Bensmar B. Ligwang, Municipal Mayor, Kabugao, Apayao addressed to Fay W. Apil, OIC, Regional Director, Mines and Geosciences Bureau, Cordillera Administrative Region, Department of Environment and Natural Resources (MGB- CAR, DENR), a Geohazard Investigation was undertaken by the undersigned geologist at the above-mentioned location. The site is situated at Poblacion, Kabugao, Apayao and is approximately located at geographical coordinates 18°1' 17.3" North latitude and 121° 10' 55.7" Bast longitude using Geographical Positioning System (GPS) instrument, It can be reached from Santa Marcela Municipal Hall thru Santa Marcela Municipal Road then thru San Juan Barangay Road The site is situated adjacent to San Juan Elementary School Compound 2, It is situated on a levelled ground characterized by highly sloping topography towards northwest. No slope stabilization structure was noted on the area during the investigation In addition, a damaged residential building and tension cracks with vertical and horizontal displacement were noted, Figure 1 aerial photo of Barangey Poblacion, Kebugao, Apayao 3. The area is underlain by sedimentary rocks composed of conglomerate, sandstone and siltsone, In addition, thick soil cover was noted that is believed to be derived from the in- situ weathering of the underlying rocks. 6. No surface manifestation of faults and lineaments were observed within the area and its vicinities during the field ocular inspection. However, the site is affected by an active mass movement in the form of creeping as manifested by the presence of tilted trees. The creeping was aggravated by saturation due to the continuous and heavy downpour of typhoon of Typhoon Quiel which then resulted to the downward movement of the area. Moreover, presence of approximately 20 centimeter vertical and horizontal displacements were observed during the time of inspection. Conclusions and Recommendations Based from the above cited findings and observations, the site is experiencing instabilities in the form of creeping. The unstable area has low stability since the shear stress has been reduced, Furthermore, it will continue move downslope over a long period of time or can be easily remobilized, Additional factor considered is that the subject area is situated on a steep slope. Based from the discussions previously mentioned, all the basic factors considered for the progression of the landslide are still present, thus its progression/remobilization should be expected. To avoid possible loss of lives as well as properties the following recommendation should be taken into consideration. However, these are mitigation in nature and not a guarantee for the total stability of the progressive landslide. 1 ‘A systematic drainage system should be introduced in the area and should be concreted and interconnected with the main drainage system. All surface water should be diverted away from the site, Furthermore, appropriate embankment and concrete lining along the River should be considered to prevent scouring/instabilities along the riverbank. Reduction of slope angle by systematic terracing/benching and the consequent introduction of retaining walls along the slopes to be cut/benched. As a long-term solution, residents affected by the ground instabilities should be relocated to a more stable area 4. The area should be declared as “Danger Zone”, therefore, construction of new building structures should be prevented. 5. Proper monitoring of the area should be implemented including the residential areas for possible development of ground stabilities as manifested by tension cracks, tilted/bent trees and/or ground displacements. 6. The residents of the area should be properly informed of the geohazard condition of the area and that they should be vigilant especially during prolonged/heavy precipitation. 7. Consult a Structural Engineer for a detailed assessment of the structural integrity of the affected buildings Any damages due to non-implementation of these recommendations shall be the sole responsibility of the proponents.
