What is Alternative Learning System?

Alternative Learning System is a parallel learning system that provides a viable alternative to the existing
formal education instruction.  It encompasses both the nonformal and informal sources of knowledge and
skills. (Republic Act 9155)

Alternative Learning System is the second chance of education...


 Alternative Learning System is mandated to deliver literacy skills to out-of-school children, youth and
adults.

Literacy means provision of skills in reading , writing & numeracy.             

What are the legal bases of ALS?


Section 1, Article XIV of 1987 Constitution

 “the State shall protect and promote the rights of all citizens to quality education at all levels and shall
take appropriate steps to make such education accessible to all” 

RA 9155
Basic Education is the education intended to meet basic learning needs which lays the foundation on high
subsequently learning can be based.  It encompasses early childhood, elementary and high school
education as well as alternative learning systems for children, OSY and adult learners and for those with
special needs.

Identification of the ALS Core Competencies


Rationale:
 Ø  Functional Literacy is end goal of Basic Education (formal and ALS)
 Ø  Functional Literacy has been operationally defined.
 Ø  Core competencies address the operational definition of Functional Literacy
       Use core competencies in Teaching-Learning in ALS programs (other competencies will be
used in continuing education
       Use core competencies to determine achievement of learners in A&E test as well as in ABL
and FLT tests
 Ø  Core modules reflect the core competencies
         Use core modules in Teaching-Learning in Alternative Learning program (other modules use
for independent learning)

FUNCTIONAL LITERACY
Operational definition:
                                A functional literate person is one who can communicate effectively, solve problems
scientifically, creatively, and think critically, use resources sustainably and be productive, develop oneself
and a sense of community, and expand one’s world view.

Basic Education Curriculum for the Alternative Learning System


(BEC-ALS)

The Basic Education Curriculum for the ALS:


 Ø  covers a set of competencies that a learner can achieve through the alternative learning
process
 Ø  contains a learning continuum of essential and functional skills, knowledge and values
appropriate for ALS basic education designed to be comparable to the basic education in the formal
school system
 Ø  was drawn from the 1997 Philippine Elementary Learning competencies and 1998 Philippine
Secondary Schools Learning Competencies
 Ø  The BEC - ALS structure and content was based on the national definition of functional literacy
and its major indicators developed by the Literacy Coordinating Council (LCC)
CURRICULUM FRAMEWORK
New Definition of Functional Literacy
           A range of skills and competencies, cognitive, affective and behavioral which enables individuals
to:
 Ø  live and work as human persons
 Ø  develop their potentials
 Ø  make critical and informed decisions
 Ø  function effectively in society within the context of their environment and that of the wider
community (local, national, regional & global)

*  In order to improve the quality of their life and that of society.

The BEC - ALS Learning Strands

   Communication Skills
   Problem Solving and Critical Thinking (scientific literacy and numeracy)
   Sustainable Use of Resources and Productivity
   Development of Self and a Sense of Community
   Expanding One’s World Vision

Each Learning Strand describes:


   a focus or foci
   terminal objectives
   sub-terminal objectives
   enabling objectives

These objectives are the competencies themselves which incorporate the


essential knowledge, skills, attitude and values of the learning strand.
Each objective has a corresponding level of literacy:
   basic (BL)
   elementary (EL)
   secondary (SL)

Learners interested in obtaining Elementary Level Certificates need to develop proficiency of the basic
and elementary level competencies.

Learners seeking Secondary Level Certificates need to develop proficiency of the secondary level
competencies.
The emphasis of the competencies of the BEC-ALS is to:
   facilitate the practical application of knowledge and skills
   effect immediate improvement in the quality of the life of learners

ALS PROGRAMS & PROJECTS

Major Programs of ALS

Basic Literacy Program (BLP)

A program that aims to eradicate illiteracy among Out of School Children


(OSC), Out of School Youth (OSY) and adults by providing them literacy
skills in reading, writing & numeracy.

Accreditation and Equivalency Program

A program that provides an alternative pathway of learning to Out of School


Youth (OSY) & adults who are basically literate but who have not
completed the 10 years of Basic Education mandated by the Constitution.
Through his program, the drop-outs are able to finish their education even
outside the framework of the formal school system.
Speaking and Listening Test Materials
The interview will make use of the following;

* Record of Response Sheet (RRS) use to record learners responses.

* Listening and Speaking Scoring Guide (LSSG) guides on how to score examinees responses.

* Story sheet

* Pencil

Features of Speaking and Listening Test


The Speaking and Listening Test of the FLT is designed to measures/assess the following skills;

       listen to recount accurately on the important, full and specific details of oral messages.

       Listen and evaluate critically oral messages on the issue; and

      respond appropriately to ideas through verbal means by interpreting correctly the meaning of the
story.

This skills are found in Learning Strand One (Communication Skills) of the ALS Curriculum. This test will
be administered in a form of an interview after the learner finishes the PIS. It consists of six (6) items
with the score of two (2) points each. This test should be administered 15 - 20 minutes individually and
separately.

ALS FLT - WRITING TEST/PAGSULAT


The Writing Test gauges the learner's ability to compose a few sentences and paragraph. The writing
test is designed to be taken in 15 minutes.

The first essay is about One's Family and the second one is about the Cutting of the Trees.

ALS FLT - NUMERACY TEST/PAGKUKUWENTA
The Numeracy Test assesses the learner's ability in basic mathematical operations. It is designed
to be taken in 45 minutes. The numeracy test is divided into four parts as follows. 

Items 1 - 6 is the Computation of two to three-digit numbers

Items 7 - 12 is Solving simple word problems.

Items 13 -18 is Interpreting Graphs

Items 19 -24 is Measurement.

ALS Learner please don't forget that you must answer this test within 45 minutes. Please
be honest.

ALS FLT - Reading Test


The Reading Test measures understanding of written selections. It consist of 24 test items (13 short
responses and 11 multiple choice.) It contains selections followed by questions in varied item formats.
There are 6 test items in each category skills. The competencies/skills assessed in reading are the
following:

LOCATE information by matching words or when there is distracting information or information that is


not next to matched word. It answer what, where many and when questions.

COMPREHEND, make predictions, and draw conclusions, sequence ideas.

INTERPRET by making inference to interpreting information that is not directly stated. It answer how
and why questions.

SUMMARIZE, recognize the main idea, separate details from the main idea, give an opinion.
