Performance Award Implementation
1, Background
In May 2018, the Department of the Interior and Local Government (DILG) and
the Dangerous Drugs Board (DDB) issued Joint Memorandum Circular No. 2018-01
entitled “Implementing Guidelines on the Functionality and Effectiveness of Local Anti-
Drug Abuse Councils.” Said JMC provides for the minimum standard for functionality and
effectiveness of local ADACs and sets the performance indicators of a functional ADAC as
measurement for effectiveness in support to the reduction of drug affectation.
Consequently, the Department issued Memorandum Circular No. 2018-159
entitled “Implementation of the 2017 Anti-Drug Abuse Councils (ADACs) Performance
Audit.” The performance audit aims to gather data on ADAC functionality and
effectiveness and to determine the highly functional ADACs nationwide.
‘The National ADAC Performance Award will be given to local government units
(LGUs) who achieved an adjectival rating of ideal (high functionality) based on the 2017
ADAC Performance Audit, The award will recognize the exemplary efforts of LGUs,
through their respective ADACs, in complementing the national government's efforts in
eradicating the country's illegal drug problem.
2. Scope and Coverage
This policy shall cover:
a. Bighty-one (81) provinces, one hundred forty-five (145) cities, and one
thousand four hundred eighty-nine (1,489) municipalities, which shall be
subjected to the ADAC Performance Audit;
b. All Regional and Sub-Regional DILG offices that are primarily involved in the
regional implementation of the ADAC Performance Audit;c. The ADAC-Project Management Office as the over-all lead in the
implementation of the ADAC Performance Audit and the National ADAC
Performance Award; and,
d. Other DILG-Central Office Bureaus / Services / Offices who shall provide the
necessary technical, administrative and/or logistical support.
3. Objectives
‘The National ADAC Performance Award accords recognition to provincial, city, or
municipal ADACs who have exceptionally performed their duties and responsibilities in
planning and implementing their respective anti-illegal drug programs, projects, and
activities.
Specifically, itaims to:
a. To institutionalize a system of recognition to ADACs for exemplary
jerformance;
‘o inspire LGUs and their respective ADACs to excel in the performance of
their duties and responsibilities; and,
c. To gather and acknowledge anti-illegal drug innovations and distinctive
programs implemented by LGUs.
b.
4. Rules of the Award
‘The National ADAC Performance Award shall be covered and governed by the
following issuances:
a. DILG-DDB JMC No. 2018-01 which provides for the performance indicators
and criteria in determining the level of functionality and effectiveness of local
ADACS;
b. DILG MC No. 2018-159 which provides for the audit procedure and the
creation of multi-level audit teams tasked to conduct validation and
calibration of results;
. ADAC Performance Audit Manual; and,
d. ADAC Performance Protocol.
‘The award is to be conferred to LGUs who achieved eighty five to one hundred
(85-100) points with an adjectival rating of ideal (high functionality) based on the 2017
ADAC Performance Audit.
The National ADAC Performance Award shall be conferred after the conduct of
the annual ADAC Performance Audit.
5. Award Categories and Prizes
Categories of the National ADAC Performance Award are as follows:Award Classification Functionality Points Adjectival Rating

a. Each Gold winner shall receive a Plaque of Commendation and a Cash Award.
b. Each Silver winner shall receive a Plaque of Commendation.

RESOLUTION AFFIRMING THE RESULT OF THE
2017 ANTI-DRUG ABUSE COUNCILS (ADACs) PERFORMANCE AUDIT,
PROVIDING FOR THE NECESSARY AWARDS MECHANISM AND OTHER PURPOSES
WHEREAS, the Department of the Interior and Local Government and the Dangerous Drugs
Board issued Joint Memorandum Circular No. 2018-01 entitled "Implementing Guidelines
on the Functionality and Effectiveness of Local Anti-Drug Abuse Councils” signed on May
21, 2018;
WHEREAS, said JMC provides for the guidelines on composition, duties and responsibilities
of ADACs at the provincial, city, municipal, and barangay level and sets the minimum
standards of functionality and effectiveness using a given set of indicators;
WHEREAS, to assess the functionality and effectiveness of local ADACs, the DILG issued
Memorandum Circular No. 2018-159 on September 14, 2018 which provides for the
guidelines for implementation of the 2017 Anti-Drug Abuse Council (ADACs) Performance
Audit;
WHEREAS, same Memorandum Circular also mandates the creation of the Anti-Drug Abuse
Council - National Audit Team (ADAC-NAT) tasked to conduct the national calibration and
corroborate the audit results presented by the Regional Offices;
WHEREAS, the ADAC-NAT, chaired by the Department of the Interior and Local
Government (DILG), is composed of national representatives from the Dangerous Drugs
Board (DDB), Philippine Drug Enforcement Agency (PDEA), Philippine National Police
(PNP), and the Diocese of Novaliches as civil society organization (CSO) representative;
WHEREAS, the ADAC-NAT convened to discuss and deliberate on the ADAC Performance
Audit results of the one thousand seven hundred fifteen (1,715) local government units
(LGUs) composed of provinces, cities, and municipalities;
WHEREAS, upon finalization of results, the ADAC-NAT have identified a total of two
hundred forty one (241) LGUs who have attained IDEAL functionality (85-100 points), out
of which twenty one (21) LGUs have acquired a perfect score;WHEREAS, the ADAC-NAT, tasked to plan and implement the awarding ceremonies and to
secure funding for the awards have decided to award ideal ADACs in recognition of their
exemplary efforts in the performance of their duties and complementing the national
government's anti-illegal drug programs;
NOW, THEREFORE, be it resolved, as it is hereby resolved, that:
1, The attached 2017 ADAC Performance Audit Results, which enumerates the local
government units and their respective functionality points and adjectival rating, is
considered final.
2. Local government units who are IDEAL-PERFECT and have garnered a perfect score
equivalent to 100 functionality points will be eligible to receive a Plaque of
Commendation and a corresponding cash incentive.
3. Local government units who are IDEAL and have garnered scores between 85-99
functionality points will be eligible to receive a Plaque of Commendation.
4, The Department of the Interior and Local Government, as Chairperson of the ADAC-
NAT, is hereby authorized and directed to issue the necessary Memorandum
Circular/s essential to the implementation of an awards and commendation system
specifically for this year’s audit results.
ADOPTED this 11 day of December, 2018 at Lancaster Hotel Manila, Shaw Boulevard,
Mandaluyong City, Metro Manila.
