Introduction
Lahore Parking Company (Lepark) is a Public Limited Company Established
under Section 32 of Companies’ Ordinance, 1984. The Company is a Subsidiary of
Metropolitan Corporation Lahore and Established in order to solve the existing
Parking problems of the City and to improve the existing Parking System.
Lepark Conducts all types of Planning and Feasibility Studies in Order to Improve
the Traffic Condition and to Provide Better Parking Facilities. The Company has
been entrusted the task of Planning, Designing, Operations, Atomization,
Maintenance and Regulation of all On-Street and Off-Street Parking Sites under
the Jurisdiction of Metropolitan Corporation Lahore.
Mission Statement
Address the issue of all the Transportation implies for Parking based on a Positive
Understanding of Service Aiming to Ensure a Reliable Parking Management
System for the Citizens
Vision
Increment the Existing stopping limit so as to guarantee an Effective and Efficient
Parking Management System and add to the Infrastructure Development of the
Urban Transportation with its State of The Art Technology and all around
Qualified Professional Staff.
Objectives
Organization of 5 Mechanical Rotary Parking Systems on Model Roads (i.e., Jail
Road and Ferozepur Road) in 2017
Organization of First Mechanical Rotary Parking System in Lahore to provide food
the Parking needs of the residents of Lahore in December, 2016
Usage of Automated Parking Management System (APMS) in entire Lahore
through Handheld Terminals, Automatic Barriers and Ticketing Machines
Present an Integrated Electronic Parking Fee Collection System all through the
City
Foundation of Parking Operations and Management System (POMS)
Functions
Lahore Parking Company Limited (LePARK) is Facilitating General Public by
providing them following Facilities
Planning, Designing & Rehabilitation
Lahore Parking Company aims to rehabilitate the Existing Parking Sites in the City
and it has a Vision to Plan and Design new Parking Sites as per International
Practices by Considering the Local Conditions.
Modern and Comfortable Parking System
Lahore Parking Company will Develop Modern Parking Sites in the City Equipped
with Automatic Ticketing Machines, Barriers, HandHeld Terminals, Cameras, etc.
This Modern System will be Intelligent, Time Efficient & Automatic.
Public Convenience
The main Objective of the Company is Public Convenience and this will be
ensured by Automatic Parking Management System, Proper Pavement Marking,
Signage, Adequate Pedestrian Pathways, Lighting, etc.
Safety and Security
The Company Aims to have Modern Surveillance and Enforcement System to
Cater the Threat of Safety and Security in Parking Sites. Automatic Ticketing
Machines, Latest High Definition Cameras, Bar Code Scanners, etc will be
installed to ensure Security of Vehicles.

Public Awareness
Public awareness will be carried out regarding Automatic Parking Management
System and its efficient use via Electronic Media, News Papers and Seminars at
Different Forums.
Completed Projects

Metro Bus Route

• Managing all Parkings Linked with Metro Bus Stations. So, People can Park
their Vehicle and Travel through Metro Bus.

Rotary Parking

• Six Rotary Parking machines installed at Lahore High Court, Old P N D ,

Services Hospital, Mayo Hospital, DC office and Ichra Site.

E-Ticketing

• Lahore Parking Company has successfully lanuched e-ticketing on the

following sites of Lahore:-
• Liberty D Parking Site.
• PCBL Site.
• Ittefaq Hospital Site.

Ramadan Bazar's

• Controlling and Managing 21 Ramadan bazar's Parking in the District

Lahore.

New Public Management Concept Used

Lahore parking (Leparking) is a public limited company ,but it is totally

working on new public management principles.The basic purpose of the
company is to generate revenue not to ficilitate the general public.Company
is not getting funds from the govt it is generating its own funds for running
and also give profits to the govt.Emplyees are hired same like private
institutes.Paid up capital was given by govt and 65% amount was used other
amount was not given by govt (Rehan Waheed Khan). For increasing
efficiency and minimizing cost a business like model was introduced. We do
not get funds from govt instead we generate revenue for the govt (Usman
Khan).

Interviews

I have conducted 3 interviews of Lahore Parking (Lepark) employees.Their

answers were same or near to each other.According to Faizan ul Haq,
Lahore parking purpose was to abolish the Qabza Mafia Group,who are over
charging,misbehaving and not providing the proper facilities.To control the
trafic of Lahore city with LDA and Lahore Metropolitican Corporation.To
control the illegal parkings on lahore city.The private contractor rates were
high as compare to Lahore parking.

Analysis

After studying the Lahore Parking company (Lepark) I have analyzed it on

the basis of interviews and its policy.The company is badly failed to provide
services according to its objectives.The company wanted to change the
manual system to Eletronic system.E ticketing was introduced first time by
Lahore parking.It has 218 total sites in Lahore and only 4 sites, at Children
hospital, Ittefaq hospital, PCBL mall road, Liberty market.But it is unable to
provide E system on 214 sites (Rehan Waheed Khan).The Ticketer of the
company are same as private contratcors.Lepark is using same area which
were used by private contractor.Lahore parking has not introduced any
separate parking place or basements.If it was illegal parking at the time
private contractor then how it become legal by Lahore Parking.They use
same plaza front as a parking and charge to the public.Same old method is
utilized on 214 sites for parking then where is the objective of the
company.If there is no training of employees in field then what is
change.This company has failed to fulfill its objectives and the motive of the
company is to earn profits not ficilitate general public.All the analysis based
on interviews and policies.

Ethical Dilemma

The ethical dilemma of Lahore parking is that it has not acquired new places
for parking no new grounds or new basements.Same plaza fronts are used
which before was illegal parking now its legal because now its under
govt.Old sites which were used by Mafia groups and plaza owner is same
now under the Lahore parking.If the private contracor were using it as illegal
then how it become legal under government.Same manual system is used for
ticket on 214 sites out of 218 in lahore city under Lahore Parking.The
ticketer are same uneducated as compare to old system.Its basic purpose is
not to ficilitate public its purpose is to generate revenue same like business
model.
