1 Project Description

Waste Water Treatment plant for the chemical, physical and biological treatment
(as optional) of industrial waste water emanating from edible oil and fats
processing plant.

2 Scope of Work

The tender shall include the following works, supply, and services:

• Concept development and detailed engineering for the complete treatment plant to
fulfill treated water specification as detail hereunder.

• Supply and installation of complete plant

• Start-up, and commissioning, and operation and maintenance for 1 year.

• Training of operating staff.


3 Quality Specification

The treatment plant must comply with the following quality parameters measured at
the inlet and outlet of the plant.

Flow rate requirement:

• Total flow to inlet of treatment plant: 480 m3/day average


• Operating hours: 24 hrs
• Flow rate: 20 m3/hr

4 Consumption of Utilities

Suppliers are required to indicate in their offers the specific consumption of


utilities, i.e. power and chemicals used per m3 of water treated.

5 By-products of water treatment:

By-products such as sludge resulting from the water treatment shall be de-
watered and dried for easy disposal.
6 Codes & Standards

All design, fabrication, inspection, and testing of the plant will be done with
respect
to the latest American or European Standards. In case of non-availability of
standards, good engineering practice will be adopted.

7 Concept

The sewage generated from the processing of oils and fats are collected in a fat
trap and pumped to a collection pond in the water treatment plant unit where it
will undergo a series of chemical, physical, and biological treatment to arrive at
the desired quality parameters, after which it will released to the municipal
drainage network or diverted for reuse in irrigating plants.

8 Equipment list

Supplier must list in detail all equipment in the supply indicating the cost of
each.

Battery limits shall be clearly mentioned and all works required to be done by
Buyer shall be clearly indicated.

9 Power Supply

General electrical Specification:

NOTE: All machines should be designed for the local electrical supply i.e.
3 PHASE 380/400 V 60Hz
1 PHASE 220 V 60Hz
CONTROL VOLTS: 24VDC

1. The electrical panels should be:

a) Completely ready for connection, wired and workshop-tested


b) Cabinet housing and door are dip-primed and structural powder-coated. Mounting plate
galvanised.

c) Cable entry from bottom.

d) Panel should be equipped with a power monitoring module to display the voltage,load in
ampere, consumption in KWH, Peak load readings etc..

e) Terminals and terminal strips have a permanent and consecutive marking acc. to the
wiring diagram.

f) The components have a permanent marking acc. to the wiring diagram. They are
consecutively marked on the mounting plate and also individually.

g) Flexible wire ends are equipped with wire end ferrules.

h) The wiring colours should be different for different voltage type and level.e.g blue for
24VDC positive, white for 24VDC negative, red for 220VAC , Black for three phase 380VAC
supply.

i) All cable entries to the devices, terminal boxes and to the panels should be through cable
glands and should be water, oil and dust proof.

j) Cables connecting to motors and instruments in the field from the main panel should be
chemical resistant cables.

k) Panels should be equipped with circulation fan and exhaust holes with filters at the
bottom.

l) Main panel switch should be equipped for Pad Lock cut off.

m) HMI should be user friendly and should display all machine status. All parameter
adjustment should have user access protection.

3. Machine safety:

 All safety doors should be equipped with safety switches to prevent


operation in open position

 Strategically located emergency stop buttons to be available to stop the


compressor for any cases of emergency.

4. All devices on the unit i.e. sensors, switches, motors, valves, etc.. Are to be properly
tagged by engraved metal strips as per the electrical drawings.

5. All cables connected to motors, sensors, instruments should be through flexible


pipes sealed through cable entry glands.

6. It should be equipped with audible and visual alarms, the different color lights
indicating the status of the compressor like Fault, run stop, standby etc…

7. All plant data to be collected and send to a centralized line monitoring system where
data can be viewed analysed and archived.

8. For Heavy load motors above 15 KW soft starters are recommended.

9. WWT Plant control HMI should display in minimum the following:

 Plant status
 Plant faults in clear written text
 Plant delivery consumption
 Plant chemical and utility consumption
 User authorization
 External Interface

10. Documentation:

a) All documentation for panel components and devices installed on the machine to be
provided.

b) Complete electrical drawings to be supplied all comments in English.


c) Complete terminal drawing with details of cables to be provided

d) PLC program hard copy print out to be provided

e) PLC Program to be backed up on Flash EEPROM on the CPU

f) PLC Program to be supplied also on CD.

g) The comments of the user program of the PLC should be in English

h) HMI Program to be supplied both on CD and print out.

i) Set parameters for all frequency inverters, HMI to be provided.

10 Finishing

All equipment shall be in stainless steel material 304/316 to avoid corrosion.

11 Documentation

The Supplier shall provide the following documents in their offer:

 Two (2) sets of following documents in English language


1. Concepts and principle for operations
2. O&M manuals
3. Flow sheets/P&I diagrams& PFD
4. Specific consumption of chemical, power, and other utilities.
5. Complete company profile and list of reference projects of similar
nature.
6. HAZOP study
7. Other documents that give Buyer clear understanding of the plant in the
offer.
8. List of recommended 2 years’ spare parts
 One(1) soft copy of above documents

12 Contracting authority

The relevant contracting authority is the Office of the strategic sourcing and
supply, Savola Foods Company -
12.1 Confidentiality
Savola undertakes to use its best endeavors to hold confidential any information
provided by Vendors, subject to its obligations under prevailing laws.

Vendors wishing that any of the information supplied in their tender would not
be disclosed should identify this sensitive information clearly and specify the
reason for its sensitivity. Savola will consult such Vendors before making a
decision on disclosure of the information concerned on foot of any relevant
Freedom of Information request which may be received.

Savola requires that all information made available to the Vendor in the course
of this project be treated in strict confidence, unless indicated otherwise by
Savola in particular instances.

12.2 Costs incurred by Vendors


Savola will not be liable in respect of any costs incurred by applicant vendors in
the preparation of their tender or any associated work effort.

12.3 Quality review


All deliverables (goods or services) provided for under this RFT and resulting
Tenders must be subject to formal quality review. Therefore, Vendors must have
in place a formal Quality Assurance process specifically designed to measure
and validate the quality of all end products.

12.4 Content of Tender


Information provided by Vendors will be treated as binding. However, Savola
reserves the right to seek clarification or verification of any such information.
