GENERAL REGULATIONS
(2) The bounda ies of each of the zones shall be, as indicated in the detailed layout
plans of the diffe ent secto s of the Maste Plan. Unless othe wise, shown in the Maste
Plan, the bounda y lines of zones shall be plot lines, the cent e lines of the st eets o
such lines extended ove the ailway ight of way lines o the co po ate limit line as it
exists at the time of publication of these egulations.
(3) The zones designated unde clause (2) may be fu the divided into sub-zones by the
Planning Autho ity dependent on the special use to which each sub-zone is being
utilised.
(4) All the disputes and diffe ences with espect to the exact location of zonal
bounda ies shall be efe ed to the Planning Autho ity whose decision shall be final and
binding.

(ii) All existing places of wo ship, temples, chu ches, mosques, etc., and bu ial and
c emation g ounds shall not be t eated as non-confo ming uses.
(3) All non-confo ming uses of land and buildings shall be discontinued and made to
confo m with the Maste Plan with the time limits specified in egulations 3, 4 and 5
below fo diffe ent non-confo ming uses f om the date of notification of the Maste Plan
unde section 33 (1) of the Act.
3. Industrial non conforming uses: (1) Indust ial use of st uctu es of land which
does not confo m to the land use shown in the Maste Plan shall eithe have to be
discontinued g adually o shifted, in stages, to the indust ial a eas ea ma ked in the
plan.
(2) All noxious and nuisance indust ies which may be dange ous to life, o inju ious to
health o p ope ty, o causing offence to the sense of sights, smell o hea ing, o
distu bance to est and sleep must be fi st to go f om thei p esent location. The time of
thei shifting anging f om a pe iod of th ee to five yea s shall be fixed by the Planning
Autho ity, depending upon the natu e and deg ee of such nuisance and the a eas
occupied.
(3) Non-nuisance indust ies will get mo e time fo shifting i.e. f om five yea s to a
maximum pe iod of ten yea s on a sliding scale, on the following c ite ia.
(a) The capital value of land, st uctu e and machine y allowing fo dep eciation;
(b) The egiste ed employment of indust y, mo e time will be given to indust ies
employing mo e wo ke s.
(c) The p oduction floo space pe wo ke , mo e time will be given if the indust y has
got mo e floo space pe wo ke .
6. Off street parking space for motor vehicles: (1) Off-st eet pa king space shall
be p ovided on any plot on which the uses specified a e he eafte established; such
pa king space as specified shall be the minimum and p ovided with adequate vehicula
access to a st eet.
(3) If off-st eet vehicle pa king space cannot be easonably p ovided fo on the same
plot on which the p incipal use is conducted, the Planning Autho ity may pe mit
such space to be p ovided in the vicinity p ovided such space lies within 152.40 m.
of the main ent ance to such p incipal use. Such vehicle pa king space shall be
deemed to be an open space associated with the pe mitted use and shall not
the eafte , be educed o enc oached upon in any manne . Pa king spaces and
pa king facilities shall be p ovided to the satisfaction of the Planning Autho ity and
confo ming to the standa ds specified.
Uses permitted: In this zone, Buildings o p emises shall be no mally pe mitted only
fo the following pu poses and accesso y uses.
(iii) Petty shops dealing with daily essentials like etail sale of p ovisions, soft d inks,
ciga ettes, newspape s, tea-stalls, bake y, confectione y, etail shops, mutton stall
and milk kiosks, cycle epai shops, tailo ing shops, inte net / compute cent e and
A.T.M.s. occupying a floo a ea not exceeding 40 sq.m.
(iv) Nu se y, P ima y School, lib a y and eading oom with floo a ea not exceeding
300 sq.m.
(v) Schools of Comme ce including Tuto ial Institutions occupying a floo a ea not
exceeding floo a ea of 100 sq.m.
(vi) Pa ks, Play-g ounds, fa ms, ga dens, nu se ies, including incidental buildiungs
the eon.
(vii) Installation of moto fo pumping wate , ai conditioning, lifts, sola heate , dish
antenna etc.
(viii) Cottage indust ies listed by the Puduche y Pollution Cont ol Boa d, un by powe
up to five Ho se Powe .
(ix) Ga ments indust ies, c aft cent es and assembly of elect onic pa ts fo manufactu e
of adios, t ansisto s, television sets, compute chips and such othe elect onic
indust ies with installations not exceeding 5 H.P. and the numbe of employees not
exceeding 25.
