Nevada Revised Statutes: Chapter 386


LOCAL ADMINISTRATIVE ORGANIZATION
 
Chapter 386 is a layout of how a district or town is to construct an official school district.
This layout informs how a school district will be named, what it’s school board of
trustees will be named and who many officials will be elected into the available positions
in relation to how many students that district has enrolled, the qualifications needed for
candidate trustees, how to nominate and accept a trustee position, and certificates of
election, how any vacancies are to be handled. The chapter also covers the oaths,
terms, salaries, travel allowances, contract prohibitions, duties of clerk, required
professional development, meetings, the right to decide and adopt and appropriate seal
for the district, dues, general powers, policies and regulations in relation to population,
and more relating to a school district.
 
SCHOOL DISTRICTS
This section declares that a county school district within the boundaries of a state are
officially created, specifically Carson County School District. It declares that each county
school district is declared to be a political subdivision of Nevada and will administer
state approved public education. The section also declares that each district has the
right to sue and may even be sued themselves.
 
BOARD OF TRUSTEES
 
This section of the chapter lays out the laws and guidelines for school board trustees.
From elected Superintendents to clerks, we learn about what the qualifications must be
to be a candidate for each of these positions, what their salaries will be, how the offices
will run, and much more. This section is very in depth.
 
RECYCLING OF MATERIALS; USE OF RECYCLED PRODUCT

Here we read about the rules and regulation for the use of recycled materials as well as
the proper disposal for recyclable materials, and how the properly deposit money
received. It explains the duties and expectations of the board of trustees such as how
the appointed is to purchase the recycled materials.

SCHOOLS

Legislators have declared that children are more vulnerable to and are more susceptible
to being exposed to dangerous chemicals, environmental hazards, and hazardous
waste. In this chapter, it is outlined that each school district ensure that they are using
environmentally safe cleaning products. If the school district trustees deem the products
cost to be detrimental to the district funds, they may use other products if the products
and warnings are posted on their website.

TRANSPORTATION

Transportation may be provided by the school district, with the approval of the board of trustees’
allowance, for students in the school district who are living far enough away from the school to
require transportation. The board of trustees may determine bus routes and stops, make the rules
for the students using the transportation, and make the rules and regulations for the bus driver to
ensure safety of all passengers. The use of money for the purpose of purchasing transportation is
left to the board of trustees, this is in the transportation funds and has strict stipulations. This also
includes the purchase or rental of bus tickets, contracts, insurance, and common or private
carrier. No admission of liability for injury or death. In rare cases, parents or guardians may
receive payments in lieu of furnishing transportation. The board of trustees may permit
transportation to the following: Interscholastic contests, school festivals, or other activities properly a part of a
school program. There are safety practices in place that will have everyone doing drills to practice evacuation and
other safety protocols. There are certain requirements not only for the drivers qualifications, but also for the vehicles
qualifications, more so after January 1, 2016. All buses purchased by a school district after July 1, 2019 will be
required to have a shoulder-harness type seatbelt in each seat.

SCHOOL UNIFORMS

Authorization for schools to require uniforms is allowed. Schools must describe the uniforms, tell who should be
wearing uniforms, and inform of what hours and events that uniforms must be worn. There may be financial aid
available at the request of a parent or guardian for assistance with the purchase of uniforms. The board of trustees
may also implement a dress code for teachers and staff of their district.

MAINTENANCE AND ADMINISTRATION OF AUTO-INJECTABLE EPINEPHRINE; FOOD


ALLERGIES AND ANAPHYLAXIS

Every school will ensure that auto-injectable epinephrine kept at the school is stored in an appointed, safe location
that is easily accessible. The school district should start a policy for the schools within the district stating the correct
handling and transportation of auto-injectable epinephrine. The school district and charter school shall submit a
report to the Division of Public and Behavioral Health of the Department of Health and Human Services stating the
number of doses of auto-injectable epinephrine that were administered at each public school within the school
district or charter school, as applicable, during the school year, No later than 30 days after the last day of each
school year. School nurses can order at least two doses of auto-injectable epinephrine to have at the school and all
personnel are able to administer the drug. Schools must provide appropriate training.

PROGRAM OF INFORMATION CONCERNING MISSING CHILDREN

The board of trustees for each school district can start a program that contains information regarding
missing children within the district, use materials prepared by the Attorney General in developing the
program, and may request the Attorney General or the State Board of Education for assistance in
creating this program.

Good Evening Mr. Edwards,

I would like to start off my email by saying that I think we have met before; I believe that
you are a neighbor of mine. If I remember correctly, you were on a night walk and
walked by my house about a year ago and my dog (Rachel) made friends with you. We
had a brief conversation before you went on about your walk, it was nice. 

With that aside, I am writing tonight regarding Superintendent Jesus Jara and the call
he made to dismiss all of the deans throughout the school district and replace each
dean with two police officers, who can only enforce law and now school or district policy.
Many families, students, and staff members are very upset about this. 

There was a vote among high school and middle school principals throughout the valley
that showed, unanimously, that they have lost all faith in Jesus Jara, all 72 of them. To
top this off, even with the apology from Jara, many parents are outraged because of his
decision. The school dean is at the front lines for their students. How are we going to
take away someone who is there to assist in preventative management of tragedy
(school violence) and put in to police officers to stop any occurrence once it has already
started? This is absurd and beyond ineffective. 

These vicious "budget cuts" that are eliminating positions that are there for the good of
our students are only a farce that Jara is enabling and contributing to. We cannot afford
school deans, who help in keeping our students safe, and from going over the edge, but
we can afford to hire not only one more police officer, but 2 in lieu of a dean? How can
we afford to hire the Vice President of HR for MGM to head the CCSD HR department,
at a salary of $151,608? On top of that, Jara is making around $350K a year. Are you
aware that a high school dean averages about $90K per year? This is unfair, selfish,
and he is ruining our school district. 

What I am getting to here is, what is being done? If nothing yet, how does a person go
about filing a complaint, and with whom should a complaint be filed? Many parents,
teachers, and other staff want to see a change, how do we start the change?

I appreciate your time and response, maybe I will catch you around the neighborhood
