pipelines to transport oil
and gas. Further, The plan is involved in laying the
foundation for regional cooperation, improving
economic growth, development of Gwadar port, investing in transporting, mining,
telecommunication, industrial parks, offering trade diversifications and creating political
flexibility. The plan has a vision with world-changing implications, an explanatory plan that
would unite much of Asia, Europe, Africa, Oceania and the Middle East much more closely
together through a patchwork of diplomacy, new infrastructure and free trade zones.
Investments and Projects
In persistence of CPEC, Pakistan and China signed an agreement to commence work on the
estimated $45.6 billion agreement, highest foreign direct investment after 9/11. Out of
$45.6 billion, $33.8 billion and $11.8 billion were embarked for energy and infrastructure
sector respectively. It is also estimated that $11.6bn will be invested in Khyber Pakhtunkhwa,
$11.5bn in Sindh, $7.1bn in Baluchistan and $6.9bn in Punjab, out of total $33.8 billion
embarked for energy sector.
Opportunities and Impacts
As a large portion of CPEC is reserved for power
projects to reduce demand-supply gap in energy-
starved Pakistan. Further as part of CPEC,
industrial estate/special economic zone fortified
with all basic infrastructure facilities i.e.
electricity, gas, roads, sewerage system,
emergency services etc. is developed in each
province of Pakistan. China has also plan to shift
technological and scientific knowledge to Pakistan
by establishing technical institutes in Pakistan
resulting in supply of trained and skilled labor.
The supply of uninterrupted energy, easy excess
to markets, infrastructural development, and
establishment of industrial zone and availability of skilled labor provide growing and
investment opportunity to local and international investors and also attract foreign direct
investments. It also provides opportunity to local industry especially SMEs’ to get access to
international markets for their products or to procure raw material at low rates. The above
stated facts also help the industry especially SMEs’ to reduce the cost of production resulting
in export potential at competitive prices.

The investment is believed to augment the growth and income levels, which should help
improve feasibility of expansions, expand margins and accelerate earnings growth.
Consumers stocks would also benefit from the higher demand and income levels.
CPEC results in employment, revenue generation and
technological advancement that ultimately lead to development of
local industry especially for SMEs. It is estimated that proposed
investment portfolio will add 2 to 2.5% in country’s economic
development growth.
Despite the pros of the CPEC, we also need to examine the
possible long run challenges on local industrial sector, especially
small and medium sized manufacturers , due to increase in global
competition. The competition will primarily emanate from introduction of cheap Chinese
products in local market and gulf countries where lower transportation cost will be an added
competitive advantage to China. Smuggling of Chinese products will also be encouraged by
said project. It is estimated that imports from china will be increased by 33% on completion
of CPEC. Steel, cement, agriculture, electronic appliances and fertilizer industry, especially
SME’s, will be most affected industry due to increase in import of Chinese products.
CPEC – The Way Forward for Industrial Sector
Government, in alliance with all stakeholders including political and business community ,
universities and local people, should develop a strategy after conducting an in depth
homework to capitalize all benefits associated with CPEC and to overcome threats arising
from Chinese products, as earlier discussed.
Government institutions can help prepare industries for CPEC. In this regard, areas of
attentions are briefly discussed hereunder:
► Provide guidance to industries about the possible challenges to industrial sector
► Provide assistance to industry for improving advancement of technology
► Provide technical and financial support to SMEs’ to access capital market
► Create strong linkages between academia for research and global competitiveness as
well as on collaborations with both domestic and international markets.
► Provide financial support to ensure sustainability of SME’s
► Initiation of government programs to encourage private-sector collaborations
► Provide business development services to SMEs’ to manage their growth
► Issue prudential regulations and guidelines for the creation of venture capital and
private equity fund.
► Take steps to reduce reliance on imports.
► Provides ground for academia and opinion makers to share their concerns, doubts, and
analysis, useful to achieve ultimate objectives of project.
Thus CPEC is indeed a great ‘game changer’ which should complete its short term goals but for
long-term trade goals, Pakistan shall really have to exploit opportunities from this corridor at full
potential and also save interests of existing industries through their capacity building.

