I. Summary

Generally, the report is all about the strategic plan to leverage Science,

Technology and Innovations in the Philippines. Considering the problems and

challenges the country battles in advancing STI, this chapter of the Philippine

Development Plan 2017-2022 tackles distinct actions to take so that these challenges

will be addressed and eradicate therefore achieving their goal.

Accomplishments of the country in the aspect of STI was laid. In terms of

Intellectual Property Rights culture, the country was able to beat its top 34 percent

target as it reached the top 33 percentage percentile rank in the World Intellectual

Property Organization based on the Knowledge and Technology Outputs Index in 2017.

However, it fell short from the 33 and 594 new Filipino patents and new Filipino utility

model’s registration target to 19 and 455 establishment of the two forenamed aspect.

Enrollees of STEM courses in higher education institution reached 1.27 million higher

than the target of one million enrollees for 2017.

Through the subsector outcomes tracked by STI utilization, the report was

divided into four parts, (mentioned in part II). Difficulty in commercialization of the

outputs of innovation activities to the mainstream market and to the public remained as

a challenge in the first subsector. Many innovation outputs lie dormant and

underutilized. There were also low information dissemination activities. To address

these problems, the National Economic and Development Authority recommended

strategy of pursuing more promotions and advocacy activities by organizing activities

which feature innovation activities and government outputs. Regarding the second
