On behalf of Tanzania Electric Supply Company (TANESCO); Public Service


Recruitment Secretariat (PSRS) invites dynamic and suitably qualified Tanzanians to
fill 569 vacant posts.

1.0 TANZANIA ELECTRIC SUPPLY COMPANY(TANESCO)


Tanzania Electric Supply Company Limited (TANESCO) is a Parastatal organization
established by Memorandum and Articles of Association incorporated in 26th November
1931 which established Tanzania Electric Supply Company Limited (the then
Tanganyika Electric Supply Company Limited -TANESCO). The Company generates
purchases, transmits, distributes and sells electricity to Tanzania Mainland and sells
bulk power to the Zanzibar Electricity Corporation (ZECO), which in turn sells it to the
Public in islands of Unguja and Pemba. TANESCO owns most of the electricity
generating, transmitting and distributing facilities in Tanzania Mainland with estimated
population of 50 million.
Historically, the German colonialists established the first public electricity supply in
Tanzania, the then called Tanganyika in 1908 at Dar es Salaam. It served the railway
workshops and a part of the town where the colonialists were mostly staying. In 1920,
when Tanganyika territory was put under Great Britain protectorate, a Government
Electricity Department was formed to take over and operate the public supplies left by
the Germans. In 1931, the Government handed over the undertaking at Dar es Salaam
and those elsewhere upcountry (Dodoma, Tabora and Kigoma) to private enterprises.
One of these companies was the Tanganyika Electric Supply Company Ltd.
(TANESCO) and the other Company was the Dar es Salaam and District Electric
Supply Company Ltd (DARESCO). The two companies were merged in 1964 and later
changed its name into Tanzania Electric Supply Company (TANESCO).

Tanzania Development Vision 2025 envisages to make the Country the middle income
by 2025, this implies that GDP per Capita will be raised from USD 640 to at least USD
3,000 by 2025. To achieve this target, we need fast economic growth which must be
propelled by adequate, reliable, affordable and environmental friendly electricity supply.
Therefore Generation capacity need to be increased from 1,583 MW to at least 10,000
MW by 2025. Also Increase electricity connection levels from 24% recorded in 2014 to
at least 50% and access levels from 36% to at least 75% by 2025. In view of the above
vision, the Government, through various directives, has directed TANESCO to review its
corporate structure to enable realization of the vision 2025 goals.

In undertaking its core functions TANESCO is guided by National Energy Policy of 2003
and Electricity act of 2008. TANESCO Ltd functions under regulatory guidance of
Energy and Water Utilities Regulatory Authority (EWURA) established by the EWURA
Act of 2001. In complying with the above directives, the Company has come up with
structure that reduces operational costs without compromising performance and
efficiency. It has also considered the National Agenda for Industrialization that aims at
transforming Tanzania’s economy into middle income.

1.1. ACCOUNTANT TRAINEE – 12 POSTS


1.1.1 WORKSTATION: REGIONS/PLANTS/DISTRICTS
1.1.2 SUPERVISED BY: REGIONAL/PLANT FINANCIAL OFFICER/PRINCIPAL
ACCOUNTANT
1.1.3 DUTIES AND RESPONSIBILITIES
i. Responsible for all matters relating to Accounting and Financial Control activities
at the Plant/Region/Districts including preparation of annual budget to ensure
achievement of corporate goals;
ii. Process, report and keep records of works orders as per accounting instructions;
iii. Prepare and submit weekly reports including petty cash, works orders and
invoices;
iv. Issue receipts and keep in safe custody payment vouchers and supporting
documents;
v. Post data into accounts system including general ledger, purchase ledger and
works orders transactions and validate all transactions;
vi. Assist to prepare and monitor monthly utilization and maintain records of imprest
fund payments; and
vii. Undertake Banking activities and effect petty cash payments.
1.1.4 QUALIFICATIONS AND EXPERIENCE
 Bachelor Degree in Accountancy, Commerce, Finance or equivalent from
recognized higher learning Institutions;
 Must have CPA (T);
 One year working experience in a related field.