(ii) Do mito ies, hotels, estau ants not exceeding 300 sq.m. in floo a ea.
(iii) Public utility building like sewage pumping station, wate wo ks, fi e stations,
telephone exchanges,
(iv) Religious buildings, Welfa e Institutions and Assembly Halls occupying floo a ea
not exceeding 300 sq.m.
(v) Gove nment and semi-gove nment offices se ving the local needs, Banks, pay
offices, post offices, Offices of the Elect icity Depa tment and Milk society occupying
a site a ea not exceeding 300 sq.m.
(vi) Clinics, Nu sing Home, dispensa ies, health facilities, not exceeding 300 sq.m. in
floo a ea.
(viii) Fuel filling stations and se vice stations with installation not exceeding 5 H.P. (as
pe the egulations in Annexu e-XII) abutting oad with a minimum width of 9.0m.

(xv) Sto age of domestic cooking gas cylinde s subject to the conditions p esc ibed by
such o de s as may be issued by the Gove nment f om time to time. The pa ties
conce ned should obtain necessa y clea ance f om the Depa tment of Fi e Se vice
and Depa tment of Explosives of the Gove nment of India. The const uction of
godowns fo the sto age of cooking gas cylinde s should also confo m to the
building ules and othe development cont ol ules.
(c) Uses Prohibited: All uses not specifically pe mitted unde sub- ules (a) and (b)
above shall be p ohibited in the zone.

[Note: (1) (a) Setbacks a e not compulso y in the case of a eas within the
Bouleva d whe e existing developments a e of ow housing and having a well defined
building line, but the building should be e-e ected so as to keep up an unifo m
building line. Howeve , fo e ection o e-e ection of building on co ne plots, suitable
setbacks would be equi ed and shall be app oved by the Planning Autho ity.

((b) Fo the a eas situated within the F ench p ecinct i.e., on the easte n side of
the G and Canal in the Bouleva d town, the maximum pe missible cove age and F.A.R.
of the buildings shall be 50% and 120 espectively and the maximum height of the
building on the f ont façade shall be 10.50 met es, including the stilt floo if p ovided.
P ovided an additional floo shall be pe mitted with a height of 3.0 met es ove and
above the height of 10.50 met es, subject to the condition that this additional floo
shall be set back f om the f ont façade by at least 5.0 met es, so that the sightline
extension f om the opposite side of the st eet-side pavement clea s the pa apet line of
the thi d floo , and in any case, the above building pa amete s shall not exceed the
one stipulated in the CRZ Notification, notified by the Gove nment of India f om time to
time).
(c) Fo the a eas situated in the Cent al Business Dist ict a ea in the Bouleva d
i.e. Jawaha lal Neh u St eet, Rangapillai St eet and Ambalathadaya madam St eet, the
building pa amete s shall not exceed the pe missible limit as p esc ibed in the Gazette

(i) No site shall be used fo the const uction of a building intended fo public wo ship
o eligious pu poses, without the p io app oval of the Dist ict Collecto who may
efuse such app oval in w iting, if in his opinion, the use p oposed of the site and
building is likely to endange public peace and o de .
(ii) P ovided that an appeal shall lie against such o de of efusal of the Collecto ’s to
the Gove nment, whose decision the eon shall be final.
(2) Whe e it is p oposed to have mo e than one activity in a pa ticula building, the
space egulations that will gove n the development shall be based on dominant
activity in that building, decided on the basis of the pe centage of the floo a ea
used.
In this zone buildings o p emises shall be pe mitted only fo the following pu poses and
accesso y uses:
(i) All activites no mally pe missible in P ima y Residential Zone stated above.
(ii) Banks and Safe Deposit Vaults, Business Office and othe Comme cial o Financial
Institutions occupying floo a ea not exceeding 500 Sq.m.
(iii) Hotels, Restau ants occupying a floo a ea not exceeding 500 Sq.m.
(iv) Hostels, Do mito ies, Boa ding and Lodging houses and Welfa e Institutions
occupying a floo a ea not exceeding 500 Sq.m.
(v) Clinics, Hospitals, Dispensa ies, Nu sing Homes and othe Health facilities
occupying a floo a ea not exceeding 500 Sq.m.
(vi) Establishments and shops etailing in vegetables, f uits, flowe s, fish, meat and
such othe daily necessities of the esidents, including depa tmental sto es
occupying floo a ea not exceeding 500 Sq.m o o ganised ma kets.
