PURPOSE The purpose of this Standard Operating Procedure is to detail the safety arrangements for piling work including sheet pile, bore pile, micro pile, spun pile, etc. 2. DEFINITION Deep Foundation _is a type of foundation which transfers building loads to the earth farther down from the surface than a shallow foundation does, to a subsurface layer or a range of depths. Rigger/Signalman All riggersisignallers shall be competent by attending and passed a recognized slinger/signaller course organized by CIDB/ABM or equivalent. Only competent fed to sling a load and thereafter control the crane movements. rigger shall be per Rigger/Signalman shall: - Be over 18 years of age - Wear a yellow construction safety helmet and a red/orange high visibility vest marked with ‘Rigger’ on the back for easy identification on the worksite. 5.3 Crane/Machine Operators Cranes/Machines shall only be operated by trained and competent operators who are in possession of a valid national driving licenses and experience in crane/machine operation. In addition, competency certificate issued by DOSH are required for mobile cranes. 6. PROCEDURE 6.1. GENERAL REQUIREMENT FOR BORE PILE, MICRO PILE, SPUN PILE, SHEET PILE AND ETC SECTION shall ensure that a Piling plan, MS and appropriate risk assessments have been reviewed and approved by the SC prior to authorizing the works to proceed by issuing an approved Permit to Work (PTW) for piling works which shall be approved by the SECTIONs authorized person to the piling supervisor and machine operator before commencement of the work. PTW application and approval shall be in line with PMTs PTW. procedure and the approved PTW shall be displayed at the work location. (Reference to Standard Operating Procedure for Permit to Work - ECRL- CCCC-HSE-SOP-0006 ‘Standard Operating Procedure = Piling Work Page 7 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 a. All personnel involved in Piling work shall be trained in safe work practices. No person shall start work without receiving all the required trainings before ‘commencement of any Piling works. b. Piling machine operators shall be experienced, certified and endorsed by their ‘employer. ¢. Operators of piling machines that are crane based shall have a crane operator's competency certificate. d. All piling equipment shall be inspected daily prior to commencement of work by the operator to ensure that itis in good condition. e. Appling supervisor shall be appointed to be in-charge of all piling work and pile testing by the SECTION. f. All pling operations including pile testing shall be detailed in an approved Method Statement (MS). g. Apiling supervisor shall locate and clearly mark the location of all underground ultities at piling areas. See Figure 6.1 fh, Remote latch shall be used for casing installation during pre-bore, vibro and post bore stages. i. SECTION shall safeguard of any machine part, function, or process which may ‘cause injury to the operator or accidental contact. When the operation of a machine or accidental contact with it can injure the operator or others in the vicinity, the hazards must be either controlled or eliminated. j. SECTION shall provide water browser/ water spraying to keep the work area damp. k. SECTION shall construct wash trough at all entry and exit points to the project site and their wheels thoroughly washed. All vehicles carrying earth, sand, aggregate or other similar types of materials shall be covered with tarpaulin, plastics or other equivalent material before they are allowed to enter the public road. Figure 6.1 —Underground utilities marking ‘Standard Operating Procedure — Page 8 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 6.4.4 b) Piling Before placing or advancing any piling machine, the ground shall be inspected for stability by the supervisor in charge of the piling work. SECTION shall carry out soil integrity test listed below to ensure stability of ground condition but not limited to: i, Mackintosh test. See Figure 6.2 ii, Weight bearing test ji, Circle failure analysis, Temporary fill materials, timber or steel plates shall be placed to ensure piling machine stability. See Figure 6.3 When piles become stuck, obstructed or out of alignment, piling operations will be suspended and advice shall be sought from a PE to determine the remediation method. See Figure 6.4 f) Secondary slings shall be attached to piles being lifted and driven. See Figure 6.5 9) Secondary slings and lifting equipment shall only be disconnected from a pile or pile casing when the casing has been driven to a depth that ensures stability. h) No person shall be hoisted by any piling machine. i) _Allprecast concrete piles shall attain the design strength before being driven. j) Piling rigs shall be parked on firm level ground when left unattended. k) When piling machines are not in use the piling equipment shall be lowered to the ground. 