1.2. ACCOUNTS ASSISTANT – 25 POSTS


1.2.1 WORKSTATION: REGIONS/PLANTS/HEAD OFFICE
1.2.2 SUPERVISED BY: ACCOUNTANT
1.2.3 DUTIES AND RESPONSIBILITIES
i. Prepare and process documents to disburse funds, make deposits and prepare
reports;
ii. Prepare, process and maintain all records of collections and payments as per
financial regulation and accounting instruction;
iii. Prepare cheques payment vouchers and petty cash payment vouchers, to write
cheques and make all approved payments in accordance to the company’s
accounting instructions;
iv. Prepare weekly imprest statement band petty cash statement and submit for
reimbursement for records keeping purpose and ease of making management
decisions;
v. Assist in carrying out bank reconciliation every month reconciliation of general
ledger for financial account preparation so as to ensure all accounts are
balancing; and
vi. Update all financial data in the appropriate systems to ensure proper
management and control of financial information for decision making.
1.2.4 QUALIFICATIONS AND EXPERIENCE
 Diploma in Accountancy, Finance from a recognized learning institution.
 .Form IV and/or both IV/VI Secondary School Academic Certificates.
 One year relevant working experience in a related field
1.3. APPLICATION ARCHITECT AND DEVELOPER – 2 POSTS
1.3.1 WORKSTATION: HEAD OFFICE
1.3.2 SUPERVISED BY: PRINCIPAL ICT OFFICER
1.3.3 DUTIES AND RESPONSIBILITIES
i. Document application vision and create application architecture proposals based
on identified solution gaps;
ii. Provide support on end user training, re-engineering of existing business
applications and maintenance of existing business systems;
iii. Manage structural systems analysis and Design, build test cases to assist in
system tests and performance benchmarks for all production releases;
iv. Map TANESCO’s Business Units terminology with Business Applications in
terms of people, process, and application development technology; and
v. Ensure that solutions leveraging third-party technology complement TANESCO’s
strategy and develop breadth skills across application technology areas relevant
to TANESCO business areas’ of services.
1.3.4 QUALIFICATIONS AND EXPERIENCE
 Bachelor of Science in Computer science or Information Technology degree, or
its equivalent;
 One year working experience in a related fied;
 Knowledge in Database design, structured query language (SQL). MySQL and
Transact – SQL Linux and Database Management;
 Oracle Database Certification or Other Database Management certificate is an
added advantage;
 Knowledge of programming languages, very detail – oriented and have excellent
problem solving skills;
 Good understanding of distributed computing architectures, e.g. Client - server
model;
 Better understanding of storage technologies and networking, especially IBM and
HP Storage; and
 Better understanding of routine maintenance, recovery, and handling failover of a
database.

1.4. ARTISAN (CIVIL) - 1 POST


1.4.1 WORKSTATION: HYDRO POWER PLANT
1.4.2 SUPERVISED BY: TECHNICIAN – CIVIL
1.4.3 DUTIES AND RESPONSIBILITIES
i. Responsible for installing, repairing and maintaining pipes, fixtures and other
plumbing used for water distribution and waste water disposal in residential and
official buildings;
ii. Carry out routing plumbing maintenance works are carried out in Plant’s
residential and office buildings;
iii. Assist in reviewing building plans and specifications to determine the layout for
plumbing and related materials;
iv. Carry out inspection works and submit a report to Civil Technician for checkup;
v. Responsible in carrying out new plumbing installations to new constructed
houses and repair the existing installations; and
vi. Responsible in repairing waste water systems (sewerage system).

1.4.4 QUALIFICATIONS AND EXPERIENCE


 Form IV and/or both IV/VI Secondary School Academic Certificates;
 Holder of Electrical installation trade Test Level II and III or its equivalent;
 Valid Driving License Class C, C1, C2, C3 and/or E is an added advantage.
 One year working experience in a related field.