5. The World Trade Organization

The World Trade Organization (WTO) intends to supervise and liberalize international trade.
WTO was established on January 1, 1995 under the Marrakech Agreement, replacing the
General Agreement on Tariffs and Trade (GATT). The basic objective of WTO is to create a
liberal and open trading system for member countries where these countries can trade with
each other without any trade barriers. It tries to provide market access to countries for their
products and services and promotes friendly investment policies by eliminating trade
distortions between countries, trimming down tariff and non-tariff barriers, removing quotas
and abolishing subsidies in a phased manner.
It also has rules that protect local businesses and industry from foreign goods and services
using unfair practices like dumping or transfer pricing mechanisms. WTO has rules to address
quality issues, labor standards, environmental aspects, government regulation, and legal
frameworks.
Currently 162 countries are member of WTO
and it overseas 60 agreements related to Awareness of industry
trade liberalization. Few of the most discussed regarding WTO
agreements are “Agreement on Agriculture
(AOA), General Agreement on Trade in 88%

We have carried out 327 surveys in 12

revealed that only 12% of industry was aware
of the WTO regime.
Impacts of WTO agreements on industry of Pakistan are descried below.
► WTO liberalize international trade by removing tariff and non-tariff trade barriers,
Pakistani industry will have access to major markets of developed countries and
products of Pakistani industry can be competitive due to lower trade barriers and
duties in those markets.
► Government will not be able to protect local industry by imposing higher tariffs to the
imported goods.
► Industry can achieve economies of scale through increased production as industry will
have access to additional international markets.
► Local industry will be able to import quality raw material from developed countries at
cheaper rates which will result in decreased production costs and enhance quality.
► Trade liberalization encourages competition as international products with better
quality will have access to Pakistani markets with lower trade barriers and tariffs.
However, increase competition may threaten the survival of local manufacturers.
WTO agreements will have both positive and negative impact on the local industry. Industries
should be provided awareness about WTO regime and how to prepare for upcoming challenges.

6. Detailed Issues, Recommendations and Action Plan

The issues and impediments have been identified through the analysis of secondary and
primary data collected through the meetings with the stakeholders including Associations
and industrial surveys in the cluster, and are provided in the subsequent section. Readers are
encouraged to go through all issues and recommendations to comprehend the relationship
between all issues and recommendations and thus to have a holistic view of the issues in
hand.
The following cluster issues and impediments were observed during the discussion with the
association as well as meeting with entrepreneurs in the cluster.
6.1. Outdated Technology:

a) Issues
One of the major issues faced by the cluster is outdated technology. Medium and small
organizations are using primitive machines and hand tools whereas only few large players
are using upgraded technology.
On the other hand, technology used in India and Taiwan is far ahead in quality of work
produced, energy & time efficiency. Internationally laser and Computerized Numerical
Control(CNC) machines are being used which are producing quality dies and products in
short period of time whereas manual technology and techniques are being used for die
making in the cluster which are more time consuming.
For cutting purposes, SME are using locally manufactured power cutting presses which
produce force of 10 to 25 tons for cutting instead of stepping presses with the force of
more than 70 tons. Power cutting presses are inefficient in production and more time
consuming.
Due to outdated techniques and technologies used in casting and fabrication processes,
energy losses and material wastages are very high in cluster. Survey results shows that
► More than 80% of the industry is using locally manufactured machines which are
unable to produce quality products and these are energy & time inefficient.
► Further, 29% of the manufacturers are not satisfied with the current technology being
used in the cluster
b) Recommendations
It is suggested that outdated machineries should be replaced by latest and energy efficient
machines and Government should provide support to this cluster in arranging latest
imported technology which are energy and productively efficient. Government should also
support the machinery manufacturers to develop the technology similar to the imported
machineries through reverse engineering. Furthermore, Machinery leasing should be
introduced to allow small and medium players to benefit from the latest technology.
Replacement of existing machines with CNC, gravity casting machines and stepping
presses will allow the manufactures to overcome energy and material losses.

