among others.

2010 - ANA begins to promote climate change studies to support the


development of resource plans for wáter basins

2013-2015 - Together with the Center for Management and Strategic Studies
(CGEE), ANA creates the document “Climate Change and water resources:
assessments and guidelines for adaptation ”. In order to support the formulation
of the National Plan for Adaptation to Climate Change.
2015 - ANA, together with CNPq and CAPES, launches a call for Climate
Change and Water Resources research and Project proposals on the impacts of
changes in water resources.

2016 - ANA initiates training programs on cost-benefit analysis methodologies


on climate change, with the support of the Sustainability Group of the Getúlio
Vargas Foundation.

2017 - ANA is part of the new arrangement of the Brazilian Climate Change
Forum (FBMC), which aims to raise awareness of society and
contribute to the discussion of actions needed to confront climate change.

2017-2018 - ANA effectively integrates climate change into its resource


planning and management initiatives through a pilot project in the Piranhas Açu
River Basin

NATIONAL ADAPTATION FUND DNP
What GCF Readiness activities is your
country planning to implement? Colombia is preparing to access and manage the
financial resources that allow it to confront
climate change. A fundamental aspect is the
capacity of the national government for financial
and economic planning, so that the country can
fulfill its commitment to reduce greenhouse gas
emissions by 20% by 2030. Another challenge is
to incentivize municipalities and departments to
incorporate climate change adaptation and
mitigation strategies in their development plans
and territorial planning. This is particularly
important, as the Chief Delegate for
Environmental and Agrarian Affairs has recently
revealed in a recent report, 85% of Colombia's
municipalities do not have early warning systems
for natural disasters. Although most of the
economy develops in torrential tropical basins, it
is essential that the appropriate institutional
environment is developed to permit the access
resources from international financiers such as
the Green Climate Fund. The German Ministry of
Environment, through UNDP, UNEP and the
World Resources Institute, is contributing to
capacity development and to financial innovation
so that Colombian entities can access this fund
and other sources of climate finance. The
National Planning Department is the national
authority designated for the Green Climate Fund.
A collegiate body has been created to make
decisions and promote the presentation of
projects and programs to this global fund. To
access the resources, three national entities are in
the process of accreditation: “the Action Fun,
Findeter and Bancoldex”. José Luis Gómez,
Executive Director of the Action Fund states that,
“The accreditation of national public and private
entities is the first step for the formulation and
financing of projects geared towards low carbon
development as well as encouraging the
adaptation of regions, productive sectors and
communities to climate change,”

However, much work remains to be done so that


governments and companies see that investing in
the climate is profitable and will generate
significant revenues in the future.

The Minga Fund is a commitment of the Action


Fund and Colombia Conservation International
(CI) to ensure the sustainability of the protected
areas of the Colombian Pacific, one of the most
biologically-diverse places in the world, which is
home to more than 1,400 species, including the
most conserved mangrove forests in the country
and the largest herd of humpback whales in the
region. The Minga Fund seeks to support the
conservation and sustainable management of
more than 350,000 hectares through the active
and effective participation of ethnic communities
that have traditionally inhabited this territory.
Ensuring the future of these landscapes and their
traditions.

1. All together

The Swedish Embassy, the Walton Family


Foundation and the Global Conservation Fund
are the organizations that have contributed seed
capital to constitute this fund that will be
maintained in the long term, and that intends to
raise patrimonial resources and an equivalent
amount of extinguishable resources to ensure the
continuous protection of these invaluable natural
resources. To develop the La Minga Fund, Action
Fund and Colombia Conservation International
CI, worked with the Ministry of Environment and
Sustainable Development of Colombia, the
regional environmental authorities of Codechocó,
CVC Asocars, the community councils of
Riscales (de Nuquí, in Chocó), La Plata and
Chucheros (both from Buenaventura, in Valle del
Cauca). Alliances whose aim is the synergizing
of environmental investments in order to achieve
greater impacts in their area of work.

2. Life Territories

The Minga Fund will initially focus on three


regional protected areas: the La Sierpe Regional
Natural Park, the La Plata Regional Integrated
Management District and the Gulf of Tribugá-
Cabo Corrientes Regional Integrated
Management District. They are territories
inhabited by more than 6,000 families, who are
mostly Afro-Colombian and indigenous.

