In compliance with existing IATF Guidelines, DepEd Order No. 11, s. 2020 re: Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency due to COVID-19 Pandemic, as well as a Viber message from the Regional Director, the Department of Education - Schools Division of locos Sur issues the clarificatory guidelines for uniformity of all: a. Alternative Work Arrangement (AWA) The Province of Ilocos Sur is classified under Modified General Community Quarantine (MGCQ). Hence, the Schools Division of Ilocos Sur may now serve on. full_operational capacity using appropriate combinations of On-site (skeleton workforce) and Work-from-Home arrangements. Head of offices in the Schools Division Office (SDO), including school heads, shall give priority to the delivery of essential services. These services are defined under item nos. 7 and 10 of DepEd Order No. 11, s. 2020. They must also consult the personnel on the feasible work arrangements and schedules based on the following considerations: 1, Office mandate and exigency of the service; 2. Functions /tasks that can only be rendered in office/school premises or in the field; 3. Health condition and status of personnel (vulnerable, at-risk, etc.); and 4. Transportation and border limitations of personnel in reporting to workstations. While the Alternative Work Arrangement (AWA) policy takes effect starting June 22, 2020, DepEd Order No. 11, s. 2020 does not restrict teaching personnel ‘Sige oka Tove Baay, TA Nos Soe Bre. no: (orn 22.2055 Fx. A WFH arrangement is still highly recommended for both teaching and non-teaching personnel in schools while SDO Personnel shall continue to observe the four-day on-site (skeleton wor e) and one-day WFH scheme. It is emphasized that DepEd Order No. 11, s. 2020 does not encourage physical reporting. It simply provides for a menu of AWA options and guidance to DepEd offices, schools and learning centers on the work arrangement that is most appropriate/applicable to the office/school /learning center. In the event that when the function/process/service to be rendered cannot be delivered through alternative modalities, offices/schools/learning centers requiring physical reporting to the workplace/on-site must ensure that the workplace is safe and compliant with item no. 17 of DepEd Order No. 11, s. 2020 and other precautionary measures as required by the IATF and DOH. b. On Enrollment Physical enrollment in schools and/or other similar activities shall be highly discouraged. Schools and learning centers are urged to exhaust all means to conduct remote enrollment. Any form of physical enrollment shall be done in proper coordination with the LGUs concerned, and in strict compliance with minimum public health standards and stringent physical distancing protocols. c. On Schools Utilized as Quarantine Facility For schools that were used as quarantine or isolation facilities, physical reporting to the workplace/on-site shall be PROHIBITED until such time that a ‘clearance from proper health authorities are issued declaring that the school is safe and fit for educational activities in accordance with pertinent DOH guidelines and other applicable rules and regulations. Schools which were not utilized as quarantine area/facility but are located near a quarantine area/facility or within a radius of 100 meters, teachers and non-teaching personnel are prohibited from entering the premises until such time that competent authorities shall have declared it as safe to occupy. Heads of schools serving as quarantine or isolation facilities as well as schools near quarantine facilities shall find a temporary suitable place for work. (like barangay hall, covered court, etc.) Such action shall be reported to the SDO for proper recording and monitoring. Office/School/CLC Workweek Plan Heads of functional offices in the SDO and schools, in consultation with the individual personnel, shall set the office/school/CLC workweek plan considering the type of AWA adopted. An Office/School/CLC Workweek Plan (Enclosure No. 2 to DepEd Order No. 11, s. 2020) indicating the consolidated individual personnel’s targeted deliverables and schedule shall be submitted to the SDO for approval. The individual Personnel’s performance target/s and expected output/s for each week shall be agreed upon by the personnel concerned and the head of the functional office or their immediate supervisor. Individual Daily Log and Accomplishment Report At the end of each workweek, personnel shall be required to submit an Individual Daily Log and Accomplishment Report (Enclosure No. 3 to DepEd Order No. 11, 8, 2020) indicating the accomplishment of agreed target and outputs as reflected in the Office/School/CLC Workweek Plan. The workweek plan and individual personnel’s accomplished outputs shall be the basis of the weekly Performance monitoring and assessment by the heads of the functional office/ school/CLC or immediate supervisor /raters. ‘The time and attendance or the actual log (in and out), regardless of AWA, shall be monitored using the log book or other Daily Time Record (CSC Form 48) mechanisms that will not require contact, hence, the use of biometric machines is highly discouraged during this period to minimize contact. ‘The DTR, certified and approved by the Head of Office /Immediate Supervisor, shall be submitted to the SDO-Personnel Section every 10 day of the succeeding month, together with the approved Individual Daily Log and Accomplishment Report. 2. | These guidelines shall remain in force until further advisory from higher authorities. 3.