1) Structures adjacent to piling operations shall be protected from the effects of the piling operations. ‘Standard Operating Procedure — Piling Work Page 9 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 Figure 6.4 — Use of Tagline to control Figure 6.5 - Secondary sling attached movement of materials. to pile 6.1.2 Pile Static Load Test a) SECTION shall submit their specific MS for approval on each load testing method such as reaction piles, Kentledge, Bi-directional Method, Rapid Load Testing, Dynamic Load Testing, pile statnamic load test and etc. b) SECTION shall carry out soil integrity test to ensure stability of ground condition ©) Static loads for pile testing shall only be set up on a firm level base. 4) SECTION shall ensure that the area must be adequately illuminated to enable the load test to be undertaken safely and for the test pile performance to be monitored throughout the full duration. e) A50 metre exclusion zone shall be created for all static load test activity. 1) Only persons directly involved with the static load testing shall be permitted to enter the exclusion zone. 9) Signage shall be provided to war unauthorized persons not to approach the static load test area. Transportation of Pile a) SECTIONs shall ensure the use of the correct shackle (Pitching or Extraction Shackle) for loading or unloading a single piece of pile on ‘or from vehicles and or stockpiles are used. b) SECTIONs shall ensure when lifting bundles of piles for loading or unloading on or from vehicles that the correct lifting configuration is being utilized e.g; cradle lift and that the load is secured. ¢) Unloading of pile from vehicles by point loading crane hooks is prohibited, Standard Operating Procedure — Piling Work Page 10 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 | 4) ) k) The load shall be lifted just clear of grade and shall be checked to ensure that the load is balanced and within the SWL of the equipment carrying out the lift. The pile bundles shall be stacked in a secure and orderly manner onto the bed of the truck, with all debris removed. The SECTIONs shall ensure that there is no gap in-between the bundles of piles as the bundles may move and collapse during traveling. Pile shall be cleaned before load onto the truck or before stack. SECTIONs shall ensure that the bundles of piles are correctly secured utilizing road chains with a snap over lock, turnbuckle or ratchet system and shall ensure both edges of the truck bed are fitted with transit posts. The SECTIONS shall ensure where piles protrude / overhang the rear of the truck bed that appropriate visible warnings to other road users are displayed The SECTIONS shall ensure that the pile stacked on the truck bed are below the height of transit posts. The SECTIONS shall ensure that the truck is not overloaded by placing additional piles, or other materials. The SECTIONS shall ensure the load is correctly secured at all times by the use of correct transit / transportation chains / straps. 6.1.4 Environmental control measures during piling activities SECTION shall prepare specific noise and vibration control plan (reference to Environmental Management Plan. a) b) °) d) e) f Piling activities adjacent to sensitive noise receptors shall only be conducted between 8.00 am. and 7.00 p.m. and shall not be undertaken on Sundays and Public Holidays. Spray drilling, hacking and cutting activities which will generate dust with water to prevent dust being chumed up. lity Standard Operating Procedure ~ Piling Work Page 11 of 16 Rey 00 22/01/2018 PILING WORK Revision: 00 6.1.5 Handling and Storage of Pile: a) Only tested and examined lifting equipment shall be used for the lifting of piles, b) Stacking of piles shall be on a firm level surface. ©) Wooden packing shall be used to seperate stacked piles to allow the safe attachment and removal of lifting equipment. 4) Wooden wedges/stopper shall be used to prevent circular piles from rolling. e) Piles shall be delivered to the piling location to avoid double handling. 