Further, it is important that at least three techno-economic studies shall be carried out by
PSIC through a third party to examine the impact of refurbishment of technology
especially in context of product diversification, Energy efficiency and time efficiency, etc.
The results of such studies should be discussed and shared with all the stakeholders for
their acceptability and applicability in the remaining units in the cluster.
Government can support energy audits which will identify the power savings and also
calculate the payback time. This will provide incentive for the investment in the energy
efficient machines by the industry.
For keeping the industries upgraded with latest available technologies, Trade Development
Authority Pakistan (TDAP) should make arrangements for the participation of the main
cluster actors in the international exhibitions at a subsidized cost.
6.2. Imports from China

a) Issues
Low price and better designed products from the china are posing major threat to the
Gujranwala domestic electrical appliances industry. This sector is flourishing and demand
for these products is increasing day by day. However, local manufacturers are unable to
cater the demand of the consumers due to insufficient production capacity, outdated
technology, energy crises and old designs. As per survey, 45% of the industry is working
less than 300 days in a year. On the contrary, China has huge installed capacity to meet
the local and international demand and manufacturers in china are also utilizing benefits of
supply chain efficiencies and economies of scale to keep costs low and margins high.
Consumer preference is also changing towards the Chinese products due to better
designs, quality and low costs.
b) Recommendations
Technology used in the cluster should be improved with increased production capacity to
produce quality product at lower rates by utilizing economies of scale to fulfill the local
demand .
Training institutes should offer courses relevant to designing to improve the designs of the
products. Further seminars should be conducted to aware the manufacturers to invest in
designs.
Energy issues must be resolved to ensure timely production of products to meet the
consumer demands of local market.
PSQCA should enforce strict compliance with particulars safety and performance
standards for the imported products. Further federal excise duties should be imposed on
Chinese imports to make the local products competitive in local market.
6.3. Issues related to labor

a) Issues
Manpower is available in Gujranwala but skill level in most of the labor is not up to the
required standards. As per survey, 43% of the manufacturers have expressed that it is
difficult to find labor related to domestic electrical appliances. Further 23.5% of the
industry responded that existing labor is not trained. Retention of labor is also creating
problems for the manufacturers as 35.3% highlighted that retention of labor as one of the
major issues of the industry.

are not adequate as labor have to switch different vehicles to reach work place.

b) Recommendations
Training institutes operating in industry should create awareness in the public by arranging
seminars and proper marketing to highlight the benefits of the certified training.
Training institutes in the cluster should play active part and introduce courses with
consultation of the domestic electrical appliances industry. Both industry and the institutes
should work in collaboration with each other. Internship programs and job placements in
collaboration with industry should be ensured to attract new workforce towards domestic
electrical appliances industry.
Production process should be mechanized to avoid shortage of labor in seasonal demand

as less labor is required for the handling CNC machines as compare to manual processes.

Proper facilities of transport should be provided to labor to ensure the improvement in

satisfaction level of labor. Health and safety standards should be properly defined and its
compliance should be compulsory to avoid any unwanted incidents.
6.4. Issues pertaining to Raw Material

a) Issues
Major raw material used in industry is scrap
metal and metal sheets. Major source of these
sheets was Pakistan steel mill. Currently
Pakistan steel mill is not operational which has
created shortage of these sheets. Other sources
present in Pakistan are unable to provide
consistent supply and quality raw material to the
industry. To fulfill the manufacturing needs
industry has been using imported sheets which
are expensive in prices due to heavy duties on
metal sheets and profit margins of the importers. Custom tariff on different type of sheets
is up to 20% and regulatory duty applicable is up to 12.5% on different Fluctuation in raw
material prices is also one the issues faced by the industry. These issues results in high
cost of manufacturing and thin profits.
b) Recommendations
Pakistan steel mill should be made functional to cater the manufacturing needs as Pakistan
steel mill was the largest producers of metal and steel products in Pakistan, or
Government can invest in other private companies to enhance their production capacity.
Import duties on metal sheets should be lowered to allow the manufacturers to buy sheets
at lower prices which will help to become competitive in international market.
Government can setup a regulated material storage bank. Where local raw material and
imports can be stored for the consistent supply to the industry at a consistent rate. This
can be set up under the strict surveillance of the association.
6.5. Quality related issues

a) Issues
No standard is being followed by the domestic electrical appliances cluster. Testing
facilities are available in the cluster but due to unawareness of the quality standards
manufacturers does not utilize testing facilities which result in inconsistent quality of
products. Most of the industry is un-aware of MEPS and star rating standards which helps
the industry to produce energy efficient and quality products.
Reasons behind the lack of quality in products are:
► Poor quality of locally manufactured metal sheets