1.5. ARTISAN (ELECTRICIAN) – 1POST


1.5.1 WORKSTATION: THERMAL POWER STATION
1.5.2 SUPERVISED BY: TECHNICIAN – MECHANICAL
1.5.3 DUTIES AND RESPONSIBILITIES
i. Responsible for preventive and breakdown duties of all electrical installations in
the plant;
ii. Responsible for safe and economic maintenance of the plant;
iii. Ensure company security and safety regulations are being observed all the time;
iv. The priority must be the personnel safety and security of company equipment;
v. Inspect electrical system, equipment and components to identify hazards,
defects, and the need for adjustment or repair and to ensure compliance with
codes; and
vi. Responsible for testing of electrical system and continuity of circuits in electrical
wiring, equipment and fixtures, using testing devices such as ohmmeters,
voltmeters to ensure compatibility and safety of the system.

1.5.4 QUALIFICATIONS AND EXPERIENCE


i. Holder of Electrical installation trade Test Level II and III or its equivalent;
ii. Form IV and/or both IV/VI Secondary School Academic Certificates;
iii. Valid Driving License Class C, C1, C2, C3 and/or E is an added advantage;
iv. One year working experience in a related field.
1.6. ARTISAN (FITTER MECHANICS/TURNER) – 4 POSTS
1.6.1 WORKSTATION: THERMAL POWER STATION
1.6.2 SUPERVISED BY: TECHNICIAN - MECHANICAL
1.6.3 DUTIES AND RESPONSIBILITIES
i. Maintenance of plant machinery by attending all plant equipments to ensure
smooth running of all plant machinery at the station by adhering to Plant
preventive maintenance schedule;
ii. Continuous checking of operating machines for preventive maintenance
iii. Assist mechanical technicians in disassembling machines during
overhaul/maintenance;
iv. Ensure company security and safety regulations are being observed all the time.
The priority must be the personnel safety and security of company equipment;
v. Fabrication of all metal equipments and tools required for effective machinery
operations;
vi. Servicing and repairing power generation machines under the directives from the
supervisor; and
vii. Conduct regular inspection of the engines and generators and report any defect
to Supervisor.

1.6.4 QUALIFICATIONS AND EXPERIENCE


 Holder of Fitter Mechanics Level II or III from VETA or any other recognized
institution;
 Form IV and/or both IV/VI Secondary School Academic Certificates;
 One year working experience in a related field.

1.7. ARTISAN (LINESMAN /WOMAN) – 199 POSTS


1.7.1 WORKSTATION: REGIONS/DISTRICTS
1.7.2 SUPERVISED BY: TECHNICIAN – ELECTRICAL
1.7.3 DUTIES AND RESPONSIBILITIES
i. Responsible for Construction, Maintenance and Emergency works in the
Region/District;
ii. Construct and maintain distribution lines network in accordance with the
company procedures and standards;
iii. Excavates holes for poles erection to ensure they excavated according to the
company standards and measurements;
iv. Strings electrical conductors to distribution lines in a proper manner based on
Engineering Instructions and Safety Rules;
v. Connects power to the customers timely and according to the Company
Standards so as to ensure customers’ safety to their lives and properties from
being endangered by power supplied; and
vi. Attending both reported and unreported temporarily breakdowns immediately
without any delays so as to ensure customers have constant power supply.
1.7.4 QUALIFICATIONS AND EXPERIENCE
 Holder of Electrical installation trade Test Level II and III or its equivalent;
 Form IV and/or both IV/VI Secondary School Academic Certificates;
 Valid Driving License Class C, C1, C2, C3 and/or E is an added advantage;
 One year working experience in a related field.

1.8. ARTISAN (PLANT OPERATOR) – 4 POSTS


1.8.1 WORKSTATION: THERMAL POWER STATION
1.8.2 SUPERVISED BY: TECHNICIAN – MECHANICAL
1.8.3 DUTIES AND RESPONSIBILITIES
i. Responsible for safe, efficiency and economical operation of the plant;
ii. Ensure that readings are recorded in control room and record correctly in the log
sheet;
iii. Identify abnormal alarm and ensure abnormalities in readings are recorded
promptly;
iv. Clean charge air filters, auxiliary equipment and other unit in the power house
/workshop and around the plant;
v. Clean all areas inside the power house; and
vi. Responsible in observing power stations safety rules and regulations.

