Its the declared objective to increase the level of knowledge of the dangers and risks which arise from chemicals. Here, companies are given more responsibilty for the safe handling of thelr products. Although fasteners are In principle included as articles by the REACH regulation, most fall under exemptions and are thus exempt from the registration requirement. ‘According to Article 3 of the REACH regulation fasteners are articles. Articles are objects whose function is defined nat by its chemical composition (e.g. by the metal components in the alloy, but by their external shape However, according to Article 7, Section 1 ofthe REACH regulation articles are only subject to substances that are Intended to be released. Ths Is however, not the case for fasteners, Even fasteners with corrosion protection coatings, which thus have a sacrificial coating, l.e. a coating which Is sacrificed to protect the component part, is not subject to having to be registered. This fs because the protective layer is not released as such, but only certain feaction products. What Is relevant is the exemption under Article 2, Paragraph 7 (b) REACH regulation in conjunction with Annex V, Section 3 of the REACH regulation. According to this, substances whieh result from a chemical reaction occuring upon end use of other Substances, mixtures or articles and which are not themselves manufactured, Imported or placed on the market, are exempted from the obligation to register. This must be checked accordingly in each individual case. The statements above do not apply to chemicaltechnical products (e.g. aerosols, adhesives and sealants).