1) Stacking of piles shall not exceed 1.5metre in total height. See Figure 66 Figure 6.6 — Stacking of piles shall not exceed 1.5m 6.1.6 Plan, Machinery and Vehicle a) The SECTION shall ensure that any piling machine, mobile crane and crane truck that has been mobilized to their scope of works or boundaries of their authority meets the following conditions: It shall be in a good visual condition. ji, It shall have an operational test, load test and thorough examination and be certified as fit for use by an independent plant inspector at periods not exceeding 1 year, and after major repair, or modification. b) Shall have a full maintenance history in accordance with the manufacturer's specifications and monthly maintenance checks by a mechanical maintenance engineer. ©) A register of all piling machine, mobile crane and crane truck being used and associated test examination and maintenance records shall be maintained on site and made available for inspection on request. Standard Operating Procedure ~ Piling Work Page 12 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 4) A copy of all test and examination certificates shall be kept with the piling machine, mobile crane and crane truck be made available for inspection on request. e) All piling machine, mobile crane and crane truck shall be free from unauthorized modifications. f) Windscreen protection shall be fitted to piling machines as per the manufactures design. See Figure 6.7 9) Mobile crane and crane truck shall display its safe working load (SWL). See Figure 6.8 t Figure 6.7 - Piling machine windscree! igure 6.8 - Display SWL load on protection Mobile Crane and crane truck h) Piling Machine, Mobile Crane and Crane Truck shall be fitted with following safety devices as follows: Reverse travel motion alarms on all wheeled equipment; At least one yellow or orange rotating beacon; Fully functional directional indicator lights, brake warming lights, reversing lights and driving lights; iv. Engine compartment with proprietary enclosure panels which incorporate noise suppression materials; v. At least one suitable fire extinguisher shall be kept with the machine; i) _ Piling machine shall be equipped with proper seat. i) Functional checks of all warning devices and safety features on Mobile Crane and crane truck shall be undertaken daily by the operator. Such checks shalll include but not be limited to the following: ‘Standard Operating Procedure — Piling Work Page 13 of 16 Rev 00 22/01/2018 PILING WORK Revision: 00 6.47 ) i. brakes and parking brakes are functioning correctly; ii. _ steering is functioning correctly; iii, rotating orange beacons are clean and functioning correctly; iv. brake, driving and indicator lights are clean and functioning correctly; v. slew and travel motion alarms are functioning correctly vi. warming hom is functioning correctly vil, windscreens fitted are free from obstructions and clean vill. tires are in good condition and properiy inflated (as applicable) ix, Safe Load Indicator (SLI) is functional Written records of daily checks shall be kept with the Mobile Crane, Piling Machine and Crane Truck and maintained by the operator. ‘A Mobile Crane, Piling Machine and Crane Truck that has defective warning devices or safety features shall not be used. Mobile Crane, Piling Machine and Crane Truck shall be inspected upon arrival or prior to use at site and an inspection sticker shall be displayed. Appropriate permit shall be used of plant and machinery such as PTM, PTO and ete. Training and Competency for All Piling & Crane Truck Operators All Piling Machine Operator, Crane Truck operator and the Rigger man shall be competent, certified and endorsed by their employer. Mobile Crane operator shall have valid crane operator competency cettificate. Mobile Crane shall have a valid Certificate of Fitness. Before the commencement of the piling work, SECTION Management shall ensure that the training and communication of the safe operation procedure for transportation, storage, driving and extracting pile shall be provided to the operators and workers involved in the work. No person shall start work without receiving the required training. Briefing on implementation of Permit to Move, Permit to operate, piling plan and or the lifting plan shall be provided to all Piling Machine Operator, Crane Truck Operator and Mobile Crane Operators. The SECTIONs shall ensure that proper traffic management signs and guarding is in place if the piling works is required to be carried out adjacent to live traffic. (Reference to Traffic Management Plan - ECRL-CCCC-HSE-TMP-0004) b. The SECTIONs shall ensure that no material or debris falls on to the public road during lifting, positioning and or extracting piles. (Reference to Safe Operating Procedure for Public Safety - ECRL-CCCC-HSE- SOP-0017) 2) The SECTIONS shall ensure that noise barriers, damping down of the process to suppress dust in populated areas are in place. b) The SECTIONS shall ensure that they carry out surveys of the local area and buried services to ascertain the extent of damage before starting any piling works. ©) SECTION shall ensure and provide standing supervision for all piling activities. @) The SECTIONS shall ensure that piling works and noisy operations are carried out during the day and shall implement strictly to any requirements on restricted timings etc.. on any issued local authority license or permits.
