Question: How to improve the skill development initiatives in India?

According to reliable estimates, more than 12 million youth between 15 and 29 years of age are expected
to enter India’s labor force every year for the next two decades. While the government’s skill gap
analysis concludes that by 2022, another 109 million or so skilled workers will be needed in the 24 keys
sectors of the economy and accordingly a number of mega skill development programmes have been
mounted, the outcome appears to be sub-optimal on account of some critical gaps in the education-
skilling-employment continuum. Most discourses on India’s skill baseline start typically with the dismal
international comparison-that only 2.3 percent of India’s workforce has received formal skills training
compared to the UK (68%), Germany (75%), the USA (52%), Japan (80%) and South Korea (96%).
But what is the human story behind it?

A) How does one explain such low baseline despite impressive gains achieved by India in the
educational sector, the high priority being placed by the government on skill development,
the rapidly expanding business sector, and the overall growth trajectory?
B) What is the way forward now – how can we make sure that the initiatives are implemented
well and not look good on paper? How can we increase the employability of the youth
keeping in mind the structural changes happening in the job market?
C) Reports suggest that in some decades the job market will undergo a radical transformation
and some of the current jobs will cease to exist. How should the youth be prepared for
future life skills?
D) How can we increase the shelf life of the population currently employed?