GENERAL IDEAS ASSOCIATED WITH


KNOWLEDGE OF THE COLOMBIAN
PACIFIC WATER OFFER

One of the principal limitations inherent to the


initiative is related to the ignorance of the
transformation processes of the South American
tropical forests and their role in climate change,
additionally, the proposal lacks information on
the impacts of climate change and climate
variability on ecosystem services and the quality
of life in the geographical ambit. Other risks
identified in the framework of the proposal are:

1 Dispersed historical environmental and


socioeconomic data which doesn’t permit
simulating scenarios of climatic variability and
their correlation with the role of forests in the
dynamics of climate and hydrological regulation
in the study region.

2. Deficiency in programs of monitoring and


historical systematization of environmental,
socioeconomic variables and their effects in the
study region.

3. Poor articulation of climate change policies


and their integration with traditional and
scientific knowledge to manage the impacts of
climate variability on ecosystem services,
biodiversity and the quality of life of social actors
in the geographical region study.

The increase in the frequency of extreme hydro


meteorological events, associated with climate
change (CC) and climate variability (VC) has
become the problem of greatest importance on
the environmental and socioeconomic agenda of
the 21st century as it makes human societies
more vulnerable and threatens the survival of the
species and the stability of the natural systems.

One of the most important factors for the planned


development of a region is knowledge of climate
behavior. Being located on the equatorial strip,
Colombia is influenced by multiple climatic
phenomena, which affect the spatio-temporal
distribution of rainfall and other climatic
variables.

One of the most affected areas is the Cauca


Valley, its proximity to the Pacific Ocean, the
humid tropical rainforest of the Chocó
Biogeography and the topographic framework
between valleys and mountain ranges, creates a
complex territory for the study of extreme
climatic phenomena, among which is The El
Niño Southern Oscillation - ENSO phenomenon,
known for its two phases:

El Niño (warm) and La Niña (wet), which has


generated great impacts on the Cauca Valley
Territory. The biogeographic chocó jungle has a
dynamic interaction with the environment which
determines the favorable climate for life,
generating stability, regulation and well-being for
the development of society.

These new findings amplify the fundamental role


of the jungle, making its role in climate change
adaptation even more relevant; an aspect of vital
importance for creating a stable and productive
climate for the conservation and socioeconomic
activities of the Cauca Valley. This paper has not
been recognized as an input to the supply of
water to the area; additionally, due to
asymmetries between investigation of the climate
and other historical debts associated with the
development of the Pacific region; nevertheless,
it plays a fundamental role in the regulation of the
regional climate of the Colombian southwest.
However, there is no scientific knowledge of the
dynamics that plays as the main ally for
adaptation to CC.

In June 2019, the STP of Paraguay held a Second

Green Climate Fund (GCF) Country Program, within

the framework of Readiness Support with CAF. The
components of the Country Program before the
Accreditation of Implementation Entities (direct GCF
are: Strategic programming (areas of impact, national
priorities, processes of no objection of projects),
access entities at national and regional level), a
portfolio of projects of short and long term (from 12
to 36 months), and Communication and
dissemination of information (web pages,
consultation processes).

In the framework of the construction of the Program,


the First Workshop was held in November 2018,
based on 3 areas: Communication; financing; and
strategic axis. And the Second Workshop mentioned
above.

The group work was adopted as a methodology,


taking the 3 main axes of the Paraguay 2030 National
Development Plan. Axis 1: Poverty Reduction and
Social Development; Axis 2: Inclusive Economic
Growth; and Axis 3: Insertion of Paraguay in the
world. All of them directly linked to the Sustainable
Development Goals (SDGs).

The action points have been developed within the

National Plan, which are the following:

Strengthen the Early Warning System: develop a


coordinated agenda among national monitoring
entities for the survey, evaluation, prediction of the
behavior of hydro meteorological variables to
determine the impact of Climate Change on the
availability and vulnerability of resources nationally,
regionally and locally.

Expand monitoring systems:

Strengthen and expand monitoring systems, with


special attention to the installation of stations at high
elevations, extend and improve the monitoring of
water quality and aquifers, through a national
monitoring program.