► Substandard parts are used as preference for buyer is cost
► Lack of awareness about national and international standards,
► No inclination to go for standardization or labeling regime

► Lack of support from relevant institutes in obtaining quality standards compliance

certificate.
Based on the survey, about 58% of the units

get ISO certification. Only 7% of the industry
in the cluster has some sort of accreditation.
b) Recommendations Iso Certified Not Certified

PSIC and other Government bodies should
conduct workshops and seminars to create awareness in the cluster about MEPS, star
ratings and ISO certification. They should also ensure that industry is following the
standards. Companies following the standards must be provided benefits and incentives to
encourage other companies to obtain certifications.
There is need to establish the stipulated standards for every stage of the production
process and there should be proper inspection at every stage of the process in order to
ensure good quality of products.
6.6. Low Export Volume

a) Issues
Almost 23% of the industry is involved in exporting their products. Most of the export was
to Middle East, Africa, Afghanistan and Bangladesh. Due to the inferior quality product of
the cluster, it cannot be exported to the developed countries. To deteriorate the situation
further, China has entered the low cost market with a higher quality product at the
cheaper rate. These markets are now taken over by the Chinese products.
Currently there is no marketing channel being utilized as current exports are depended on
personal contacts and visits to the exporting countries, further exhibitions are not being
arranged and government bodies are unable to support the cluster to explore international
markets. Tax rebate is also not being allowed which makes the end product uncompetitive
in international market.
Due to energy unavailability manufacturers are unable to meet the deadlines of delivering
orders which results in poor relationship with the customers internationally.
b) Recommendations
Workshops regarding benefits of standards should be arranged to encourage
manufacturers to follow quality standards.
Trainings and workshops are required at cluster level to train the manufacturers regarding
access to international markets and exhibitions should be arranged by TDAP and
Gujranwala chamber of commerce & industries. Foreign delegates should also be invited to
promote the products of domestic electrical appliances of Gujranwala. Tax rebates should
be allowed on exports to encourage the cluster to export domestic electrical appliances
products.

6.7. Infrastructural issues

a) Issue
There is no environmental management system either in the SIE or in the industries out of
the SIE. There are no treatment/recycling facilities at industry or estate level. Electricity
and gas supply are not given satisfactory rating during the survey as disruption in supply
of energy is experienced frequently and further, unannounced load shedding has also hurt
the productivity. Similarly, more than 50% of the manufacturers are also not satisfied with
water supply.
Further, the disposal of industrial effluent is discharged to the water bodies without
treatment creating unhealthy environment in the area, and damaging the underground
water quality. We did not observe any solid waste disposal site in the area.

b) Recommendations
To improve the infrastructure, following should be given priority attention:
 Sewerage, drainage and water supply system should be improved. Plan for
continuous repair and upgrade infrastructure facilities should be devised.
 Unavoidable load shedding, after giving priority to provision of electricity and gas
to industry, should be scheduled and announced.
 The industries in association with the provincial government should develop a plan
for the setting up of treatment plant as well as solid waste disposal site. Water
supply system should also be improved and consistent supply of water should be
made possible to the units.
PSIC with the help of association can conduct awareness program to understand the
impact of the poisonous discharge. This should also need to take into the account the cost
incurred and the potential benefits in terms of exports to the industry.
6.8. Ineffective support institutions

a) Issues
Support institutions play major role in the development of the industry. Institutions
operating in the cluster are unable to facilitate manufacturer due to ineffective
communication between manufacturers and institutions. As per survey, 72% of the
industries in domestic electrical appliances cluster are not satisfied with the support

provided by Government or Semi-government organizations especially SMEDA, PSIC, and

TDAP.

steps to resolve the issues highlighted by the industry. Further, association should play
active role to create an effective linkage between manufacturers and GCCI.
6.9. Research & Development

a) Issues
Domestic electrical appliances products are offering different and multiple features.
Features and consumer preferences are changing very quickly which requires continuous
Innovation and R&D on new product features and designs.
There is no research and development, hence, innovation in domestic electrical appliances

is low. Pakistan is far behind in research and development almost in every industry, not
only from the developed country but also from its competitive countries e.g. India is
contributing 0.82% of its GDP in R & D funding while Pakistan is contributing only 0.29% of
its GDP in R & D funding.
Since there is no research and development center, that’s why cluster is facing serious
issue in introducing new features and designs of the products.