(vii) Bake ies, Confectiona ies, Laund ies, Tailo ing, Goldsmith shops, hai d essing
saloons occupying floo a ea not exceeding 500 Sq.m.
(viii) Fuel filling stations and automobile se vice stations with installation not exceeding
20 H.P.
(ix) Indust ies catago ised as g een indust ies by the Puduche y Pollution Cont ol
Committee, subject to maximum installation of 20 H.P.
(xi) Automobile wo kshop with floo a ea not exceeding 300 sq.m. and elect ical
installations not exceeding 20 H.P.
(i) All uses pe missible as stated above in A (i) to (vii) without est iction of floo a ea.
(ii) Assembly Halls, Kalayana Mandapams, Cinema theat es and Multiplex complexes.
(iii) Religious buildings and welfa e institutions occupying a floo a ea not exceeding
500 Sq.m.
(c) Uses Prohibited: All uses not specifically pe mitted unde sub- ules (a) and (b)
above shall be p ohibited in the zone.
(i) All uses pe mitted in P ima y and Mixed esidential use zone without est iction of
floo a ea (except indust ies).
(ii) All comme cial and business uses including all shops, Depa tmental sto es,
ma kets, shopping cent es and uses connected with the display and etail sale of
me chandise eithe wholesale o etail but excluding explosive, obnoxious p oducts
and othe mate ials likely to cause health haza dous and dange to lives.
(iii) Wa ehouses, eposito ies and othe uses connected with sto age of wholesale t ade
but excluding sto age of explosive o p oducts which a e eithe obnoxious o likely
to cause health haza ds.
(iv) Resea ch, expe imental and testing labo ato ies not involving dange of fi e,
explosive fo health haza ds.
(v) Fuel filling stations, automobiles se vice stations and wo kshops with installation
not exceeding 20 H.P.
(vi) Indust ies catego ized as o ange and g een by the Puduche y Pollution Cont ol
Committee subject to a maximum installation of 20 H.P.
(b) The following uses may be permitted with a special sanction of the
Authority:
(ii) P ivate helipads subject to clea ance of Civil Aviation Depa tment, Fi e se vices and
Police Depa tment.
(c) Uses Prohibited: All uses not specifically mentioned unde ule (a) and (b) above
shall be p ohibited.
(a) Cove age: The maximum pe missible cove age shall be 75% of the a ea of the plot.
(b) Floo a ea atio: The floo a ea atio shall not exceed 250.
(c) Height: The height of the buildings in this zone shall not exceed 17.0 m.
(d) Othe pa amete s shall be egulated as pe the clauses p esc ibed unde ’Local
Comme cial’.
Note:
The delineation of Cent al Business Dist ict of othe towns of the Union Te ito y may be
made while p epa ing Maste Plan at the espective towns.
(i) Indust ies which will not cause excessive o objectionable noise, vib ation, smoke,
gas flame, odou , dust, effluent and othe objectionable conditons and employing
not mo e than 200 wo ke s with o without powe .
(iii) Public utilities and buildings, canteen, estau ant and ec eational facilities fo
employees.
(iv) Residential use fo secu ity and watch staff, fi e station, fi st-aid station, police out
post, post office.
(i) Bus stand, ailways and oad f eight stations at sites abutting and gaining access
f om public oads of width minimum 15.0 m.
(iii) Gove nment and Semi-Gove nment uses incidential to main use.
(ii) Smith, moto wo kshops, ga ages and elect ic epai ing shops.
(iii) Flou mill, ice, dal, and oil mills, employing not mo e than 50 pe sons.
(vii) Public utilities and buildings manufactu ing b ead and biscuit and confectione ies.
b) The following uses may be permitted with the special sanction of the
Authority:
In the special and haza dous indust ial zone, buildings o p emises shall no mally be
pe mitted only fo the following pu poses and accesso y uses.
(i) All special and haza dous indust ies (classified as Red by the Puduche y Pollution
Cont ol Committee) without est iction of H.P. but sufficient p ecautions to the
satisfaction of the Competent Autho ity / Puduche y Pollution Cont ol Committee
have been taken to eliminate noxious o dange ous effluents.
(ii) Uses involving sto age, handling and othe uses incidental to such indust ies.
