List of type of programs, projects and activities (PPAs) under the sector/subsector

I. Economic

A. Production Sector. This include PPAs to support food production and supply value
chain and other assistance to mitigate losses of economic sectors as follows:

On Agriculture and Fisheries.

 Provision of seedlings, planting materials and other planting inputs such as


fertilizers and pesticides particularly for rice, corn, high value crops and other
agricultural commodities in the region
 Provision of fingerlings and fishing gears and equipment
 Establishment of common production and food processing facilities (i.e. milling
machines, postharvest storage facilities, processing equipment and machineries)
 Construction or improvement of farm to market roads
 Improvement of irrigation system
 Research, development & extension programs to support the agriculture and
fisheries sector
 Logistics support programs

On Industry and Services.

 Marketing and promotion support programs for the MSMEs


 Expansion of e-commerce and online marketing platforms
 Business education and development assistance programs to identify and create
business opportunities under the new normal
 Capacity building or training programs on processing, packing, and skills
development
 Establishment of common production and food processing facilities
 Research, development & extension programs to support the manufacturing
sector
 Access roads to tourist destinations including to airports and ports
 Other assistance programs for the tourism industry

B. Financial Services. This includes PPAs related to the following:

 Lending or credit support for farmers/fisherfolks and the business sector


particularly the MSMEs (i.e. SBCorp’s Pondo sa Pagbabago at Pag-Asenso or
P3; DA’s Survival and Recovery (SURE) Assistance Program)
 Loan restructuring
 Credit guarantees to support banks’ lending especially to farmers/fisherfolks and
MSMEs
 Insurance coverage for farmers (i.e. crop insurance) and MSMEs
 Provision of grants and loan facilities for LGUs to support funding of their PPAs
 Lending programs for government employees
C. Employment Assistance: This includes PPAs related to the following:

 Cash-for-work programs (i.e. DOLE’s TUPAD)


 Skills retooling training programs for displaced workers (including OFWs) and
other skills enhancement programs for workers
 Livelihood programs and assistance grants of DTI and DSWD (i.e. SLP) for start-
up capital
 Recruitment activities such as job fairs and other job search/placement activities
 Government internship program

II. Social Services

A. Health. This includes PPAs related to the following:

 Personal protective equipment for health workers and frontliners particularly the
provision/ distribution and ensuring availability of supply
 Procurement of medical equipment, supplies, and medicines
 Establishment of temporary containment/quarantine/isolation facilities
 Expansion of hospital and health facilities to accommodate increasing COVID
patients
 Conduct of epidemiology and health surveillance
 Capacity building and skills training for health institutions and workers on health
and safety particularly on handling patients with COVID-19
 Health and safety advocacy programs
 Research and development relative to vaccines and medicines

B. Education. This includes PPAs related to the following:

 Adoption of alternative learning system/modalities particularly through digital


learning
 Upgrading of public school facilities including procurement of necessary
educational materials and equipment
 Trainings for teachers on the alternative learning methods
 Support programs for the private education sector
 Scholarship programs

C. Social Protection. This includes PPAs related to the following:

 Emergency subsidy programs for the displaced workers, farmers/fisherfolks and


other vulnerable sectors (i.e. DSWD’s Assistance to Individuals in Crisis
Situation; DOLE’s COVID-19 Adjustment Measures Program; DA’s cash
assistance for rice farmers)
 Distribution of food and non-food items

III. Environment. This includes PPAs related to the following

 Proper waste management and disposal particularly of health care and infectious
wastes
 Protection and conservation of natural resources, especially in degradation
hotspots and critical ecosystems
 Wildlife resources conservation programs
 Management of water resources and facilities

IV. Governance. This includes PPAs related to the following

 Improvement of information and communication technology (i.e. speed up of


internet service, broadband program, provision of wi-fi in public places)
 Capacity building and skills trainings for government institutions and employees
including LGUs relative to new standards in service delivery
 Promotion of digital work force in the government sector and digitization of public
service delivery and transactions
 Technical assistance to LGUs to strengthen their capacities as first responders
and frontline service delivery units
 Establishment of LGU registry/database
 Disaster preparedness (i.e. business continuity planning, contingency planning,
construction of evacuation centers)
 Financial risk assistance programs for health workers and frontline workers
 Peace and order enforcement activities to ensure safety of the public

V. Transportation. This includes PPAs related to the following:

 Improvements in public transportation system


 Promotion of alternative modes of transportation (i.e., bicycles, electric vehicles,
etc.).
 Other programs that promote commuters’/tourists’ welfare and safety during
mobility and travels
