UK Trade & Investment, Global Infrastructure and Cross‐sector Projects Team invites UK companies to take
part in an Urban Regeneration Mission being organised in partnership with the UK India Business Council to
India visiting Kolkata, Mumbai and Bhopal from 28 November to 2 December 2011.
Background
India is expected to increase its investment in urban infrastructure from 0.7% of GDP in 2011‐2012 to 1.1% by
2031‐32. This mission offers delegates a unique opportunity to identify project opportunities from the
regeneration plans. Delegates will be able to engage with businesses and procuring organisations, and present
knowledge and expertise direct to key officials from the municipal and state government departments.
There will be round table discussions, networking events, seminars and site visits.
Opportunities for UK companies within any regeneration plan are likely to include:
• Sustainable Construction process, products and techniques
• Master Planning and Design, architectural services and transport planning
• Green Building design and construction
• Energy and water saving technologies
• Waste Water and Solid Waste Treatment
• Low‐carbon technologies
• Air quality and air pollution reduction and control

The Market
During David Cameron’s meetings last July with Indian Prime Minister Dr Manmohan Singh, infrastructure
was identified as one of the six priority areas to be the focus of efforts to increase trade and investment.
The infrastructure sector, which India is rapidly scaling up to sustain its economic growth, holds huge
potential for UK businesses. The Indian government is projecting investment of £600 billion over the next
few years, with major investment planned in urban infrastructure and regeneration projects from water
supply, sewerage, waste management and urban transport systems to low cost affordable housing.
India’s rapid urbanisation (the urban population is expected to reach 600 million by 2031) puts huge
demands on all cities. Recognising the strong link between the economic performance of cities and GDP
growth, the Indian government launched the Jawaharlal National Urban Renewal Mission (JNNURM) in 2005,
to encourage reform and fast track planned development of 65 cities, and it now plans to launch a new
improved JNNURM that is accessible to all towns and cities across India.
The UK has learnt from the revitalisation of its aging inner cities, and has a global reputation as a source of
world class expertise and capability in the design and construction of infrastructure. Given the demands that
rapid urbanisation places on infrastructure, this embedded knowledge can usefully be shared across India’s
expanding cities.
Kamal Nath, Minister of Urban Development, is keen to attract greater participation from UK companies in
building India’s infrastructure. Responding to this invitation, the UK India Business Council and UKTI has
formed a high level working group “The UK India Urban regeneration Group” comprising UK companies such
as Arup, Benoy, JCB, KPMG, Mott MacDonald, to explore how best to access opportunities, identify the
relevant UK capability, and then develop regeneration or development plans and projects in partnership with
these cities. This work is underpinned by UKTI’s High Value Opportunities programme, set up to provide
enhanced, focused support for UK business seeking to compete for and win projects from major business.
In Kolkata, following the landmark State elections in West Bengal in May 2011, the new government in this
important state of 91 million people has signalled a determination to drive economic growth forward with
urban regeneration and renewal at the heart of its policies. The new administration is keen to access the
UK’s experience and expertise for various projects such as:
• Waterfronts
• Markets
• Parks
• Retail
• Tourism‐led regeneration
Mumbai, the commercial capital of India, possibly represents the biggest Urban Regeneration opportunity in
India with its pre‐1940 dilapidated building clusters, changes in economic activities (from textile and
manufacturing hub to growth in financial and service industry) and its aspiration to be a global city. McKinsey
prepared Vision 2020 for the city highlights a need for spending of US$ 40 billion over next 10 years in
improving urban infrastructure and public service delivery. Potential projects include:
• Dharavi Regeneration Project for the Asia’s largest slum
• Mumbai Port area/Waterfront development
• Textile mill area redevelopment
• Bhendi Bazaar Cluster Development Project
• 140 km Virar‐Alibaug corridor development
• MMRDA’s (the regional development agency) ambitious Mumbai Makeover Project that
encompassing a number of Urban Infrastructure projects

Bhopal offers regeneration opportunities for UK companies, especially in areas such as conservation
and tourism‐led regeneration, industrial suburb regeneration and most importantly regeneration of
the areas affected by the Union Carbide disaster. It is understood that the city is actively looking at
regeneration expertise. For example a recent workshop looked at the practical challenges in
rehabilitation of the former Union Carbide factory site specifically from the design, urban
regeneration and heritage management perspectives.
