DISCUSSION

The community corrections program avoid exposing offender to jail and prison condition
that may be unsafe and at times maybe violent. Community based correction as
alternative to prison claimed to be more effective in reducing recidivism than traditional
prisons, to be cheaper than prison, and reduce overcrowding in prisons and jail.
Recidivism rates of community corrections are lower than those of the prison inmates,
community corrections serve as a true alternative to prison in some instances and more
often widens the net and increases the states control aver criminal offender. Offenders
live at home, and in the small number of residential programs where the offender lives
at the facility, they help subsidize the cost of living. Finally, community corrections
programs avoid exposing offenders to jail and prison conditions that may be unsafe and
at times even violent. Some people might be helped more in other ways. For example,
community sentences can be beneficial for those needing medical attention, such as
terminally ill, physically disabled, or elderly offenders, who may be better suited for a
sentence within their own residence. Other offenders such as developmentally disabled
or mentally ill individuals experience higher rates of victimization in prison and may be
appropriately placed and treated elsewhere. An institutional environment is not for
everyone, and may cause more harm than good .

1. Probation was first introduced in the Philippines during the American colonial period
(1898-1948) with the enactment of Act no. 4221 of the Philippine legislative on August
7, 1935.

2. His pioneering efforts to campaign for more lenient sentences for convicted criminals
based on their background.

3. The startup of the probation system in the Philippine in 1976-1977 was a massive
undertaking during which all judges and prosecutor nationwide were trained in probation
method and procedures; administrative and procedural manuals were developed;
probation officers were organized throughout the country. Fifteen selected probation
officers were sent to the United States for orientation and training in probation
administration.
