In line with the above purpose, local inventory of cultural property is a compliance to RA 10066, that will serve the Philippine Registry of Cultural Property (PRECUP) as the registry ofall cultural property. 2.0 Purpose This Circular aims to enjoin all local government units to establish and maintain a local inventory of cultural property. 3.0 Definition of Terms i a, Cultural property - refers to all products of human creativity by which a people ana nata eal Celt aay Tact udlng aches oars ane other places of religious worship, schools and natural history specimens and sites, whether immovable, publi or privately-owiied, movable or and tangible or intangible. b. World Heritage Site - refers to properties inscribed by UNESCO on the World Heritage List. As of 2016, these include the Rice Terraces of the Philippine Cordilleras (Bangaan, Batad, Hungduan, Mayoyao and Nagacadan), Historic | Town of Vigan, Baroque Churches of the Phlippines (Paoay, Santa Maria, San | Agustin in Manila, and Miag-ao), Puerto Princesa Subterranean River National Park, Tubbataha Reefs Natural Park, and Mount Hamiguitan. | ji Ana Cultural Treasure - refers to a unique cultural property found locally, F possessing outstanding historical, cultural, artistic and/or scientific value which f is highly significant and important to the country and nation, and officially i declared as such by pertinent cultural agency. _4.-finportant Cultural Property - refers to a cultural properly having exceptional cultural, artistic and historical significance to the Philippines, as shall be determined by the National Museum and/or National Historical Commission of oe (RA No, 10066). eTeritage Zone - refers to historical, anthropological, archaeological, artistic gedgraphical areas and settings that are culturally significant to the country, as | declared by the National Museum and/or the National Historical Commission of the Philippines (RA No. 10066) (National Historical Landmarks - refers to or structures which are associated with events or achievements significant to Philippine history declared as such by the NCHP (RA Nos. 810066/10086).. _LA€ National Historical Monuments - refers to structures erected as a memorial to Ee tee itieeinnitesrmeeesiated ne ench nr tha NECD IRA 4.0 5.0 hh. National Historical Shrines - refers to sites or structures hallowed and revered for their history or association declared as such by the NHCP (RA Nos. 10066/10086) i. Heritage Houses - refers to houses of ancestry with notable historical, cultural, Social, architectural and artistic value and significance as declared by the NHCP (RA No. 10086). |, Historic Site - refers to a place recognized to have an important historical significance as declared by the NHCP (RA No. 10086) Classified Historic Structure - refers to structures and sites marked and listed as such and recorded in the National Historical Commission of the Philippine's National Registry of Historic Sites and Structures, and not falling under any of the five (5) categories of historic sites and structures, namely: National Shrines, National Monuments, National Landmarks, Heritage Houses and Historic Sites. (RANo. 10086) Presumed Important Cultural Properties - refers to cultural properties that not have been officially declared but are presumed to be declared Important Cultural Properties, which include the followin; i. Works by a National Artist (Le. structures designed by Juan Nakpil, Pablo ‘Antonio, Leandro Locsin, and Jose Maria Zaragoza; landscapes designed by Ildefonso P. Santos; fixed sculptures or monuments created by Guillermo Tolentino, Napoleon Abueva, Abdulmari lmao, etc.}; ii. Marked structures (ie. structures with markers from the National Historical Commission of the Philippines and its predecessors: National Historical Institute, Philippine Historical Committee, and the Historical Research and Markers Committee); and Structures dating at least fifty (50) years old. Scope/Coverage All Provincial Governors, City Mayors, Municipal Mayors, Punong Barangays, DILG Regional Directors, ARMM Regional Governor, and all others concerned. Policy Content and Guidelines 5.1. All Local Chief Executives are enjoined to undertake the following: 5.1.1 Identify cultural property as provided in Section 3, (f) and (x), of RA No. 10066, quote: (0) “Built herieage” shall refer to architectural and engineering structures such ‘as, but not limited to, bridges, government buildings, houses of ancestry, traditional dwellings, quartels, train stations, lighthouses, small ports, educational, technological and industrial complexes, and their settings, ‘and landscapes with notable historical and cultural significance. (4) “Intangible cultural heritage” shall refer to the practices, representations, expressions, knowledge skills ~ as well as the instruments, objects and ‘artifacts associated therewith, that communities, groups, and individuals recognize as part of their cultural heritage, such as (1) oral traditions, Tanguages and expressions; (2) performing arts; (3) social practices, rituals, and festive events; (4) knowledge and practices concerning nature a el. Maintain a local inventory of all cultural property within the jurisdiction, through their local offices; 5.1.3 Coordinate regularly with cultural agencies in making entries and monitor various cultural properties; 5.14 Enjoin private collectors and owners of cultural property to register such properties and shall not be divested of their possession and ownership even after registration of said property, as required; 5.15 See to it that all registered information of cultural properties owned by private individuals shall remain confidential and may be given only upon prior consent of the private owner; 5.1.6 Create programs and budgets for the conservation and preservation of cultural property in their environmental, educational and cultural activities that provides discretion to LGUs; 5.1.7. Request the NCA to provide technical assistance and training for cultural mapping activities 5.1.8 Maintain declared Heritage Zones of concerned local government unit, as provided under Section 13, of RA 10066; and 5.1.9 Ensure that penalties on prohibited acts under Section 48 of RA 10066 are enforced. 6.0 Reportorial Clause Submit partial or full completed registry forms from the NCCA for built heritage (Annex “A"), and intangible cultural heritage and its guide (Annex B), to the Philippine Registry of Cultural Property (PRECUP) through: The Chairman National Commission for Culture and the Arts 633 General Luna Street, Intramuros, Manila 7.0 Effectivity This Memorandum circular shall take effect immediately. 8.0 References 8.1 Letter from National Artist Virgilio S.