Promote the integrated management of water


resources: establish guidelines and criteria for the
integrated management of water resources, in quality
and quantity, considering both surface and
groundwater, for which the institutions responsible
for water management should be endowed with the
physical, material, economic and human resources
necessary to carry out the evaluation, administration
and control of the different uses of water (energy,
agriculture, forestry, human consumption, among
others).

Raise awareness about extreme phenomena: consider


non-discriminatory education in the curriculum in
response to the phenomena of population
displacements and assess water resources not only as
a means of living, but also as a means of economic
sustainability of fish production.

Define criteria for the rational use of water: through


public-private mechanisms, establishing a varied rate
to optimize water resources (drinking water -
production).

Develop infrastructure for water resources: promote


safe water (drinking water), through the development
of a sewage system and a system for the treatment of
domestic, rain and industrial water (reduce pollution
and / or take advantage of effluent water).

Improve ordinance compliance: effective application


of land management plans (flood zones, wet areas
and river areas of the country, especially the Central,
Ñeembucú, Itapúa, Concepción areas) and the Water
Resources Law in the protection of Water resources,
in the protection of water courses and groundwater
control.

Promote coordinated work in the territories: build


capacity at the district level to work in coordination
with other government sectors and grassroots and
indigenous organizations.

Prevent and confront shortages: overcome short-


term shortages and address it permanently.
Understanding the hydrological cycle in resource
management, water harvests, desalination plants,
construction of storage water infrastructure etc.

Carry out the systematization/documentation of


successful experiences in the management and
harvesting of water according to the different uses
and culture and guarantee access to public education
at the national level which includes the training of the
community in risk management and reduction and

National Climate Change and the First Nationally
Determined Contribution. With a medium and long
term approach, all the actions of the Policy contained
in the Social, Environmental and Productive
dimensions are considered.

In the case of the dimension of knowledge, the


generation and systematization of information for
decision making is exclusively considered. In relation
to the NDC, as a short-term strategy, in the case of
mitigation, conditional measures as a means of
implementation are included. Regarding adaptation,
all those measures that imply direct impacts are
considered, in particular the measures arising from
the Adaptation Plans under implementation
(Agriculture, Coasts and Cities and Infrastructures),
and those to be developed, (Health and Energy) will
be of special interest.

National Climate Change Policy (NCCP) paragraph 12:


Describe water-specific activities, if any
"To promote the preservation, recovery and
restoration of natural ecosystems and the provision
of ecosystem goods and services, based on adaptive
management through sustainable production and
consumption practices, considering climate change
and variability."

- Courses of action:

i. To promote the generation of actions and


instruments that favor the preservation, recovery and
restoration of natural ecosystems, including the
recovery of native forests, wetlands and grasslands,
to foster the provision of ecosystem goods and
services considering climate change and variability.

ii. To promote sustainable production and


consumption patterns in natural ecosystems,
considering climate change and variability.

iii. To promote the incorporation of mitigation of and


adaptation to climate change and variability into
protected areas management plans.

iv. To generate and spread information on carbon


sequestration in wetlands and other natural
ecosystems.

v. To promote research on climate change effects on


Antarctic ecosystems.

- NDC measure:

By 2025, 100% of the native forest area will be


protected, with the option of increasing said area by
5%, especially in water resource environmental
protection areas, attempting to revert degradation
processes.

NCCP paragraph 14:

"To promote the consideration of climate change and


variability in the comprehensive management of
water resources, primarily focused on availability and
quality thereof."

- Courses of action:

i. To improve the knowledge of climate change and


variability impacts on water resources, thus
promoting a comprehensive research and monitoring
approach in terms of quality and quantity.

ii. To incorporate the adaptation to climate change


and variability approach into the planning and
activities of Regional Boards of Water Resources,
Basin Committees and all other competent fields.
- NDC measure:

To have formulated, adopted and implemented by


2025 three integrated basin management plans that
consider climate change and variability.

NCCP paragraph 15:

"To promote agricultural production systems that


have improved adaptation capacity and resilience to
climate change and variability for the purposes of
enhancing their productivity and competitiveness in
value chains, while providing for ecosystem services,
social equity and food safety."