b) Recommendations
CDFC must be equipped enough to cater for all these requirements of the industry as a one
stop solution. PSIC needs to take this initiative for the robust growth of the cluster.
Following should be the functions of CDFC related to R & D.
► Research on development of new features of the products

► Integrations between different features of the products
► Information and research center for new technology and market trends
Industry should be provided awareness sessions about the facilities of the product design
and development and the benefits that can be obtained from these services.
Introduction of new features and designs will result in expansion of market of domestic
electrical appliance products produced by this industry. Ministry of Science and
Technology should come up with projects that contribute to economic growth, in terms of
innovation in the products of various industries all over the country.
6.10. Energy Issues

a) Issues
Energy crises is one of the major issue in the country that has hurt the industry more than
anything. Energy and industry are inextricably linked as more than 40% of the energy in
Pakistan is used up by the industrial sector. Present energy crises in Pakistan has resulted
in sluggish industrial growth as existing energy sources are unable to meet industrial
energy demands. Almost every process run through machine either require electricity or
gas. Electricity and gas is not supplied continuously to this industry and because of the
disruption in supply of energy, life of the machines used in the production process has
reduced and quality of the products has compromised. Based on the survey, 22% of the
units have indicated that electricity is the major issue they faced while running the
machines and further 55% of respondents are not satisfied with the electricity facility.
As per survey, 45% of the manufacturers are not satisfied with the Gas Supply.
Manufacturers faces issues regarding gas supply in winter season. Supply of electricity to
the units, in summer is also reduced to great extent. Lack of production during this time in
the local industry allowed the import of Chinese products.
b) Recommendations
Import of LNG from Qatar will increase the gas supply in the country and hence,
Government can ensure the consistent supply of gas to the Domestic electrical appliances
industry.

Gas supply with proper pressure needs to be assured to the manufacturers. Government
should ensure that units are receiving the supply of electricity on schedule throughout the
year and custom of unannounced load shedding of electricity should be avoided.
Easy financing facility should be provided to manufacturers to arrange alternative energy

sources, further import duties on imported generator should be relaxed to ensure
availability to manufacturers at cheaper prices.

In the Domestic Electrical Appliances cluster at Gujranwala there is an ample scope for strategic
interventions in certain key areas as described here under:
Technological Up-gradation:
Machines and techniques used in the cluster are outdated. Internationally, industries has upgraded
the latest technologies and CNC machines which are less labor intensive, high energy & quality
efficient. It is proposed that government and related institutions should facilitate the manufacturers
in upgrading their technology by providing required technical information and easy financing.
Following are the activities proposed for technological up gradation:

► Participation of manufacturers in exhibition related to latest technologies by TDAP

Imported products from china are posing threat to local market as china is producing low cost
quality products whereas products being produced in Gujranwala lack proper quality are also
uncompetitive in terms of cost. Following are the activities proposed to resolve this issues:

Skills Development:
One of the major impediment in the growth of domestic electrical appliances cluster is lack of
technical knowledge in labor and lack of interest of new labor towards domestic electrical
appliances industry. To improve the skillset in the labor of the industry, following are the steps that
should be taken by the training institutes with collaboration of cluster manufacturers:
► Awareness programs to highlight the importance of technical background for better skillset
► Introduction of short and long term courses with consultation of industry
► Collaboration with units in the cluster regarding on job training of student
► Training of labor on CNC and latest machines
► Ensure compliance with labor laws for improved working and safety conditions
Raw material:

Metal sheets are being imported due to unavailability of metal sheet in Pakistan. Imported metal
sheets are expensive because of heavy duties and high profits margins by importers. Following are
the steps recommends to manage issue related to raw material:

► Material storage bank should be setup to ensure availability of raw material at constant price
Quality Improvement:
Manufacturers in the cluster are unaware of the quality standards and their benefits. The products
manufactured in the cluster need appropriate technical inspection and quality control system at
every stage of production. The system of quality plan can be developed so that the products are
produced as per desired technical specifications. Introduction of the latest machinery will help in
achieving better quality.
This will ensure the competitiveness of cluster nationally and internationally. Proposed activities