1.8.4 QUALIFICATIONS AND EXPERIENCE


 Holder of Electrical installation Trade Test Level II and III or its equivalent;
 Form IV and/or both IV/VI Secondary School Academic Certificates;
 One year working experience in a related field.

1.9. ARTISAN - SYSTEM OPERATOR – 25 POSTS


1.9.1 WORKSTATION: GRID/OFF-GRID SUBSTATIONS
1.9.2 SUPERVISED BY: TECHNICIAN – ELECTRICAL
1.9.3 DUTIES AND RESPONSIBILITIES
i. Monitoring continuous and reliable flow of electric power supply from generating
plants to various places of grid destination and distribution points;
ii. Collect all necessary initial technical data in the daily log sheets and defect
register book;
iii. Issue permits to work, limitation of access, sanction of test after proper isolation
of equipment;
iv. Maintain close liaison with National Grid Control Centre (NGCC), generating
plant stations and other grid substation operators to ensure smooth restoration of
power supply in case of system power failure;
v. Report a day recorded shift events to system control supervisor to ensure the
higher authority get informed for record and action; and
vi. Ensure reliability of power supply to customers, safety of the people and safety of
the equipment (i.e., Transformers, Circuit Breakers, Isolators, compensating
equipment such as reactors, capacitors, SVC).

1.9.4 QUALIFICATIONS AND EXPERIENCE


 Holder of Electrical installation trade Test Level II and III or its equivalent;
 Form IV and/or both IV/VI Secondary School Academic Certificates;
 Basic knowledge in Computer operations is a must;
 One year job experience in a related field.

1.10. CUSTOMER SERVICE REPRESENTATIVE – 2 POSTS


1.10.1 WORKSTATION: REGION/DISTRICT
1.10.2 SUPERVISED BY: REGIONAL CUSTOMER RELATIONS OFFICER
1.10.3 DUTIES AND RESPONSIBILITIES
i. Handle customer inquiries/ complaints and ensure customers receive efficient
and satisfactory services in the Region;
ii. Receive calls from customers and relay information to the recipient staff clearly,
timely and perfectly;
iii. Register all customer complaints in the special register and TANESCO’S Service
Delivery Management System (SDM);
iv. Proper recording of time used to restore/repair/respond to customer
complains/breakdowns;
v. Answering customers queries and give clear clarification to customers; and
vi. Handle complaints, provide appropriate solutions and alternatives within the time
limits and follow up to ensure resolution.

1.10.4 QUALIFICATIONS AND EXPERIENCE


 Certificate in Marketing or Customer Services from registered and recognized
Institution/University;
 Form IV and/or both IV/VI Secondary School Academic Certificates;
 Computer knowledge is compulsory.
 One year working experience in a related field.
1.11. DATABASE ADMINISTRATOR – 1 POST
1.11.1 WORKSTATION: ICT HEAD OFFICE
1.11.2 SUPERVISED BY: PRINCIPAL ICT OFFICER
1.11.3 DUTIES AND RESPONSIBILITIES
i. Maintains primary and failover databases of the systems. He/ She will keep the
databases up and running smoothly 24/7;
ii. Build database system of high availability and quality depending on each end
user’s specialized role;
iii. Design and implement database in accordance to end users’ information needs
and views;
iv. Define users and enable data distribution to the right user, in appropriate format
and in a timely manner;
v. Use high-speed transaction recovery technique and backup data;
vi. Minimize Database downtime and manage parameters to provide fast query
responses;
vii. Determine, enforce and document Database policies, procedures and standards;
viii. Perform tests and evaluations regularly to ensure data security, privacy and
integrity;
ix. Monitor Database performance, implement, changes and apply new patches and
version when required ; and
x. Coordinates interfaces with other databases to facilitate data sharing and ensure
compatibility. Analyzes system failures and executes procedures to restore
system and database operations.