- Courses of action:

i. Strengthen adaptation to climate change and


variability as a fundamental strategy in agricultural
production systems, attending in particular to
sustainable intensification processes.

ii. Strengthen the design and implementation of


adaptation measures in the agricultural production
systems, especially the inclusion of

and management plans to reduce erosion and
conserve organic matter on agricultural land, further
tempering the loss of nutrients towards the water
bodies.

v. Strengthen the development of climate insurance


among other management measures of climatic risks
for agricultural production systems.

- NDC measures:

To have implemented by 2025 water management


models and instruments that promote the rational
use of water through reservoirs and dams that are
shared among several plots of land. To have, by 2025,
comprehensive information systems for adaptive
management in agriculture for the public and private
sector, and to have promoted research programs on
dryland agriculture, vegetable and fruit crops, forage
crops and pastures that better adapt to climate
variability.

By 2025, 95% of the agricultural area is under land


use and management plans, including plans to reduce
erosion and preserve organic matter in croplands, the
productivity and water storage capacity have
improved, and the risk of erosion during extreme
rainfall events has been reduced.

NCCP paragraph 16:

"To propel the reduction of greenhouse gas emission


intensity and the increase of carbon sequestration
from agricultural production systems, including
reforestation, as part of the efficiency and
productivity improvement, resilience and adaptive
capacity, and in coordination with other environment
protection policies, aiming at adding value and
keeping and/or accessing international markets."

- NDC measure:

Introduction of intermittent irrigation technology


with alternate wetting and drying (AWD) of soils in at
least 40% of the rice crop area (64,000 ha) by 2025.

NCCP paragraph 18:

"To deepen the diversification of the energy matrix in


sources of low greenhouse gas emission intensity, and
expand efficiency promotion and responsible use of
energy."

- NDC measure:

Extension of water sources technologies for power


generation (small hydroelectric power plants): 10 MW
of installed power by 2025, with a focus on co-
benefits for dams for irrigation.

NCCP paragraph 19:

"To foster a cross-sectoral mainstreaming of the


climate change and variability approach into the
planning and management of tourism activities,
establishments and destinations, through the
proactive commitment of the sectors players, with a
sustainable and resilient model of low greenhouse gas
emissions."

- Course of action:

i. To enable the access to knowledge and new low-


carbon technologies and the implementation of
adaptation measures in tourism activities and
infrastructure.

ii. To foster the use of meteorological information,


early warnings and other climate risk management
tools in the planning of tourism activities.

iii. To promote sustainability as tourism activity’s


added value, including the mitigation of and
adaptation to climate change and variability, through
the implementation of seals and other certification
forms, further contributing to educate both the
population and visitors.

- NDC measures:

The Green Seal Certification, which includes different


actions to achieve a more resilient performance of
buildings, through the use of appropriate design and
materials to be better prepared in the face of extreme
weather events, the implementation of best practices
and the installation of devices to efficiently manage
and harness rainwater, and prevent erosion, will have
been awarded to between 4% and 10% of tourist
accommodation services by 2025.

Extension of the Tourism Green Seal certification to


10% of tourist accommodation services, including
best practices in: the adoption of renewable energy
for heating domestic water, heating and electricity
generation; other efficiency measures; management
of wastewater and solid waste including recycling and
composting.

NCCP paragraph 21:

"To promote the comprehensive solid waste and


wastewater management to reduce greenhouse gas
emissions based on the principle of management
hierarchies and circular economy, and the
participation of the different governmental agencies."
- Courses of action:

i. To boost comprehensive management models that


promote circular economies taking into account the
waste management hierarchy principle, considering
the reduction of greenhouse gas emissions.

ii. To promote the incorporation of low greenhouse


emitting technologies into urban, industrial and
agricultural solid waste treatment and final disposal
systems, and in domestic, industrial and agricultural
wastewater treatment systems.

- NDC measure:

Improvement in the industrial wastewater treatment


systems with technologies that reduce CH4 emissions.
This includes the implementation of new CH4 capture
and burning systems in anaerobic treatments,
reaching the treatment systems where 30% of
emissions are generated.
