I am directed to convey the sanction of the President of India for the payment of
amounting to Rs.35,94,93,826 (Rupees Thirty Five Crore Ninety Four Lakh Ninety-Three
Thousand Eight Hundred Twenty Six only) to the State Government of Gujarat'towards
implementaiion of the State Engagement Component of Pradhan lvlantri Kaushal Vikas Yojana
(2016-20) by GSDM for the yeat 2017-2018. The Funds for year 2017-20 and the corresponding
physical targets have been approved in-principle by MSDE as placed at "Annexure".

2. Ihe release of funds from MSDE is oiven in lhe below mentioned table:

3. The release is subjected to the following terms and conditions:

(i) Physical and financial targets for FY 2016-17 have been distributed among FY 2017-18,
20'18-19 and 20'19-20.
(ii) Fund disbursement by the implementation agency will follow the PMKVY scheme
guidelines and disbursement conditions included in the project explained in 'the
"Annexure",
(iii) Fund shall be utilized only for the purpose for which it is released.
(iv) Uiiiization Certificate in Form 19-A alongwith audited statements of accounts should 6e

Ministry of Skill Development & Entrepreneurship, Shivaji Stadium Annexe Building, Shaheed
Bhagat Singh Marg, New Dethi - 110001. On receipt of sanction letter, the principii Accounts
Officer may issue an advice to the Reserve Bank of lndia (Central Accounts Section), Nagpur for
affording credit to the balance of the State covernment. The principal Accounts Officir may
forward a copy of the advice to the Accountant General and Finance Department of the Stat;
Government along with a copy to the undersigned in the ftilinistry of Skill Development &
Entrepreneurship. State covernment shall send intimation regarding receipt of Grant_in_aid to

5. The accounts of the grantee institutions will be open to audit by the Comptroller and Auditor
General of India and the internal Audjt of the principal Accounts Office of the Mtntsrry.

6. Thjs is the iirst instalment and no UC is pending against the State pertainjng io State
Engagement Component under PMKVY (2016-20).

(GSDM) headed by a Mission Director (Shri D. K. Parekh)
GSDM has been setup to cafiyout activities of skill development,
monitoring, coordinating and convergence. The mission also acls as a
catalyst to sfengthen the skilling eco-system of Guja€t by monito ng the

c. The PAC has approved the following conditions for disbursement offunds along with the corresponding physical
rargels:
i. The State Skill Development l\4issions (SSDMS) will start training expeditiously after receiving the financial
sanction orders.
ii. |\4SDE will issue further sanction orders to the SSD[49 against the targets approved by lMinistry subject to
following:
. State will have to submit utilization certificate subject to spending 80% of the total funds sanctioned for
2017-18, and
. Achievement of 50% of physical targets fot the yeat 2017 -18.
SSDN4S should ensure strict adherence to the annual financial targets sanctioned to them and in no case
exceed 150% of targets allocated to them during the financial year and total cumulative under the pfoject,
whichever is lower.
The project has to strictly comply with guidelines for State Engagement under PMKVY (2016-20) read
together with PIMKVY guidelines (2016-20), guidellnes with respect to bEnding and communication and any
other PMKVY soheme guidelines.
v. Any deviation / non-compliance of instructions/guidelines shall ettect the further distfibution of fun;s. All
provisions of the schemes including amendments (issued from time to time) by |\4SDE have to be cofiplied
with.