1.11.4 QUALIFICATIONS AND EXPERIENCE


 Bachelor of Science in Computer science or Information Technology degree, or
its equivalent;
 Knowledge in Database design, structured query language (SQL). MySQL and

i. Provide high quality and standard education services to employees’ children,
dependents and children from surrounding community;
ii. Maintain a safe and healthy environment for children including general
cleanliness;
iii. Provide various experiences and activities for children including songs,
games/sports, handcrafts and stories;
iv. Perform monthly, quarterly and annual assessments for children’s developments.
v. Keeping all appropriate records of attendance and time sheets;
vi. Establish routine and provide positive guidance to children;
vii. Ensure that children are being supervised all the time at the school environment;
viii. Integrate special needs children in positive and respectful manner and discuss
identified problems and needs with the parents.

1.12.4 QUALIFICATIONS AND EXPERIENCE


 Certificate in Day Care/ Nursery from recognized academic institution;
 Form IV and/or both IV/VI Secondary School Academic Certificates; and
 One year working experience in a related field.

1.13. DRIVER II – 43 POSTS


1.13.1 WORKSTATION: HEAD OFFICE/ REGIONS/ DISTRICTS
1.13.2 SUPERVISED BY: TRANSPORT OFFICER
1.13.3 DUTIES AND RESPONSIBILITIES
i. Driving and maintaining the Company vehicles as per Company rules, traffic
instructions and regulations;
ii. Drive and maintaining company vehicles as per laid down rules, traffic
instructions and regulations, to facilitate company’s business operations;
iii. Drive vehicle on a schedule and designated route to ensure safety and timely
delivery of staff and materials;
iv. Performs minor maintenance tasks on assigned vehicle(s) including pre-trip
inspections as required;
v. Maintain accurate, up-to-date records on log sheets, vehicle maintenance,
accident reports, vehicle condition reports and other records that are requested
by management;
vi. Coordinates the schedule for major or periodic vehicle maintenance with
management to avoid service interruptions;
vii. Monitor, ascertain and timely repair of Company vehicle according to the
required standards; and
viii. Perform courier and messenger duties.

1.13.4 QUALIFICATIONS AND EXPERIENCE


 Form IV and/or both IV/VI Secondary School Academic Certificates;
 Valid Driving License Class C/C1/C2/C3 and/or E;
 Professional Driving Certificate from National Institute of Transport (NIT) & and/or
VETA;
 Trade Test either in Grade I, II or III in Automobile Engineering/Mechanics from
recognized institution is an added advantage;
 One year working experience in a related field.

1.14. ECONOMIST TRAINEE – 1 POST


1.14.1 WORKSTATION: STRATEGIC PLANNING, HEAD OFFICE

1.14.3 DUTIES AND RESPONSIBILITIES
i. Assist in planning, designing, and researching to aid in interpretation of economic
relationships and in solution;
ii. Plan, design, and conduct research to aid in interpretation of economic
relationships and solutions;
iii. Review and analyze economic data in order to prepare reports detailing results of
investigation, and to stay abreast of economic changes;
iv. Compile, analyze, and report data to explain economic phenomena and forecast
market trends, applying mathematical models and statistical techniques;
v. Develop economic guidelines and standards and prepare points of view used in
forecasting trends and formulating economic policy;
vi. Forecast production and consumption of renewable resources and supply,
consumption and depletion of non-renewable resources;
vii. Formulate recommendations, policies, or plans to solve economic problems or to
interpret markets;
viii. Provide advice and consultation on economic relationships to Energy sector; and
ix. Enhance safety matters in the section to ensure safety to employees, customers
and equipment.

1.14.4 QUALIFICATIONS AND EXPERIENCE


 Bachelor degree in Economics from recognized institution/university;
 Post graduate qualification in the related field will be an added advantage; and
 One year of working experience in the related field.

