BRIEF STATEMENT OF SUBJECT MATTER, ACTION TAKEN AND
RELEVANT INFORMATION GATHERED:

Submitted for consideration to the Committee on Cooperatives and

Accreditation of Non-Government Organizations is a request, dated

September 1, 2019, for the issuance of a Resolution approving the

applications for accreditation with the Local Government Unit of Ormoc

(LGU for brevity) are the following civil society organizations:

1. Ormoc Vendors Multipurpose Cooperative (ORVEMPCO);

2. Sto. Niño Visares Transport Service Multipurpose Cooperative (SAVIMCO);

3. Ormoc South District Farmer Irrigators Service Cooperative (OSDI FISCO);

4. People’s Transport Cooperative (PETCO);

5. Duterte Riders Team Cebu, Inc.;

6. Leyte Ormoc Transport Cooperative (LOTC); and

7. Leyte Geothermal Employees’ Credit Cooperative (LGECC).

Pursuant to Rule XIII of the Implementing Rules and Regulations of the

Local Government Code of 1991 which provides that “LGUs shall promote

the establishment and operation of people’s organizations, NGOs, and the

private sector, to make them active partners in the pursuit of local

autonomy” thus, a committee meeting was held on September 23, 2019,

10 o’clock in the morning at the Sangguniang Panlungsod Session Hall, to

discuss matters relative to the abovementioned request.


Quorum was not obtained, nevertheless SP Member Villasencio continued

with the meeting as the invited guests were already there.

Gathered from the meeting, there were four (4) civil society organizations

(CSO for brevity) applying for renewal of their accreditation with the LGU

and two (2) CSOs applying for accreditation for the first time.

A. RENEWAL

All four (4) CSOs namely:

1. ORVEMPCO; 3. OSDI FISCO; and

2. SAVIMCO; 4. PETCO

are cooperatives duly registered with the Cooperative Development

Authority (CDA for brevity) with community-based project development

and implementation track record of least one (1) year reckoned from their

respective registration.

During the meeting, SP Member Penserga highlighted the importance and

significance of the financial statement requirement as mandated in

Ordinance No. 009, stating that this is one (1) way in which the

Sanggunian can keep track if the organization is active or not in the

pursuit of its organizational objectives, stating further that the LGU can
only help if the respective organizations also help themselves; and

furthermore, required them to submit their respective financial statement

every year during the term of their accreditation with the LGU.

As to their community-based projects, ORVEMPCO as represented by Mr.

Palacio, stated that they have been conducting social action programs

since their registration with the CDA such as feeding programs and the

granting of scholarship programs to ten (10) poor and deserving students.

Now, they have two (2) successful graduates from their program.

SAVIMCO and PETCO, represented by Mr. Dela Peña and Ms. Espinosa

respectively, stated that their cooperatives are compliant with the Public Utility

Vehicle Modernization Program of the National Government and is a Euro-4 engine

compliant, due to the mandate of the Clean Air Act.

SP Member Villasencio suggested that SAVIMCO should apply for membership with

the Ormoc City Cooperative Development Council so that it can be abreast of the

new developments and projects for the cooperatives in the City.

B. FIRST TIME APPLICANTS

For the first time applicants namely Duterte Riders Team Cebu, Inc. – Ormoc

Chapter (Duterte Riders for brevity) and LOTC, SP Member Penserga asked them if
they have already been registered with accrediting National Government Agencies,

to which both applicants responded in the affirmative, Securities and Exchange

Commission on the part of the Duterte Riders and CDA for LOTC.

He likewise asked them for their office addresses, their monthly and membership

dues and their community-based projects reckoning from their registration with the

National Government Agencies, to which both organizations responded that their

office is in the residence of their respective organization presidents; they do have

monthly dues not exceeding one hundred Philippine Pesos (Php 100); and have

been doing their fair share of social responsibilities in the City by doing feeding

programs, tree planting and coastal clean-up drives.

FINDINGS AND CONCLUSIONS:

The Committee on Cooperatives and Accreditation of Non-Government

Organizations, after careful considerations, perusal and review of the

pertinent documents submitted by the aforementioned civil society

organizations pursuant to Ordinance No. 009 and DILG Memorandum

Circular No. 2019 – 72, finds that the same are in order, and the

purposes of the sought accreditation are all directed to promote socio-

economic development among its members through the establishment of

a strong linkage with the LGU, the subject matter be approved at

committee level.
With regard to the application of LGECC, their application was put on hold

considering that they were not able to attend the committee meeting due

to some inevitable circumstances and is amenable for a later schedule.

RECOMMENDATION:

The Committee on Cooperatives and Accreditation of Non-Government

Organizations recommended that two (2) separate resolutions be passed

for those seeking for renewal of their accreditation with the LGU and for

those seeking accreditation for the first time.

GOVERNMENT UNIT OF ORMOC, IN ACCORDANCE WITH THE

PROVISIONS OF ORDINANCE NO. 009, DATED OCTOBER 16, 2014 OF

THE FOLLOWING CIVIL SOCIETY ORGANIZATIONS, TO WIT:

1. Ormoc Vendors Multipurpose Cooperative (ORVEMPCO);

2. Sto. Niño Visares Transport Service Multipurpose Cooperative (SAVIMCO);

3. Ormoc South District Farmer Irrigators Service Cooperative (OSDI FISCO);

4. People’s Transport Cooperative (PETCO);


B. FIRST TIME ACCREDITATION
