Steps of Community Organizing
• 1: Integrate into community
• 2: Identify issue impacting community
• 3: Set goals and objectives
• 4: Identify individuals and create core group
• 5: Create action plan to meet goals
Remember, you are working WITH, not for. Focus is on the social environment, not on
psychological problems. You do not provide counseling. Key tasks are as an ENABLER, and a
BROKER. Meaning you enable, help, empower, strengthen; or you act as a broker and connect
people to other services/groups. You bring people together. Help people reach a consensus.
Steps of Program Development
• 1: Conduct a Needs Assessment:

• 2: Establish the planning team/Create a task force
— Identify and build a team of key staff to be included in the planning, development,
and implementation process for the new program.
• 3. Define goals and objectives of the program based on results of needs assessment.
• 4. Develop an action plan and timeline for implementation.
• 5. Implement the action plan/logic model.

Steps of Program Evaluation
The Purpose of Program Evaluation is to determine the effectiveness of a program.
• 1: Engage stakeholders. What kind of data is most valuable to stakeholders?
• 2: Describe Program (use the logic model)
—Identify Goals
—Describe clients served, interventions, practice techniques, and structure
• 3: Collect Data (qualitative and quantitative)
—Define Outcomes to be Measured
— Measure Outcomes

• 1: Identify Goals of Program
— Speak with Executive Director and/or program staff.
• 2: Describe Characteristics of Organization
— Describe types of clients served by program, interventions and practice techniques
used, and organizational structure of agency and program.
• 3: Define Outcomes to be Measured
— Measure Outcomes using qualitative and quantitative data
— Report and Disseminate Findings

change/improvement