(b) The following uses may be permitted with a special sanction of the
Authority:
(i) All uses pe missible in the indust ial zone as may be decided by the Planning
Autho ity.
(c)Uses prohibited: All uses not specifically pe mitted unde ule (a) and (b) above
shall be p ohibited.
(2) Gove nment and quasi gove nment offices & Institutions, p ofessional and business
offices.
(4) Hospital, sanato ia and othe medical and public health institutions.
(5) Pa ks play fields, swimming pools, and othe public and semi public open spaces.
(10) Residential and comme cial spaces incidental to the activities pe missible in this
use.
(b) The following uses may be permitted with special sanction of the Authority:
(1) T anspo tation te minals, including bus te minus and ailway stations, ai po ts,
Ha bou , pa king lots including multilevel pa king lots.
(2) Cinema theate s and othe comme cial ente tainment cent es and
kalyanamandapams.
(3) Clubs, community halls, Assembly halls, Audito iums and Theat es.
(4) C emato ia, cemete ies, bu ial g ounds and bu ning g ounds.
(10) Containe te minals at sites abutting and gaining access f om public oads of width
minimum 15.0 m.
(c) Uses Prohibited: All uses not specifically pe mitted unde sub ules (a) and (b)
above shall be p ohibited.
(d) Other parameters: The plot extent, f ontage, cove age, floo a ea atio and set
backs fo the institutions shall be egulated acco ding to the specification given in
Annexu e -XI.
V.AGRICULTURAL ZONE;
(v) Sto age and d ying of fe tilize s, food g ains and seeds.
(vi) Installation of elect ic machine y of not exceeding 15.0 H.P. may be allowed fo the
uses mentioned above.
(vii) Pet ol and othe fuel filling stations, schools, lib a ies, eligious buildings, public
utility buildings.
(b) The following uses may be permitted with special sanction of the Authority:
(i) Pa ks and playg ounds, camping sites and othe ec eational uses.
(iii) Installation of elect ic moto s that may be necessa y fo the uses mentioned above,
and fo mill fo g inding, hulling, etc.of ce eals, pulses, food-g ains and oil seeds
p ovided the site has p ope access.
c) Uses Prohibited:
All uses not specifically pe mitted unde ules (a) and (b) above shall be p ohibited.
In this zone buildings o p emises shall be pe mitted fo the following pu poses and
accesso y uses:
(i) All public and semi public ec eational uses and open spaces, pa ks and
playg ounds, zoological and botanical ga dens, nu se ies, wate f ont
developments, Museums and memo ials.
(ii) Open Ai Theat e, Exhibitions, Ci cuses, Fai s and Festival g ounds, Public
utilities.
All uses not specifically mentioned in sub egulations (1) shall be p ohibited.
(a) Uses permitted: Ag icultu e and ho ticultu e, Dai y and poult y fa ming, fa m
houses and necessa y building; B ick and lime kiln and emoval of clay, g avel; Bu ial
and c emation g ounds. T enching and disposal g ound; Places of wo ship, Public
utilities and buildings; bus, t uck te minus and ai po t facing public oad width of
minimum 15.0 m.
The development of land and building fo the pu poses of accele ating the g owth of
info mation technology including the manufactu e of the ha dwa e, development of
softwa e and its associated compute – communication technology applications shall
confo m to the ules fo “Info mation Technology Pa k” given in Annexu e-XIV.
Buildings exceeding fou floo s o 15.0 m. in height shall not be pe mitted in a eas
specifically p ohibited fo const uction of such buildings. The design of multi sto eyed
buildings should be done as pe the elevant code p esc ibed fo ea thquake esistant
In all othe a eas maximum height of the buildings shall not exceed 15.0 m. p ovided
a chitectu al featu es like gopu ams, mina ets, steeples, flag mast, wate tanks o
simila st uctu es may be pe mitted subject to the ceiling of 20.0 m. height f om g ound
level with special sanction of the Autho ity.
Pa king spaces shall be p ovided within the site confo ming to the egulations given in the
Annexu e-X.
Note: (1) In cases of const uction of Indust y, N.O.C. / pe mission of the conce ned
Municipality / Commune Panchayat fo establishing Indust y shall be insisted fo
the p oposed development.
(3) In addition to this above incidential st uct u es such as Gate pilla s, Se vant
oom, watchman booth, cycle stand, Gene ato oom and toilets with height not
exceeding 4.0 m. a e pe missible in these minimum p esc ibed setback spaces.