1.15. ENGINEER INSTRUMENTATION TRAINEE – 1POST


1.15.1 WORKSTATION: THERMAL POWER STATION/PLANT
1.15.2 SUPERVISED BY: PRINCIPAL ENGINEER – PLANT
1.15.3 DUTIES AND RESPONSIBILITIES
i. Responsible for managing and execution of all Instrumentation and control
maintenance works/activities in the Plant with objective of ensuring smooth
operational of power generating equipment;
ii. Responsible for designing and developing new control systems, testing,
maintaining and modifying existing systems;
iii. Responsible for analysing data, troubleshooting for errors and presenting
findings in written reports;
iv. Managing instrumentation and control operations and maintenances;
v. Respond promptly to emergence calls during emergence breakdowns to ensure
restoration of fault equipment within minimum time possible;
vi. Plan and Schedule plant Instrumentation and Control system maintenance
works, keep maintenance records, equipment status updating;
vii. Prepares specifications for instruments, systems (DCS), instrument data sheets
and loop diagrams;
viii. Interprets all drawings and manuals necessary for smooth execution of the
plants. This includes interpreting circuit diagrams and instrument detail design on
P&ID's;
ix. Execute properly and write computer software, programs and test procedures;
x. Working collaboratively with planning engineers, maintenance engineers,
operation engineers, purchasers and other internal staff to for smooth execution
of the power plant;
xi. Also responsible for supervising installation and testing of new control and
measurement instruments;
xii. Calibrating instruments and associated equipment;
xiii. Observe safety regulations when carrying out maintenance duties to ensure no
accidents to people and equipment while ensuring quality work standards; and
xiv. Maintain and keep in safe custody all equipment and working tools under your
jurisdiction

1.15.4 QUALIFICATIONS AND EXPERIENCE


 Bachelor Degree in Instrumentation and Control or Electrical and Electronics
Engineering from a recognized University;
 Must be registered by Engineers Registration Board (ERB);
 Computer literacy is a must.
 One year working experience in a related field.

1.16. HYDROLOGIST TRAINEE -1 POST


1.16.1 WORKSTATION: INVESTMENT
1.16.2 SUPERVISED BY: PRINCIPAL ENGINEER WATER RESOURCES
1.16.3 DUTIES AND RESPONSIBILITIES
i. Responsible hydrological data collection, computation, analysis including
scientific modelling and advising on all hydrological issues pertaining to
hydropower project development and sustainable operation of the existing plants;
ii. Responsible for setting criteria and methodologies for hydrological data
collection, compilation and analysis;
iii. Undertake cost effective hydrological data analysis work at pre-feasibility,
feasibility and other similar studies;
iv. Maintain an up to date record of hydrological, meteorological and other related
data for all major rivers in the country as well as hydropower stations;
v. Participate in planning and design of hydraulic structures in close cooperation
with Design Engineer;
vi. Participate as counterpart to external consultants in hydropower engineering
studies/projects being carried out by local and external consultants;
vii. Initiate and co-ordinate water resources related research activities with other
research institutions;
viii. Liaise with the Ministry responsible for water, the directorate of meteorology and
other agencies, consultants, water regulators, researchers, external bodies and
other professionals dealing with water basins, predicting and monitoring rainfall,
water yields and usage, and development of drought management strategies;
ix. Responsible for recording and Processing and storage of water resource data;
x. Keeping up-to-date with scientific and technical developments;
xi. Supervision work of hydrometric and other staff; and
xii. Prepare timely accurate and quality technical and other reports.

1.16.4 QUALIFICATIONS AND EXPERIENCE


 Bachelor Degree in Hydrology, Water Resource Management or any other
relevant field;
 Resources Engineering or equivalent qualifications;
 Registered by ERB as Graduate Engineer; and
 Minimum of one year working experience in the relevant field.

1.17. ICT SECURITY ANALYST – 1POST

1.17.3 DUTIES AND RESPONSIBILITIES
i. Perform day-to-day ICT security management activities, including responding to
user problems and rectifying faults. Detect and respond to intrusion or security
breaches. Perform maintenance operations such as signature updates and
software upgrades;
ii. Co-ordinate contingency planning and testing; perform security audits and
maintain a systems disaster recovery manuals. Ensure all security
documentation and procedures meet compliance requirements;
iii. Execute, monitor, investigate, summarize and report on information received
from security devices;
iv. Assess the impact of new technologies on existing or planned systems and
ensure proper security education, awareness and training of personnel in all
areas of security operations;
v. Evaluate effectiveness of current architecture and process towards meeting
