There are six offices and agencies of the government according to real state and housing development.

1. Housing and Land Use Regulatory Board (HLURB)- The HLURB, as the lead agency in providing assistance to local
government units in the preparation of comprehensive land use plans; regulation of housing, land development and homeowners
association and adjudications of disputes which promote inclusive growth and economic advancement, social justice and
environmental protection for the equitable distribution and enjoyment of development benefits.

2. Home Development Mutual Fund (Pag-IBIG)- The Home Development Mutual Fund (HDMF), more popularly known as the
Pag-IBIG Fund, was established to provide a national savings program and affordable shelter financing for the Filipino
worker. The Fund offers its members short-term loans and access to housing programs.
3. Home Guaranty Corporation (HGC)- The HGC facilitates a guaranty line application that reassure lenders and investors in
housing by issuing loan and securitization guarantees. The clients of this government agency include banks, building and loan
associations, investment house, trust companies, insurance companies, lending institutions, cooperatives, microfinance entities
and housing developers that provide funds for homebuyers and housing developments.

4. Housing and Urban Development Coordinating Council (HUDCC)- The Housing and Urban Development Coordinating
Council (HUDCC) is the government agency which serves as the over-all coordinator, initiator and facilitator of all government
policies, plans and programs for the housing sector; that formulates appropriate policies, monitors, and evaluates the programs,
projects and performance of the implementing shelter agencies, mainly its function of coordinating the activities of the
government housing agencies to ensure the accomplishment of the National Shelter Program.

5. National Housing Authority (NHA)- NHA was tasked to develop and implement a comprehensive and integrated housing
program which shall embrace, among others, housing development and resettlement, sources and schemes of financing, and
delineation of government and private sector participation and implementation of a comprehensive and integrated housing
development and resettlement.
6. Social Housing Finance Corporation (SHFC)- Social housing powers and functions of the National Home Mortgage Finance
Corporation such as the transfer of the Community Mortgage Program, Abot-Kaya Pabahay Fund Program has been directed and
transferred to this government agency. The agency aims to provideand organized, homeless, and low-income families with Fair,
Affordable, Innovative, and Responsive (FAIR) shelter solutions to their housing needs.

Agencies that provide financial assistance to housing development.


The Philippine government offers affordable housing loans to low-income to middle-income Filipinos who wants to avail a house through
different agencies. Such as Housing loans offered by SSS, GSIS, Pag-IBIG, NHMFC and SHFC. The Pag-ibig fund and Social Security
System (SSS) are the two most popular agencies for government home loans.

-The SSS or Social Security System Housing loan is known for pension that receives after retirement. It offers more than a monthly
retirement benefit for business and housing loan. There are option given for housing loans which is the Direct housing loan facility for
Worker’s Organization Member. That catered to provide low-cost housing for loyal members of WOM and the Direct Housing Loan
Facility for OFWs. It is mainly for Overseas Filipino Worker (OFW) which is crafted as loan. House Repair/Improvement Loan that covers
up the needs to a house repair/improvement loan.

-Government Service Insurance System (GSIS) Housing Loans A social security system for government employees. It ensures members
against particular contingencies in exchange for their monthly contributions. The institution does not directly offer housing loans however,
it does offer housing loan products through, GSIS offers housing loans in a private capacity, through the GSIS Family Bank. It offers
housing loans to individual/single proprietors, employed individuals, OFWs, and partnerships and corporations.

-Pag-IBIG Fund Housing Loans is one of the most familiar and popular options, it is available for private sector workers, OFW or even
self-employed workers that offers housing loan. Must be a member of Pag-IBIG Overseas Program (POP).

- National Home Mortgage Finance Corporation (NHMFC) Housing Loans is catered to finances for home mortgages. There is actually
only one loan program that NHMFC offers which is the Housing Loan Receivables Program (HLRPP). This is directed more to financial
institutions, developers, LGUs, cooperatives and other private sectors. They’ve created a program to help these organizations have more to
lend to potential homeowners.

-Social Housing Finance Corporation (SHFC) Housing Loans

The SHFC is concentrated on providing housing loans and financing for low-income families and informal settlers. SHFC works with
secondary markets such as LGUs undergoing housing projects to help those with lower incomes gain their own home.

Requirement and documents needed to submit application for loan program.

Basic documents

It is very much necessary to provide identification cards (ID), and must submit one to two valid government-issued IDs with photocopies.
There are several list of acceptable IDs like, Passport, Driver’s License, Professional Regulation Commission (PRC) ID, Postal ID,
National Bureau of Investigation (NBI) Clearance, Police Clearance, Government Service Insurance System (GSIS) e-Card, Digitalized
Social Security System (SSS) Card, Senior Citizen Card and Digitalized Bureau of Internal Revenue ID.

There are ID’s require for those employed abroad like Overseas Workers Welfare Administration (OWWA) ID, OFW ID and Seaman’s
Book.

Proof of income documents

Income verification is required as documentary evidence that as the borrower, has the capacity to make a long-term financial commitment.
The income and other financial data will be assessed to determine the ability to repay the loan.

If you are locally employed, the following requirement should be submitted ,Latest Income Tax Return (ITR), Latest 3 months pay slips,
Certificate of Employment (COE) with salary breakdown and Latest 3-6 months bank statements. If you are an Overseas Filipino Worker
(OFW), the following requirement should be submitted. Latest 3 months proof of remittance/pay slips, Latest 3 months bank statement,
COE with compensation, Latest Crew Contract (for seafarer/seaman) or Employment Contract (for land-based OFWs) and Copy of Special
Power of Attorney (SPA)

Collateral documents

Collateral requirements differ if you’re getting a loan from your lender to buy a home with an accredited project developer or not. If you
are searching for a home loan to buy a property from an accredited developer, you need to submit the following documents. The documents
should state the condominium for sale’s description and purchase price: Contract to Sell, Reservation Agreement, Endorsement letter.

Supplementary documents

These are additional documents you need to submit, depending on your circumstances. For married applicants, you need to forward a clear
copy of your National Statistics Office-issued marriage certificate. If you are just newly married, you can go to the office of the city hall
where your marriage contract has been registered and filed to ask for a civil registrar copy. For housing loans with a co-borrower, you
would also need to submit your co-borrower’s proof of income, identification, and other required documents.
