4 TECHNOLOGY TRANSFER

ABOUT US
The Department of Science and Technology (DOST) is mandated to provide the central direction, leadership,
and coordination of scientific and technological efforts in the country. In order to ensure that world-class
scientific, technological, and innovative solutions are delivered, the Republic Act 10055 or the “Philippine
Technology Transfer Act of 2009” was enacted and mandated the DOST to adopt appropriate policies and
procedures to make government-funded technologies and innovations available to the public.

Pursuant to this mandate, the Technology Application and Promotion Institute (TAPI) serves as the lead agency
of the DOST in technology promotion and commercialization strategies. TAPI spearheads the conduct of
activities that gathers key stakeholders in various sectors to ensure the transfer of technologies and innovations,
which are designed to empower the local industries and advance the global competitiveness of Philippine
products and services.

Hence, the TAPI is conducting the Technology Transfer Day since 2016. It is a strategy wherein the licensors such
as the technology generators, innovators, and researchers can systematically transfer government-funded
technologies to its desired end-users like the entrepreneurs, investors, government agencies, local government
units, and non-government organizations.

For almost two years, the Technology Transfer Day serves as a venue for licensors and end-users to negotiate
the adoption and commercialization of various DOST-funded technologies. With its commitment to improve
the process of technology adoption, the TAPI is now conducting two activities before the event: Regional
Offices meet Technology Generators (ROs meet TechGens) and Technology Generators meet Chief Executive
Officers (TechGens meet CEOs). These two activities aim to discuss the processes and technologies more
comprehensively as well as to identify and address the needs of the target end-users prior to the actual
Technology Transfer Day.

As part of the awareness strategies of the project, various marketing collaterals are produced such as this
booklet to further promote the technologies. This booklet features DOST-funded and generated technologies
from the sectoral councils of DOST namely: Philippine Council for Agriculture, Aquatic and Natural Resources
Research and Development (DOST-PCAARRD), Philippine Council for Industry, Energy, and Emerging
Technology Research and Development (DOST-PCIEERD), and Philippine Council for Health Research and
Development (DOST-PCHRD).

1 TERM SHEET
The Term Sheet is the initial agreement signed by both the business entity and the Technology
Generators. The Term Sheet identifies the selected technology, qualifications of the business entity,
and the basic licensing terms.

2 FAIRNESS OPINION REPORT (FOR)

The FOR, which determines the fairness of the transaction, is issued by the Fairness Opinion Board (FOB)
once the Term Sheet, along with all the requirements, are submitted by the business entity.

3 TECHNOLOGY LICENSING AGREEMENT (TLA)

The TLA is the final contract that allows the business entity to manufacture the technology. The notarized
TLA contains all of the terms and conditions of the agreement, as well as the licence duration, upfront
payment fee, and/or royalty fee.
AGRICULTURAL
PRODUCTIVITY
Technologies developed for agriculture, forestry, and natural resources sectors aim to increase
and sustain agricultural productivity. These exceptional innovations are made possible as a
means to reduce labor and production costs and to increase the income of farmers, livestock
raisers, and fisher folks.

The featured technologies paved the way for use of effective plant growth mechanisms,
environment-friendly and affordable agricultural inputs, enhanced methods for pest and disease
management, improved production and postharvest processes, and mechanized agricultural
equipment for better quality of agriculture and fishery products.

ABTV Diagnostic Kit

The Philippines is the leading producer of abaca, one of the world’s in demand natural fiber. However,
the production of abaca has been declining due to the prevalence of diseases in abaca plants. To
prevent further loss in the production, one of the innovations developed is the diagnostic kit for the
detection of Abaca Bunchy Top Virus (ABTV).

The technology is based on the principle of Dot-ELISA (Enzyme Link Immunosorbent Assay). The primary
component of the diagnostic kit is the antiserum generated to specifically detect the presence of the
virus. The generated antibody can detect infection even in the lowest concentration.

ACTIcon™ Biopesticide for

Cavendish Banana
The Philippines is the most stable export market of
Japan for cavendish bananas. With the easing of
tariff rates on banana exports, banana growers can
take advantage of this chance to take a greater
share in the market. However, controlling a deadly
disease in cavendish bananas may hinder local
banana growers from realizing this potential.

ACTICon is a biopesticide product for controlling

Fusarium wilt or Panama disease, which commonly
attacks Cavendish bananas. The disease is caused
by the fungal pathogen Fusarium oxysporum f.sp

Automatic Surface Feeder

With the abuse of some humans to nature,

ecosystems are distorted. However, it is with
the brilliance of humans through technologies
developed that ecosystems are also restored.
A way to restore an ecosystem is to support the

GRAS (GENERALLY REGARDED AS SAFE)

COATINGS FOR VEGETABLES
Many desire to eat healthy nowadays therefore creating a high demand for fruits and vegetables.
However, meeting the demand may be difficult for producers and marketers due to the challenge in

studying methods to prolong the shelf life of fruits and vegetables.

Phytochemicals are naturally-occurring chemical compounds in plants and its extracts. Coatings derived

GITARA NI JUAN
Filipinos are well-known music lovers. Guitar is a common instrument present in almost every household
and used in every jam session with friends. However, most Filipinos prefer buying imported guitars than
patronizing locally-manufactured ones. One of the reasons could be the inconsistent quality of guitars
made by local manufacturers.

Gitara ni Juan addresses the problems relating to manufacturing inconsistencies, intonation, sound quality,
and playability in locally made guitars. The standardized process of entry-level classical guitar-making
and refining was collated and documented in a compendium which the local luthiers, stringed intrument
makers, can now follow and apply in their manufacturing processes.

MICROBIAL RENNET for

Cheese-Making
In cheese making, a rennet is basically a milk coagulant
containing enzymes that separate the curd and whey.
Usually, the rennet is sourced from the stomach of cows,
carabaos, goats, and sheeps. However, the Microbial
Rennet is produced from the common bread mold, Rhizopus
chinensis, making it a better alternative to the usual rennet
which is sourced from animals that are killed just to get
the rennet from their stomachs. The Microbial Rennet is an
alternative that has the same characteristics and efficacy as
animal rennet.

With years of trials and development, the Microbial Rennet

is now available in both liquid and granulated form. This
technology will enable local cheese-makers to produce
high quality, calcium-rich cheese using a cheaper and more
economical rennet.

Being an archipelago, the Philippines has numerous sites which are suitable for oyster farming. With the
large volume of oysters harvested annually, postharvest technologies should be made available to
increase shelf life and the market value of this commodity.

With the Oyster Powder technology, oyster farmers can now produce a processed product from oysters
that can be shelf-stable and versatile in application. From two (2) intermediate products (oyster extract
and its residue), an oyster powder was developed through various extraction processes involving mild
heat treatment, filtration, size reduction, and drying processes. Along with its natural taste, the Oyster

the serum uric acid levels with an average drop of up to 78% in two weeks of oral intake. More than 85%
of the patients treated with Ulasimang bato also experienced satisfactory pain relief from joint pains and
did not experience “rebound” hyperuricema. Its analgesic, anti-inflammatory, and anti-hyperuricemic
properties makes ulasimang bato a viable alternative for Allopurinol, the common medication for
